People Capability Maturity Model (P-CMM)

It is a roadmap for implementing Human Resource Practices that continually improve the capability of an organization's workforce.

Background
PCMM provides a framework for improving HR processes while continuously developing the capabilities of the workforce. It provides a list of best practices for all HR processes for Benchmarking. Practices are standardized within and across units Variations in performing best practices are reduced

The Philosophy
No organization can implement all the best HR processes in a day. These have to be introduced in stages based on the maturity of the workforce and the support mechanisms available in the organization. P-CMM provides a roadmap for implementation of HR processes in stages. Processes are distributed across five levels Processes within a particular level are inter-linked. It is necessary to attain maturity of all processes of a particular level before moving on to the processes of the next levels. Using this model, an organization can avoid implementing HR processes that it is not yet prepared to implement effectively

The PCMM Framework


There are five maturity levels or evolutionary stages through which an organization's HR processes evolve. A set of HR processes is defined for each maturity level. For each process, detailed practices are suggested. At each maturity level, a new set of HR processes with higher degree of sophistication is added on top of the existing processes after they are institutionalized. Processes within a particular level are inter-linked. It is necessary to attain maturity of all processes of a particular level before moving on to the processes of the next levels.

Using this model, an organization can avoid implementing HR processes that it is not yet prepared to implement effectively.

Background: In 2006, during the MCM on HR issues - it was agreed to adopt P-CMM to review the HR processes Also the HR Functional Plan 2007-12 envisages a REVIEW of all HR processes in STAGES starting from Level-2

Methodology Adopted
A Desired State was prepared for all six processes by modifying the best practices given in PCMM and customized to BHEL requirements further fine tuned during the Pilot The Current State (actual practices followed in the units) was then compared with the Desired State to identify the Gaps and Areas of Improvement The units were involved in finalizing the Current State & Gaps Units prepared Action Plans to bridge the Gaps and have/ are in the process of implementation ***
