2012 Urban Shield EHP Exercise Scenario Red Area Command Hazmat Scenario 11: Building Collapse 219

Members of a Type 1 or 2 hazardous materials response team have been dispatched to a building collapse that occurred as a result of a car bomb being detonated by animal rights extremists at a research facility. The teams mission will be to assess the site, rescue any victims, perform emergency decontamination, help recover essential medications, isolate and control the release of hazardous chemicals.. This exercise will test the ability of a hazmat team: 1) to develop and participate in a unified command, 2) survey the incident scene 3) participate in the development of an incident action plan, 4) develop a site safety plan, 5) identify hazmat and the extent/scope of the incident, 6) 1

analyze weather forecast to conduct hazard zone prediction, 7) conduct contamination surveys, 8) assess hazmat release situation, 9) establish control and exclusionary zones, 10) monitor movement of hazardous releases and formulate predictions on dispersion and characteristics over time, 11) characterize consequences and risk, 12) conduct ongoing assessments and predictions, 13) implement risk evaluation process that adequately addresses the risk of various actions to both responders and the public, 14) secure contamination sources and affected areas, 15) screen affected responders and persons, 16) implement emergency decontamination procedures, 17) provide a means to allow medical treatment facilities to readily identify people who have received gross decontamination. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. No one will be allowed to participate if they lack the necessary PPE, training or has failed to attend the safety briefing. The entire exercise will be located at the office, research and development building operated by Alexandria Development. The scenarios specific site, check-in/staging and briefing areas, vendor cache, drop points, including first-aid/rehab and hand washing stations and bathrooms will also be located on the buildings grounds. A security perimeter will be established utilizing the natural topographical features of the property, existing buildings, temporary barricades and scenario staff assigned to established entry points. Night time operations will be augmented with additional portable lights.
