Organization Establishment

The Thailand Automotive Institute (TAI) was established based on the cabinet resolution on July 7, 1998, and the Ministry of Industrys order No. 314/2541 Re. The Establishment of the Thai Automotive Industry dated September 1998, to be an independent organization under the cooperation between the government and private sectors. The organization administration will not be related with the rules and regulations of the government and the state enterprises;

the Industry Development Foundation is the organization that supports the operation of the Institute. The committee of the Institute, which is responsible for defining scope, policy, plan, operational objective, and controlling the administration, comprises of representatives from the government and private sector, as well as, academics.

Vision
To be an organization of knowledge and expertise for the development of the Thai automotive industry.

Mission
To research and recommend guideline, policy, strategic planning, and measures to develop the automotive industry, as well as, to solve the problems related to production, technology, human resources and marketing in this industry. To support operations of various organizations in both private and government sectors to facilitate the achievement in each objective of the industry development; namely, productivity improvement, design, research and technology development, product standard and testing, human resources development, information database, and others. To liaise and cooperate with various organizations and both domestic and overseas institutes for the automotive industry development. To provide services to enterprises in the area of database, product testing and inspection, training, working skill development and certifying Other assigned tasks.

Roles and Responsibilities


To recommend strategic plans and measures for the development of the automotive industry. To support the operation of organizations in both private and government sectors to achieve the defined objectives. To coordinate with related organizations for mutual operational support. To provide necessary services to manufacturers, such as, product testing and inspection, training, and consultancy. The scope of responsibilities will include research, productivity improvement, product design, research and technology development, standard and product testing, human resources development, and data base.

Policies and Strategic Plans


Strategy 1: Support to build up positive business environment for the Thai automotive businesses. To conduct policy research of the automotive industry in depth and width. This is to find suggestions to support business operations in both supply and demand. Useful information is applied for policy setting, plan formulation and industry warnings. Information is disseminated and exchanged systematically under the information and technology system. Strategy 2: Improvement of efficiency and productivity of the Thai auto parts industry. To perform as a center for knowledge development and auto parts production technology transfer. Consultancy services are provided by experts in several fields. This is to prompt auto parts makers to have their manufacturing and management systems with higher productivity. Human resources development is also included. To support development of human resources, particularly in the operations, in the automotive industry. This is to enlarge productivity and capacity of human resources in operations to become instructors or coaches. Industry demand on this matter is satisfied with optimization of existing network and human resources capacity.

Strategy 3: Establishment of the engineering and testing knowledge base. To provide services in product analysis, testing, inspection and certification. To have ISO/IEC 17025 certification for testing laboratories. This is to allow the Automotive Testing Center to be widely recognized in the country and abroad. In addition, the center aims to provide integrated support and services for the development of auto parts through the collaboration of automotive industry development. Through the collaboration, experts in the fields of product analysis, testing, inspection and others

are ready to provide assistance. Other related agencies and units are linked for the automotive industry development. Strategy 4: Enhancement of Management Efficiency To provide services with efficiency. Thailand Automotive Institute conducts activities to support the internal units implementation and coordination with other related units outside.

Services
Testing Center To ensure product compliance with both Thai and international stipulated standards, the Institute provides product testing service to industrial enterprises, and tests according to overseas standards, such as JIS, ASTM, for automotive manufacturers. Modern tools and test methods can be modified by experts to respond to the needs of test demands from the automotive industry, the government organizations, and other related industries. Currently, the Institute provides the test service for more than 120 items, in the following categories. 1. Test group for Emission 2. Test group for Mechanics 3. Test group for Environment 4. Test group for Dimension and Calibration 5. Test group for Chemical Automotive Engineering Provide indoor and outdoor product testing by experienced experts in testing and engineering who deeply realize the industry demand. Includes product designing services, technological research and development such as 1. Stress analysis 2. Testing for fatigue 3. Testing for Vibration measurement

This is successful cases include: 1. Finite Element Analysis for stress of auto part. 2. Finite Element Analysis for vibration of auto part. 3. Consultancy services for auto part development and testing models to meet customer specification, through the integration of TAIs testing resources;

Tools Signal recording and analytical tool for strain gauge, and 24-channel sensors made from strain gauge. Kyowa: EDX-2000A for laboratory and field tests. Kyowa: EDX-100 for field tests of small-sized vehicles or in limited space.

Automotive Human Resources Development Training and Seminar Services Human resources development in the automotive industry becomes one of strategies under the Master Plan for Automotive Industry, aiming to enhance efficiency and productivity for the Thai auto part industry with focused on their competitiveness in all levels. Personnel in operating facilities are primary focused. There are two models for HR development activities; 1. Public and In-house Training Thailand Automotive Institute (TAI) prepares personnel to train workers in auto part manufacturing facili ties through public and In-house train ing. Training curriculum include those related to the quality system (ISO/TS 16949), and those about work basic, management and implementa tion. Hosting seminars and plant visits is also included.

Consultancy Services Provide consultancy services for production technology 1. Automotive Manufacturing Automation System Project (AMAS) is a project under collaboration between Thailand Automotive Institute (TAI) and German International Cooperation (GIZ) to improve the efficiency and productivity of the auto part manufacturers and personnel in the entire automotive industry. The aim is to ensure international competitiveness among manufacturers and self-development capability for their personnel. 2. Project for Upgrading Automotive Operators under Toyata Production System

Training under collaborative projects Training under collaborative projects is to improve automo tive personnels capabilities, to upgrade auto part manufacturers competitiveness in terms of knowledge and capacities towards standardized quality system. This is achieved through the design of training curriculum and knowledge/skill evaluation system to meet the automotive industry demand. This is to ensure trainers

Inspection Unit for Thai Industrial Standards (TIS)

Thailand Automotive Institute (TAI) is assigned by Thai Industrial Standards Institute (TISI) to inspect compliance wit industrial standards. The inspection is focused on standards related to automotive and auto part TAI operates this unit as a onestop service center for fast and convenient services.

Under this mission, TAI reviews requests from TISI in assessing plant system, collecting samples, testing them in ISO/IEC 17025-certified testing laboratories, and preparing an assessment report which includes assessment and testing results. The final report is forwarded to TISI for consideration on an issuance of a certificate. Aside from compliance inspection, TAI provides inspection services accordingly to standards, criteria and conditions specified by service users of customers. Such services are also focused on standards related to automotive and auto part. Certification for Rules of Origin for Thailands Free Zone Thailand Automotive Institute (TAI) is the sole automotive agency assigned by the Customs Department to certify raw materials or auto part, for local-content calculation for the Thailand automotive industry in Thailands Free Zone. Local contents must be sourced locally. Advantages of free zone for the development of Thai automotive industry Mandatory use of 40 per cent local content for enterprises in the Free Zone. The auto part industry gains development and production technology transfer from foreign companies. Efficiency enhancement for human resources development in the automotive industry. Opportunities for new manufacturers and higher competitiveness. Necessary document in applying for rules of origin certification: 1. TAIs announcement No. 28/2011: Adjustment of service fees for rules or origin certification fees in Thailand 2. Procedure for Free Zone application.

3. Application Letter for certification. 4. Record of business operation. 5. Inspection report of raw materials at the manufacturing facility of first-tier producers. 6. Inspection report of raw materials at manufacturing facilities of second-tier producer and other tiers. 7. Assembly form. 8. Tooling pictures Automotive Intelligence Unit Develop the information system and gather information relevant to the automotive and auto part industries in Thailand and ASEAN, including academic information, trade rules and regulations and marketing data useful for the automotive industry. Such information is disseminated through the website, to serve public and private agencies, education institutions and other interested persons. Thailand automotive Institute (TAI) also gathers information for study and analysis and establishes linkage of information relevant to the automotive and auto part industry in Thailand and abroad. Academic data technology, trade rules and regulations, and marketing data useful are included for the public sectors decisionmaking and policy formulation for automotive industry development. The automotive industry can use the information as guidance or alert warning or in competitiveness enhancement. All information is disseminated through the website and can be found at TAIs library.
