TACLOBAN CITY The P1.1 billion first earth dam project in Leyte has experienced delay this year as the National Irrigation Administration main oce is still revising construction plan to cope with climate change.

16-yr.-old boy kills brother who hacked to death their mother


TACLOBAN CITYA 16-year old boy killed his elder brother after the latter killed their mother in an interior village of Carigara here in Leyte last Monday. Police sources said that the minor killed his elder brother, Gilbert Tadefa, after he witnessed their mother, Rosemarie, 44, was hacked to death by the suspect. A police officer, who asked not to be identified for not being authorized to speak before the media, said that the boy hit the head of his elder brother using a hard wood object which resulted to the instant death of his 24year old brother. The drilling operations would not only result to job employment but additional income to the municipality, says its former mayor and now Board Member Alan Ang. The Otto Energy Ltd., an Australian company that is into oil and gas exploration, was granted by the provincial board of Leyte last February, 2013 the authority to conduct drilling operations to find oil, mostly offshore, within an area

of more than 332,000 hectares covering several barangays of San Isidro and even the nearby town of Calubian. It recently announced that they would start their drilling operations for petroleum within this month. Their eventual operations here in our town will be of big help. This will generate employment and provide additional source of income in terms of royalty tax, Ang, in a phone interview, said. According to Ang, more than a hundred local workers could find jobs out of the operations of the Otto Energy Ltd. and millions of pesos can be collected out of the royalty tax as well. The main site of the oil drilling operations is located at Barangay Basud, six kms away from the town proper, Ang said. San Isidro is a fourth class town(P52 million annual income)with a population of more than 30,000 spread on its 19 barangays and is 132 kms away from Tacloban, the regional capital of Eastern Visayas. Otto is the operator of Service Contract 51, awarded by the Department of Energy which covers the Cebu-Bohol Strait and onshore Leyte, where the Duhat-2 well

prospect is located. An estimated 88 million barrels of petroleum finds is projected to be extracted out of the drilling operations at the Duha-2 well prospect. The drilling will have up to 1,050 meters deep which is expected to last for about a month. And if the Duhat-2 would turn to be successful, full field development and exploration is expected to start by next year. The company conducted an exploration in 2012 which they managed to have extracted some oil from the surface of the petroleum block.

NNC in EV promotes revised 2012 Nutritional Guidelines for Filipinos


PALO, Leyte The National Nutrition Council (NNC) in Eastern Visayas is now promoting the newly-revised 2012 Nutrititional Guidelines for Filipinos (NGF). NNC Regional Nutritition Program Coordinator Segundina Devota Dilao said they are now mapping out strategies to pursue the region-based promotion of the 2012 NGF. Similar to the NGF formulated in 2000, the guideline has 10 messages but it now includes the nutritional and health rationale for each message, Dilao said. These 10 messages are: (1) Eat a variety of foods everyday to get the nutrients needed by the body. (2) Breastfeed infants exclusively from birth up to 6 months then give appropriate complementary foods while continuing breastfeeding for 2 years and beyond for optimum growth and development. (3) Eat more vegetables and fruits everyday to get the essential vitamins, minerals and fiber for regulation of body processes. (4) Consume fish, lean meat, poultry, egg, dried beans or nuts daily for growth and repair of body tissues. (5) Consume milk, milk products and other calcium-rich foods, such as small fish and shellfish, everyday for healthy bones and teeth. (6) Consume safe foods and water to prevent diarrhea and other food and water-borne diseases. (7) Use iodized salt to prevent Iodine Deficiency Disorders. (8) Limit intake of salty, fried, fatty and sugar-rich foods to prevent cardiovascular diseases. (9) Attain normal body weight through proper diet and moderate physical activity to maintain good health and help prevent obesity. (10) Be physically active, make healthy food choices, manage stress, avoid alcoholic beverages

TACLOBAN CITY Eastern Visayas total rice inventory reached about 424,008 bags as of yesterday and is good for 168 days, according to the state-run National Food Authority (NFA) in the region. Mary Agnes Militante, NFA-8 information officer, said that based on the 2,519 daily average purchases in the region, the total rice stocks would last for about five months even during the lean season. Meanwhile, the NFA in the region has assured the public of stable prices of rice in the market given the sufficient supply in stock. Ample stock is due to the good harvest as no major calamity has hit the province, Milirante said. NFA well-milled rice is sold at P27 per kilogram or P1,350 per bag. NFA does not need to increase its prices because it will put additional burden to the masses who are actually buying NFA rice because of its low price, Militante added. Early this month, reports turned up that NFA would adjust to P1 per kilogram. That is not true. Our price is still the same and thats uniform all over the country, Militante said. Breaking the tie


It must have been a difcult thing to do to favor one over the other. Both are his friends, members of the Filipino-Chinese community where he belongs; respected lawyers, businessmen and brilliant lawmakers who have made names in their respective turfs but what Vice Mayor Yaokasin did was probably the best thing. As both are his brother- friends, making the choice was hard and carefully thought of so as not to make a dent in their friendship and respect for one another. It is like that in politics and public service, decisions and choices are made to favor common good. Sacrices have to be made. It is seldom that politicians regard personal interests alone, although there are some who transgress this common ground. When Vice Mayor Sambo chose Councilor Edwin Chua over Coun-

cilor Jerry Uy, he must have been assuming the role of parent in transactional analysis (more of a mediator-diplomat); he wanted a majority oor leader who would be more effective in bridging the gap between the legislative and the executive branches. A lawmaker who is also good in diplomacy and liaison work is what the council needs at the present situation where both branches of the family have been tattered with unnecessary rifts in the past. Differences will always be there; even a family that has a common parent

experiences difculty due to misunderstanding and discord. How much more for a newly-formed group whose members are thrown together unexpectedly due to a common goal? It is difcult as people belong to different backgrounds, have different ideas and beliefs; they have different upbringing and educational backgrounds and many other things that make up their individuality. But we all assume everyone to be mature enough to be able to co-exist and adjust, be exible and be more accepting of the peculiarities of others.

One thing is sure, they are in the same boat because of their love for people, for public service, and that is what is important. Looking at the members of the city council today, we see a brighter environment where all members could work better under a friendlier atmosphere. It was good that Councilor Uy remains in his position; he can dispense his job freely and more independently with no pressures as he is not expected to be doing diplomatic work. On the other hand, as he has openly stated, the vice mayor must have been considering the greater need to have a Sanguniang Panlungsod that has better working relationship with its counterpart for the sake of public service. In this stance, the people nds a matching and harmonious desire in that, the mayor himself had that desire when he accepted the challenge as CEO of the city for three terms.

Ivan could not be pulled by another small vehicle with the use of a rope because its steering wheel was totally detached to the wheels considering the nature of the damage sustained by the center post. Besides, no one did attempt to approach them to offer a hand. In the meantime, the entire family continued to pray silently for miracle to occur. Ten minutes later a man stopped by Ivan to inquire on what was happening? After being briefed of the situation, he offered Kristans father for a ride to the Salcedo poblacion where they could possibly nd auto-mechanics. To God be the Glory! After forty minutes wait, the man and Kristans father returned to where Ivan was safely parked at the side of the winding highway. He had got a good news. Help was coming. Two lasses obliged to help although they needed to travel back and forth a fteen-minute ride on their motorbike to get the tools and do major remedies on the broken center post. Three hours lapsed until Ivan was again ready to go to the poblacion of Salcedo for some welding job that took another fortyve minutes. Thank You, Lord! Kristan and his family exclaimed. God touched certain persons to be His instruments for the miracle to take place. It was almost 3 oclock in the afternoon when Kristan and his family arrived at the San Antonio de Padua pilgrim park. They did the usual homage lighted candles and prayed fervently for their respective intentions, the most important of which was for God to send forth the Holy Spirit upon Kristan and inspire him, keep him calm and provide him wisdom necessary for him to pass the board exams. Kristan was worried although he did not show it. He was apprehensive that he might not be able to take a good rest for the following days exam. His mother was thinking of something else. Was it a portent of a possible failure of her son in the Nursing Licensure Board Exam he was to take on June 2 and 3? She was almost losing faith, so it seemed. She wanted to give up believing that her prayer will be answered, but she never stopped praying for it just the same. Optimistic of the effectiveness of prayer barrage, she even asked her friends in the religious

A day before the Nursing Licensure Board Exams on June 2 and 3 this year, Kristan along with his family travelled to Sulangan in Guiuan, Eastern Samar for a visit to the pilgrim site San Antonio de Padua Church. The overly used utility van that have been ferrying the family day to day, including this trip through the long, winding and luksurious (colloquial jargon for bumpy road due to countless potholes) lane to Calicoan Island, suffered a major technical trouble its center post broke due to wear and tear. boding but the family was unmindful of it especially that they were condent of Gods protection, having prayed the Holy Rosary while traversing the smooth road approaching Tacloban Citys northern barangay until they reached the San Juanico Bridge. It was a tiring three hour travel negotiating the luksurious thoroughfares till the family reached Salcedo town in Eastern Samar. Deep dents in the concrete and asphalted highways largely greet motorists traveling from Tacloban to Guiuan. Upping the Ante


Atty frANZ RAYMOND P. ASPA I nd it a little too uky that I should write something about arrests and a few days later an event should erupt trying to put it to the test. I am referring of course to the ludicrous arrests of more than 700 individuals in the city of Baybay some few days back. News is that these 700, all consisting of men, women, children and the elderly, were supporters of Malot Galenzoga, a political also-ran in the race for local chieftaincy of the city of Baybay after bowing down to the dynastic reign of the Caris. Finding it unacceptable perhaps that she lost, or nding solace in the belief that she won, a rally was staged for her supposed victory. Unfortunately, it didnt turn out well. I wish to spare the reader of the ghastly events that lead to the arrests which, if I may quote the reports, caused considerable damage to city properties. There were reports also that people got hurt from both factions, i.e. the protesters and the police but the good news is that there were no reported casualties. Also, some 400 of the total who were arrested, because they were either women, children or an elderly folk, were not incarcerated but were instead turned-over to the city social welfare development ofce who, a few hours after, sent them home. Be that as it may, the city will never be the same again. The arrests were made of course without any warrant and based on what I previously wrote, the Baybay PNP can rely on one other provision to save their faces for orchestrating more than 700 warrantless arrests, i.e.

Section 5 of Rule 113 of the Rules on Criminal Procedure. Let us strike off rst an inconsequential exception, i.e. the third, considering that the arrests were made on the basis of alleged commission of offense, not on the allegation that those arrested were escapees from a penal establishment. The Baybay PNP may take solace under either of the rst two exceptions. Population agency highlights importance of sex education among youths

The authorities cannot take care of everything, even the public places such as streets and parks frequented by people must be equal responsibilities of everyone. The government provides street sweepers but the barangays must take extra effort to discipline their people. Trash and dirt must be properly placed in garbage bags ready for pick-up by the garbage collectors. Garbage collectors in return must be vigilant with their work; they must be serious in collecting the garbage regularly. Some gar-

bage collectors are remiss in their work, they do not collect regularly. Moreover, it is a must that they follow schedules. A marked complaint of households and families in subdivisions is the failure of garbage collectors to do the job regularly. Where before, garbage collection was done twice a week, this time they do it once in two weeks. Trash uncollected in a day draw ies and rodents, how much more if these are not collected during the schedule? Imagine the bulk of garbage generated in a week, in two weeks? It becomes a problem of the family as it is very unhygienic, very unsanitary! Most often, unable to contain the garbage in their small yards, households or families in subdivisions are left with no choices but to throw them in vacant lots or put these out along the streets inviting scavengers that scatter the garbage in unsightly fashion. The problem on garbage is a perennial one in the city. It has been privatized thinking that the private sector is more efcient. Now that the rainy season has began, there is a need for vigilance as garbage does not only invite diseases, it also cause ooding and clogging of drainage and sewers.
