(MCC) official said MCC is not only concerned with infrastructure activities but also in the comprehensive social development of people in affected areas. MCC, a United States foreign aid agency, is implementing the Secondary Road Rehabilitation Project here. David Gange, MCC consultant, said this is the particular uniqueness of MCC because it considers the issues and concerns affecting the people within the perimeters of MCC. He said MCC has given the affected households certain fees as pay-off for whatever part of their house was damaged, including fences, either those with concrete or with light materials.

He added that there is a demolition cost given to affected families for the demolition of the affected part of their house, which they expect to be done 30 days after they received the money, otherwise, the MCC contractors themselves will do the demolition job. If this happens, the affected household will have to return the demolition fee money they received. Gange said MCC have compensated the resettlement obligations to 85 of the 6,990 affected households, except for the remaining 110 who they referred to as in difficult places, or those structures with owners abroad, some are unknown or are still in the process with the Grievance Committee. Luistro calls on Region 8 schools to maintain a Gulayan sa Paaralan to curb malnutrition


Department of Education(DepEd) Secretary Armin Luistro has called on all schools in Samar and Leyte provinces to maintain a Gulayan sa Paaralan project. Luistros call was made during the 22nd Samar Island Partnership for Peace and Development (SIPPAD) meeting. SIPPAD is a partnership of the Church, government and Civil Society which aims to bring progress and development to the whole Samar island. A recent report of the National Nutrition Council (NNC) said Region 8 ranked second in the entire country for Severely Wasted and Wasted Malnutrition among school-aged children. Luistro flew to Borongan city to respond to the invitation of the three bishops of the Eastern, Western and Norhtern Samar in order to express his side on the reported problem on the nutrition aspect of children. If a child would be hungry in Saudi Arabia, I would understand it, but for a child to be hungry and be malnourished in Samar and Leyte which places are like heaven in natural resources, I think that is a sin for al,l Sec. Luistro said. NNC reports that in Eastern Samar, of some 1,000 pupils, 2.5% of them are with Severely Wasted Malnutrition, and 8.53% have Wasted Malnutrition. In Western Samar, of the same number of pupils, 2.56% are Severely Wasted and 9.05% are Wasted, whereas Northern Samar has the biggest problem,

The National Board of Philippine Councilors League (PCL) through its National President Alma Moreno, appointed Jennifer S. Anacio as Interim Provincial Federation President of PCL Eastern Samar Federation effective July 1, 2013. This was the information given by Ms. Candelaria Badillo, Local Government Operations Officer (LGOO V) of Departmentof Interior and Local Government (DILG), Borongan City. Badillo said that Anacios assumption will mean her representation in the PCL as an ex-officio member of the Sangguniang Panlalawigan until such time when the new set of Federation Officers shall had been elected and proclaimed. Badillo added that her appointment is pursuant to the pertinent provisions of the Philippine Councilors League, Constitution and By-Laws particularly on succession into office of Anacio. Anacio will assume and hold office and exercise its functions and responsibilities until the next Federation President had been duly elected and proclaimed. Meanwhile, the incumbent President of PCL, E. The Revenue District Office No. 86 (RDO-86) of the Bureau of Internal Revenue (BIR) here has exceeded its P207.5-million collection goal for the January to May 2013 period. BIR Eastern Samar has collected P210.1 million, 1.25 percent (P2.6 million), more than the target, during the perod, Mr. Gil A. Mones, Jr., Revenue Collection Supervisor, said. The BIR RDO aims to collect P454 million this year.

Mones also said that the collection came mostly from withholding tax and value added tax (VAT) and expanded income withholding taxes. BIR said they will continue to conduct tax info campaigns such as tax mapping, Oplan Kandado and monitoring of withholding tax remittances of political candidates during the May 2013 elections and other enforcement activity this year. Mones is hopeful that the BIR of E. Samar would be able to achieve if not surpass the target, but said they have to work hard to be able to maintain the record as top tax collector in the region. ( Pope Francis completed his first 100 days as Holy Father., . Naturally, one of the libelled officials denied fervently the allegations against him, labelling the expose as a mere propaganda of illegal recruiters whose angry buttons he may have pushed with his own efforts to stop them. The month-long celebration of Nutrition Month will kick off today to increase public awareness on hunger and malnutrition issues. The regional opening rites to be lead by the National Nutrition Council (NNC) will start with a motorcade that will be participated in by pupils, students, teachers, government employees, nongovernment organizations and Barangay Nutrition Scholars. It will be followed with an opening program at the Balyuan Amphitheater The program includes technical sessions, sample provision of livelihood assistance, donation to 10 a Day Save a Life Campaign, raffle draw, seeds distribution by the Department of Agriculture, cooking demonstration and promotion of herbal medicine production.

Nutrition month celebration kicks off on July 1

Provinces and cities will also conduct their respective Nutrition Month-related activities. The 39th Nutrition Month celebration focuses on hunger with the theme Gutom at Malnutrisyon, sama sama nating wakasan! (Hunger and malnutrition, let us end it together!) The theme underscores the need for active multi-stakeholder participation to address the basic causes of hunger. All activities are geared towards achieving actions to mitigate hunger and malnutrition, said NNC Regional Nutrition Program Coordinator Segundina Devota Dilao. Dilao pointed out that hunger is one of the worst forms of deprivation particularly because people do not enjoy their basic fundamental right the right to food.

She said stakeholders need to fast track actions to reduce hunger to meet the first Millennium Development Goal on eradicating extreme poverty and hunger. Based on the Social Weather Station survey, the average overall hunger was 14.5% from July 1998 to March 2013. The average incidence for moderate hunger was 10.8% and severe hunger at 3.7% in the same period. The NNC has encouraged the public to celebrate Nutrition Months spreading the message, being informed, being concerned, provide livelihood opportunities, planting, providing for the future and being a supporter for sustainability. Section 7 of Presidential Decree 491 designated July as Nutrition Month, for the purpose of creating greater awareness among our people on the importance of nutrition.(SARWELL Q. MENIANO

Still, sea crafts, particularly the small ones, were still prohibited to venture into open seas. Flooding has left a road section in Barangay San Pablo in Naval, Biliran impassable. Traffic flow also halted in Barangay Campokpok, Tabango, Leyte as flood water rose.

The weather disturbance has placed Leyte, Biliran, Samar, Northern Samar and Eastern under public storm signal number 2 as of 11: a.m. forecast yesterday. Southern Leyte was under storm signal number 1. The storm, which was moving 19 kilometers per hour (kph) has maximum winds of 65 kph near the center and gustiness of up to 80 kph. Today, Gorio is expected to reach the vicinity of Alabat, Quezon. The morning street parade of the Pintados-Kasadyaan Festival of Festivals on Saturday was canceled due to Gorio. Radio reports also said that the parade for the Sangyaws Parade of Lights was also cancelled and is slated today (Sunday). The parades of these three local festivals is in connection to the 124th annual fiesta of Tacloban.
