CAMP KANGLEON, Palo, Leyte At least 72 persons were arrested and 11 fishing boats involved in illegal fishing activities were confiscated in a series of seaborne operations in the seawaters of Leyte, Samar and Biliran provinces recently. PRO8 Director PCSupt. Elmer Ragadio Soria informed that these police actions are in line with his directive to strictly implement Letter of Instruction: Kalibungan, PRO8s campaign against illegal fishing in Eastern Visayas. It is our mandate to protect the environment, especially our marine resources, from any illegal fishing activity. Police chiefs were ordered to strictly enforce the Philippine Fisheries Code or RA 8550 and local ordinances in their respective areas in coordination with local government units, added Soria. Soria disclosed that at about 9:00 p.m. Thursday, seaborne operations con-

program that allows the board members to immediately access everything they need during sessions, Loreto said. The usual documents that every member of the provincial board would sift through during sessions include the agenda, transcripts of minutes of the past sessions, committee hearings and committee reports, draft resolutions, draft ordinances, communications, memorandum,
informative materials and other documents. All these would be soon become electronic files for easy access of every board member, including myself. All we have to do is open our computers or tablets, Loreto said. Through an LCD projector, electronic copies of documents being taken up during sessions may be beamed to an interactive while board set up inside the session hall for the public and the media to see. Going paperless also means that board members can submit proposed resolutions and ordinances, communicate with one another through instant messaging, and access the Internet, Loreto said. Loreto stressed that it is appropriate to make use of the available technologies so as to save time and resources. About five reams of
copy paper every week are used to reproduce copies of agenda and other attachments. The reproduction also entails other costs for power, ink and the like, Loreto said. With paperless sessions, the legislative department is in eect helping in the waste reduction and saving the environment, Loreto added. Every 3,000 sheets of copy paper is equivalent to a tree converted into paper. So thats a lot of saving our environment, he said. Other notable advantages include the faster and more ecient session process, faster retrieval of documents and easier data management.

to conquer her battles. From the capital, she started retailing rice in the neighborhood where she lives. Lily bought sacks of rice and a weighing scale. She profits more than a hundred pesos for each sack. Project Development Officer, Nelia Oledan, of the DSWDs livelihood program, remains a witness to her struggles. She continues to monitor the state of the association and of its members. The SEA K has a forced savings scheme such that the group will be able to extend loan assistance
from non members in their community, the field worker narrated. This time, they will earn, out of the interest from the money loaned out, she added. Part of the program was accessing beneficiaries to microfinance facilities and institutions for vocational training. Lily had the opportunity to be trained on making flowers, as well as personal and house accessories from recycled paper. At first, it seemed hard for her to learn the craft, but now it comes easy for Lily.
On Saturdays and Sundays, Lily work on her collection, that are usually made up of tetra pack from fruit juices. She digs on the trash around her neighborhood, and she doesnt mind. Tears just roll down her cheeks because as she goes along with life, the once battered wife undergoes a process of self healing. Theres no rush for her to soar high. She takes pleasure in the challenges. Besides, the DSWD is still at her side. Even in marketing her wares, the agency invites her group to
trade fairs in the oce such as on anniversary celebrations, and the National Womens Month. When the DSWD Field Office Eight hosted the National Development Management Conference last January 10 to 13 of this year, at the Leyte Oriental Hotel, Lily earned P1, 152 out of her P500 capital ! She has been receiving orders, too ! Lily is now a picture of a new person, as if saying that she is born to live and not to die. (VINA P. AQUINO)

Going paperless
to reproduce copies of agenda, communications, drafts and other similar documents needed every weekly session. We level whole forests on a weekly basis! Trees are cut to convert them into papers. Going digital would also make the legislative process more productive because provincial lawmakers would access documents faster. We hope that this initiative would not backslide and all board members agree to bring their sessions to a higher level by going paperless.
when elected, recalls Eugene Cullen Kennedy professor of psychology at Loyola University , Chicago. Benedict XVI spent eight long -- and I mean long -- years as our Holy Father. Francis entered our lives only a season ago. So, why does Francis seem like someone weve known a long time? Of Benedict, we fall back on the Irish saying that we hardly knew ye. John and Francis resemble each other most in their being anything but themselves. By its very nature, that quality cannot be faked. As they did about John XXIII, people sense there is no pretense that keeps them from easy relationship with Francis. Almost overnight, Francis began to restore credibility of his church just by being himself. He washed the feet of prisoners, including a Muslim woman, at the Holy Thursday liturgy. Thus, he panicked far-right Catholics but spoke of true religion to the world, The act spoke more of Francis understanding of Islam than the learned ( but often misunderstood ) theologically dense addresses of Benedict XVI. That, alas, was not Benedicts strong suit Kenndy adds. He was determined
t last, the Leyte provincial board is on the cusp of going digital. Vice Governor Carlo P. Loreto announced last week that members of the board would no longer sift through their thick pile of documents every time they would attend their regular and special sessions. Nonetheless, we applaud the move of the provincial board to go paperless. Consider what the government spends in taxpayers money to purchase reams of copy papers, printing ink and other materials used

Popes John XXIII and John Paul II could be canonized as saints together, possibly this December 8, La Stampa newspaper of Rome reported. . That day is feast of the Immaculate Conception. The Congregation for Causes of Saints meet Tuesday, said the Vatican Press Oce But it didnt comment on an Associated Press report that members formalized their recommendation to canonize Pope John Paul II.. All proceedings, in sainthood causes, are secret until the pope issues the relevant decrees. Filipinos feel a special anity for John Paul II. He first visited here in 1981 and told a poker-faced dictator Ferdinand Marcos to his face: Government cannot claim to serve the common good when human rights are not safeguarded. During the Marcos years, there were 3,257 extrajudicial killings, 35,000 torture victims, and 70,000 imprisoned.,historian Alfred McCoy notes in a Yale University study. That dark legacy hobbles Ferdinand Jrs bid to seek the presidency in 2016..
Pope John Paul presided over World Youth Day, at Rizal Park, in January 1995,. Over four million attended the closing Mass. Thats the current world record for the largest papal gathering.. Filipinos will host Pope Francis January 2016. Hell attend the 51st International Eucharistic Congress in Cebu City..An advance team is here now to finalize details. Filipinos will look beyond church institutional deadwood and identify with Francis concerns for the poor.. The likelihood then is that of a two-John canonization.. That fans an ongoing debate where. laymen and scholars compare the man wholl be honored and the ponti wholl preside over the ancient rites. From the moment of his introduction to the world as Pope Francis, Jorge
Mario Bergoglio resembled Angelo Giuseppe Roncalli, or Pope John XXIII, more than any other ponti ,. John Borelli of Georgetown University wrote. in the international Catholic weekly: The Tablet. Both were 76 when elected. Roncallis electors figured on a short-term caretaker ---- 54 months it turned out. But John XXIII stunned everyone by convening the Second Vatican Council. Only 20 such general councils met in the last two thousand years. Pope Francis turns 77 this December Barely less than 200 days on the chair of St. Peter, he is correcting the churchs immediate past, as did John XXIII. He is setting directions for the future, notably implementing stalled Vatican II reforms... Pope Benedict was 78

Belonging by nature or settled habit to a person is serving the government as own business. On one hand, many entered the government service merely for own interest. still done? An employee may not be smiling, but it is the immediate action to the purpose of the public is important. I have several experiences in government offices kept standing in front of the desk of an employee for several minutes waiting for the beautiful eyes to look at me with the words: May I help you? You try going around the government offices to find out if my criticism can be counted by your ten fingers. You need additional fingers to have a good count. It is like in the days of Patriarch Abraham who pleaded God Jehovah to spare the lives of the people in Sodom and Gomorrah, if he can find ten God-fearing people. None was found. Only the nephew of Abraham named Lot and two daughters escaped destruction. Lots wife turned to salt stone when she did not listen not to look back at the city. The loss of materials things caused the wife to look back. The newly elected officials may change the unwanted habit of some government employees. Changing the no care habit, especially the front line employees should be done by the employee without the need of being prodded upon. There is no need for their chief of offices to order them to do. Although, there is only eight hours in five days to work or as others called 8/5 work in a week, that 40 hours of work should be rendered with good accomplishment. In time of retirement, a retiree could say I have given the best days of my life serving the people. (Feedback welcome, g_duna@yahoo. com) loved 13th-century saint: St Francis of Assissi. . The July 4th celebration of the Ombudsman Office of Regional Office No. VIII, Tacloban City had forewarned government vehicle users to keep away from using for personal use. It is a fair warning for the unscrupulous users. However, there are officials and employees in the government with assigned vehicles who used their personally owned cars. They avoid using the government cars. The recently installed City Mayor Edward Ondo Codilla uses his family vehicle and the government owned is being used by his staff. Another is former Secretary to the Mayor, Manuel M. Pascual, who served for nine months as city administrator in place of Dr. Dennis Y. Capuyan because the latter ran for the vice mayors seat. Mr. Pascual, certified public accountant, lives by his word that government funds are from peoples taxes including himself as taxpayer. Whenever he went home to eat lunch, he used his own car. The government vehicle assigned to him he used in connection to his official duty. The difference between the incumbent city mayor and the ex-city administrator is the former using his personally owned car even in the performance of his official duty. Well, it is understandable because he is not used to be using any other car. One more reason, he can afford to spend for the maintenance of his vehicle. Even then, there are more than the reasons I perceived when he said he is a taxpayer and does not want to use the taxes he paid the government for his own use. His reason, he wants the small savings for not using the government vehicle could be best used for additional expenditures of financial assistance to the poor. Unknown to the Ormocanons, the Yakal Construction owned by the mayors family is the biggest contributor to the improvement of the city.
Although, their construction works are spread in the different parts of the Philippines, all the income taxes are paid to the Bureau of Internal Revenue, in this city. Unlike, some residents of Ormoc having business elsewhere pay their taxes in the place of where their offices are located. Yakal Construction is included as one of the top company in the Bureau of Internal Revenue list of taxpayers in the country. For this reason, on the first day of stepping in the city hall, he first talked with the employees of the city treasurers office. He told them that eating in Jollibee is like customers entering the city hall to pay taxes. If Jollibees customer is dissatisfied with the services, they just find other fast food eateries. Losing customers means losing revenue, losing revenue means losing work. The same mentality should be with government employees. They are paid with the hard earned money by the taxpayers; hence, good service should be done. I still recollect the Civil Service Commission slogan Service with a smile. Would it not be better for the Ombudsmans Office and the Civil Service to join sending incognito some of their people to go around government offices to find out whether the slogan is

to diminish the influence of a Vatican council that he insisted had been misinterpreted. In contrast, Francis seems to be defined by the spirit of Vatican II That is why we feel we have known Francis a long time. And despite his catalog of virtues, Benedict fades into the past he loves a little more every day. Roncalli chose the name John, That broke a 175-year pattern of usual names: Pius, Leo, Gregory and Benedict. Bergoglio broke two even larger traditions. He is the first Jesuit to be elected pope. No one before felt brave enough to choose the name of the universally be-
ing, as St. Paul once said, spiritual with spiritual (cfr 1 Cor 2,13), for in the spiritual world there are also good and true spirits, and the bad and fake ones. This is an aspect of reality that is still hardly known by most people. Its a faith that is not invented by any man, but rather one revealed in its fullness by the Son of God who became man, Jesus Christ. Its not just an accumulation of human or popular wisdom gathered through the ages. It is from above, from God. It is supernatural adapted to our nature that has been created in Gods image and likeness. The truths of faith go beyond natural effectiveness. They go beyond our concern for practicality, convenience, and other worldly and passing goals. They are what bring us to eternity, a yearning we have at the bottom of our heart. Faith also contains mysteries that are truths that go beyond our capacity to understand. They simply have to be believed, more than understood, even as they invite and stimulate us to study and understand them further, without ever fully comprehending them. We need to have the proper attitude toward faith. We cannot treat it the way we handle the sciences and the arts. It requires humility, docility and trust. It requires an underlying belief, even if this belief is not very strong, that there is a supreme being who is over and above all of us and who is in control of everything in our life.
From there we can start to study the doctrine of our faith, now carefully and authoritatively articulated by the Churchs teaching office that in turn is endowed with appropriate power by God himself through Christ. We have to realize that the doctrine of our faith is not just a set of words or theories, nor a system of ideas, an ideology made up of different principles, but rather and organic and life-giving set of truths that have to be accepted not only intellectually, but rather by the whole man. Its meant to transform us radically, at our heart. Its important that we get to have a good global picture of the nature and character of faith so we would also know how to receive, keep and develop it. Our usual problem is that we have a painfully reductive understanding of it, and so we tend to correspond inadequately to its demands and requirements. We also need to understand that for our faith to grow, it also has to be nourished by the other two theological virtues of hope and charity. These three faith, hope and charity actually always go together. The growth of each one of them can be caused by an impulse of the other two. Growing in the other virtues should come as a consequence. Lastly, we have to realize that faith grows through the sacraments, especially the Holy Eucharist, because its through them that we receive Christ who precisely comes to redeem us.

CATBALOGAN CITY The presiding chair of the Sangunian Panlalawigan of Samar, reelected Vice Governor Stephen James Tan, is optimistic that the present composition of the provincial board will be more cooperative with his administration. Tan, who is on his second term as the vice governor, had faced diculty in this first term when members from the opposition, who dominated the composition of the provincial board, blocked several programs that the provincial government including the approval of their annual provincial budget. In his second term, the Samar provincial board is once again dominated by the opposition who are members of the Liberal Party. If they are really willing to work which I see that they are eager to work in the legislative body
Earlier, Department of Interior and Local Government(DILG) Regional Director Pedro Noval Jr. had expressed his plans to talk with the present members of the board of the province to discuss with them the possible ways on how members from the legislative body of the province of Samar can work in a harmoniously without resulting to indierence that would somehow aect the delivery of basic services to the people.
