Comparison between Auckland Plan Submission and Prime Minister's Transport Announcement for Auckland

Per my Auckland Plan Submission (2011) Priority One (To be completed by 2018) Building of the Eastern Highway (to the Sub-Regional Standard Option as mentioned in Section 3.5 of the EASTDOR Final Report Realigning the Westfield Diamond Relocating or adding rail stations Re allocating bus routes, improving bus feeder systems to rail stations or bus RTN systems Feasibility Study of the Airport Rail Line including freight option Starting the bus RTN roll out especially along State Highway 20, 20A and 20B South-to-Manukau Rail Link Completion

What the Prime Minister Announced as $10b package

Notes of difference

AMETI including Panmure Interchange and Busway. WestEast Link (motorway) between Onehunga, Penrose, Mt Wellington/Otahuhu and East Tamaki. Completion projection by 2025 N/A N/A N/A N/A State Highway 20A to be upgraded to full motorway. Projected Completion also by 2025 N/A

AMTEI substituting Eastern Highway between Panmure and Glen Innes. Announced West-East Link between Onehunga, Penrose, Otahuhu, Mt Wellington, and East Tamaki is AMETI or the Eastern Highway in Reverse. Land Designated but no further progression by AT and KR Being addressed in AT's RPTP. Building of Glenroa Road Station and Closing of Te Mahia Station under active consideration Under Consultation by AT via the RPTP Unsure and will need to check with AT While Central Govt deals with SH20A upgrade, AT is looking at RTN bus roll out for the airport via the RPTP. Unknown if SH20A upgrade will have bus lanes AT undertaking study. Continued active lobbying continuing to AT to get this link built

Priority Two (To be completed by 2025) Construction starts 2020 and completed by 2025. Project can be brought forward to 2017/2018 if rail patronage hits 20m/year by that time N/A N/A I called for CRL construction to be started 2018 with completion around 2025 owing to Rall Fallacy model. Rail Efficiency Program to be carried out in the interim and to be completed by 2018 Long Term project by AT/KR. Completion unknown at the moment as project is staged Buried by the Mayor at the moment, I am not particularly fussed as I have only called for the project if deemed feasible per earlier study in the Priority One section Similar as I have put the North Shore Line down as a priority three/optional project depending on Bus Way capacity. Start and Completion dates though from the PM would treat the AWHC as a Priorty 3 project if following my submission. Alignment issues have altered however over the time between my submissions Not actively being considered by AT at the moment $110m push to get to Pukekohe electrified with two new stations under way by AT. Awaiting funding from Council

Completion of Inner City Rail Link

Third Rail Line from Port to Papakura Airport Rail Line (if deemed feasible)

Second Harbour Crossing

South West Rail Line (if freight is still moving to Northland) Rail Electrification to Hamilton (not mentioned or included in this submission)

N/A N/A

Priority Three (To be completed by 2040 or optional) Possible Missed Opportunity. Not being considered by AT or Council in any case. My original submission had separated the Botany Line out from the Original Eastern Highway in contrast to the EASTDOR recommendation in 2002 Consistant with my Auckland Plan submission As noted earlier, Eastern Highway in reverse (going West instead of towards to the CBD

Botany Rail Line

Not included in AMETI announcement

North Shore Rail Line Upgrade Eastern Highway from Sub Regional Function option to full Regional Function option

Not included in AWHC by PM. Second Crossing though to be furture proofed for eventual North Shore Line N/A due to West-East Link
