Voters will have chance to kill Frankenstein Vetoon April 1

Many voters may not be aware that theres an important state constitutional amendment on the upcoming April 1 ballot. The proposed measure would remove a governors ability to cross out certain words of legislation to change its meaning, or string together words from different sentences in an effort to rewrite budget bills or even create brand new legislation that hasnt been fully debated in public. The Partial Veto, otherwise known as the Frankenstein Veto, has been used to shift state funding from one approved program to another program that a governor deems more deserving, bypassing public debate in the process. The measure will not, however, eliminate the line-item veto in which each governor will still have the ability to veto sections or complete bills that they feel are a bad idea.

Congressman Tom Petri addresses area citizens at the Kohler Village Hall.

About 30 citizens from the area attended a town meeting held by Congressman Tom Petri at the Kohler Village Hall on Monday, March 24. Petri began the hour-long session by taking five minutes to give an update on the current congressional session. For the remainder of the meeting, he took questions

from the audience and tried to provide answers for a variety of topics, including: the so-called NAFTA super highway running from Mexico to Canada, the Iraq war, the mortgage crisis, Social Security disability benefit delays, illegal immigration, and so forth.

Obtaining flood insurance coverage requires advance planning

Winter-weary residents in many states look forward to the change in the weather, as warm breezes, bright sunshine and the occasional rainfall reduce the remaining snow piles to trickles of water. The end of winter, however, brings with it an increased chance of flooding in many areas. Property owners who are concerned about the potential for flooding need to understand a few key points about flood insurance. Standard property and business insurance policies do not cover flood damage. However, many insurance companies participate in the federal governments National Flood Insurance Program (NFIP), which contracts with insurance companies to sell and service its policies. To qualify for the NFIP program, property owners must live in a community that participates in the program. By the time you get a flood warning, its too late to buy insurance. The NFIP requires flood insurance to be in place at least 30 days before it provides coverage, unless the policy is purchased in connection with the making, increasing, extending or renewing of a mortgage loan. Homeowners are four times more likely to receive loss from flood than from fire. Between 70 and 80 percent of all natural disasters in the United States involve flooding. Flooding causes include: melting of heavy winter snowfalls; overflow from lakes, streams and rivers; heavy rainfall; inadequate drainage systems; poorly planned urban development. If you feel youre at risk for flooding, get more information as soon as possible. Ask an insurance agent about NFIP flood insurance. Take simple steps to reduce your exposure, like moving electronic devices and other valuables to higher spots within your home. And if you need flood insurance in excess of the NFIPs limits of $250,000 for residential coverage and $500,000 for commercial coverage, ask your insurance agent about specialized policies to provide excess coverage.

Biotechnology and Molecular Biology

Biology students at Kohler High School have recently completed the biotechnology component of the biology curriculum. Biotechnology is the technology of using living things to create useful products. Biotechnology has historically been used in the making of bread, wine, soap, the treatment of waste, and the production of cheese. Selective breeding of agricultural animals and selective practices in crop planting have occurred for hundreds of years. Biotechnology has changed due to the advancements of technologies such as computers and software in the 1970s to include the development of human insulin for the treatment of diabetes, human growth hormone for children, and identification of specific genes responsible for genetic disorders, and in some cases treatment for those disorders. Biology students learn and then use the steps necessary to move a gene from one organism to another. The process involves the isolation of plasmid DNA, using endonuclease restriction enzymes to cut DNA at specific sites in the DNA sequence, ligation of the plasmid fragments, transformation of bacteria, preparation and casting of agarous gel, electrophoresis of restriction enzyme digested DNA, staining, viewing, and photographing the gel, and learning the process by which scientists determine DNA fragment size. Ask any biology student for more information on this experiment. They will be happy to share details of their successful experience!

Prom 2008 is scheduled for Saturday, May 3, at the Waelderhaus. Music will be from 9:00 until midnight with the presentation of prom court at 10:15. All students should plan on arriving by 9:00 p.m. Each student who purchases a ticket for prom will receive two complimentary tickets to be used by their parents or other members of their family to view the crowning ceremony. Due to necessary restrictions on numbers in the Waelderhaus balcony, we must ask that parents honor this two ticket limit so that we dont jeopardize our ability to use this beautiful prom facility. Parents may begin to enter and proceed to the balcony 15 minutes before the crowning ceremony (10:00). House lights will be brought up for an intermission following the presentation of the court and parents will be invited down to the main floor to take pictures. When the house lights are dimmed, approximately 10 minutes after court presentation, parents will be asked to exit. Once students arrive at Prom, they are not allowed to leave and return. If the dance area becomes warm, students may walk outside but must remain in the supervised flagstone area immediately fronting the entrance. Students who are not attending Prom, who are not serving for Prom, or who are not a family ticket holder attending the court presentation are not welcome.

WHEN SHOULD I KEEP MY CHILD HOME?

This is a difficult question for parents at time. The following guidelines may be helpful when making your decision. DO NOT SEND YOUR CHILD TO SCHOOL IF HE/SHE HAS: 1. An obviously contagious condition such as chicken pox, scabies, head lice, strep throat. 2. Fever-oral temperature of 100.6 or higher. 3. Diarrhea. 4. Vomiting. 5. Other signs of illness such as pallor, irritability, or excessive sleepiness. 6. A rash you cannot explain. 7. Drainage or pus from a crust sore (suggestive of impetigo or other infection). YOU MAY SEND YOUR CHILD TO SCHOOL IF HE/SHE: 1. Has been taking antibiotics for infection for 24 hours or more. 2. Has a mild cold, cough or runny nose. 3. Is experiencing symptoms which are expected part of his/her medical condition. 4. Had minor bumps, bruises, scrapes, etc., that do not require medical attention. Please exercise good judgment for your childs sake and the well-being of the other students and staff. Any questions or concerns please contact me. Thanks, Kim Feltner, RN, (School Nurse).

Kohler Booster Club concessions stand update from the Concession Stand Queen
Well, we have just one season left to go this year for the concession stand and I thought it was time for an update. I will be honest with you. I was very nervous taking over the concession this year. I had some mightly big shoes to fill. Well guess what, I had a great time. There were so many volunteers to help and I never felt I was on my own. We had a very successful Soccer season for the concession stand (one I didnt think we would have as I was concerned who was going to run it). I also had great people help out through the bitter cold football season. There were times during the fall when we had both the volleyball and the soccer or JV Football concession stand open and it went very well. The basketball season really was outstanding. The JV parents helped during the varsity and the girls parents helped during the boys games and vice versa. When I would make the deposit the next day, I couldnt help but think, if it wasnt for the parents of this school, I couldnt have done this. We finished off the inside concession stand season with the Solo Ensemble on Saturday, March 15. I was blown away with the amount of volunteers who stepped up to help. I believe there were a lot of introductions that day in the concession stand because people had not known each other before that time. That is what I feel made this season a success. I was a rookie at this whole thing and was foturnate to have many veterans help me and many rookies take on the challenge. I wish I could thank everyone individually but that would take up this whole paper. So you know who you are Thank you. And for those of you who didnt get the opportunity to help this year, you are always welcome next year. I think a lot of people found it wasnt so scary on the other side of the counter and it was fun too. One big thank you is to JENI RYDZ and her many e-mailings she did for me to round up volunteers. I know she is very busy and if it wasnt for her taking time out of her day to help me, I think my job would have been very stressful. So Thank You Jeni!!!!! To finish off the year, we have 4 home track meets. I will not be able to help out much as I help with the timing. I will be able to help with the set-up but once the meet starts, I will have to leave. Remember, if you have kids in the meet you can always leave the stand to support your kids during their events. Please contact me at bocchini@charter.net if you are available, or call me at 458-6674. The dates are Thursday, April 10th: Tuesday, April 15th, Tuesday, April 22nd, and the big one Friday, April 25th. So now look yourself in the mirror and smile, as a volunteer of the Kohler Booster Club Concession Stand you can be proud because YOU DID IT FOR THE KIDS!!!!!! Sincerely, Lisa M Bocchini Concession Stand Queen

Kohler Wellness Program launches new website

The Kohler Wellness Program has a new informational website http://www.kohlerwellness.com for parents, teachers, and students to peruse all of the latest health news. The Wellness Program opted to create the website as a means for communication. It includes detailed information including new early-release activities for the students, recipes, links to Kohler School Friends and Kohler School District websites, and a link to the current lunch menu. The website also features updates, upcoming programs or activities, and volunteer opportunities within the Wellness Program. Many parents may be interested in reading the approved portions of the Wellness Policy. The Wellness Policy is available to the public, and as each section is approved by the School Board, it will be posted on the website. This makes the information easily accessible for parents who have questions regarding the policy and any of the changes made to the curriculum, activities, or school meal planning as a result of the policy. As parents of Kohler students may have noticed, the new Wellness Program imparts health information on myriad subjects not just food. The Wellness Programs mission states: [Our mission is] to work cooperatively with school personnel, food service, students, parents and community members to find ways to improve the nutritional environment, physical activity opportunities, and other issues related to health and well being in the Kohler School District. The Program supports academic success through education and practices that promote students who are fit, healthy and ready to learn. Working cooperatively includes making new information or changes readily available to the entire Kohler community as soon as possible. The fastest way to reach such a large audience effectively is to post it on this website. Check out the new website to learn the benefits of yoga in schools, find out the early-release activities for the coming months, or get ideas on feeding your children healthier snacks. Getting our kids active is a key ingredient to overall well being. As parents and members of the community, striving to keep our children and families involved is important. The Kohler Wellness website makes it easier to help our children stay fit, healthy, and ready to learn. Check out the new website at http://www.kohlerwellness.com. Your questions or ideas are welcome at communications@kohlerwellness.com.

Bad Habits That Are Good For You

1.) Lose Your TemperBlowing up at someone is actually not healthy, but spending 15 minutes to write down your feelings IS healthy. Writing (as opposed to typing) is shown to have a greater impact on positive health. Then shred the paper and toss it. Studies show that people who practice this technique sleep better and have the blues less often. 2.) Soak up the SunThe blue wavelength in broad-spectrum light elevates serotonin levels, helping to alleviate depression and elevates your mood. You can achieve this by exercising outdoors or by putting a broad-spectrum lightbulb in rooms where you spend a lot of time. 3.) Talk to YourselfCreate an upbeat chant that you can repeat easily, i.e. All will be fine, I am fine, Things are good, whatever works for you is best. At first say the chant quietly to yourself or out-loud when you are happy. You are training your brain to associate the chant with good feelings. Then when you are upset, when you say or think the chant, you will recall the good feelings and it will calm you down rapidly. Studies have shown that this works. (Taken from Dr. Bruce S. Rabin, M.D., PhD., Medical Director of the University of Pittsburgh Medical Center Healthy Lifestyle Program).

News and notices from the Village departments Also visit www.kohlervillage.org

FROM POLICE CHIEF WILLIAM RUTTEN www.kohlerpolice.com Back in Black (and White) The Kohler Police Department has purchased its new squad for this year. The squad is a black and white 2008 Dodge Charger V6 from Sheboygan Chrysler. The Dodge was less expensive than the Crown Victoria this year, which only comes in a V8. The Charger has more horsepower and much better gas mileage, which should save the Village about $1,500 a year. The vehicle purchased was all black for better resale value and was wrapped in white vinyl on the doors. Vinyl Graphics from Oostburg did the doors and the decals for less than the old decal scheme was alone. The Charger stands out and I have received many good comments about it. The Charger is a very good vehicle for being a squad car, including stability control and other safety features. Deer Abatement Update The Kohler Police Department has stopped the deer abatement program for the spring. The Village was able to cull 24 deer from the herd, giving all the deer away to Village residents who were on our call list. The abatement program is designed to keep the herd in check and hopefully you have noticed a difference. Unfortunately there were areas that we were not able to get to this year, noticeably along CTH PP where deer are seen regularly. Just a reminder Drivers should be aware that the warmer weather will allow more and more bicycles and scooters to be out and about. Please be aware of the children when driving through the village. FROM PUBLIC WORKS SUPERINTENDENT BRUCE NEERHOF Grass Clippings - Begins April 1, 2008 Village residents are encouraged to mulch as much of their grass clippings as possible. If this is not possible, grass clippings may be placed by the curbside on Tuesdays in a solid container, such as a bushel basket or garbage can, not to exceed 50 lbs. NO PLASTIC BAGS ARE ALLOWED. Yard Waste - Begins April 1, 2008 Yard waste is picked up on Tuesdays and must be placed in solid containers. Brush should be neatly piled in five-foot lengths. NO PLASTIC BAGS ARE ALLOWED. DO NOT RAKE GRASS, LEAVES OR DEBRIS INTO THE STREET. Reporting of Illicit Discharge It is a requirement in the Village of Kohler Storm water permit with the DNR to educate the Public on illicit discharges to the storm water system. An illicit discharge would be the dumping of any chemical, pet

waste, or hazardous substance into the street or a storm basin inlet. The substance would eventually make its way into the Sheboygan River causing a pollution hazard.
