    It means that a ship cannot reach its destination when it is docked at harbor. Docked ship means that it is safe from storms but eventually it is not moving. Philosophically a person cannot fight and win wars of life without moving in life. If a person thinks that he should not take risk and keep himself safe always, he cannot progress in life. Its not necessary that moving ahead always is risk. So Human beings should understand, change is natural process and if you are not moving with time and not taking risks then you could be safe from storms but it means you are docked at the harbor not moving in life.     Point: i feel that a ship at the harbor is like a frog in the well who is unaware of the outside planet.the strength o ship is found only when it sails.you must do your best before you die coz some day or another someone will replace you.at the end i would like to say,"ships are safest at the harbors but it is not the place they are meant for.
