3 hours ago 4. 24-HOUR PUBLIC WEATHER FORECAST Issued at: 5:00AM 10 July 2013 SYNOPSIS: At 4:00 am today, the eye of Typhoon (International Name: SOULIK) was located based on all available data at 1,365 km East of Itbayat, Batanes (20.8N, 136.8E) with maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph. It is forecast to move West Northwest at 20 kph. FORECAST: MIMAROPA, Bicol Region, Western Visayas, Zamboanga Peninsula, SOCCSKSARGEN and the provinces of Quezon and Aurora will experience cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. Moderate to occasionally strong winds blowing from the north to northwest will prevail over luzon and its coastal waters will be moderate to occasionally rough. Elsewhere, winds will be light to moderate coming from the southwest with slight to moderate seas.

DZRH: Sa pagtaya ng PAGASA, lalong lalakas ang bagyong papalapit sa PAR na may int'l. name na Soulik, pero papangalanang bagyong Huaning oras na pumasok sa bansa bukas ng umaga. Huling namataan ang bagyo sa layong 1,610km. sa Basco, Batanes taglay ang lakas na hanging umaabot sa 110kph malapit sa gitna at pagbugso ng hangin na hangang 140kph. Kumikilos ang bagyo pakanluran sa bilis na 20kph at kung hindi magbabago ang direksyon, tutumbukin nito ang dulong hilagang Luzon. Palalakasin ng tropical storm ang Hanging Habagat na magdadala ng mga pag-ulan sa ibang bahagi ng Luzon hanggang weekend. Binanggit din ni Hernandez na mayroong 75 undocumented Filipinos at ngayon ay ipina-deport na at dumating noong Sabado. DZRH: Kinumpirma ni Philippine Consul General to Saudi Arabia Uriel Norman Garibay na hindi lamang isa kundi dalawang bata na ang namatay sa Tent City sa Jeddah, Saudi Arabia. Aniya, unang namatay ang dalawang araw pa lamang na silang na sanggol na nangitim umano at isinugod sa ospital pero binawian din ng buhay, habang ang pangalawang namatay ay biktima umano ng heat stroke. LUNGSOD NG TAYABAS, Quezon, Hulyo 9 (PIA) -- Pormal na tinanggap ng mga opisyal ng Barangay Mateuna sa lungsod na ito ang 10 computer sets na donasyon ng National Grid Corporation of the Philippines (NGCP) noong Hulyo 3. Sa pagtanggap ng mga donasyong computer, lubos ang ginawang pasasalamat ng mga opisyal ng pamahalaang barangay ng Mateuna gayundin ni Vice mayor Luz Cuadra sa mga opisyal ng NGCP. Anila, malaki ang maitutulong ng mga computer sets sa operasyon o pagseserbisyo ng barangay sa mga kliyente nito. Bukod dito, malaki din anila ang maitutulong ng mga computer sa mga kabataan lalo na ang nais matuto ng computer. Ang NGCP ang siyang tuwirang nangangalaga ng mga tore at transmission lines na siyang dinadaluyan ng mga malalakas na boltahe ng kuryente mula sa mga planta ng kuryente patungo sa mga distribution facility ng Meralco. Diokno ng P5,903,040 milyong pondo para sa supplemental feeding program ng pamahalaang lungsod. Ang supplemental feeding program na target ang mga barangay na mayroong maraming payat at kulang sa sustansiyang mga bata ay nagpasimula sa unang araw ng Hulyo bilang sa pagdiriwang ng Buwan ng Nutrisyon kung saan ang tema ay Gutom at malnutrisyon, sama-sama nating wakasan. Simula pa noong 1993, ang tanggapan ng Presidente at iba pang institusyon ay kinikilala na ang mga programang pang-kalusugan at nutrisyon ng pamahalaang lungsod tulad ng supplemental feeding projects para sa mga bata. Ang programang pangkalusugan at nutrisyon ng pamahalaang lungsod ng San Pablo ay ipinapatupad alinsunod sa integrated at comprehensive approach ng mga national line agencies sa pakikipagtulungan sa lokal na pamahalaan. Kabilang sa ahensiya ng gobyerno na nagpapatupad ng mga programang pangkalusugan at nutrisyon ang Kagawaran ng Kalusugan, DSWD, Interior at Local Government, Agriculture, at National Nutrition Council. Layunin ng Regional Disaster Risk Reduction Management Council (RDRRMC) 4A sa pangunguna ni OCD-4A regional director Vicente Tomazar na maipaliwanag ang kahalagahan ng disaster risk reduction management (DRRM) lalong-lalo na sa mga bagong halal na pinuno ng bayan kung kayat itinakda itong LGU summit, ayon kay Bragas. Sa pagtitipon, ipaliliwanag din sa mga lokal na pinuno ng bayan kung paano gagamitin ang limang porsyentong pondo mula sa kanilang badyet para sa mga gawaing may kaugnayan sa DRRM, sabi ni Bragas. Ang Ugnayan sa Mamamayan, ayon kay Bragas, ay nakatakda ring ilunsad ngayong buwan. 3. OCD, DILG urges Calabarzon LGUs to reappoint DRRM officers

Gonzaga Tuesday 9th of July 2013 CALAMBA CITY, Laguna, July 9 (PIA) -- Office of Civil Defense (OCD)-4A and the Department of Interior and Local Government (DILG)-4A encouraged all local government units (LGUs) in Calabarzon to reappoint their respective Local Disaster Risk Reduction and Management Officers (LDRRMOs). This was contained in a joint memorandum circular both signed by OCD-4A Regional Director and chairman of the Regional Disaster Risk Reduction Management Council (RDRRMC) Vicente Tomazar and DILG-4A Regional Director Josefina Castilla-Go. Their retention as LDRRMOs is essential in order to continue utilizing their knowledge, skills and experiences in their field of services and more importantly, in anticipation of the possible occurrence of disasters with the recent onset of the rainy season in the country, Tomazar said. The two regional directors said that these incumbent LDRRMOs were already provided with sufficient training, thus, already gained sufficient knowledge and experiences in the performance of their duties when it comes to disasters. While the power and authority of the newly elected local chief executives to replace, app oint or designate heads of department or offices including the LDRRMOs is recognized, the retention of LDRRMOs would be more beneficial considering their trainings and experiences unless it is established that they have not performed effectively under the past administration, the memo stated. Under RA No. 10121 or the Disaster Risk Reduction and Management Act of 2010, LGUs are mandated to create the position of LDRRMOs in all provinces, cities and municipalities, but less than one percent have complied, the RDRRMC noted.

However, the RDRRMC recognizes the challenges experienced by LCEs for the provision of salaries of personnel for the LDRRMO considering that 37 percent of the municipalities in the region are classified as 4th to 6th class, resulting to the designation of personnel in a concurrent capacity in most of the LGUs. Meanwhile, all DILG provincial directors and field officers are directed through the memo to cause the immediate and widest dissemination of the joint memo circular in their respective area of responsibilities. President Benigno S. Aquino III has authorized all government agencies and instrumentalities to extend their support and participate in the Larot Saya sa Parke recreation program to be held every Saturday and Sunday in various venues all over the country. The Chief Executive issued the directive by virtue of Memorandum Circular No. 49 signed by Executive Secretary Paquito N. Ochoa Jr. on July 4. The President noted that Section 19, Article XIV of the Constitution provides that the state shall promote physical education and encourage sports programs, league competitions, and amateur sports, including training for international competitions, to foster self-discipline, teamwork, and excellence for the development of a healthy and

alert citizenry. "Republic Act No. 6847 created the Philippine Sports Commission (PSC) to promote physical education, encourage and sustain the development of sports in the country to foster physical fitness, self-discipline, teamwork and excellence for the development of a healthy and alert citizenry through a unified national sports promotion and development program," the President said. In pursuit of its mandate, the PSC implemented the Larot Saya sa Parke, a park -based sports for fun and recreation program to be held every Saturday and Sunday. The project promotes an active lifestyle by engaging Filipino families in sports and physical fitness activities. The President enjoined all government agencies and instrumentalities, including Government-owned or Controlled Corporations (GOCCs), State Universities and Colleges (SUCs) and Local Government Units (LGUs), to extend support and assist PSC in the implementation of the Larot Saya sa Parke project. Malacanang said the military coordinated with the Moro Islamic Liberation Front (MILF) through the ad hoc joint action group to ensure that the peace talks will not be affected by the recent violence in Mindanao. The ad hoc joint action group is an effort of both the government and the MILF that seeks to interdict and isolate lawless elements that take refuge in or near MILF communities. Deputy presidential spokesperson Abigail Valte said the military operations against the Bangsamoro Islamic Freedom Fighters (BIFF) was done in the very limited time frameonly three days, she said in a media briefing in Malacanang on Tuesday. We are confident that the Office of the Solicitor General will be able towill ably represent the position of the government in this particular matter, Deputy Presidential spokesperson Abigail Valte said in a press briefing in Malacanang on Tuesday. Asked if she thinks the oral arguments could create a bad start for the administration and CBCP leadership, which has elected new officers, Valte said the RH Law is not a new issue and nobody designed the SC hearings to coincide with the CBCPs change of leadership. The SC was supposed to hold the oral arguments on June 18 but reset it for July 9, Tuesday because it had acted on several other petitions for and against the law. There are 15 petitions challenging the RH Law while six intervenors are seeking to uphold its legality. Last March, the SC issued a 120-day status quo ante order stopping implementation of the RH Law, and setting oral arguments on June 18. The restraining order was issued in response to consolidated petitions of several groups who brought the issue to the court wanting to halt the implementation of the Reproductive Health law soon after its passage last year. The Aquino government is updating the public, through social media, regarding the country's newly-acquired Hamilton-class cutter BRP Ramon Alcaraz which is set to arrive in the Philippines from the United States on August 3, a Palace official said on Tuesday. Deputy Presidential Spokesperson Abigail Valte said in a press briefing in Malacanang that the Armed Forces of the Philippines (AFP) had sent three Philippine Navy officers to the United States (US) to join the crew of the BRP Ramon Alcaraz and document its journey from San Diego to the Philippines. Valte said the team is composed of Commander Gilbert O. Pacio, Navy Lieutenant Marineth Riano Domingo, and Lieutenant Junior Grade Errol N. dela Cruz who are all Public Affairs officers. In partnership with the Presidential Communications Development and Strategic Planning Office (PCDSPO), Valte said the AFP officers will share, through blogs and social media, their experiences aboard the newest ship of the Philippine fleet. "Their articles will be uploaded through a live blog on the official website of the Philippine Navy and the blog of Lt. Jg. dela Cruz, one of the officers recording the journey," Valte said. Nakipag-ugnayan ang militar sa Moro Islamic Liberation Front (MILF) sa ad hoc joint action group upang matiyak na hindi maaapektuhan ang usapang pangkapayapaan ng naganap kamakailan na karahasan sa Mindanao. Ang ad hoc joint action group ay pagsisikap kapuwa ng pamahalaan at ng MILF na tugisin at maibukod ang grupong mapanligalig na maaaring magtago sa loob o sa mga kalapit na mga komunidad ng MILF. Binigyang diin ni Deputy Presidential Spokesperson Abigail Valte na ang operasyon ng militar laban sa Bangsamoro Islamic Freedom Fighters (BIFF) ay isinagawa sa sadyang tinakdaang panahon na tatlong araw lamang. Ipinaalam nila ang tungkol sa operasyon dahil baka may ibang tauhan ng BIFF na nagtatago sa ilang pook kung saan may mga miyembro ng MILF. Idineklara ng Pangulong Benigno S. Aquino III ang Hulyo 23, natapat sa araw mg Martes, bilang pista opisyal (special non-working day) sa Lungsod ng Batangas sa lalawigan ng Batangas dahil sa ika-44 Taon ng Pagkatatag ng lungsod na nasabi. Inilagda ng Pangulo ang deklarasyon sa pamamagitan ng Proklamasyon Blg. 609 na nilagdaan ni Kalihim Tagapagpaganap Paquito N. Nagtitiwala kami na ang Tanggapan ng Prokurador Heneral ay magtatagumpay sa paninindigan ng pamahalaan tungkol sa bagay na ito, wika ni Deputy Presidential Spokesperson Abigail Valte sa pulong-balitaan sa Malacanang Martes. Binigyang diin ni Valte na ang RH Law ay hindi na isang bagong isyu at wala namang may kinalaman sa pangyayaring nataon ang pagdinig ng Korte Suprema sa pagbabago ng liderato ng Catholic Bishops Conference of the Philippines, bilang sagot sa tanong kung inaakala niyang magiging daan ng hindi magandang pasimula para sa administrasyon at sa liderato ng CBCP na naghalal kamakailan ng bagong mga pinuno. Itinakda ng Korte Suprema na ganapin ang oral arguments noong Hunyo 18, subalit ipinagpaliban ito sa Hulyo 9, araw ng Martes dahil hinarap muna ang iba pang maraming petisyon para at laban sa batas na nabanggit. May 15 petisyong tumatawad sa legalidad ng RH Law, samantalang anim naman ang nagharap ng kahilingang kilalanin ang legalidad ng naulit na batas. The Bangko Sentral ng Pilipinas (BSP) noted that the savings of microfinance clients served by banks have exceeded their loans for the first time. Based on month-end March report, savings of more than 1 million microfinance clients served by 186 banks has already reached P8.2 billion, exceeding the outstanding loan portfolio of P8 billion. This is a 93% increase over the same period in 2012 and an increase of over 362% from the level five years ago of just P1.78 billion. This is a testimony that the entrepreneurial poor are capable of saving and is contrary to the customary belief that the poor do not save. The Consumer Finance Survey conducted by the BSP in 2009 shows that 8 out of 10 Filipino households do not have a deposit account with 93% percent of them citing that they do not have enough money to open bank deposits as their primary reason. As we celebrate National Savings Consciousness Week it is noteworthy to highlight that this recent development in the savings portfolio of the entrepreneurial poor shows that having appropriately designed and priced products can indeed drive usage. The numbers support this claim with the microfinance portfolio increasing to P8 billion as of March 2013 from P2.6 billion in 2002. With the available products, Filipino microentrepreneurs are increasingly taking out loans for productive activities and are actively saving. The BSP is committed to continuously provide the policy and regulatory framework that encourage banks to deliver financial products and services that are accessible to all Filipinos. These include policies on microfinance, microdeposits and microinsurance, among others. Savings play an important role in this as it helps people set-aside money that can be used for future needs, like education, hospitalization and emergency situations. It also enables people seize economic opportunities. Towards solidifying its contribution to the national agenda of inclusive growth through employment-led strategies, the Department of Labor and Employment is reviewing its regulatory policies and rules to inject timely and effective labor market reforms in its employment facilitation mechanisms. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said this yesterday as the DOLE, through the Institute of Labor Studies (ILS), is set to launch tomorrow, the Technical Assistance Program on Employment Facilitation for Inclusive Growth (EFIG), in partnership with the Asian Development Bank (ADB) and the Canadian International Development Agency (CIDA). The launching will be held at the Bayleaf Hotel, Intramuros Manila. The DOLEs synergized work with the ADB and CIDA paves the way to another convergent effort as we infuse th e necessary reforms needed to make the countrys labor market more pragmatic, responsive, and attuned to the demands of the global economy, Baldoz said. Good regulation is fundamental to a well-functioning economy and society. It is important that we get our regulations directed towards ensuring more decent jobs for all Filipinos, she added. Baldoz said the EFIG program aims to jumpstart well-timed labor policy analysis through a comprehensive review and regulatory impact assessments (RIA) of selected provisions of the Labor Code and other existing labor laws and regulations. The project includes the creation and development of an e-regulation website; training of DOLE staff on policy analysis and evaluation; and capacity development of the DOLE in policy framework and labor governance systems. The joint DOLE-ADB project shall make funding available for field research on selected employment policy issues; development of methodologies and standards for mitigating risks and options for employment facilitation; and crafting of protocols for an early employment recovery program. The second component of the program is the launching of the My First Job project which aims to improve the youth employment situation in the country through the effective delivery of current labor market information, employment services, skills-jobs matching mechanisms, and other job search reforms.

With the ILS as the lead DOLE agency in the execution of the technical assistance program, ILS Executive Director Cynthia Cruz expressed high hopes that it will bring about improved regulatory governance in the field of labor and employment. We are excited about this partnership with the ADB as it gives us an opportunity to learn from the countrys brilliant minds on regulatory systems and labor governance on developing regulations that will promote, not impede, business and facilitate employment generation, Cruz said. Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday announced that six Department of Labor and Employment Regional Offices (DOLE-ROs) have issued Tripartite Certificate of Compliance with Labor Standards (TCCLS) to 22 establishments after tripartite audit process, on-site validation, and assessment by the members of the Regional Tripartite Industry Peace Council (RTIPC). The TCCLS is given by the DOLE to companies that show commitment and exemplary adherence to the provisions on General Labor Standards, Occupational Safety and Health Standards, the Child Labor Law under Republic Act 9231, industrial peace and enterprise stability and competitiveness, Baldoz said in a media release. The TCCLS is provided under DOLE Department Order No. 115 -A Series of 2012 and issued on 10 September 2012. It is the first level seal of good housekeeping issued to enrolled establishments. D.O. No. 115-A, otherwise known as Operational Guidelines on the issuance of Tripartite Certificate of Compliance with Labor Standards, is a DOLE reform measure that seeks to promote voluntary compliance with labor standards such as General Labor Standards (GLS), Occupational Safety and Health Standards (OSHS), and Child Labor Law (Republic Act 9231), by giving due recognition and incentives to compliant establishments pursuant to the DOLE Incentivizing Compliance Program (ICP) The establishments that were issued TCCLS were: NCR: Far Easter University- Manila and Unilever Phils.- UN, Manila Region 1: Aniceto Bus Line Region V: Energy Development Corp (EDG) and Inno Data Knowledge Services, Inc. It is a basic prequalification requirement to the DOLE Secretary's Labor Law Compliance Award and the Tripartite Seal of Excellence (TSE), the highest award given by the Department. The Secretary's Award can be acquired when the TCCLS plus two other certificates are obtained by an establishment. The TSE, as provided under Department Order No. 115- 11, Series of 2011, can be obtained by an establishment upon acquiring all of the five DOLE good housekeeping certificates: the TCCLS, the CLFE, GKK, National Productivity Olympics Award, and the Outstanding LMC Award for Industrial Peace. To qualify for the TCCLS, an establishment must meet the following criteria: (a) it must be duly registered with either the Department of Trade and Industry (DTI), the Securities and Exchange Commission, the Cooperative Development Authority (CDA), DOLE or other appropriate government agencies; (b) it has a valid business permit from the Local Government Unit; (c) it has no pending case with the DOLE involving violations of general labor standards, occupational safety and health standards, and child labor law at the time of the application; and (d) it has no case of fatal accident, permanent total/partial disability, or occupational illness within a period of one year at the time of application. The DOLE Regional Office shall issue TCCLS within three working days from receipt of the application. The TCCLS is valid for three years. The TCCLS is part of the Incentivizing Compliance Program (ICP), which has been endorsed and supported by the Tripartite Industrial Peace Council, is based on Department Order No. 115-11, Series of 2011, otherwise known as the Guidelines on the Implementation of the Incentivizing Compliance Program. The ICP encourages voluntary compliance first by giving recognition and incentive s to a companys initiatives to voluntarily comply with labor laws or having implemented a much higher standard and by assisting a non-compliant company through training and technical assistance to enable the company to comply with the requirements, said Baldoz. Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), one of the poverty alleviation programs of the Department of Social Welfare and Development (DSWD) in partnership with the World Bank, was chosen as one of the awardees of the U.S. Treasurys second annual Development Impact Honors Awards, beating over 40 other candidates. The award will be given on July 25, 2013 at the Main Treasury Building in North Washington, USA. Aside from the awardees, attendants of the event include members of the U.S. Congress and other U.S. government agencies, as well as representatives from the developmental sector. The Development Impact Awards recognizes the different projects supported by multilateral development banks all over the world. The awards are meant to distinguish development-oriented programs, such as those that fight poverty, hunger, and disease. The entries were judged based on criteria such as quality of results, focus on priority sectors, innovations used, and risk mitigations strategies utilized. Kalahi-CIDSS was chosen as one as the awardees out of the other entries because it is especially high -impact and noteworthy, according to US Secretary of Treasury Jacob J. Lew in his letter to Worldbank President Dr. Jim Kim. Kalahi-CIDSS is one of the three core social protection programs of DSWD in combating poverty. It uses the community-driven development (CDD) strategy to empower ordinary citizens to actively and directly participate in local governance by identifying their own community needs, planning, implementing, and monitoring projects together to address local poverty issues. Some of the results of Kalahi-CIDSS include improved access of communities to basic services, increased community involvement, and positive impact in household well-being. The World Bank has been a partner of Kalahi-CIDSS since its inception in 2003. John Roome, World Bank Sustainable Development Director for East Asia Pacific, is pleased with the award, saying, One of my first field visits was in Kalahi-CIDSS sites. From those early visits, I could see th e impact of the project on peoples lives. He added that with the advent of the National Community-Driven Development Program (NCDDP), which will scale up the CDD strategy utilized by Kalahi-CIDSS, there will be even greater impact to communities in the country. From the 364 municipalities covered by Kalahi-CIDSS, NCDDP will be targeting 900 of the poorest municipalities in the Philippines. It was approved by the National Economic Development Authority (NEDA) Board last January 18, and is set to be launched in late 2013. Government of the Philippines (GPH) peace panel chair Miriam Coronel-Ferrer said that once convened, they are one body, no longer GPH nominees nor MILF nominees, but objective and constructive interlocutors of the process both in their individual and collective capacities. As stated in its Terms of Reference, signed in January 2013 by the two parties, the TPMT will have an eminent person as chair, two persons coming from international non-government organizations, and another two members from local NGOs. The TPMT is composed of Alistair MacDonald, former European Union ambassador to the Philippines, who joins in his personal capacity and serves as chair; Steven Rood, country representative of The Asia Foundation in the

Philippines; Karen Taada of Gaston Z. Ortigas Peace Institute and Mindanao Solidarity Network, and Zainnudin Malang of Mindanao Human Rights Action Center. Turkey-based international NGO iHH Insani Yardim Vakfi or The Foundation for Human Rights and Freedom and Humanitarian Relief Vice President Omer Kesmen will complete the five-man TPMT. MacDonald headed the European Union delegation in the Philippines from 2007 to 2011. Rood, on the other hand, was a member of the International Contact Group, which has been tasked to exert the necessary leverage and assistance to sustain the trust and confidence between the two parties on the negotiating table. Taada, a long-time peace,human rights and gender advocate, is also the Southeast Asian coordinator of Peace Women Across the Globe. Malang is a lawyer and human rights activist based in Cotabato City. Kesmen helps realize his organizations mission to bring humanitarian assistance to civilians affected by conflict. With both parties now on the last stretch of the negotiations, Coronel-Ferrer stressed the huge task that is laid before them. We have a big responsibility, all of us in this room today, to meet the expectati ons of so many people who want this process to succeed, she stated. With the presence of the TPMT, we have expanded the circle of responsibility. The GPH and MILF panels hope to finish the wealth-sharing annex in this round of formal talks. Also in the agenda are discussions on the power-sharing and normalization annexes. These annexes, together with the FAB signed by the parties in October 2012, will comprise the GPH-MILF comprehensive agreement. The annex on Transitional Arrangements and Modalities has already been completed in February. Fruitful meeting With gratitude we welcomed the biddings of good luck and good will. Coronel-Ferrer said that the Annexes that will come out of this process will not be perfect not perfect from where the MILF, the government, nor any of the other stakeholders, self-ascribed as Bangsamoro or not, are coming from. But like the Framework Agreement which drew up the master plan, the Annexes will design the rooms with the basic rudiments for dignified and harmonious governance. These rooms shall be livable. Under good hands, they will nurture leaders who will continue to strengthen the foundations, dream new dreams, and change the lives of the whole neighborhood, she stated. Most critical stage MILF chief negotiator Mohagher Iqbal said that both parties are still treading the most critical stage of the peace journey. As a negotiator for more than 10 years, I have learned a lot of hard lessons. My experience tells me that there are no easy parts of any real life negotiations. For this reason, I know that the road ahead of the current peace talks is still full of humps and bumps, but this is no reason to cause the failure of these talks. Sincere and committed partners in peace process will always find creative formula to get through any differences, he stated. If done, the U$50-million outsourced projects in 2012 could be surpassed this year, according DOST-ICTO deputy executive director Monchito Ibrahim. With an estimated 4,000 workers that are currently in the industry, the Game Development Association of the Philippines (GDAP) is targeting to increase this number to 10,000 by 2015 and hopes to reach 15,000 workers in three years, Ibrahim said. Forums that encourage the youth and other interested individuals to pursue careers on game development, as well as in other fields of the IT-BPO sector will be held July 25, 2013 at the SMX Convention Center in Pasay City. Through career talks, speakers from the industry share their knowledge and experience on the industry, including several career options for aspiring game developers. Further, in collaboration with various local ICT councils, DOST-ICTO will be scheduling series of road shows within the year to promote the IT-BPO industry. Agriculture assistant secretary Dante Delima, who represented Secretary Proceso J. Alcala, led an inaugural send-off on July 8, 2013, at the Manila North Harbor Center, where a 20-foot container van was loaded with 400 50-kilogram sacks of atsuete seeds, with a gross value of about P1.3 million (or $30,000). The atsuete export was consolidated by Lingkod Saka, Inc., an NGO, and exported through the Vegetable Importers, Exporters and Vendors Association of the Philippines (VIEVA), with assistance from the DAs High Value Commercial Crops Program (HVCDP). Delima said the atsuete was bought from farmers at P45 to P50 per kilo. Of the total volume, 10MT each was sourced from farmers inBarangay Datu Ladayon, in Arakan, North Cotabato and in Sitio Kibalang, in Barangay Marilog, Davao City. Actually, the country still imports raw and powder atsuete, at 10,000 MT annually, but Cruz said they took the opportunity to export because the Vietnamese buyers offered a good price, and preferred Philippine atsuete which is of better quality than those from Africa, where they regularly import. Cruz said VIEVA and Sikat Saka are currently consolidating another order of 40 MT that will be exported again to Vietnam. She said importers from Hawaii and the US mainland are also interested to buy Philippine atsuete. State-owned Development Bank of the Philippines (DBP) and the Local Government Unit (LGU) of Valenzuela City recently signed an agreement that will allow residents of the city to pay fees for various services by using ATM and locally or internationally issued VISA cards. Under the Memorandum of Undertaking (MOU) signed by the two parties, DBP shall enable the LGU to accept ATM and Visa (debit, prepaid or credit) cards through the use of Point-of-Sale terminals for over-the-counter transactions. The Valenzuela city government will also start accepting card payments online for real property taxes via the banks internet payment gateway. Technical vocational education and training (TVET) will make a debut on television with a series showcasing the array of courses it offers, success stories of graduates and other helpful information on how to get into it. "May Choice Ka (You Have A Choice)" is a collaboration between the Technical Education and Skills Development Authority (TESDA) and Knowledge Channel Foundation Inc. (KCFI), which will produce and air the show starting November.

The show will be seen in Knowledge Channel, Knowledge Channel on demand, Knowledge Channel learning website and TESDA Online site. "With its wide reach, the television would be a good vehicle to popularize and bring closer to the people TVET and TESDA's programs," Secretary Joel Villanueva, director general of TESDA, said. "The show will be educational and inspirational, and at the same time entertaining and exciting in order to hook audience into getting into the world of TVET," Villanueva added. The program had a soft launch on July 4 simultaneous with the signing of the memorandum of agreement between Villanueva and Rina Lopez, KCFI president. KCFI has established the first and only all-educational transmedia in the country, which produces and delivers curriculum-based programs and interactive media-based learning activities for elementary and secondary high school students and alternative learners composed of the marginalized, out-of-school-youths, uneducated adults and vocational learners. May Choice Ka will feature 12 episodes of 18 to 20-minute videos of TVET programs and learning modules such as housekeeping, horticulture, commercial cooking, bread and pastry production, beauty care, food and beverage servicing, and tour guiding services. The grant for the production of the show was given by former Senator Edgardo Angara. TESDA will help in making available the learning materials and in coordinating with training institutions to make their facilities available for video shoots and their trainers for interviews. Aside from the television show, TESDA and KCFI will also produce e-modules of each episode for uploading in Knowledge Channel Online, which will consist of video streams of each episode, web games or quizzes, and learning links. Through this TESDA-KCFI partnership, learning modules will be made more readily available to a wider audience. Online learners are also given the option to learn at their own time, at their own pace and at lower/negligible cost. "We trust that our exposure in the Knowledge Channel will help in generating positive messages about TVET and communicating those employment-oriented information in innovative ways not only for Filipinos here in the country but even those working abroad," Villanueva said. |TOP| 12. The Philippine Deposit Insurance Corporation (PDIC), as Liquidator of the closed Fortune Savings and Loan Association, Inc., signed an agreement with Innovation Ville Homeowners Association (IVHA) for the sale of a 68,212 sq. m. property in Sta. The Philippine Deposit Insurance Corporation (PDIC), Liquidator of the closed Fortune Savings and Loan Association, Inc. (FSLAI), signed on June 14, 2013 a Memorandum of Agreement (MOA) with the Innovation Ville Homeowners Association (IVHA) for the sale of two properties in Sta. Rosa, Laguna. The real estate properties with a combined area of 68,212 sqms. shall be sold to IVHA for P54 million through the community mortgage program (CMP) of the Social Housing Finance Corporation (SHFC), a subsidiary of the National Home Mortgage Finance Corporation (NHMFC). The project is expected to benefit around 905 families. Discussions on the sale of the property started in November 2008 when IVHA first expressed interest to purchase the properties. IVHA organized the families and coordinated compliance with conditions of the SHFC and PDIC for the sale. The first tranche of the downpayment in the amount of P1 million generated from the savings of the residents was paid by IVHA in January 2012. The community mortgage program is a government housing program that aims to help improve the living conditions of homeless and underprivileged Filipinos by providing them funds to purchase their own homes or land under the concept of community ownership. PDICs partnership with SHFC and NHMFC through the commun ity mortgage program has enabled PDIC to liquidate closed banks assets.

PDIC Executive Vice President Cristina Q. Orbeta (Receivership and Liquidation Sector) and the Presidents of Phases 1 to 6 namely, Antonio C. Beringuel (Phase 1), Marlon S. Diongco (Phase 2) and Antonio D. Janolan (Phase 3), Marites U. Dagos (Phase 4), Marianito T. Lantajo (Phase 5) and Artemio A. RIcarde (Phase 6) representing IVHA signed the MOA in the presence of Sta. Rosa City Mayor Arlene Arcillas. FSLAI is an eight-unit bank ordered closed by the Monetary Board on May 24, 1999. As Statutory Liquidator, the PDIC is tasked to liquidate the assets of FSLAI so that the proceeds may be used to settle claims of the uninsured depositors and creditors. Discipline is the foundation to restoring the credibility of the national police, Vice President Jejomar C. Binay said during the 35th Foundation Day of the Philippine National Police Academy (PNPA) in Silang, Cavite. The Metropolitan Manila Development Authority will open another terminal of the Bus Management and Dispatch System (BMDS) in Coastal Mall in Paraaque tomorrow, July 9. BMDS is an enhanced bus dispatch system that does not only regulate the number of public utility buses (PUBs) in Edsa but also monitors the drivers manning them through biometrics or finger-scanning to verify their profile. According to Chairman Francis Tolentino, the BMDS will ensure that no colorum or out-of-line bus units will ply Edsa as the system verifies the license plates of buses from the database of the Land Transportation Franchising and Regulatory Board.

The program was initially launched at the MMDA bus dispatch terminal at Fairview, Quezon City. Two more major terminals in Malabon and Alabang were established with 10 satellite stations all over Metro Manila. "The system also aims to ensure the safety of commuters as only drivers with less than three pending traffic violations will be dispatched from the terminal; those with more than three should settle their traffic violation tickets first before being allowed to ply their routes," Tolentino said. The Coastal Mall terminal will cover more than 900 buses. A total of 5,862 city buses have registered in the database, which is also linked with other agencies such as the Land Transportation Office, LTFRB, and National Bureau of Investigation. |TOP| 15. State think tank Philippine Institute for Development Studies (PIDS) has a new president. Dr. Gilberto M. Llanto officially took his oath of office on July 4 at the National Economic and Development Authority (NEDA), Pasig City, with Socioeconomic Planning Secretary and NEDA Director-General Arsenio Balisacan administering the oath. Dr. Llanto takes over from Dr. Josef T. Yap, who served PIDS for two consecutive terms from 2005 to 2013. He was a Senior Research Fellow of PIDS and also served as its Vice-President. Dr. Llanto also served as Deputy Director-General of the NEDA and Executive Director of the Agricultural Credit Policy Council. He chaired the Technical Board of the Investment Coordination Committee during his stint at the NEDA, which gave him first-hand insights into factors constraining infrastructure development. He was also President of the Philippine Economic Society from 2003 to 2004. As a public finance expert, Dr. Llanto holds important positions in different local financial institutions. He is a member of the Governing Board of the Agricultural Guarantee Fund Pool. He also serves as an independent director of the CARD Bank, a leading microfinance institution in the country. Dr. Llanto is also a member of the Konrad Adenauer Medal of Excellence Committee, which gives awards to outstanding local government units in the Philippines. Dr. Llanto has a Ph.D. in Economics from the UP School of Economics. He has researched and published extensively on financial markets, public economics, local governance, institutional economics, and infrastructure regulation. He authored several books and research papers, including Policy and Regulatory Issues and Challenges in Microinsurance: a Philippine Case (2008); The Impact of the Global Financial Crisis on Rural and Microfinance in Asia (2009); A Review of Build-Operate-Transfer for Infrastructure Development (2010); Make 'Deliberate' Haste in Rolling Out the 4Ps (2010); Does Poor Rural Infrastructure Constrain Agricultural Productivity? (2011); The Assignment of Functions and Intergovernmental Fiscal Relations in the Philippines 20 years after Decentralization (2012); The Philippines: Recent Developments in the Subnational Government Debt Markets (co-authored); and Water Financing Programs in the Philippines: Are We Making Progress?
