com Work Project - Codification of the Federal Travel Regulation (FTR) In the writers role as a Management Analyst at the General Services Administration (GSA), Washington, D. C., the writer successful completed a significant project, which was codifying a complex set of the federal government regulations in the Code of Federal Regulations (CFR). The CFR is a formal codification of permanent and statutory rules published in the Federal Register by the executive branches and independent agencies of the Federal Government (http://archives.gov/federal-register/ftr). The purpose of the CFR is to publish a single document for public information in a complete text. When the writers supervisor initially assigned the writer the project, it was a new learning experience. The writer had not developed a large, complex federal text in a formal presentation system. To complete the assignment, the writer collaborated with supervisors, GSA managers, as well as other internal and external GSA staff, and Congressional staff to develop a codified set of federal regulations. The writers learnings in this work assignment include skills and knowledge about the United States Federal Governments federal rulemaking system. Through this experience, the writer learns that work group systems initially draft federal rules based on the President of the United States administrative agenda. Draft copies of the proposed rules are then circulated through a complex review system, and then sent to both Houses of Congress (Senate and House of Representatives) for review, discussion, consensus, and final approval. The President of the United States then signs the proposed federal rules into statutory law. The last stage of the process is presenting the official rules in the Federal Register.

The Administrator of GSA sponsors and publishes the Federal Travel Regulation (FTR) in the Federal Register. The purpose of the FTR is to provide the federal rules for authorization, funding, and payments of business travel expenses to federal travelers, as well as relocation (moving expenses), to masses of federal employers who take business trips, or move from one location to another for the benefit of the government. Since federal agencies and work force use taxpayers public appropriations, the federal government develops uniform and equitable rules to account for all government funds used to perform the various missions of the federal government.
