Sources for open space funding
are looking slim after the Assem-
bly failed to vote on a bill, as of
Thursday, June 27, that would pro-
vide more funding to the Green
Acres program. The Burlington
County Freeholders also reduced
the county open space tax by more
than $5 million.
According to Burlington Coun-
ty spokeswoman Charlene Web-
ster, the freeholders reduced the
open space tax to help relieve a
burden caused by the decrease in
ratables, resulting in a general
revenue loss of $7.6 million. She
said the freeholders analyzed
three areas to help ease the bur-
den for the taxpayers general op-
erations, the library system and
open space programs.
Webster said the open space tax
is being reduced from 4 cents per
$100 of assessed value to 1.5 cents,
or $5.3 million. Although the sig-
nificant decrease may pose as a
threat to some, Webster said the

county has $48 million available
for open space funding, approxi-
mately $20 million more than in
2008.
This year it is not going to af-
fect things at all. We are still doing
all of the projects that we have
planned and all the programs we
offer, she said, adding three new
projects are being added to the
plan.
The county is planning to fund
the Underground Railroad Muse-
um at Historic Smithville Park,
the conservation of the Mount
Holly Library as a museum and
aiding other organizations to keep
the Rancocas Nature Center open.
She said municipalities could
apply for $250,000 per year grants
that can be applied to municipal
park improvements. The county
has $5 million per year set aside
for all Burlington County munici-
palities.
Medford Township has its own
open space tax. Out of the tax dol-
lars collected, a percentage goes to
that effort, according to council-
man James Randy Pace.
Part of the tax is a county tax,
library tax and open space tax.
The percentages are on the resi-
dents tax bill.
In regard to Medford Town-
ships open space tax, the amount
we collect goes to pay for all the
property acquisition weve done
locally, Pace said.
What will be available to Med-
ford Township will be county
funded, offering grant opportuni-
ties.
Pace isnt certain theres going
to be a direct impact on the town-
ship.
Based on the annual debt serv-
ice statement from the county,
they have somewhere around $88
million in open space tax, he
said. Essentially, all our taxes re-
mitted havent paid for everything
theyve done.
Pace said theres outstanding
debt that needs to be paid for in
the township first and it cant be
done through borrowing money
and increasing debt service.
The impact is going to be min-
imal, the township has been given
a direct benefit. Its county-wide
to do county projects, Pace said.
We have to be fiscally responsi-
ble with peoples tax dollar. Its not
an unlimited resource.
Jeff Tittel, state chapter direc-
tor of the Sierra Club a national
environmental organization
which seeks to influence public
policy in both Washington and the
state capitals through public edu-
cation and grass-roots political ac-
tion said the state DEP has ap-
proximately $100 million in Green
Acres funds until next year.
After that the state, for the first
time since 1988, will be out of
money, he said.

supermarkets in Burlington and
Camden counties, presented a
$15,000 donation to Ronald Mc-
Donald House Charities of the
Philadelphia Region, at the non-
profits recent telethon.
The donation was made on be-
half of the stores Cares Commit-
tee, which is an employee-man-
aged initiative that drives many
of the Ravitz Family Markets
outreach programs in the com-
munities its stores serve.
Cares members choose pro-
grams to support; raise funds
through nearly 1,000 fellow em-
ployees, customers, and vendors;
and award donations.
Ronald McDonald House is a
non-profit organization that cre-
ates, finds and supports pro-
grams that directly improve the
health and well-being of children
in the community.

Resident receives gold
award from congressman
Medford Lakes resident, Jessi
Young, recently received her Con-
gressional Gold Award from Con-
gressman Jon Runyan.
The Congressional Award was
established by Congress to recog-
nize the hard work and dedica-
tion of America's young people
who have made the commitment
to bettering themselves and their
communities.
Students must set goals in four
areas: Public Service, Personal
Development, Physical Fitness,
and Expedition/Exploration.
To complete her Congressional
Award, Jessi volunteered more
than 400 hours helping the elder-
ly at the Collingswood Manor
nursing home, assisting special
needs children during therapeu-
tic horseback riding lessons, and
working at a thoroughbred horse
rescue center.
A homeschool student, Jessi
graduated from high school re-
cently and will be attending
Messiah College in the fall where
she will enter as a junior, having
completed two years of college
during high school.

of Bar Association
William J. Thompson, chair of
the Family Law Department at
Archer & Greiner P.C., has been
appointed to the Executive Com-
mittee of the Family Law Section
of the New Jersey State Bar As-
sociation. Thompson is a former
chair and longtime leader within
the section. He is based in Archer
& Greiners headquarters in Had-
donfield.
The Executive Committee
oversees policy and programs of
the Family Law Section, which
maintains and improves the
practice of family law through ef-
fective interaction with the fami-
ly courts and by informing mem-
bers of current legislation and
regulations.

Medford Township School Dis-
trict will be implementing the
Big Ideas math curriculum at the
beginning of the new school year.
The curriculum department
has been researching a new math
program that would work best for
the district, according to Tom
Olson, administrative director of
programming and planning.
The change comes with the
current program not aligning to
common core standards, which
were released in 2010.
According to Olson, although
the district wanted to stick with
Connected Math, it wasnt fair to
students to have to completely
rewrite the curriculum. So Olson
recommended the math pro-
gram, Big Ideas.
According to Olson, the re-
search began in 2011, looking
into enVisionMath, and he
recommended it a year ago. They
learned it didnt meet student
population needs and moved for-
ward.
We spent a great deal of time
looking at programs on the mar-
ket, Olson said.
Upon further research, Olson
came to the conclusion the teach-
ers and population needed a
change from Connected Math,
and with the pilot program, felt
comfortable recommending Big
Ideas.
Its aligned to the common
core. Its strongest piece is that it
has a dual pathway, Olson said.
It has a balanced instruction be-
tween inquiry and direct instruc-
tion.
According to Olson, Big Ideas
is challenging and applies a
mixed approach. There will also
be a textbook for students in
third through eighth grade.
The home component for par-
ents is very user friendly, Olson
said.
There are videos and a tech-
nology component for each les-
son.
Additionally, the program
teaches mastery; there are multi-
ple resources for parents and stu-
dents; it works with technology
with a user-friendly home compo-
nent; and there are multiple
choices for lesson support and
student practice response, ac-
cording to Olson.
Additional user groups of the
program in the state include
Morris Plains, Westfield, Hamil-
ton Township, Pemberton, Mor-
ris, Howell, Hopewell and Upper
Township.
A schedule has been set for
teachers to begin writing the cur-
riculum for the 2013-2014 school

rospective summer interns re-
joiced last month when a feder-
al district judge in Manhattan
ruled that not all internships can be
unpaid.
Not only did Manhattan federal dis-
trict judge William H. Pauley III rule
that Fox Searchlight studios had bro-
ken New York and federal minimum
wage laws when it failed to pay two in-
terns who worked on the set of the
movie Black Swan, he also gave the
go-ahead to a class action suit sought
by an intern who worked in Fox Enter-
tainment Groups offices.
Businesses have long relied on in-
terns to supplement their paid work-
force, with many of these internships
occurring during the summer months
when colleges are on break. On the
surface, Pauleys decision would
threaten that practice.
Dig deeper, though, and one can see
that it doesnt outlaw unpaid intern-
ships, but rather seeks to ensure that
any unpaid intern is actually getting
real-life work experience, and not just
delivering coffee.
Pauley referred to the Department
of Labors six-point test to determine
whether an internship can be unpaid:
It must be similar to training that
would be given in an educational envi-
ronment.
It must be an experience that is for
the benefit of the intern.
The intern must not displace regu-
lar employees, but work under close
supervision of existing staff.
The employer must derive no im-
mediate advantage from the activities
of the intern, and on occasion, its op-
erations may actually be impeded.
The intern is not necessarily enti-
tled to a job at the conclusion of the in-
ternship.
The employer and intern under-
stand that the intern is not entitled to
wages for the internship.
So, basically, to be eligible to be un-
paid, the internship must be valuable
to the intern himself or herself, not
just to the employer.
Sounds fair enough.
After all, cant we just all get our
own coffee?

ObamaCare is not giving people
a better health-care system
For all of those who thought ObamaCare
was going to bring a new dimension to this
countrys health care system with lower
cost, better options and better care for
those who currently dont have insurance
think again.
As Nancy Pelosi said, Congress needed
to pass the bill before they and the public
learned what was actually in it.
An editorial in the Investors Business
Daily illustrates the scam that is being
forced on each of us.
In just one state, and there are 49 to go,
California, the Obama Administration has
granted $910 million to set up its insurance
exchange.
This expenditure is not for better health
care. It is not for hospitals or supplies. It is
not for more doctors, or nurses. And it is
not for the so-called disadvantaged to ob-
tain health insurance or better health care.
No, it is just for the bureaucracy to set up
and run the health-care exchange.
The executive director is to be paid
$360,000 a year and then there are monies
for staff, computer equipment, public rela-
tions and outreach.
Outreach is a major investment bene-
fiting not the medically ill but the commu-
nity organizers and the Democratic Party
(surprise).
Under the California plan, 48 organiza-
tions are to receive $37 million to build pub-
lic awareness of the health exchanges, but
only a few have anything to do with health
care. The NAACP received $600,000 to do
door-to-door canvasing and presentations
at community meetings. Unions such as
Service Employees International and AFL-
CIO will receive $3 million to make phone
calls, robo-calls and to go door-to-door or-
ganizing, engaging (Democratic) political
campaigns and electing pro-union and pro-
worker candidates.
As with many government programs the
public is often misled and only the power-
ful and politically connected benefit.

Camera Clubs and field trips take
members into the out of doors to

funding program that was estab-
lished to help maintain, protect,
preserve and enhance the states
natural environments along with
its historic, scenic and recreation-
al resources for the publics enjoy-
ment, according to the Green
Acres website.
According to Tittel, there is
enough funding to continue cur-
rent projects for this year, with-
out adding new projects to the
list. A new project could be added
if a current project is dropped.
But there is some hesitation
coming out of the Legislature, he
said.
They are taking all of that
money out of existing revenues
and cutting other programs, Tit-
tel said, adding he foresees the $17
billion, 30-year bill not making it
on the ballot in November.
He said at this point, Green
Acres needs a long term stable
course of funding.
State DEP spokesman Larry
Hajna said the state is currently
looking into long term funding
for the program, but could not re-
lease details.
We do have enough money in
the Green Acres program that we
can continue to work with. But
we clearly recognize that it needs
to be replenished, he said.
Hajna said a majority of the
focus is on Blue Acres pro-
grams, which was created under
Green Acres in 1995 for munici-
palities and counties to acquire
costal areas that have been dam-
aged by storms, are prone to
storm damage or areas acting as
a buffer zone that would help pro-
tect other areas.
He said after Hurricane Sandy
those projects became the main
focus.
Although there is no major
concern at this time, Tittel said
Green Acres funding is running
on vapors, and the funds need to
be replenished by 2014.
If we are not on the ballot by
next year, we are in serious trou-
ble, he said.
A tremendous amount of
money has been spent and will
continue to be spent, Pace said.

School district
performs assessment
for Anti-Bullying act
year, so it can be implemented in
the fall when the students return.
The algebra program will re-
main unchanged and will contin-
ue to follow the Lenape Regional
High School District curriculum.
In other news:
The district performed a self-
assessment to determine its
grade under the Anti-Bullying
Bill of Rights Act.
The total possible points the
district could receive was 75, and
the district came out with an
overall score of 73. The district
was required to assess its ap-
proaches, training, staff instruc-
tion, training programs, curricu-
lum, personnel and investigative
procedures. Each school scored
between 69 and 75 points.
According to Anti-Bullying Co-
ordinator, Dr. Gale Ferraro, all of
the schools met expectations.
Depending on the schools, in
some areas, they felt they went
above and beyond expectations,
Ferraro said.
The state will record the score,
and it will be posted on each
schools website in addition to the
districts site by September.
We did a very good job, mostly
because things were embedded in
what we were already doing,
Ferraro said.
The next board of education
meeting is scheduled for Aug. 26
at 7:30 p.m.
