TACLOBAN CITY The Office of the Ombudsman in Eastern Visayas said about 304 cases have been filed in their office as of May this year. Edwin Tabarranza, officer-in-charge of the Ombudsman in the region, said of the 304 cases, 153 of them have been investigated and awaiting for decisions. We are fast-tracking the investigation of all cases filed before our office because we are mandated to comply the zero backlog of cases during yearend, Tabarranza said. In 2012, the Om-

As of May this year, 582 requests for assistance were received by the office, Tabarranza added. Tabarranza, however, refused to provide the list of state agencies with the most number of cases filed before their office. We cannot disclose the names of these agencies because the persons involved do not represent the entire office. It does not mean the office is already corrupt because one of its officials or employees is facing charges before the Ombudsman, Tabarranza explained. Cases against government officials and employees that are pending before the anti-graft office are either administrative or criminal. These cases involve violation of Republic Act (RA) 3019, or the AntiGraft and Corrupt Practices Act and RA 6713,

or the Code of Conduct and Ethical Standards for Public Officials. The Ombudsman is mandated to resolve a case in 30 days. Tabarranza said that of the cases files against public officers in the region, only about 40% are elevated to court for trial, while the rest do not prosper. TACLOBAN CITY- A police officer is now being hunted for his alleged involvement in a carnapping syndicate whose operations cover various parts of the country, to include in Metro Manila. Police Superintendent Nolasco Bathan, regional chief of the Highway Patrol Group (HPG-8), identified the suspect as PO2 Igmedio Cinco, whose last active assignment was in HPG based in Catbalogan City April 2013. The alleged involvement of Cinco in the illegal trade surfaced during one of their operations, Bathan said. Another RDC exec asks status on anti-poverty program for EV
TACLOBAN CITY Where did all the money go? A private sector official asked national and local government officials, after the presentation of poverty statistics, placing Eastern Visayas as the third poorest region nationwide. Tiburcio Morales, representing cooperatives sector in the Regional Development Council, said local officials should be accountable on the worsening poverty situation amid disbursement of multi-billion peso funding from the central government to Region 8. Why worsening poverty happens in spite of the fact that a huge budget have been poured out every year? Why do we have failing grades? asked Morales council members. Morales, who irrevocably resigned as RDC co-chairman last year, appeared to be upset when he raised these questions following the presentation of dismal results by National Statistical Coordination Board (NSCB) Regional Head Evangeline Paran. During the recent full RDC meeting, Paran reported that poverty incidence among families in Eastern Visayas rose to 37.2% in the first half of 2012 from 36.2% in 2009. Poverty situation has worsened in four of the six provinces in the region in the past three years. The region moved to the third poorest rank in 2012 from fifth place in 2009. The NSCB report categorized Eastern Visayas as a new entrant in the poorest cluster next to Autonomous Region in Muslim Mindanao (46.9%) and SOCCSKSARGEN (37.5%). Morales, a former regional director of the Department of Agrarian Reform, said the report is very disappointing, more so that the Aquino administration is spending billions for poverty reduction. The President wants that in every centavo spent, there should be a corresponding accomplishment. We always had meetings but we are not really delivering the job we are asked by the national government, he said. We should be serious in ending poverty because our region is a seat of insurgency. Data from the Department of Budget and Management, budget for provinces, cities, and municipalities in Region 8 have been consistently increasing. In 2009, internal revenue allotment (IRA) was P15.26 billion. It went up 4.65% to P15.97 billion in 2010. IRA share for 2011 and 2012 was pegged at P13.27 billion and P12.65 billion, respectively. Budget support reduced in these years with the conversion of 16 municipalities in the country into cities. Morales said there are also billions of unconsolidated budget for regional offices of the national government aimed at fighting poverty. Plastic awareness
question. While people are using plastic as part of daily life, it is hard to reorient their ways into non-plastic habits. The use of the material has found wide acceptance that it has eliminated the biodegradable materials. Where before, papers were used as wrappers for many items, we now seldom see people using paper for such simple purposes. The convenience of using plastic has caught the mindset of people that they no longer think of the ill effects that plastics bring to the environment. But the concern is really more on the improper disposal of garbage that ruins our environment. If plastics are hazardous to life, by all means government must take appropriate measures to protect the people. It is very impractical to focus the drive on the end-user. The suggesto page 9

In order to protect the environment, government has brought the idea of discouraging people from utilizing plastics that are not organic and contaminate the environment. We are all aware of the hazards that plastics bring not only to the environment but to human health as well. It may not cause immediate adverse effects, but we are all victims of some sort of food poisoning every time we use plastic for our food. The concern raised in keeping these non-biodegradable materials from the bowels of the earth may have some basis. After the harrowing midterm election for local government ofcials, the country must now become sober to face the problems besetting society. The members of the Fourth Estate are in want of passing the legislative bill for Freedom of Information (FOI) that has been pending at the House Representatives and the Senate. If the present crop of legislators loves the Filipino people, they will not hesitate to pass the law. In Irelands report on Public Consultation on the Draft Heads of the General Scheme of the Freedom of Information Bill 2012, states: The Joint Committee considers that the public has a right to information about services provided on its behalf and about deciOur legislators should prioritize the passing of the FOI bill because we are way behind other freedomloving countries of the world. According to Wikipedia there are already over 90 countries that have the FOI legislation. The oldest is Swedens Freedom of the Press Act of 1766. Imagine our country is 247 years behind seeking for freedom of information. Walkers can make themselves more visible by carrying ashlights and swinging them above their heads or behind them. With technology nowadays, there are so many ways to be visible now. I caution everybody to bring their own ashlights or any kind of light. All set, but imbibe what the body can take. Take these festival cues. Happy esta!

The Biliran Geo-Thermal Project


The Biliran Geothermal Inc. owned by Filtech Energy Drilling Corporation and Envent Holdings Philippines Inc. of Iceland will conduct its rst exploratory drilling in July this year. Mario Marasigan, director of PNOCs Renewable Energy Management Bureau, announced that the company will be conducting the exploratory drilling activities in Eastern Visayas with a potential capacity of 50 megawatts. The consortium would later build the power plant which would answer the electricity needs of Biliran and Leyte Islands. Sincerity breeds results and if we cannot be sincere, at the very least, to a declaration we have made not too long ago, we cannot hope to get any result out of it. It is all a matter of priority pure and simple priority.

frANZ RAYMOND P. ASPA Even for just a little while, I was a teacher. Even before I could convince myself to be a member of the academe, I was a teacher. Even before I could warm up in the throne of the educator, I was a teacher. The experience was fullling as it was disconcerting. My brief stint as an educator, as an imparter of knowledge, revealed to me how much education in this country has suffered a lot. I taught college students on law subjects and I should expect most to have at least a relatively good command of the English language. I anticipated the better when I should have braced for the worse. Indeed, when a teacher has an unfortunate encounter with a student who barely could construct a simple sentence in English, heck could not even pronounce a word right, you know he is in trouble. Which makes the teacher wonder how in Gods name was he able to enter the threshold of college? I should submit that education of being educated goes beyond being able to conquer the rudiments, basic and otherwise, of grammar and the English language. It goes beyond comprehension, least of all conquering the intricacies of trigonometry or calculus. It goes beyond all that. I have read of an erudite few who never had the privilege of nishing college yet have proven themselves worthy, if not authorities, of their chosen elds. This suffering plight of universal education has in turn caused one basic right of being a citizen to also suffer suffrage. Obviously, the results of the just concluded elections are a testament to this blotch on the right to vote what with the election into the Senate

of one who only hails herself and proudly at that as a long-time personal assistant of her parents and nothing more. In fact, elections prior to that are a testament to this too with the election into ofce of those not so much on their proven capacity as the popularity of their names. This ignorance has betrayed us, as it should, with our being hailed as the stupidest for electing crackpots into ofce. As I happened to read, solve the dilemma of universal, not merely higher, education and you solve illiteracy and ignorance. Solve the problem that plagues the entire hierarchy of education and you solve this travesty. Solve the problem of and in education as a whole and you solve everything. A current law, the one that created the K to 12 program, was passed to supposedly address this dilemma. But as was said by a legislator with whom I strongly agree, quantity isnt quality. Adding two more years to the basic education curriculum will not solve anything when what is taught and how it is taught have not changed for the better. If at all, it will merely lengthen the tots anxiety, not to mention boredom, which of

THE DIVINE ENERGY

It is out realm of human possibility for Abraham and Sarah, to become parents at their very advanced age; but God using his supernatural power gave them a child, Isaac (Gen 17-19). Likewise, Jesus cured a mans leprosy, an incurable disease in his time (Mt 8:3), using his divine power. Leprosy is compared to sin in the Scriptures, for, as leprosy eats away human esh, so sin eats into human soul, especially our sins against fraternal charity, such as anger and bitterness. But if we approach Christ repentant and ask for forgiveness, he will revive our drooping spirit by means of his divine energy, which is a spiritual force. Spiritual forces are so much more powerful and mysterious than those of matter. If God could ll you with his spiritual energy, as he does to his saints, you will feel like one of those birds, seen blown around, surng above a high wind. BM Tiu hopes for proper implementation of ordinances he authored


TACLOBAN CITY Outgoing Board Member Ryan Lawrence Tiu said that he hope that all the ordinances that he authored and had been approved by the provincial board will be properly implemented after his term ends. I accept to take the vacated seat of my father to finish his unfinished job. This is a good learning process for me and it allows me to know more the work of my father, said Tiu. His father, Roque, died last year in San Francisco, USA due to a heart attack while taking a Holy Week vacation with his fellow board members and his wife, Philippine Information Agency Regional Director Erlinda Olive Tiu. Ordinances that he authored and were approved by members of the provincial board include the Responsible dog and feline ownership and rabies control and elimination ordinance of Leyte, An Ordinance Strengthening the Barangay Councils for the Protection of Children (BCPC) within the territorial jurisdiction of the province of Leyte and for other purposes, and An ordinance prohibiting the idling of motor vehicles within the territorial jurisdiction of the province of Leyte providing penalties for violations thereof and for other purposes. These ordinances should be properly implemented especially those with funding so they become useful, Tiu stressed. Aside from the three ordinances, there is still one ordinance pending in the Sangguniang Panlalawigan that needs to be approved for the third and final reading, the People with Disability Ordinance of the Province of Leyte. Said ordinance, according to Tiu, will be of great help to the PWDs here in the province as it obliged the provincial government to annually allocate funding for PWD programs and to create an office that will cater to the PWDs. Sto. Nio Parish conduct medical mission for the poor


TACLOBAN CITYThe Sto. Nio Parish conducted a medical mission last Wednesday with indigent people coming from different areas of the city as the beneficiaries. The medical mission was held in connection to the forthcoming fiesta of this city on June 30. The Santo Nio Church Parish serves as this years hermano for the fiesta. Close to 700 poor people coming from Pa mp a n g o, S a b a n g , Quarry, Seawall, and Siren availed of the medical mission. I a m h appy t h at they have this medical mission. I can have a free check up regarding my eye problem, 73-year old Adelaida Tagpi, who availed of the mission, said. She was given her new eyeglasses. Among the services conducted during the mission were pediatric c on s u lt at i on , d e nt a l services, ophthalmology consultation, and Random Blood Sugar (RBS). Free medicines from various hospitals and pharmaceutical companies were provided. Doctors from Eastern Visayas Regional Medical Center (EVRMC), St. Pauls Hospital, Bethany Hospital, and Remedios Trinidad Romualdez Hospital (RTR) assisted and gave support to the parish during the medical mission. There were also volunteers from Alyansa ng mga Kristiyanong Magaaral, Responsableng Balikatan ng Kabataan (AKMA-RESBAK) and some newly- graduate nurses. (MARY GRACE

Outgoing Gov. Bagulaya said that the mass oath-taking among officials of the province was an indication that they are one and united. We have done this before and this mass oath-taking signifies that officials of the province are united,Bagulaya said in a phone interview. She said that even those elected who are not political allies of the new governor were invited for the occasion. Bagulaya, who served as governor of the province for eight months, was elected as a board member of Leytes third district during the May 13 elections. She assumed the post as governor when President Aquino appointed then Gov. Petilla as Energy Secretary. Bagulaya said that she was fortunate to serve Leyte as a governor though in just short of time. I dont feel sad that I will step down as a governor. Im just fortunate that I served the people of Leyte first as a vice governor and now as governor, she said. She also expressed her gladness that she will now be serving her people in the third district.

Franco Band blasts Taclobans Parayawan Ha Balyuan


TACLOBAN CITY- Salt and pepper haired Franco Reyes and his FRANCO rock band blasted Parayawan ha Balyuan during their concert last Wednesday with their reggae, old & new hard rock music. The hard rock Franco Band had Franco Reyes as the lead soloist artist front man, with Paul Caada on guitars, Dave Delfin on bass and Victor Guison on the drums. Reyes, clad in plain t-shirt and jeans, together with his group entertained huge crowd that gathered on that night. Franco Band, originally a super group Filipino rock band formed from different Filipino bands ( an all-star line-up consisting of Reyes, Urbandubs Gabby Alipe and Janjan Mendoza, Quesos Ocho Toleran, and Parokya ni Edgars Buwi Meneses) had its height year 2010 in Metro Manila with their 11-track album, went its separate ways in 2012.
