The objective of this Measure is to increase the number of entrepreneurs where their operations are based on innovative solutions. The
allocation for this objective is EUR 1,5 million. These funds are open to business environment institutions which will offer support to newly
established enterprises.
n the first place, they will search for and select innovative ideas and, on this basis, help set up businesses.
This is so-called pre-incubation stage. f the idea stands a chance for commercial success, newly established enterprises can apply for
capital support. Please note that selection during the pre-incubation stage is a necessary pre-requisite for obtaining capital assistance.
Supporting institutions withdraw from the project once the enterprise achieves a stable position enabling it to operate independently in the
market. The withdrawn funds will be committed to future projects.
The support will cover projects associated with the exploration and evaluation of innovative concepts of potential entrepreneurs.
The activity will include assistance in the creation of innovative ideas based on new businesses, including spin offs through development
consulting firms, providing infrastructure and services necessary for start-ups and financial support newly formed businesses.
The action involves the choice of institutions that will give support to the emerging two-stage innovative companies. These institutions are
looking for and make the selection of innovative ideas, help create a new company (called pre-incubation), and then invest in a new
company.Resources obtained after completion of the investment (i.e. the output of the investment) goes to the institutions supporting the
establishment of innovative enterprises, for the purpose of continuing the activities of the same nature.

Newly established enterprises can get support provided under Measure 3.1 Starting up innovative business activities. A major role is played
by business environment institutions: incubators, science and technology parks, technology transfer and innovation centres or technology
accelerators. Their task is to assist potential and newly-established entrepreneurs, helping them create firms (including spin-offs) by offering
consultation and infrastructure and most importantly financial support. Estimated values of indicators for measure 3.1 indicate a similar
manner to the original objectives of the action - draws attention to high percentage of support for the incubation of innovative ideas (nearly 4-
times excess over the target value) and a recapitalization of incubated enterprises (target value exceeded 2-times).
