Leyte provl board to go paperless, says VG Loreto


TACLOBAN CITY Members of the Leyte provincial board would no longer si through their thick documents every time they would attend their regular or special sessions.
The stack of documents would be gone as we would go paperless, said Leyte Vice Governor Carlo Loreto, who is also the presiding ocer of the provincial board. Going paperless has been approved in principle by Governor [Leopoldo Dominico] Petilla. He was supportive of the plan to hold paperless sessions, Loreto said. Loreto added that the system would require the installation of laptop computers in the session hall, one each for the 14 members of the provincial board, including the presiding ocer. CAMP KANGLEON, Palo, Leyte At least 72 persons were arrested and 11 fishing boats involved in illegal fishing activities were confiscated in a series of seaborne operations in the seawaters of Leyte, Samar and Biliran provinces recently. Elmer Ragadio Soria informed that these police actions are in line with his directive to strictly implement Letter of Instruction: Kalibungan, PRO8s campaign against illegal fishing in Eastern Visayas. It is our mandate to protect the environment, especially our marine resources, from any illegal fishing activity. At around 11:00 a.m., elements of Dulag police station led by PO1 Nicanor Ellos with Bantay Dagat members and representative of the Department of Agriculture conducted seaborne operations at territorial seawaters of Brgy San Jose, Dulag, leading to the confiscation of one motorized boat operated by Marlon Lantajo with two other crew member while at a distance of approximately 10 kilometers away from the shoreline which is prohibited under an ordinance of the local government unit of Dulag. Other confiscated items were one bundle of fish net and fishing paraphernalia with estimated value of P90,000. In Biliran, three fishing vessles were intercepted in the seawaters of Maripipi and Culaba towns by police authorities and LGU representatives while engaged in illegal fishing known as pahulbot. A total of 14 crew members were also arrested. Meanwhile, in Talalora town in Samar, seaborne operations by a police team led by PInsp. Silvano Soteraa with BFAR-Samar personnel, resulted in the arrest of 45 persons and confiscation of five vessels and several fishing paraphernalia while engaged in trawl fishing. Confiscated items were impounded at police stations of arresting units while arrested fishermen were fined according to existing local ordinances in the municipality where they were arrested. Illegal fishing destroys the coral reefs and breeding areas of several marine species and eventually kills small fishes even before they reach maturity, laws and ordinances protecting our marine environment must be strictly enforced, Soria said. Tomeco to implement passenger segregation scheme


TACLOBAN CITY The Trac Operations Management Enforcement and Control Oce (Tomeco) is to implement the passenger segregation scheme in August this year. According to Jobs Lagutan, Tomeco information ocer, this scheme aims to mitigate road trac by segregating every passenger to the identified loading areas or streets designated for each of them to stay while waiting for public utility vehicles such as motorcabs and jeepneys. This system will lessen the jumbling of passengers while waiting for motorcabs and jeepneys bound to their destination. Also, this will be a help for the enforcers to control the road trac with a more organized passenger setup. Moreover, this will also help avoid the people to be victims of pickpockets, snatchers and the like with a more orderly and controlled area for the policemen to monitor. In line with the said program, they are also planning to implement a road safety education seminar as long as it is already approved. This seminar will introduce and explain the scheme to every Motorcab-for-hire and public utility jeepney drivers in the city. The programs design is not yet final, as its developers are still seeking input from community members. However, we expect for a positive response from the community with regards to the implementation of this objective, Lagutan said.

Going paperless also means that board members can submit proposed resolutions and ordinances, communicate with one another through instant messaging, and access the Internet, Loreto said. Loreto stressed that it is appropriate to make use of the available technologies so as to save time and resources. About five reams of

copy paper every week are used to reproduce copies of agenda and other attachments. The reproduction also entails other costs for power, ink and the like, Loreto said. With paperless sessions, the legislative department is in eect helping in the waste reduction and saving the environment, Loreto added. Every 3,000 sheets of copy paper is equivalent to a tree converted into paper. So thats a lot of saving our environment, he said. Other notable advantages include the faster and more ecient session process, faster retrieval of documents and easier data management.

Lily finds much better life through DSWDs SEA-K


Waray na ak pahuway, ( I could hardly breathe), Lily, 42, (not her real name)poured out her past agony, what was like living with her now estranged husband Mario, some five years back. Day in and day out, she was tormented physically, emotionally, verbally and economically ! She could not just leave home. The proverbial Filipino culture dictates keeping a family together, with maximum tolerance, if only for the sake of the children ! It all started when he got married to an extremely possessive husband. Mario, now 45, unreasonably got jealous of her interaction with men, even with the formers own father and brother. What is more disturbing is that Mario would be filled with anger every time he thought Lily would get jealous, but would not. All of what Mario have gone through in his childhood were repeated in Lilys time. The troubled husband was a victim of abuse himself. The cycle of domestic violence rolled on he would slap his wife on both cheeks and beat her, almost to death. For Mario, it became an essential part of their married existence, a customary way for him to do as a husband. Things became worse when Mario made it known that he was dating a 23year old lady who is currently his common law wife. When husband comes home, he would have Lily massaged him while the former engages in sweet talk with the girl over the phone. They would be seen eating in Chowking, unmindful that his own family has hardly something to fill their stomachs, Lily tearfully narrated. The couple has four kids, and she and the children have experienced many times sleeping without having dinner. Lily was a plain housewife, and Mario, a skilled worker of a big company. When retrenchment in their company came, Mario received a sizeable amount of separation pay amounting to close to P2 million. It would have been a good amount to start anew, but Lily and the children werent even able to enjoy the finer things in life that Marios money could bring. The poor wife felt that it was high time to pack up and leave behind sick memories of an unhappy and stormy union, right after a disastrous incident, one fateful day. Mario arrived home, and seeing his helpless wife sitting on a chair, threw a big kerosene lamp on her. Lily escaped harm ! Mario then lived together with his mistress, and spent all of the money he got from his previous job !As far as Lily can remember, there were only a handful of times that his ex husband was able to extend support to his children, at the time they were separated. Even then, it was an insulting amount of P50 per child per month ! Lily then started to pick up the broken pieces of her shattered life. With the help of the local Social Welfare and Development Oce and the Department of Social Welfare and Development (DSWD) Field Oce Eight, she undergone counseling sessions and pursued a case for violence against women under Republic Act 9262, against her legal husband. Of course, being a solo parent was very hard for her, with no job and four children to feed. Her determination paid o when she was hired as a storekeeper in their locality, receiving a daily wage of P120. Then, she became part of a 15member livelihood group under the DSWDs Self Employment AssistanceKaunlaran (SEA-K) program. Lily, then, slowly regained her strength, with fellow abused women from their community formed into a group. The interest free loan assistance of P10, 000 from the DSWD was secondary. Primarily important was the life changing skills she was gaining from interventions of the agency and the local government unit. For one, she is now realizing her value and worth as a woman, and her right to be treated with respect and dignity. Newborn screening coverage rises by 49%


TACLOBAN CITY Newborn screening (NBS) coverage in Eastern Visayas has increased in the past seven years, according to the Department of Health (DoH) regional oce. Dr. Corazon Sabulao, chief of DoHs Family Health Section, said that from 2% coverage in 2006, it has reached 49% in 2012. This is a good indicator that there is a high level of awareness among parents to let their newborn undergo the test, Dr. Sabulao said at the sidelines of the local summit on Maternal, Newborn and Child Health held at Hotel Alejandro, this city. It also means there is compliance to Republic Act 9288, otherwise known as the New Born Screening Act, a public health program aimed at the early identification of infants who are aected by certain genetic, metabolic and infectious conditions, Sabulao added. Sabulao stressed that early identification and timely intervention can lead to significant reduction of morbidity, morality and associated disabilities in affected infants. Sabulao said the DoH, its partners and major stakeholders remain aggressive in identifying strategies to intensify awareness in the communities and increase coverage. NBS for infants in the region is currently administered at the Newborn Screening Center at the West Visayas State University Medical Center in Iloilo City. The NBS screens newborns for five metabolic disorders or defects that can be cured when detected right after birth. It involves extracting blood from an infants heel to test for congenital hypothyroidism, congenital adrenal hyperplasia, galactosemia, phenylketonuria and glocuse-6-phosphate dehydrogenase deficiency (G6PD). NBS in the Philippines started in June 1996 and was integrated into the public health delivery system with the enactment of the Newborn Screening Act of 2004. According to DoH, the agency tasked to implement the law, from 1996 to December 2010, the program has saved 45,283 patients. (REYAN L. ARINTO)

CATBALOGAN CITY Samar Governor ShareeAnn Tan had called for medical practitioners in her province to provide services in the provincialrun hospitals that now lack of medical practitioners who would render services to Samarnons. In her speech during her oath- taking ceremony, the governor said that facilities at the provincial hospital of Samar are now improving with the changes she made and programs implemented with the help of PhilHealth. But the problem, according to Tan, is the lack of doctors that would attend to patients of the hospitals who are from their province as most of those who are serving the medical facilities are from the province of Leyte. I call on for those who know some doctors who are from the province to help me in asking them to serve our fellow Samarnons, said Governor Tan. Aside from calling for Samarnon doctors to serve at the hospital run by the provincial government, Tan also announced that the Samar Provincial Hospital(SPH) had been chosen by the Department of Health to become the extension of Eastern Visayas Regional Medical Center. Tears just roll down her cheeks because as she goes along with life, the once battered wife undergoes a process of self healing. Theres no rush for her to soar high. She takes pleasure in the challenges. Besides, the DSWD is still at her side. Even in marketing her wares, the agency invites her group to

trade fairs in the oce such as on anniversary celebrations, and the National Womens Month. When the DSWD Field Office Eight hosted the National Development Management Conference last January 10 to 13 of this year, at the Leyte Oriental Hotel, Lily earned P1, 152 out of her P500 capital ! Going paperless
to reproduce copies of agenda, communications, drafts and other similar documents needed every weekly session. We level whole forests on a weekly basis! Trees are cut to convert them into papers. Going digital would also make the legislative process more productive because provincial lawmakers would access documents faster. We hope that this initiative would not backslide and all board members agree to bring their sessions to a higher level by going paperless.

Belonging by nature or settled habit to a person is serving the government as own business. On one hand, many entered the government service merely for own interest. still done? An employee may not be smiling, but it is the immediate action to the purpose of the public is important. I have several experiences in government offices kept standing in front of the desk of an employee for several minutes waiting for the beautiful eyes to look at me with the words: May I help you? You try going around the government offices to find out if my criticism can be counted by your ten fingers. You need additional fingers to have a good count. In many places in the world today, people are now legalizing and inculturating outright immoralities and perversions, rationalizing them as part of their human rights, their freedom, or as a gesture of tolerance on a multiplicity of preferences, etc. This is a big challenge for all Christian believers who want to be all-the-way consistent with their faith and with humanity itself, for the issues at hand are not just a matter of a particular religion but rather that of our common humanity. And the Christian faith is not meant only for a few. It is for all, though it obviously is not meant to be imposed on everyone. It has to be accepted knowingly, freely, lovingly. Its specificity precisely defines what is to be human, what is to be a real person, a creature and child of God. Its specificity goes beyond merely material categories as happens with our human sciences that measure things according to atoms, cells, tissues, wavelengths, or in social, economic or political terms. The July 4th celebration of the Ombudsman Office of Regional Office No. VIII, Tacloban City had forewarned government vehicle users to keep away from using for personal use. It is a fair warning for the unscrupulous users. However, there are officials and employees in the government with assigned vehicles who used their personally owned cars. They avoid using the government cars. The recently installed City Mayor Edward Ondo Codilla uses his family vehicle and the government owned is being used by his staff. Another is former Secretary to the Mayor, Manuel M. Pascual, who served for nine months as city administrator in place of Dr. Dennis Y. Capuyan because the latter ran for the vice mayors seat. Mr. Pascual, certified public accountant, lives by his word that government funds are from peoples taxes including himself as taxpayer. Whenever he went home to eat lunch, he used his own car. The government vehicle assigned to him he used in connection to his official duty. The difference between the incumbent city mayor and the ex-city administrator is the former using his personally owned car even in the performance of his official duty. Well, it is understandable because he is not used to be using any other car. One more reason, he can afford to spend for the maintenance of his vehicle. Even then, there are more than the reasons I perceived when he said he is a taxpayer and does not want to use the taxes he paid the government for his own use. His reason, he wants the small savings for not using the government vehicle could be best used for additional expenditures of financial assistance to the poor. Unknown to the Ormocanons, the Yakal Construction owned by the mayors family is the biggest contributor to the improvement of the city.

Although, their construction works are spread in the different parts of the Philippines, all the income taxes are paid to the Bureau of Internal Revenue, in this city. Unlike, some residents of Ormoc having business elsewhere pay their taxes in the place of where their offices are located. Yakal Construction is included as one of the top company in the Bureau of Internal Revenue list of taxpayers in the country. For this reason, on the first day of stepping in the city hall, he first talked with the employees of the city treasurers office. He told them that eating in Jollibee is like customers entering the city hall to pay taxes. If Jollibees customer is dissatisfied with the services, they just find other fast food eateries. Losing customers means losing revenue, losing revenue means losing work. The same mentality should be with government employees. Its not just an accumulation of human or popular wisdom gathered through the ages. It is from above, from God. It is supernatural adapted to our nature that has been created in Gods image and likeness. The truths of faith go beyond natural effectiveness. They go beyond our concern for practicality, convenience, and other worldly and passing goals. They are what bring us to eternity, a yearning we have at the bottom of our heart. Faith also contains mysteries that are truths that go beyond our capacity to understand. They simply have to be believed, more than understood, even as they invite and stimulate us to study and understand them further, without ever fully comprehending them. We need to have the proper attitude toward faith. We cannot treat it the way we handle the sciences and the arts. It requires humility, docility and trust. It requires an underlying belief, even if this belief is not very strong, that there is a supreme being who is over and above all of us and who is in control of everything in our life.

From there we can start to study the doctrine of our faith, now carefully and authoritatively articulated by the Churchs teaching office that in turn is endowed with appropriate power by God himself through Christ. We have to realize that the doctrine of our faith is not just a set of words or theories, nor a system of ideas, an ideology made up of different principles, but rather and organic and life-giving set of truths that have to be accepted not only intellectually, but rather by the whole man. Its meant to transform us radically, at our heart. Its important that we get to have a good global picture of the nature and character of faith so we would also know how to receive, keep and develop it. Our usual problem is that we have a painfully reductive understanding of it, and so we tend to correspond inadequately to its demands and requirements. We also need to understand that for our faith to grow, it also has to be nourished by the other two theological virtues of hope and charity. These three faith, hope and charity actually always go together. The growth of each one of them can be caused by an impulse of the other two. Growing in the other virtues should come as a consequence. Lastly, we have to realize that faith grows through the sacraments, especially the Holy Eucharist, because its through them that we receive Christ who precisely comes to redeem us.

This would be a Sanggunian full of new and fresh ideas, the vice governor added. Moreover, Loreto said that the conduct of the sesyon sa byanwould be continued during his term. The sesyon sa bayan is relevant to make people understand that the SP is not dictatorial, instead this is a collegial body that discusses among themselves and has a decision based on what is logical and more sensible argument at the same time endeavor to conduct consultation with different barangays across the province, he said. CATBALOGAN CITY The presiding chair of the Sangunian Panlalawigan of Samar, reelected Vice Governor Stephen James Tan, is optimistic that the present composition of the provincial board will be more cooperative with his administration. Tan, who is on his second term as the vice governor, had faced diculty in this first term when members from the opposition, who dominated the composition of the provincial board, blocked several programs that the provincial government including the approval of their annual provincial budget. In his second term, the Samar provincial board is once again dominated by the opposition who are members of the Liberal Party. there is nothing wrong if they are willing to cooperate with us, said Tan, who ran under the Nacionalista Party in the past election. The vice governor added that those who have won in the recent election as members of the provincial board are respected people who had excelled in their chosen fields, among them are lawyers and a former judge. I am not saying that they are better than the previous members of Sangunian but this makes me feel more excited to work, Tan said. He added that he hopes for the new members of the provincial board to cooperate with the executive branch for the smooth implementation of projects and programs which will depend on the provincial board members since they are the one who approves the budget of their province.

Earlier, Department of Interior and Local Government(DILG) Regional Director Pedro Noval Jr. had expressed his plans to talk with the present members of the board of the province to discuss with them the possible ways on how members from the legislative body of the province of Samar can work in a harmoniously without resulting to indierence that would somehow aect the delivery of basic services to the people. But this plan of the DILG had not reached yet his oce, Tan said. It is good that he is planning to talk with us because there are also some concerns that we need to clarify with them and at the same we could ask advise from the agency on how we could become eective in our oce, Tan added. Leyte govt to implement housing project in Palo


TACLOBAN CITY The provincial government of Leyte under the new leadership of Governor Leopoldo Dominico Petilla plan to establish a housing program for less-privilege residents in the province particularly those who are living in low-lying and disaster prone areas and those along national highways. As of the moment ,the provincial government is still in the discussion stage, according to provincial administrator Vincent Emnas. He added that they are still unsure how much budget would be allocated by the provincial government but properties of the provincial government will be used for the housing project, according to Emnas. We already had two meetings but this is still on initial stage we hope that we could finalize this anytime soon, said Emnas. Emnas added that they are planning to have its pilot testing in Palo town as it is closer to Tacloban, the seat of government of the province. He added that they would be partnering with local government units where the housing project is to be implemented along with other national government agencies and non-government organization. The governor wants to ensure that all Leyteos will have a house of their own and safe from any problems like during times of calamity and disaster where they may become victims if they are living in calamity prone areas. TACLOBAN CITY -- Finally, the DSWDs Regional Haven at Pawing in Palo, Leyte got half of the proceeds from the biggest run in the history of Eastern Visayas, as what PhilHealth Regional vice president Walter Bacareza described of the PhilHealthDOH run of February 17 of this year, conducted in Tacloban City.

The said nationwide run, expected only some 3,000 runners in the city, but reached, however, to some 5, 800. In simple rites organized jointly by the PhilHealth and the Regional Haven, Tuesday, June 25, at the Center, Assistant Regional Director for Administration, Virginia Idano of the DSWD Field Oce Eight,thanked the PhilHealth for making one of her agencys institutions a recipient of the event, the other being the Philippine Childrens Medical Clinic. Idano further expressed appreciation over PhilHealths giving priority on women and childrens protection. The PhilHealth regional head stated that it is attuned with one of the Millennium Development Goals (MDGs) She revealed that the Php 465, 000 donation will be used mainly for medical- related purposes for the Centers residents. These include the purchase of a glucometer and portable oxygen tank, among others, the services of an obstetrician/gynecologist and an internist, and a service vehicle exclusively for the center. Idano added that part of the fund will also go to the PhilHealth membership of the residents during the time of their stay at the Center. The Regional Haven will ensure that the responsible local government unit will continue with the membership once the resident goes back to their community. Ocer-In-Charge of the Regional Haven,Luz Davis bared the diculties encountered by their facility due to lack of the necessary facilities. For instance, pregnant women residents usually labor at night, and having no service vehicle poses a big problem in bringing them to the hospital. Furthermore, whenever ailing residents need professional help from a specialist, it takes a very long time, considering the long line of patients availing of free medical attention from a government hospital. As of to date, the home has 20 women and 18 dependents. The Regional Haven has been in operation since 1997, and caters to 18 to 59 year old women who are victims of violence, sexual abuse, tracking, illegal recruitment, and armed conflict, or who are abandoned. The facility provides a wide range of services for the protection, healing, and recovery of the women, as well as support services like skills trainings and livelihood activities, in preparation for the residents reintegration into the family and community.
