Historic
District
Ordinance
to receive
facelift
By KRISTINA SCALA
The Haddonfield Sun
After 42 years, Haddonfields
Historic District Ordinance is get-
ting a facelift. Residents and bor-
ough representatives gathered on
Monday, June 24, for a discussion,
providing recommendations and
concerns with the current rules
and regulations.
Borough commissioners hired
Carter van Dyke Associates a
Doylestown, Pa., based planning
and landscape architectural firm
that deals with historic preserva-
tion and revitalization to aid in
updating the ordinance.
I think having meetings like
this gives us an opportunity to try
to figure out how to make the His-
toric District Ordinance better,
Historic Preservation Commis-
sion chairwoman Lee Albright
said.
Many residents who gathered
at the meeting were concerned
with the current enforcement of
the ordinance as well as the cost
relating to proper maintenance of

BOE addresses overcrowding
at Tatem elementary school
By KRISTINA SCALA
The Haddonfield Sun
Haddonfield Board of Educa-
tion members are attempting to
address the overcrowding situa-
tion at J. Fithian Tatem Elemen-
tary School, finding an alterna-
tive location for the pre-school
program.
According to Superintendent
Rich Perry, the board has been
exploring various locations and
met with members of Haddon-
field United Methodist Church to
possibly use its updated facility.
Its been going on for quite a
while, and Tatem parents and
teachers are doing a fantastic job
there, but we are trying to look at
creative solutions, he said,
adding the board is waiting for
approval from the institution.
Perry said the cost to rent the
space would be $5,000 per month
from September to June, or
$50,000 per year. It would not af-
fect the cost of tuition.
The district would use five
rooms on the third floor and
might have to look into stagger-
ing program times. Twenty-five
teachers and support staff would
be onsite, including one adminis-
trative member.
The district would also be re-
sponsible for the facilitys main-
tenance and upkeep, using its
own workers. One bus would be
available for transportation. Fur-
ther details would be worked out
after the agreement and hopeful-
ly before the school year, Perry
said.
Its in our budget, he said.
Parents opinions regarding
the change were split at the June
27 meeting. Some agreed with the
change saying it would alleviate
the overcrowding situation, bet-
tering safety and the learning ex-
perience.
Others were concerned about
safety and childrens learning
and social experiences. Amy Nat-
icchia, member of the over popu-
lation committee at Tatem, said
she supports the boards decision
to move the preschool program.
The burden of carrying an
additional 200 students more
than the other elementary
schools has taken a toll, she
said, adding teachers and staff
have done their best to accommo-
date and teach all the students as
the committee attempted to find a
alternative solution.
She said moving 90 students
would open up more classroom

historic homes.
Carter van Dyke, founder of
the firm, said there are three tiers
the HPC looks at when a home-
owner wants to update or repair
his or her home.
According to van Dyke, the
most preferred situation is a
homeowner attempts to preserve
the current condition of the
home at which it was purchased.
The second is the homeowner
uses similar materials for re-
placement, while the third is the
homeowner finds synthetic mate-
rials without changing the look of
the building.
He said it is important to keep
the structural and historic in-
tegrity of these historic buildings
in Haddonfield.
If you dont, the costs to you
become greater, he said, adding a
homeowner must apply for a per-
mit before installing windows
and siding. But a homeowner in
the historic district must also
meet the approval of the HPC.
Someday, someone is going to
have to maintain it, he said.
The Historic Preservation
Commission has guidelines on
the boroughs website for various
projects. Homeowners must also
submit an application to the his-
toric commission for approval.
But residents felt there is a dis-
crepancy pertaining to the quali-
fications laid out by the commis-
sion.
Another concern brought up at
the meeting was with the areas
bordering the historic district.
Mary Previte has been living in
Haddonfield for the past 42 years.
She believes the historic homes
should not only be preserved, but
their integrity should be protect-
ed from the surrounding area.
Not many cities in the state
are preserving their towns the
way our town is trying to do so. I
have been horrified in the last few
years to see houses torn down al-
most at whim and McMansions
put in their place. They do not re-
flect our history at all. Maybe
they are not in the historic dis-
trict, but we lose something, Pre-
vite said.
She said a buffer zone imme-
diately adjacent to the historic
district should be created and
monitored to help preserve the
agricultural gems in the bor-
ough.
I think that ought to be some-
thing seriously considered. We
are facing that in our neighbor-
hood, she said.
Albright said the reason for the
meeting was to make sure all
areas regarding both procedures
and regulations are not missed.
According to Albright, meet-
ings were set allowing input from
the zoning board, planning board,
borough commissioners and the
HPC. The meeting with residents
was one of the final meetings be-
fore the deadline of Aug. 30.
A survey will also be available
for all residents to fill out and
submit to the commission for
input. Albright said the detailed
survey and meeting are meant to
gather input from the residents
and revise the current ordinance,
making it more efficient.
Educational resources and con-
sultation, provided by HPC tech-
nical consultant Lisa Soderberg,
are also available.
Historic houses are a part of
Haddonfields identity. We want
to do our best to preserve it, she
said.
The survey is available on the
boroughs website at www.had-
donfieldnj.org. A paper copy is
also available in Borough Hall.

sion, visit http://www.haddon-

P
rospective summer interns re-
joiced last month when a feder-
al district judge in Manhattan
ruled that not all internships can be
unpaid.
Not only did Manhattan federal dis-
trict judge William H. Pauley III rule
that Fox Searchlight studios had bro-
ken New York and federal minimum
wage laws when it failed to pay two in-
terns who worked on the set of the
movie Black Swan, he also gave the
go-ahead to a class action suit sought
by an intern who worked in Fox Enter-
tainment Groups offices.
Businesses have long relied on in-
terns to supplement their paid work-
force, with many of these internships
occurring during the summer months
when colleges are on break. On the
surface, Pauleys decision would
threaten that practice.
Dig deeper, though, and one can see
that it doesnt outlaw unpaid intern-
ships, but rather seeks to ensure that
any unpaid intern is actually getting
real-life work experience, and not just
delivering coffee.
Pauley referred to the Department
of Labors six-point test to determine
whether an internship can be unpaid:
It must be similar to training that
would be given in an educational envi-
ronment.
It must be an experience that is for
the benefit of the intern.
The intern must not displace regu-
lar employees, but work under close
supervision of existing staff.
The employer must derive no im-
mediate advantage from the activities
of the intern, and on occasion, its op-
erations may actually be impeded.
The intern is not necessarily enti-
tled to a job at the conclusion of the in-
ternship.
The employer and intern under-
stand that the intern is not entitled to
wages for the internship.
So, basically, to be eligible to be un-
paid, the internship must be valuable
to the intern himself or herself, not
just to the employer.
Sounds fair enough.
After all, cant we just all get our
own coffee?
Are unpaid interns over with?
A federal district judge may have put an end to the long practice

Officials announce transition of municipalities radio system
Congressman Rob Andrews and county
officials announced a $40 million project to
transition 37 municipalities to a new state-
of-the-art 700 MHz digital radio communi-
cations system.
The Freeholder Boards No. 1 priority is
to make sure the residents, families and
children of Camden County are safe, said
Freeholder Scot McCray, liaison to the Cam-
den County Department of Public Safety.
When you call 911, it is imperative for the
system to work and for first responders to
have the ability to communicate with one
another.
The signal strength and clarity of the
new system is unsurpassed. We tested the
new radios in areas that had previously
posed problems to our public safety com-
munity, and they more than impressed us.
From the top of a Cherry Hill high-rise, in-
side a bank vault in Haddon Township and
the middle of an orchard in Winslow, we ex-
perienced crystal clear communications.
County communications systems have
been plagued by digital interference from
television stations located as far away as
South Carolina and Massachusetts, render-
ing the systems useless for long periods of
time and creating potentially life-threaten-
ing risks for our police, fire, first respon-
ders and residents.
The new system is far more reliable than
the longtime radio communication systems
that have been used in the county since the
mid-1970s.
Camden County officials anticipate the
system will provide a much safer and more
effective and efficient radio system for the
countys first responders and citizens. In-
cluded in the project are technological and
infrastructure improvements, new towers
and new mobile and portable radios for all
of the countys first responders.
Police communications is anticipated to
broadcast on the new system by the end of
the year. As part of that transition, 1,054
mobile radios and 1,280 portable radios are
being purchased at a cost of $10.1 million.
Fire and EMS have utilized the new sys-
tem since May 6. Included in that phase of
the project were 790 mobile radios and 2,017
portable radios at a cost of $12.1 million.
More than $17 million of the projects
funding came through low-interest bonds
under the American Recovery and Re-in-
vestment Act.

Children illustrate a
Longfellow poem
for the tricentennial
Did you know that the children
of Haddonfield Child Cares Ex-
tended Day Kindergarten Pro-
gram celebrated the Haddonfield
Tricentennial by illustrating a
Longfellow poem about Elizabeth
Haddon?
They also learned about jazz
musicians, modern artists, presi-
dents and heroes.
They studied healthy, active
lifestyles, including good nutri-
tion practices and exercise. They
took up the challenges of STEM
(science, engineering, technology
and math), learning and experi-
menting with biology, chemistry
and engineering. And they began
the road to good citizenship, both
by learning about their communi-
ty and carrying out community
service projects.
What will your kindergartener
do before or after the Haddonfield
half-day kindergarten session
next year?
Will you be looking for play
dates to fill out of school hours, or
arranging a complex mix of class-
es or lessons? Why not sign on to
EDKP, where you know that a
whole range of enriching activi-
ties await the children in one
place each day? And transporta-
tion to or from the three elemen-
tary school kindergartens is al-
ready arranged and included, as-
suring a seamless and worry-free
day for parents.
Housed at Central Elementary
School, you can rest assured that
your child will be in a safe, se-
cure, and nurturing environ-
ment, staffed by experienced pro-
fessionals who will provide a de-
velopmentally appropriate cur-
riculum based on the latest re-
search, and planned to enhance
their kindergarten experience. At
a recent panel discussion on ex-
panded learning opportunities
sponsored by the state Depart-
ment of Education, the EDKP
was recognized for its service-
learning component as part of NJ
CARES, an initiative of the NJ
School Age Care Coalition.
For more than a quarter centu-
ry, the Haddonfield Child Care
Extended Day Kindergarten Pro-
gram has served the community
by working cooperatively with
the schools to provide Haddon-
field kindergarteners with a
healthy balance of social, emo-
tional, physical and academic en-
richment, in addition to depend-
able child care for working fami-
lies. Many of those early EDKP
kids are now adults in the work-
force themselves, who fondly re-
member their days at EDKP and
recall the friendships made there.
A few have even returned to be-
come EDKP staff.
Limited spaces (either full or
part week) still remain for this
long established and highly re-
garded non-profit wraparound
program, so parents interested in
registering for the 2013-14 session
should contact the HCC Office at
429-1603 as soon as possible to re-
serve a place.

Childrens experience at
Tatem because of the overcrowd-
ing are different than at the other
schools, Tatem principal Karen
Schultz said.
Many concerned parents un-
derstood the situation.
Kristin Smyth said they have
enjoyed the convenience of Tatem
and is pleased to see the board is
addressing the situation, but she
is concerned her children will
miss out on the community aspect
of attending Tatem.
We do have a community feel-
ing as our kids play after school
until dinnertime. I just wanted to
let you know the loss that is going
to be there, she said.
Perry assured Smyth childrens
walking routes pass the church
and they would still interact with
other children in the district.
As far as security a similar key
fob locking system that is being
installed in the district is used at
the church, Perry said.
Perry said it is not possible to
build an addition to the school
since its landlocked. If the
church does not agree to allow the
school district to rent the space,
he said the other option is to keep
the children at Tatem.
The religious institution could
lose its tax-exempt status, which
might be holding the church back
from agreeing. But Perry said he
was assured by the state Depart-
ment of Treasury that with the
change in the most recent statute
the church would not lose its sta-
tus.
The board made a motion to
give Perry the power to make a de-
cision when the church responds
to the proposal. Perry said he
would be able to approve the ad-
justment without making the
process longer.
We have been talking about
this for two to three months.
There are different areas that we
needed to address, and right now
the ball is in Methodist court,
Perry said.

Employees from Conigent/Wodify
pack up food for Philabundance
Recently, 31 employees, family
and friends from Conigent/Wodi-
fy of Haddonfield and CrossFit
1Force of Deptford teamed up to
sort and pack food for people in
need at Philabundance in
Philadelphia. Philabundance is
the region's largest hunger relief
organization providing food to
more than 65,000 people each
week through neighborhood dis-
tribution programs and a network
of close to 500 neighborhood agen-
cies. The volunteers worked in
warehouses for more than three
hours organizing and packaging
nearly 13,500 pounds of food.
Following their time at Phil-
abundance, members from both
companies headed over to the
CrossFit 1Force box (the CrossFit
term for gym) to perform an in-
tense CrossFit workout.
The joint Philanthropy event
between Conigent/Wodify and
CrossFit 1Force is part of a new
strategic partnership between the
two businesses, which includes
bringing their respective teams
together for quarterly philan-
thropic events.
Its been a great journey part-
nering with CrossFit 1Force.
Theres so much enthusiasm in
working together to help others.
Were looking forward to many
more dual events, Ameet Shah,
CEO of Conigent/Wodify said.
CrossFit is all about motiva-
tion, and theres certainly no lack
of it here. Joining forces for a
great cause with like-minded peo-
ple was the framework for this
event. It was a great success,
Erin Kelly, co-owner of CrossFit
1Force said
Volunteers play an extremely
important role in the fight against
hunger, and we want to thank
Conigent/Woodify and Crossfit
1Force for spending a morning
with us sorting and packing more
than 13,000 pounds of food, said
Bill Clark, president and execu-
tive director of Philabundance.
As more people continue to come
to us for food across the Delaware
Valley, we need to be able to get
more food out into our communi-
ties quickly, and we couldnt do it
without volunteers.
In addition to participating in
at least one company-wide chari-
table event per quarter, Coni-
gent/Wodifys philanthropy pro-
gram includes helping nonprofit
organizations with free IT con-
sulting services, donating 1 per-
cent of Conigents profits to a
philanthropic cause, and giving
employees one paid day off per
quarter to partake in individual
charitable projects. CrossFit
1Force is equally dedicated to
giving back.
