22 EV barangays are priority areas for anti-child labor drive


TACLOBAN CITY At least 22 barangays here in the region have been tagged as priority areas in wiping out child labor until 2014, the Department of Labor and Employment (DOLE) said in its latest report.
DOLE Regional Director Exequiel Sarcauga said three levels of interventions have been rolled out in Mondragon, Catarman, Laoang and Las Navas in Northern Samar; Tacloban and Ormoc cities, both in Leyte. These villages are pilot sites for the four-year child labor elimination initiative that aims to save at least 75% of 213,000 young workers in the region. Of this number, 159,750 of them are engaged in hazardous work. Labor officials in Samar, Eastern Samar and Southern Leyte were told to name their pilot areas in this campaign. PRO-8 anti-illegal gambling drive nets 7 persons


CAMP KANGLEON, Palo, Leyte -- The intensified anti-illegal gambling operations conducted by the Police Regional Office 8 (PRO8) resulted in the arrest of seven persons in Samar, Leyte and Southern Leyte provinces. Police Chief Superintendent Elmer Soria, PRO8 director, said that while his men are conducting stepped-up implementation of illegal gambling laws, partnership with the community is still needed to sustain the momentum his office has gained in minimizing the gambling menace. The fight against illegal gambling will only succeed through stronger partnership with various stakeholders including local officials, the members of the religious sector and the media, the police official added. He informed that he directed police chiefs to coordinate with elected local officials to mapout strategies and gather community support in the anti-gambling crusade. On Thursday evening, two successive operations conducted by the Regional Special Operations Group (RSOG) in Pinabacdao and Villareal towns in Samar resulted in the apprehension of two suspected collectors of illegal numbers game locally known as swertres. At around 6:00 p.m., operation conducted at Brgy. Mambog, Pinabacdao town by RSOG led by PInsp. Constantino Jabonete, Jr. led to the arrest of Leo Abinguna, 55, while collecting bets for swertres and the recovery of one bundle of stub containing entry of different number combinations and bets dated July 10, 2013 for 9:00 p.m. draw, swertres tip, ballpen and P150.00 cash bet. An hour later, same police team conducted anti-gambling operations at Sitio Lusong, Brgy. Canmucat, Villareal town leading to the arrest of one Rogelio Oreo, alias Bagwis, 30, while engaged collecting swertres tally sheets containing dierent number combinations and bets dated July 10, 2013. In Leyte, police operations conducted in Brgy. Combis, Dulag and Brgy. Sawang, Carigara towns resulted in the arrest of Armando Oteros, 34, and Roy Urmeneta, 37, respectively, with total confiscated cash bet of P320.00 and several swertres paraphernalia. Anti-illegal gambling operations in Liloan, Hinunangan and Tomas Oppus towns resulted in the arrest of three persons - Roland Sirel, Alfredo Aling and Roel Montibon while engaged in collecting bets for swertres with total confiscated bet amounting to P490.00 and several gambling paraphernalia confiscated. Soria informed that cases for violation of Presidential Decree 1602 as amended by Republic Act 9287 (Anti-Illegal Numbers Game) were already filed against the suspects. (PR)

Citing their preliminary assessment, Panao said child workers in Region 8 are engaged in pedicab driving, child trafficking, child prostitution, househelp, farm labor, quarrying, garbage collection, deep sea fishing, passenger vehicle and motorboat crew and market vending.

CAMP KANGLEON, Palo, Leyte Police authorities are conducting thorough investigation and validation on the alleged link of a former local chief executive to illegal gambling in the province of Samar following reports of his meddling with an anti-illegal gambling operations conducted recently. Former three-term Catbalogan City Mayor Coefredo Tekwa Uy, who topped the Sangguniang Panglungsod race in the recent midterm polls, is in hot waters after he allegedly uttered threatening words and leveled accusations to members of the Regional Special Operations Group (RSOG) that arrested four persons engaged in illegal gambling activities on Thursday night in Catbalogan City. Uy is the father of incumbent Catbalogan City Mayor Stephanie Uy-Tan and half-brother of one alias Syote Uy, allegedly an illegal gambling financier operating in the city and neighboring municipalities. Reports reaching Police Regional Office 8 (PRO8) disclosed that RSOG led by PInsp. Constantino Jabonete, Jr. conducted antiillegal gambling operations at around 6:30 p.m. Thursday in Brgy. Police probe alleged link of former city mayor to illegal gambling

Uy reportedly leveled threatening words and accused the RSOG of harassment before cooler heads prevailed. Cases for violation of Presidential Decree No. 1602 as amended by Section 3 of Republic Act 9287 (Illegal Numbers Game) were filed by the police under NPS Docket Numbers VIII-08INQ-13G-00390 to 00393 against the arrested suspects. They were released from police custody as per order of release issued by Judge Odelon Mabutin of Municipal Trial Court in the Cities dated July 12, 2013 after posting the required bailbond in the amount of P24,000 for Caber and P20,000 each for the three other accused. Meanwhile, police authorities are validating reports that the former mayor is the alleged protector of his younger brother whose illegal gambling operations reportedly covers the entire Samar province. Cases of multiple murder and frustrated murder were filed against Telen before the Provincial Prosecutors Office. Telen is now detained at the Maasin City Jail for his own security, Orbeta said. Orbeta said that they decided to detain the suspect at the Maasin City Jail for fear that PO2 Caidoy would do some drastic acts against him. He might do something against the suspect out of revenge so we have decided to detain him at the Maasin City Jail, Orbeta said.

This burdens the poor students nancially due to their constant attendance in their classes. Even if, inside the vehicle, they remind the driver about the discount to claim, the driver oftentimes just ignore them, or dismiss them with arrogant words. Wheres the teeth of this mandate if drivers just deliberately ignore it? Of course, majority of students just dont mind paying the fare to avoid arguments, knowing that its just a matter of centavos they could claim, but the big difference there could be seen if the time they spend riding these vehicles is stretched to a month, or a year. Perhaps this is one thing the authorities should look into. Students do not complain for lack of time, but it should be the authorities that should run after this erring drivers. Its a violation of the law on the drivers part, so it should be addressed for the welfare of poor students.

It seemed like I darted from Ormoc to Tacloban last Friday night, not on a pair of wings which I dont have, neither on an airplane which doesnt exist, nor on a broom with extended handle, but inside one of these so-called mini-vans which are renowned for their speedy trips as they traverse the highways connecting major towns and cities. As we zoomed through the dark night, for a number of times, I thought of instructing the driver to stop the vehicle so I could get out and just wait by the roadside for the next passenger vehicle to pass by. I felt like it was suicidal for gest wind before our eyes. Were it not for the road cracks that often jolted the vehicle, we could have felt as though we were oating above the highway, the tires not touching the cemented ground below. We could hear inside the van that, almost always, the engine was on high gear, and for sure, we would have suffocated due to air pressure had the windows been open. In my frequent trips to Cebu in the past three years to pursue my graduate studies, I had always taken these vans to Ormoc and back. I would usually

TACLOBAN CITY - The Department of Social Welfare and Development (DSWD-8) conducted the regional search of the Huwarang Pamilya of the Pantawid Pamilyang Pilipino Program(4Ps) last July 12 2013. This search aimed to recognize those families who really comply and follow the program conditionalities, said Michelle Calzado, information officer of program. The conditionalities include an 85% attendance rate of the children in school, a visit of the family in a health center, attendance of a monthly development session and among others. OWWA-8 now accepts EDSP scholarship application


TACLOBAN CITY The Overseas Workers Welfare Administration Regional Welfare Office 8 invites children of married OFWs or brother/sister of unmarried OFWs who are fourth year graduating students or high school graduates who have not yet earned any college units to apply for the Education for Development Scholarship Program (EDSP). The OWWA provides qualified EDSP scholars with a P 60,000 financial assistance per school year for a four or five-year baccalaureate degree course in any college or university of his/ her choice. The tuition fee of the scholar is directly paid by the OWWA to the college or university while the remaining amount is given to the scholar upon submission of grades at the end of each semester. The deadline for submission of applications is set on July 31, 2013. Moreover, the qualifying examination which is to be conducted by the DOST-SEI is scheduled on September 22, 2013. TACLOBAN CITY - Representatives from the Department of Agriculture central office (DA), National Meat Inspection Services Region 8 (NMIS R8), Bureau of Fisheries and Aquatic Resources Region 8 (BFAR R8) and the Bureau of Plant Industry through the Plant Quarantine Services Region 8 will inspect two cold storage warehouses in Eastern Visayas on July 15-16. On July 15, inspection will be at Valencia, Ormoc City particularly in Janelles Southfood Trader Corporation and on July 16, inspection will be in one cold storage warehouse in Di-it Tacloban City, according to Virgilia Deloria. This is in accordance with DA Administrative Order No. 21 series of 2011 that mandates the accreditation of cold storage warehouses for agricultural and fisheries products, she said. Cold storage warehouses will be inspected for its facilities, product handling, packaging, and transportation, the official said. The cold storage warehouses will also be inspected for possible smuggled products.
