The following are the final list of questions for the interview: 1.

What is your standpoint with regards to the RH Law? Are you in favor or not? Explain your answer. P: I stand for RH Law. Evidently, scientific and economic considerations justify the benefits presented by the newly-enacted law. 2. With the legalization of contraceptives use, do you think it would trigger teenagers to engage in pre marital sex? P: This might be a question of personal and moral preference. On a personal note, it would definitely increase pre-marital sex occurrence with young adults since the government would actively intervene in the allegedly rising occurrences of pre-marital sex. 3. In your opinion, do you want to include sex education as one of the programs under RH law? Explain your answer. P: Yes, it would be helpful yet the implementation should proceed in a graduated scale. As a matter of fact, the parents should be the first people to teach their child what sex education means. However, the conservative culture and want of informed mindsets of majority of the Filipino parents will be a great setback for the programs acceptance. 4. Do you think RH law is the real answer to lessen the population of the Philippines? P: RH Law would not be the best answer but it mitigates the effect of the alleged raising birthrate of Filipino teen women. On a practical side, no teenager would visit a health center, each and every time he or she will have sex. 5. Do you believe that the church , government , private sectors should collaborate their efforts in support of the RH Law so that it satisfies the need and addresses all the issues involved? Explain your answer. P: Of course, community-based participation would be an effective system to help in the Implementation of the RH Law. After all, a laws effectiveness is measured not only with the strategic use of the teeth of the law but also by ensuring participation with the community as well. 6. What are the possible propagandas of the government in passing such law? P: Possible propagandas? Please clarify. I believe what your question means, What mechanisms should the actions of the government to ensure effective implementation? This question could be answered by Q#5. 7. Is there any constitutional rights being violated by the RH law? Explain your answer. P: The encroachment of the RH Law was said to be hinged upon Article XV under the Title Family. Detractors mentioned that it violates Section 1 and 2 of said Title since it is an unjust and unnecessary public interference to the sacredness and inviolability of the Filipino family. Under the said Sections, it stated the following:

Section 1. - The State recognizes the Filipino family as the foundation of the nation. Accordingly, it shall strengthen its solidarity and actively promote its total development. Section 2. - Marriage, as an inviolable social institution, is the foundation of the family and shall be protected by the State. This is subject to interpretation. Furthermore, the said provision is not a self-executing provision. A self-executing provision is a provision in the Constitution which does not need any law passed by the Congress to make if effective. To strengthen the position of the pro-RH Law side, the Constitution, under the same title provides the following: Section 3. The State shall defend: (1) The right of spouses to found a family in accordance with their religious convictions and the demands of responsible parenthood; Following the said provision, the Government just followed the mandate of the Constitution by enacting the RH Law to make the said provision self-executing. Nonetheless, the above-mentioned Sections are still open to interpretation of the Supreme Court. 8. What is your opinion regarding the issue about RH bill, poor people can escape the vicious cycle of poverty by giving them options on how to manage their sexual lives, plan their families and control their procreative activities. Do you think its attainable? P: Attainability of the government target is still subject to the compliance of the people. From what I remember about the RH Law is that the provisions on the choice of the family or people in planning in their families remain in the private sphere. The RH Law is more of a recommendatory nature to the people while mandatory to the government offices in implementing it.

9. What do you think is the best way to implement the RH law, so that it is able to address the issue in the countrys rapid population growth? P: Active community and government support as well as proper education of how the sexual process goes. Also, give people the tools for making an informed choice.

10. Aside from RH Law, what do you think are the other possible solutions to solve/regulate the countrys rapid population growth? P: Create laws which tax incentives and tax exemptions will be based on the number of children.
