Filling up the posts of Postmaster Grade-III
in Post Offices in Postal Circles.
I am directed to refer to Directorate's
letter No. 13-2/2010-PE.I dated 25-11-2010 con-
stituting a separate cadre of Postmasters
namely Postmaster Grade-I, II, III and Senior
Postmaster by carving out certain number of
Posts in the existing General Line Posts in LSG/
HSG.II/ HSG-I and Postal Service Group -B re-
spectively . As per the said order the posts will
be deemed to have been designated as Post-
master Grade-I , II and III w.e.f. the dates those
are filled up. The Recruitment Rules of Post-
master Grade III, including Grade I & II, have
since been notified on 09-09-2010 and circulated
vide Directorate's letter No. 4-17/2008-SPB-II
dated 22-11-2010. The cadres of Postmaster
Grade-I and II have already become operational.
In the context, Directorate vide letters No. 4-19/
2012-SBP-II dated 7/8.2.2011 and 02-05-2012
had inter-alia asked the Circles to await further
instructions from the Directorate regarding fill-
ing up of the posts in Postmaster Grade-III ,
under initial constitution clause as the then ex-
isting vacancies in HSG-I were yet to to filled up
on regular basis, s per revised Recruitment Rules
of HSG-I when notified.
2. Revision of Recruitment Rules for HSG-
I cadre in POs and RMS Offices is still under
consideration in consultation with Union Public
Service Commission and Department of Person-
nel & Training (DOP&T) . In the meanwhile, the
Department had proposed to DOP&T, to permit
filling up te vacancies in HSG-I in Post offices
by promotion of HSG-II officials as per the ex-
isting Recruitment Rules. The same has since
been agreed to by DOP&T . Consequently , the
Directorate vide letter No. 4-44/2012-SPB-II
dated 18-04-2013 has issued instructions to all
Circles to fill up the vacancies in HSG-I in PO &
RMS offices, as per the provisions of existing
Recruitment Rules. by convening DPC meet-
ings by 30-04-2013 and issue the promotion
orders by 06-02-2013.
3. The Recruitment Rules for Postmaster Grade-
III provide for filling up the posts through initial
constitution clause from the officials holding the
post in HSG-I on regular basis in Post Offices
by calling options from them for appointment to
the post and a Screening Committee shall as-
sess te suitability of officials who apply for ap-
pointment as Postmaster Grade-III at the com-
mencement of the said Rules.
4. In view of the above, the Circles are now, re-
quested to take necessary action for filling up
the posts of Postmaster Grade-III under initial
constitution clause of the Recruitment Rules by
calling optons/ applications from HSG-I officials
in Post Offices. While issuing circular calling
for options /applicatons from the HSG-I officials
, the following conditions laid down in paragraph
6 of Directorate's letter No. 4-7/2008-SPB-II dated
22-11-2010, which are reproduced below for
ready reference may be brought to their notice.
I. Once an official submits his application he
will not be allowed to withdraw the same.
II. Officials who are still left with at least two
years of service to retire may only apply in order
to avoid their dislocaton at the fag end of their
service.
III. In the event of their appointment as Post-
master -III their further career progression will
be in the hierarchy in the Postmaster cadre only
as per the provisions in the relevant Recruitment
Rules and not in the Geneal Line.
5. Earlier , the Directorate vide of letter No. 4-
17/2008-SPB-II dated 22-11-2010 had advised
the Circles to call for applications for Postmas-
ter Grade-III also but subsequently vide letter
dated 7/8.2.2011 and 02-05-2012 the Circles
were advised to await further instructions from
the Directorate. It may be made clear in the cir-
cular that all those who had applied in response
to the earlier circular and are still willing for ap-
pointment as Postmaster Grade-III should ap-
ply again.
6. The applications/ options, so received from
eligible regular HSG-I officials in Post Offices,
may be scruitinzed by the Circles and submit-

ted to the Screening Committee for consideration.
The officials recommended by the Screening Com-
mittee may be considered by the appointing au-
thority and appointed immediately as Postmaster
Grade-III against the idenitided posts. If certain
number initial constituiton clause for want of suffi-
cient number of eligible officials , the same may be
filed up by promotion as per the provision contained
in Col. 12 of the Recruitment Rules of Postmaster
Grade-III.
7. It is reiterated that the posts will be deemed to
have been designated as Postmaster Grade-III with
effect from the dates those are filled up As has been
clarified vide Dte. letters No. 4-61/2011-SBP-II dated
21-12-2011 and 4-1d9/2012-SPB-II dated 02-05-
2012 respectively till the posts are designated as
Postmaster Grade-III, the posts of HSG-I will con-
tinue to be manned by officials of General line.
8. All the Postal Circles are requested to follow the
time-line mentined below to fill up the posts in Post-
master Grade-III in already identified Post Offices:

Submission of representations/ petitions or
advance copies of representations to Direc-
torate -Reg.
I am directed to say that it has been
observed that there has been a tendency on the
part of several officials at various levels to by-
pass the prescribed channels of submission of
representations / petitions or to submit advance
copies of representations to Secretary (Posts)/
Director General (Posts)/ Member (Personnel)/
DDG (Personnel) / Director (Staff ) requesting
for promotion, pay fixation grant of MACP, trans-
fer under Rule 38, posting to a particular station,
expunction of adverse remarks , appointment to
specific position, etc. Even in such matters, where
the Circles, are competent to decide the repre-
sentations, the officials are sending representa-
tions/ petitions or advance copy of representa-
tions to Directorate . Mere perusal and / or pro-
cessing of such letter consume significant time
at different levels in the Directorate.
2. In this context, it is pointed out that Rule 115
of the P&T Manual Vol. II states that any repre-
sentation , which is not an appeal should be
designated as a petiton . According to Rule 118-
A. (1) of the said Volume, any petition or copy
thereof which is sent direct to the Director Gen-
eral or to any subordinate authority, instead of
through the proper channel, will be filled, no no-
tice of any kind being taken of it.
3. Further , the CCS (Conduct) Rules, 1964
clearly provide that whenever a Government ser-
vant wishes to press a claim or seek redressal
of a grivance in any matter connected with ser-
vice rights or conditions, the representations
should be forwarded through proper channel.
4. In spite of adequate and clear instructions
regarding the manner in which the representa-
tions / petitions or copies of representations are
being submitted directly to higher authorities in
violation of the said instructions.
5. In view of the above , the Circles are requested
to bring the above position to the notice of their
employees and advise them to refrain from send-
ing advance copies of representations/ petitions
or copies of the representations to the authori-

ties in the Directorate. Any such communica-
tion not received through proper channel will be
filed without taking notice of it. Administrative
action may also be taken against officials for
violation of rules/ instructions on the subject.

Inter Circle Temporary transfer policy guide-
lines- Reg.
I am directed to refer to Directorate's
letter No. 141-151/96-SPB-II dated 28th Octo-
ber, 1996 on the subject cited above and to say
thay the existing instructions issued by the Di-
rectorate in respect of Inter-Circle temporary
transfer have been reviewed. In supersession of
existing instructions issued by the Directorate,
the following norms/ guidelines may be followed
by the Circles for consideration of requests re-
ceived from officials seeking inter-Circle tempo-
rary transfer :-
a) The Circles should not entertain inter- Circle
transfer on temporary basis received from offi-
cials in a routine manner. The requests of offi-
cials who seek such transfer may considered
by the Circles in the first instance under Rule 38
of Postal Volume IV and instructions issued by
the Directorate from time to time. If they are oth-
erwise eligible . If the case is not being consid-
ered under Rule 38, the reasons therefor may
be recorded.
b) Inter-Circle transfer on temporary basis of of-
ficials referred to Directorate will be considered
where both the CPMsG of the Circles have
agreed to in really hard and deserving cases af-
ter the genuineness of ground for such transfer
stated by the officials is established to the ut-
most statisfaction of CPMG of parent Circle.
C) Inter-Circle transfer on temporary basis is re-
stricted to only those officials , who have com-
pleted probation period , wherever applicable ,
and in other cases on completion of two years
of service in the grade.
d) Grant of temporary transfer from one Circle to
another will be considered initially for a period of
six month only. Extension thereon may be con-
sidered by the Circles for further six months.
e) In no case , temporary will be allowed to an
official beyond two years in his/her entire ser-
vice career.
f) Requests of the officials for extension of tem-
porary transfer should be forwarded by the Circle
with due recommendation of both the Circles at
least two months in advance before expiry of
period of temporary transfer already granted by
the Directorate.
g) Inter-Circle transfer on temporary basis from
one cadre to another cadre will be considered
by the Directorate. Circles should not forward
such requests to the Directorate.
h) If the officials is promoted during the period of
temporary transfer, such officials should join in
the promoted post within a month, failling, which,
he / she will be debarred for promotion for one
year.
f) Requests of temporary transfer and extension
thereon already granted to the officials by the
Directorate before issue of this letter will be regu-
lated as per these new temporary transfer guide-
lines.

Filling up the posts of posts in Higher Selection Grade-l (HSG) in Savings Bank Control Organisation
(SBCO) and Circle Office and Regional Offices (CO/RO) in Postal Circles-Reg.
I am directed to refer to Directorate's letter No.'4-44t2012-SPB-ll dated 18.04,2013 requesting
the Circles to fill up the posts in HSG-I in Post Offices and RM$ Offices by convening Departmental
Promotion Committee (DPC) Meeting for, promoting HSG-ll officials in PO & RMS Offices as per the
provisions of existing Recruitment Rules.
2. References have been received from some Circles seeking clarifications as to whether DPC meeting
can be convened for HSG.I posts in $BCO and CO/ RO cadre.
3.Earlier, Directorate had never issued any instructions to the Circles that DPC meeting should not be
held for filling up HSG.I posts in SBCO and CO as per the provisions of existing Recruitment Rules of
these cadres. The onus, therefore, lies on the Circles to hold DPC meetings regularly to fill up the posts
in SBCO and CO as per the provisions contained in the existing Recruitment Rules.

Grant of one increment in pre-revised pay scale - OM dated 19-03-2012 - Clarification regarding.
The undersigned is directed to invite a reference to this Ministry Office Memorundum of even no.
dated 19-03-2012 which provides that those Central Government employees who were due to get their
annual increment between February, to J une during 2006 , may be granted one increment as on 1-1-
2006 in the pre-revised pay scale as a onetime and thereafter, will get the next increment in the revised
pay structure on 1-7-2006.
2. As per this Ministry OM No. F.No. 1/1/2008-IC dated 30 August, 2008 fitment tables have been pre-
scribed in Annexure -I thereto specifying the stages of revised pay in the revised pay band with reference
to each stage of pre-revised pay in various pre-revised pay scales. As per the fitment tables the stage of
revised pay in the pay band has been mentioned at the same stage in respect of two consecutive pre-
revised stage of pay in cases of certain pre-revised scale.
3. This Ministry has been receiving references as to whether in cases where the fitment table provides for
the same revised stage in case of two onsecutive pre-revised stages in a particular pre-revised scale of
pay the benefit of bunching is admissible after grant of one increment in the pre-revised pay scale by
virtue of this Minsitry OM dated 19-3-2012.
4. The matter has been considered and it is clarified that Fitment table contained in the aforesaid OM
dated 30-08-2008 is to be strictly followed for fixation of pay in the revised structure without any deviation.
5. In cases where the stages of fixation of pay in the revised pay band as per fitment table contained in the
aforesaid OM dated 30-08-2008 provides for the same revised statge in the pay Band with reference to
two consecutive stages of pre-revised pay in the corresponding pre-revised scales, then in such cases
fue to application of this Ministry OM dated 19-03-2012 , there will be no change in the revised pay as on
1-1-2006, if the revised stage with reference to the pre-revised pay after accounting for one increment in
the pre-revised scale does not undergo any change as per the Fitment Table. It is also clarified that no
further bunching will be allowed in such cases and no re-fixation of pay will be admissible in the revised
pay as on 1-1-2006.

Dear Shri Sibal ji,
It is good that the Department of Posts
has undertaken large programme of computeriza-
tion & Modernization , under which hardware's are
being purchased on large scale & software's are
also being prepared / updated and installed.
Sanchay post software of your department has
been prepared in house by your experts. However,
I notice following irregularities in functioning of
software:-
1. Preparing of software was given to one date Net
corpn. having no experience in this field. No tender
formality was followed . Foftware was prepared for
one sub Post offfice, but implemented in thou-
sands of HPOs , SOs without permission from MS
Data Net corpn.
2. This was open ended software it do not have
any provision for data security . It do not contan any
stored preocedure for data security purpose .
Therefore data can be changed locally by operator
on his own.
3. Data security is managed by password . There-
fore no one has control over data Control over ac-
cess to data was therefore left to local operator
who is free to make any changes in order to com-
mit frauds. Many operator have done this.
4. Opertor's limit is not defined, he is free to with-
draw any account at his choice without knowledge
of his supervisor.
5. Neither validation of Sanchay Post Software has
been doen nor software has been tested, nor its
trial run was carried out by Deptt. before launching
software in order to ensure that it is foolproof soft-
ware.
6. Mr. A.K. Nagpal, ADO % DA (P) Ahmedabad had
raised serious concerns in the years 1998, 1999
& 2000 but those concerns have never addressed.
As a result of above problems dozens of
frauds have taken place in the country. An innocent
official who has no role played in preparation of
faulity Software are being booked by the Deptt. No
action has been taken aginst those who pre-
pared Software.
It is a time for Hon'ble MOC to pay more
attention in functioning of deptt. to review the situa-
tion to remove defects stated above.

(a) Whether the Government has abolished 17093
posts across in the department of posts during
the period from 2005 to 2008.
(b) if so, the details thereof and the reasons there-
for;
(c) Whether there is a shortage of staff in vari-
ous cadre in he department and in the post of-
fices in the country;
(d) if so, the details thereof, State-wise ; and
(e) the steps proposed to be taken to fill the va-

(a) yes, Madam
(b) The details of abolition of posts are placed
at Annexure-I. The reasons for abolition of posts
were in accordance with Department of Person-
nel & Training OM No. 2/8/2001-PIC dated 16-5-
2001 vide which the Scheme of Optimzation for
Annual Direct Recruitment Plan was launched. As
per this Scheme, the direct recruitment was to be
limited to 1/3rd of the direct recruitment vacancies
arising in a year subject to a further ceiling that it
does not exceed 1% of the total sanctined strength
of the Department. The remaining direct recritment
posts were required to be abolished.
(c) Manpower requirement and regular recruit-
ment is an ongoing process in the Government .
Shortage of staff in the Department and in the
post offices in various cadres arised manily due
to promotion, retirement death leave or transfer.
(d) Does not arise in view of (c) above
(e) Vacancies in the Department are filled up by
promotion or by direct recruitment as per extant
procedure regularly.

revised frim Rs. 2500/- to Rs. 3500/- per month

vide the payment of Bonus (Amendment) Act, 2007
notified on 13/12/2007 and made effective from 1st
April, 2006 . Keeping in view the large financial im-
plications for both for the Public and Private Sec-
tors further amendment t the Payment of Bonus Act

(a) As per the payment of Bonus Act, 1965 , any
employees is entitled to get Bonus provided he/
she is considered as an eligible employee. As per
the Act an "employee" means any persion ( other
than an apprentice Employed on a slaary or wage
not exceedings ten thousand rupees per mensem
in any industry to do any skilled or unskilled manual,
supervisory, managerial, administrative , technical
or clerical work for hire or reward, whether the terms
of employment be express or implied " Government
has no specific information of skilled workers be-
ing denied bonus.

PLIES FOR BANKING LICENCE
NEW DELHI, J UNE 28, 2013
The Department of Posts, on Thursday,
submitted an application before the Reserve Bank
of India (RBI) for a licence to offer full-fledged
banking services.
We have approached the RBI today
[Thursday], and hopefully having met all the con-
ditions of RBI, an in-principle approval might be
given. If it is given, I think, it will be a revolution-
ary step because it will bring banking, subject
to Cabinet approval, to the doorstep of the ordi-
nary man in this country, Telecom and IT Minis-
ter Kapil Sibal told PTI.
The RBI is in the process of granting
fresh banking licences and has set J uly 1 as the
deadline for applying.
The Department of Posts has plans to
start 50 bank branches in the first year and scale
it to a total of 150 branched in five years.
The Department of Posts has started
inter-ministerial consultations for seeking Cabi-
net approval on around Rs.1,900 crore fund re-
quirement to start Post Banks. The total amount
includes Rs.500 crore paid-up capital required
under new banking licence guidelines. PTI
POSTAL DEPARTMENT TO
LAUNCH QUICKER PARCEL
SERVICE FROM JULY 19.
The department of post is set to
launch a revamped parcel service, with
quick delivery period, better packaging and
security features from J uly 19.
The new product would be launched
in 20 cities across India, including Lucknow
and Agra in the Uttar Pradesh circle. With
a centralised delivery system in place, the
parcel service would cut down parcel de-
liveries by at least two days, postal head-

LAUNCH OF LOGISTICS POST AIR
SERVICE
India Post has started Logistics Post
Air Service in Association with Air India on iden-
tified sectors amongst 15 linking airports,
Agartala, Delhi, Mumbai, Kolkata, Nagpur, Ban-
galore, Hyderabad, Chennai, Pune, Ahmedabad,
Imphal, Guwahati, Patna, Lucknow &
Trivandrum (Thiruvananthapuram). The main
features of this service include.
(i) First Category: Airport. Customer to
deposit the consignment at the postal facility
available at the airport premises at Logistics
Post Air Booking Centre, Palam TMO, New Delhi
110037 and the delivery will be effected to the
customer at the post office facility at the desti-
nation airport.
(ii) Second Category: City to City (on
payment of additional charges). On payment of
City to City charges, the consignment will be
booked at Logistics Post Air Booking Centre,
RMS Bhawan, Delhi - 110006 and the delivery
will be effected at the Logistics Post Delivery
Centres in the Destination city. (Minimum addi-
tional charges Rs 50 per consignment @ Rs. 1/
- kg).
(iii) Third Category: Door to Door (on
payment of additional charges). Pick up from
the premises or delivery at the permises of the
consignment (Minimum additional charges Rs.
100 per consignment @ Rs. 2/- per kg). Charges
shall be as per volumvetric weight rates to be
followed in accordance with IATA standards
(6000 cubic cm =1 kg for the purpose). There
will be four types of rates for Logistics Post Air
Service viz.
(i)Standard rate - For consignment upto 49 kgs.
(ii) Bulk Rate (BA) - for 50 kgs to 99 kgs.
(iii) Bulk Rate (BB) - For 100 kgs to 249 kgs.
(iv) Bulk Rate (BC) - For 250 kgs & above

In Lucknow, the new parcel services
would be made available at prominent post of-
fices, including General Post office (GPO),
Chowk, New Hydrabad, Gomti Nagar, Nirala
Nagar, Mahanagar, Aliganj, Indira Nagar, SGPGI,
IIM, LDA colony, Aminabad, Alambagh and
Rajajipuram. The facility would be available for
both retail and bulk customers in ordinary and
express forms.
Senior officials at the postal department
said the new system, which was an India Post
initiative, would scrap at least two processes
involved in the route of booking to delivery, that
would help cut down on the delivery time. As of
now, after the booking at the post offices, the
parcel is sent to the Railway Mail Service (RMS)
office of the source station, where it is processed
and directed to the RMS of the destination sta-
tion. Thereafter it is sent to the concerned post
office and dispatched for delivery.
Officials explained that as in the new system,
the processing time at the RMS centres could
be saved it would save at least two days in case
of distant parcel deliveries.
PA/SA DIRECT RECRUITMENT
RESULT
It is informed that the circle wise final
result of PA/SA direct recruitment exam will be
announced during the period from 1st August to
30th September 2013. Valuation of exam papers
already over and Hall permit for computer test
will be issued shortly. It is proposed to have online
computer test for the selected candidates. About
14 lakhs candidates appeared in the exam for
PA for the vacancies around 5100.
HEALTH CARE FACILITIES TO GDS
- GUIDE LINES ISSUED BY THE DE-
PARTMENT
The Department of Post is started pro-
cess to introduce medical facilities to the Gramin
Dak Sevaks on the lines of Rashtriya Swastha
Bhima Yojana formulated by Ministry of Labour
and Employment.
This scheme is likely to be introduced
shortly after its active examination by Integrated
Finance Wing and subject to the approval of the
Ministry of Finance, Department of Expenditure
at the cost of Rs.7.29 crores from Govt. side.
A Nodal Officer in the Circle of the rank
of DPS will hold the responsibility to implement
the scheme.
In all the Circles, the details of regu-
larly engaged GDS completing one year's ser-
vice as on 01-05-2013 and the details of their
family members (4) (beneficiaries) are to be col-
lected in each division & the data has to be kept
for district-wise.
It is proposed to collect the data from
the regularly engaged each GDS in Annexure -
IV by 15-06-2013. And the required district wise
data as on 01-05-2013 will reach Directorate by
30th J une 2013.

DECISION OF CENTRAL TRADE UNIONS HELD ON 8TH JULY, 2013
The J oint Meeting of Central Trade Unions held on 8th J uly 2013 at B.M.S. Office , New
Delhi has decided the following course of J oint Mobilization/ Agitations and activities.
1. National Convention of Trade Unions on 6th August, 2013 at Mavalankar Hall, New
Delhi
2. State Level and District level Rallies/ Agitations/ Demonstrations/ J ail Bharo etc. dur-
ing last week of September, 2013.
3. March/ Demostration before Parliament in the month of December During Parlia-
ment Session.
4. In various sectore like Coal, Telecom, Bank & Insurance, Transport, Power Port &
Duck etc., joint struggles/ Strikeare being planned/ undertaken by he respective Fed-
erations. All support should be extended to those struggles . Central Trade Unions should
also jointly Endeavour to develop sectoral struggles in various sectors.
Dates and details of programmes in September and December will be finalized through
joint consultation of Central Trade Unions and announced from the National Conven-
tion.

NOTIFICATION
Merger of 19 Postal Dispensaries pres-
ently functioning in 12 CGHS covered
cities with CGHS.
In pursuance of the decision taken by
the Government on recommendations of Sixth
Pay Commission, the following 19 (nineteen)
Postal Dispensaries presently functioning in 12
(twelve) CGHS covered cities i.e., Ahmadabad
(3) Bhopal (1), Bhubaneswar (1), Dehradun (1d),
Guwahati (2), J aipur (2) J ammu (1) J abalpur (1)
Lucknow (3) , Pune (2) Ranchi (1d) and Shilong
(1) are hereby merged with the Central Govt.
Health Scheme (CGHS).
2. All serving employees and pensioners of De-
partment of Posts (DoP) and Department of
Telecom (DoT) who are residing / settled in the
above 12 cities and are beneficiaries of the 19
Postal Dispensaries shall now be covered un-
der CGHS and the Postal Dispensaries shall
be rechristened as CGHS Wellness Centres.
CGHS membership to the pensioners will be
confined to those who are residing / settled iln
these 12 cities only.
3. In so far as the existing facilities and man-
power in posistion in these 19 Postal Dispen-
saries are concerned , the merger shall be ef-
fective as per the following terms and conditions:-
(A) All serving employees and pensioners of
Department of Post (DoP) and Department of
Telecom (DoT) shall have to abide by the CGHS
rules and guidelines to become a member of
the Scheme. They shall have to pay the requi-
site contribution as per the prevailing rates pre-
scribed by the Ministry of Health and Family
Welfare /CGHS. DoP and DoT will take neces-
sary action to inform their employees and pen-
sioners in this regard.
(B) All existing facilities and infrastructure like
buildings, furniture and fixtues, exqupments etc.
will be taken over by CGHS on as is where is
basis. The Department of post shall handover
the possession of the Postal Dispensaries
accomodation to the Department of Health and

Family Welfare / CGHS at a token rent of Rs. 1/
- per annum. In the case of rented accommoda-
tions, CGHS will pay the rent from the date of
taking over of the dispensaries.
(C) All doctors of GDMO sub-cadre of CHS work-
ing in the above 19 dispensaries will be taken on
roll of CGHS and they shall be placed under the
administrative control of Department of Health
and Family Welfare /CGHS for all purposes.
(D) All employees ( technical/ non -technical
staff) along with the wrok allocated and posts
they are currently holding in these 19 Postal
Dispensaries shall be taken over by CGHS. Their
seniority and other condition of service in CGHS
shall be governed by the relevant instructions
and guidelines issued by DoPT from time to time.
(E) All expenditure relating to these dispensa-
ries including medicines, hospitalisation and
other reimbursable expenses ( of pensioners),
salaries and other allowances to the Postal dis-
pensary employees as a result of merger of
these despensaries shall be borne by CGHS from
its own resources.
(F) Local Committee shall be constituted in the
respective cities with representatives from both
CGHS and Postal dispensaries to resolve all
staffing and other local issues arising on account
of the merger in consultation with nodal Minis-
tries.
4. These orders shall be effective from 1st Au-
gust, 2013.
5. This issues with the concurrence of Ministry
of Finance , Department of Expenditure's vide
I.D. No. 18(3) /E.V/2008 dated 06-03-2013.

articles, Money orders, etc. through Hand
Held Devices need to be re-assessed. It may
be keep in view that Bycycles will also be
used delivery of mails pendilng on local ter-
rain, expreme heat and cold, etc. You may
also like to have views / comments on this
issue from the field offices, and especially
from Divisions falling in difficult areas like
Hilly Areas, and Desert areas, areas having
very high rainfall.
