Pilgrim's death triggers protest, bandh, road block in Jammu


JAMMU, JULY 31: The death of a pilgrim from Jammu region triggered massive protest, on Wednesday. The important JammuPoonch highway was blocked by irate protestors who were anguished over the death of the pilgrim in a stone throwing incident in Kashmir when the vehicle in which he was travelling to Cave shrine of Amaranth was resorted to heavy stone pelting at Awantipora on 19th July. Agitating protesters blocked Jammu-Poonch highway and several towns of Sunderbani, Noushera, Kalakote, Rajouri and Poonch observed bandh on call given by Bajrang Dal, VHP and Shiv Sena, official sources said. Ravi Kant Sharma (38), a resident of Rajouri district of Jammu region, was injured at Awantipora, 32 kms from here, on Srinagar-Jammu National Highway on July 19. Sharma was hit by a stone on the head during protests against the killing of four persons allegedly by security forces in Ramban district the day before. He was admitted to SKIMS hospital where he breathed his last yesterday. JAMMU: The State unit of Vishwa Hindu Parishad (VHP) has urged the State government initiate a CBI probe into the death of the pilgrim who was killed in stone throwing incident in Kashmir. It also demanded Rs10 lakh compensation and a job to a family member of the deceased. "We appeal the state government for a compensation of at least Rs 10 lakh to the bereaved poor family of Amarnath pilgrim Ravi Kant and government job for at least two members of the family," VHP state chief Rama Kant Dubey told reporters here on Wednesday. He said a CBI inquiry should be ordered into the incident and also in Gool firing incident so that persons responsible for it, including police and administration, are brought to book. "The over-ground and underground anti-national elements be permanently branded as militants," he said. The family of Ravi Kant, who was killed in stonepelting in Kashmir, was granted just Rs 2 lakh compensation, he said. Ravi Kant Sharma (38), a resident of Rajouri district of Jammu region, was injured in stone-pelting by miscreants at Awantipora area in Valley on Srinagar-Jammu National Highway on July 19 and succumbed at a hospital in Srinagar yesterday. Petrol, diesel prices hiked


NEW DELHI, JULY 31: Petrol price on Wednesday was hiked by 70 paise per litre, the fifth increase in rates in two months, and dieselby 50 paise per litre on firming international oil prices. The increase in rates, which will be effective midnight tonight, are excluding local sales tax or VAT. The actual hike will be higher and will vary from city to city. Petrol price in Delhi will go up by 84 paisa to Rs 71.28 per litre while it will cost Rs 78.61 per litre in Mumbai as against Rs 77.73 currently.

Telangana after effects: Shut down in Andhra, Rayalseema


HYDERABAD, JULY 31: Normal life was disrupted in Rayalaseema and coastal Andhra regions on Wednesday as a shutdown was on in the two regions against the decision of the Congress and the UPA to create the Telangana state out of Andhra Pradesh. Educational institutions, commercial establishments remained closed and the services of state-run Andhra Pradesh Road Transport Corporation (APSRTC) were suspended in Rayalaseema and coastal Andhra districts like Kadapa, Chittoor, Visakhapatnam and Krishna. Different outfits supporting united Andhra have called for a shutdown in the region against the decision of Congress to bifurcate Andhra Pradesh. The supporters of united Andhra took out rallies and planned to organize other forms of protest during the day in the districts. The protesters squatted on the roads and prevented the RTC buses from plying at different places. The APSRTC has suspended its services at some places as a precautionary measure. However, no major incident of violence was reported from the two regions till the morning hours, though the announcement by Congress met with disappointment across the two regions. Meanwhile, the Congress party hailed the division as a historic decision and defended the move, saying it has been received well in the country. "It is a historic decision based on a long-pending demand," Congress spokesperson Meem Afzal told reporters. "It has been accepted well in the country and by the political parties by and large. There is enthusiasm in Andhra Pradesh," he said. SEPARATISTS AND MAINSTREAMISTS TRADE FUNNY CHARGES WHILE PEOPLE SUFFER

ROHIT SINGH RANA The statement of Omar Abdullah that separatists meet intelligence agencies while they avoid Central leadership has stirred a hornets nest. The separatists are miffed by the remarks of the Chief Minister and all in one voice have aired their sacred views. Geelani, Yasin Malik, and Sajjad Lone have joined in the chorus. Dialogue and debate is the basis of a vibrant democracy but when dialogue and debate is avoided and instead people are sought to be led astray by floating balloons and grandiose theories, it amounts to undermining democracy. Kashmir has seen exactly the same happening for the last sixty years. Theories are weaved, dreams are created and haze is hung. It has its benefits. In the climate of doubt, anything can be said, cashed upon and when times are bad, new alibis can be given and the process repeated. Unfortunately, in this play of perfidy the poor citizen is made to suffer. He is made cannon fodder while the separatists remain unscathed. Unfortunately this game of political brinkmanship is not confined to separatists who were natural inheritors of this deceit but the so called mainstreamists too have played the game with full vigour. Malik, Sajjad Lone and Geelani boast on their stand about their constant view regarding the so called future of Kashmir. By this logic, they should have forged a common front but given their fancies and whims as well as mistrust on each other they fail. There is disconnect between Geelani and Umar Farooq. The two have parted ways and like to avoid each other. Nursing their own visions about Kashmir, these men have instigated the people every now and then with the result they have suffered the most. Today, grave yards in Kashmir are full of such victim who were led and tutored by these very separatists. Kashmir has suffered the worst trauma since Afghans courtesy Maliks, Sajjads, Umars and Geelanis. Omar Abdullah was right to large extent when he said that these freedom loving meet various people coming from plains of India but hesitate to meet central leadership. They know that they have nothing concrete to talk about which could be realized. Trading charges is easy but to talk concrete and truth needs courage which unfortunately is not the forte of these mevericks. Sajjad criticised Omar Abdullahs grandfather of compromise after 22 years and so has Geelani. Sheikh Mohammad Abdullah had understood the realty otherwise he and his astute junior Mirza Afzal Beg would not have agreed to 1975 plan and taken in the reigns of the government. Importantly, Sheikh had a vision realising that kashmir had future only with India and not with Pakistan which had failed as a nation on the basis of religion. East Pakistan had become Bangladesh and the seeds of extremism had been already grown in that country when Sheikh Abdullah took over reins of power. So Sher-e Kashmir had understood reality which, unfortunately these separatists willy-nilly do not. It would have not mattered whether they accept it or not, the problem is that these opportunists have umpteen times exploited the sentiments of kashmiris, thus making them nothing but sacrificial goats. Sajjad Lone forgets that once his father also was a minister in J& K government. Geelani too is enjoying pension for being a law maker. In this atmosphere of mistrust the mainstream parties like National Conference and Peoples Democratic Party (PDP) have muddied the political environs in equal measure. By harping on Autonomy, National Conference tries to bring clock back which is not possible. What is meant by NCs Autonomy when the State has already its own flag, and Constitution along with Article 370 is not clear? Like a responsible political party the National Conference ought to have stated the truth to the people. There is precisely little left that can be done to Kashmir, other than realising the resolution of Parliament of India that POK is to be merged with the country. The Self Rule of PDP has also created confusion in the people. God and Mufti Sahib only know what Self Rule is. In fact this doctrine is so confused and contorted that even God may also be befuddled with it. These confusions of Autonomy or Self Rule have created fault lines which the separatists exploit at the expanse of poor and gullible kashmiris.

Mohammad Ali Jinnah born in India ran away with a sizable portion of our country. Now the media is abuzz with Mamnoon Hussain who from Agra is sought to be projected again as a hope. Remember that in Pakistan there are very few who want peace with India. Mamnoon Hussain too cannot do much. We have to set our house in order and become strong. Gum disease tied to Alzheimers risk: UCLan study


LONDON, JULY 30: People with poor dental hygiene or gum disease may be at a higher risk of developing Alzheimers disease, according to a new study. Researchers at the University of Central Lancashire (UCLan) in UK studied brain samples from deceased dementia patients and found that they contained unusually high levels of Porphyromonas gingivalis, a type of bacteria which causes gum disease. Although the bacteria live in the mouth, they can enter the bloodstream during eating, chewing, tooth brushing or dental surgery, and potentially reach the brain, experts said. Inflammation caused by gum disease-related bacteria has already been linked to various health problems including diabetes, heart disease and stroke, The Telegraph reported.The arrival of the bug in the brain could cause the immune system to release chemicals which kill brain cells, causing the confusion and memory loss associated with Alzheimers. We are working on the theory that when the brain is repeatedly exposed to bacteria and/or their debris from our gums, subsequent immune responses may lead to nerve cell death and possibly memory loss, Dr. Sim Singhrao, one of the authors of the study, said. Our hypothesis is that this is a chronic assault. It is not happening overnight, it is a build-up over years. But all we have shown so far is that bacteria from the gum region get into the brain. We havent proven that they cause Alzheimers disease, said Professor St. John Crean, dean of the school of medi-

cine and dentistry at UCLan. Earlier research has linked dementia to other bacteria and viruses, such as the Herpes simplex virus type 1, but the new study is the first to identify Porphyromonas gingivalis in the brains of dementia patients.We dont know whether the presence of these bacteria in the brain contributes to the disease and further research will be needed to investigate this, said Dr. Simon Ridley, of Alzheimers Research UK. Stress during pregnancy can drive offspring to obesity


LONDON: Offsprings of expecting mothers, who experience stress during pregnancy, can become obese, if the children cope with stress passively, a new study has suggested. The research shows that passively coping offspring of mothers stressed during their pregnancy were at risk to develop obesity and type 2 diabetes. Previous research in rodents suggested that both prenatal stress exposure and passive stress coping style might predispose offspring to develop type 2 diabetes later in life. Passive stress coping is typically seen in more introverted personality types whereas, proactive stress coping is typically seen in more extroverted personalities. The research team at Johns Hopkins exposed pregnant rats to different stressors during the third week of their pregnancy. The study found there was a difference in risk for diabetes and obesity in offspring from stressed mothers depending on the coping style of the offspring. Stressed dams` offspring that had been characterized by a passive stress coping style, showed increased weight gain and developed impaired glucose tolerance, an early indicator of diabetes, whereas prenatally stressed offspring characterized by proactive stress coping did not. Lead investigator Gretha Boersma said that the results might imply that in their efforts to prevent obesity and its associated disorders we need to advise pregnant women to reduce stress exposure during their pregnancy . Boersma added that these data may lead to the identification of at-risk offspring by looking at their stress coping style and prenatal environment, and then tailoring a prevention strategy accordingly.

Potent compound kills prostate cancer cells


WASHINGTON: Scientists have found a promising compound that kills prostate cancer cells by compromising their ability to withstand environmental stress. The study led by researchers at Sanford-Burnham Medical Research Institute uncovered the mechanism behind the anticancer compound called SMIP004. For prostate cancer patients, one treatment option is castration - the chemical or surgical removal of the testes - which reduces the production of the male sex hormone testosterone. This strategy works because prostate cancer cells, at least initially, depend on testosterone for their growth and survival. But many patients eventually develop castration-resistant prostate cancer, in which the cancer cells adapt and become insensitive to hormone deprivation therapy. "For advanced prostate cancer - castration-resistant prostate cancer in particular - when the cancer recurs, the only therapy is Taxol, which will prolong life for only a couple of months," said senior study author Dieter Wolf, director of the National Cancer Institute-designated Cancer Center proteomics facility at SanfordBurnham. "There`s good potential that our compound could become a novel, muchneeded therapy for castration-resistant prostate cancer," Wolf said. In a previous study, Wolf and his team identified SMIP004 as a promising anticancer agent when they screened for compounds that specifically kill prostate cancer cells while sparing normal cells. But until now, exactly how SMIP004 works was unknown. In the new study, the researchers found that SMIP004 causes cancer cells to die by interfering with the functioning of mitochondria - structures within cells that are responsible for generating energy and controlling cell growth and death. In a process known as oxidative stress, harmful molecules called reactive oxygen species (ROS) built up within mitochondria, causing the cells to stop replicating and to start dying. Wolf and his team pinpointed the exact molecular signalling pathways underlying SMIP004`s effects and identified ROS-mediated activation of the unfolded protein response as the trigger of cancer-cell death. Through one of the newly identified pathways triggered by oxidative stress, SMIP004 caused a decrease in the number of androgen receptors proteins within prostate cancer cells that are activated by testosterone. Moreover, the researchers found that SMIP004 strongly inhibited the growth of prostate and breast cancer in mice, underscoring the compound`s potential value in treating a range of cancers.The study was published in journal Oncotarget.

HPV tied to higher esophageal cancer risk


NEW YORK: A new review of previous research links infection with human papillomavirus (HPV) to a threefold greater chance of esophageal cancer. "This doesn`t mean it is present in all (esophageal cancers), but it may be a factor in a certain proportion of cases," said Dr. Surabhi Liyanage, the study`s lead author. HPV is a very common sexually transmitted virus that is known to cause cervical cancer, anal cancer and some cancers of the reproductive organs and the upper throat. Liyanage, a graduate student at the University of New South Wales in Sydney, Australia, said there`s been a lot of debate among researchers about the role of HPV in cancer of the esophagus because most of the studies to date have been small and used disparate methods that make them hard to compare. According to the National Cancer Institute, nearly 18,000 people - roughly four out of every 100,000 - are diagnosed with esophageal cancer each year in the U.S. and 15,000 Americans die from it annually. Worldwide, esophageal cancer is the eighth most common cancer and responsible for some 400,000 deaths a year, according to World Health Organization data. To get a better handle on the relationship between HPV and esophageal cancer, Liyanage and her colleagues gathered results from all of the studies that have compared patients with the cancer to people without it. The studies focused on esophageal squamous cell carcinoma, one type of esophageal cancer that affects the lining of the esophagus. In each study, esophageal tissue samples from cancer patients and from patients without the cancer were examined to see if HPV was present. The 21 studies Liyanage`s group analyzed included 1,223 people with esophageal cancer and 1,415 people without cancer. HPV was found in the esophageal tissue of 35 percent of the cancer patients, compared to 27 percent of the people without esophageal cancer. Taken together, the studies link HPV infection of esophageal tissue to a threefold greater risk of esophageal cancer, the researchers report in the online journal PLOS ONE. If the general population`s rate of esophageal cancer is 4.4 out of every 100,000 people, a three-fold risk increase would raise those chances to 13.2 out of every 100,000. Two vaccines, Cervarix and Gardasil, have been developed to prevent infection with HPV. Some of Liyanage`s coauthors serve on advisory boards for the companies that make these vaccines and have received research funding from them. If HPV indeed causes esophageal cancer - and that remains to be determined it`s possible that the vaccines could help prevent the cancer, Liyanage said. "However, this needs to be studied further. The benefits of cancer-preventing vaccines are not seen immediately, but after many years following vaccination," Liyanage wrote in an email to Reuters Health. U.S. health officials would like for 80 percent of teenage girls to receive the HPV vaccine, but last week they reported that rates of vaccination appear to be lingering closer to 53 percent (see Reuters story of July 25, 2013 here:). WASHINGTON: A new study has revealed that children with disabilities receive harsher punishment across the developing world. According to the study conducted by researchers at the Duke University Center for Child and Family Policy found that disabled children were more likely to be severely punished by being hit on the head or beaten with an object such as a stick or belt. A research professor, Jennifer Lansford said that attitudes toward disabilities can vary between cultures adding that while disabilities

are often stigmatized, the opposite can also be true. She further said that in parts of India and Nepal children with cognitive disabilities are believed to have divine qualities. Likewise, beliefs about appropriate discipline vary greatly from culture to culture.The study was conducted in countries which include Albania, Belize, BosniaHerzegovina, Cameroon, Central African Republic, Djibouti, Georgia, Ghana, Iraq, Jamaica, Laos, Macedonia, Montenegro, Serbia, Sierra Leone, Suriname and Yemen. Lansford said that more

research into parental attitudes could help clarify why children are receiving harsh treatment and how to change that. Co-author of the study, Marc H. Bornstein said that children with disabilities are at greater risk for harsh treatment from their caregivers and community education could make a difference. The researchers said that informing parents about child disabilities may give them a better understanding of what types of interactions are most appropriate, constructive and effective for already disadvantaged youngsters

SRINAGAR, JULY 31: The recently enhanced intake capacity of the state run medical colleges in the state would be made operational from this academic session only. Minister for Medical Education, Youth Services & Sports, Mr. Taj Mohi ud Din, who had pursued the enhancement of seats in the J&K medical colleges in view of the increased demand of medicos, today directed the J&K Board of Professional Entrance Examination (BOPEE) to include the 150 MBBS seats also which were increased by the Medical Council of India (MCI) recently. This follows a letter of confirmation of seats increase in the state run medical colleges of J&K from the Board of Governors of MCI received today. Immediately, the Minister directed the BOPEE to make necessary arrangements to include these seats also while framing the merit lists of the entrance test for which the students appeared last week only and not let the seats go lapsed. It may be recalled that the MCI had recently decided to increase the intake capacity of Government Medical Colleges of Srinagar and Jammu from 100 to 150 and that of SKIMS Medical College, Bemina from 50 to 100. And today a formal communication was sent to the State Government. The swiftness of the Government and prompt action by the Minister to get the increased seats utilised from the current session has brought hope and happiness to the student community. The hike in the intake capacity of these colleges had become necessary as the State is facing a shortage of qualified medicos due to the expansion of health infrastructure, more so in rural and hilly areas. Also the intake capacity of the GMCs was fixed some 40 years ago after which it was never reviewed. JAMMU, JULY 31: The Consumer Affairs and Public Distribution Department (CA&PD) Department has asked the consumers not to pay more than Rs 421 for the subsidized and Rs 877. 50 for the non-subsidized cylinders and complain to the department in case of overcharging or denial of home delivery by the distributor. The Department has informed the general public that the Gas agencies have been asked to ensure 100 percent home delivery of the LPG gas in Jammu city and all major towns of the region as point delivery of LPG Cylinders has been done away with. All District and Tehsil heads of CA&PD have been directed to ensure strict enforcement of the rates. The department has also urged the Indian Oil Companies state level coordinator to direct all the Gas Agency Holders, Distributors to ensure the 100 percent home delivery of the LPG. The department has warned the Gas Distributors against violation of set norms, including the rates of the LPG of different categories.

Mahajan said it is very disgusting that State Government did not frame enquiry committee to book and punish all those persons who are responsible for this incident. Rajiv Mahajan demanded rupees 10 lakh compensation and government job to at least one member of his family. Mahajan alleged that whenever mischief mongers or stone pelters in Kashmir are killed in police/ forces action, their kins are given adequate compensation and provided with government jobs, but when any peace loving person is killed in stone pelting of anti-national elements, his kins are left high and dry. FOSS is generic software which covers major functional areas like patient care, laboratory services, work flow based document and information exchange, human resource and medical records management of hospital. Giving further details, the State Health Minister said the project has been funded under National Rural Health Mission for managing healthcare service delivery in public hospitals and to maintain healthcare standards. He said the e-Hospital project costing Rs 6.5 crore has to be implemented in two phases covering four modules, including outdoor patient and in door patient, emergency and billing in the first phase and store management, Radiology and Lab services in phase second.

INTRODUCTION Dermatology is one of the branches of medical sciences related to physiology and pathology of the skin, hair and nails. The field involves the diagnosis and treatment of conditions and diseases of the skin and appendages. The skin is part of the integumentary system which is the largest organ system of the human body. The word Integumentary comes from the Latin word 'tegere', which means to cover. In humans, this system accounts for about 16 percent of total body weight and covers 1.5-2m2 of surface area. Accessory structures of the skin are the hair and nails, sweat glands and oil glands. The skin and accessories are prone to various acute and chronic problems from acne, rashes, warts, hair and nail problems to skin cancer, psoriasis, eczema, vitiligo and so on. Hair related problems like hair loss, dandruff etc. are common. These diseases and beauty consciousness among people have made dermatology which treat diseases as well as cosmetic problems related to skin and scalp, a career of the present age. A physician trained to treat diseases and conditions of the skin is called a dermatologist. Dermatologists manage acute and chronic disorders of the skin i.e they take care of diseases in the widest sense, and some cosmetic problems of the skin, scalp, hair, and nails. Dermatologists also study the structure and function of the skin, and the relationship between skin pathologies and malfunctions of other organs of the body. Jawaharlal Nehru University student attacks classmate, attempts suicide


NEW DELHI: A 23-yearold student of the Jawaharlal Nehru University (JNU) here attacked a woman classmate with a sharp object on the campus and later attempted suicide, a police officer said Wednesday. The incident was reported at around 11.30 a.m. in room number 213 of the School Of Languages. The man was identified as Akash and the woman as Roshani, 22. Both were immediately rushed to different hospitals. "Akash was taken to Safdarjung Hospital and Roshani was admitted to All India Institute of Medical Sciences (AIIMS). We have recovered a country made pistol, a bottle of poisonous substance and an axe from the spot," a senior police officer said. According to the officer, Akash attacked Roshani with a sharp object, leaving several injuries on her body. He later slit his own throat and also consumed a poisonous substance.

I hope the vice-chancellors will also contribute their might to ensure that their institutions are ragging free," he said while addressing a review meeting at the Raj Bhavan. Principal secretaries of various departments, administrator of Annamalai University, vice-chairman of Tamil Nadu State Council for Higher Education, vice-chancellors of state universities and officials attended the meeting. He has taken the charge from Prof PoonamMittal. Prof Rizvi is an eminent biochemist whose research on ageing is well known at the international level. His research on the role of plasma membrane redox system in controlling the rate of ageing in humans and the total life span in animals has been published in leading journals. He is also a grantee of the International Foundation for Science, Sweden and has been a visiting faculty to many universities in countries like Italy, France, Greece, Sweden and Turkey and has also been invited as a speaker at major conferences globally. CBSE revises entrepreneurship syllabus for Class 11


CHENNAI: The Central Board of Secondary Education has revised the curriculum for theentrepreneurship elective for this academic year in keeping with changing market trends. A release from the board has said that in the current climate of economic changes, influenced by explosive knowledge creation and exponential technology growth, the need to modify and infuse changes is a necessary step to upgrade and update the existing entrepreneurship curriculum. "It is even more required so as to bring it on a par in rigour and content with other academic disciplines based on competency skills," said Sadhana Parashar, CBSE director of academics, research, training and innovation, in a letter to principals of affiliated schools across the country. The revised edition of the curriculum incorporates new chapters that introduce students to market dynamics and encourages them to spend more time on project work. The revision aims at providing more background information, case studies, activities and new templates to help the students get a better understanding of concepts introduced in Class 12. The board has said that the revised text will be uploaded at http://www.cbseacademic.in/ and its hard copy in the form of a book will be available within seven working days. The revised book for Class 12 will be made available from March 2014.

Uttar Pradesh Rajarshi Tandon Open University admission process to end by Sept 15
ALLAHABAD: Uttar Pradesh RajarshiTandonOpen University (UPRTOU) authorities have declared that all the first and second year students who wrote semester or annual exams in June this year could take admission in the second and third year respectively without waiting for the declaration of results. The decision was taken by vice-chancellor Prof A K Bakshi. The last date for admission to second or third year is Sept 15. "There were many queries from students regarding admission to the second or third year. As such students concerned are advised to fill in their admission forms and submit it along with fee to their study centres before Sept 15," said Prof Bakhshi. Varsity's press release made it clear that no forms would be accepted after the above-mentioned date. The admission brochure along with admission form was available at 531 study centres and five regional centres spread across the state. The admission form can also be downloaded from the university website i.e. www.uprtou.ac.in. Prof Bakhshi also said that UPRTOU now conducts round the year admission system and new students can also apply for admission to the July session by September 15. UPRTOU, the sole open university of the state, offers more than 70 courses through open and distance education (ODE) mode which has a number of advantages such as no age restrictions for admission, flexibility, unlimited seats, admission from home, round the year admission, delivery of self learning materials (SLMs) at home, and convenience to learn at your own pace etc.

IIT-M faculty may play truant, officially


CHENNAI: Faculty members at IIT-Madrasfocusing on research projects may soon be able to forego classroom duties. Teachers at the institution, proposing various solutions to promote research and deal with increasing workload on faculty members, suggested that researchers be spared from spending long hours in classrooms if they are working on intensive projects. They also said the number of courses that faculty members take should be divided among two or more teachers. They made the suggestions to an expert panel following the recruitment of 22 teachers last month. Some departments have already adopted individual models to focus more on research . IIT-M estimates that a faculty member spends a minimum of six hours in classrooms a week and teaches three courses each semester. Every faculty member has five research scholars to guide. But faculty members usually spend much more time than in just guidance of research scholars as they have related work like evaluation as well as administrative duties. Similar suggestions in the past could not be implemented because of staff shortage. IIT-M has 530 faculty members and 7,800 students. It has a sanctioned strength of 800 faculty members. The institution decided to enroll more students in 2010, resulting in a 54% increase in admissions, but faculty strength remained at 450, roughly the same as previously. "If a department has more than one faculty member for a specialisation, one can be spared from classroom duties in the first semester and another can be given the same opportunity the next semester," a professor said. IIT-M director Bhaskar Ramamurthi indicated that the proposals may only be implemented as a stop-gap arrangement and said the institution did not plan to introduce them at the policy level. "Departments come up with internal arrangements so teaching and research are not compromised," he said. "Teaching and research should go hand in hand. We had 600 doctoral scholars in 2007 and the number had now gone up to 1,800. Our PhD and MS students make up 30% of the student strength. Increasing enrolment has also resulted in IIT-M acquiring more faculty members and PhD students." Not all faculty members support the proposal to reduce classroom hours. A senior professor said IIT-M's academic freedom allowed teachers to start new programmes in specialised fields. "The rationale is to give students the opportunity to work on projects with their teachers while also attending classes," the professor said. "If an ambitious professor doesn't want to teach students, it will be a loss to the student community. Unlike institutions like Defence Research Development Organisation , IITs are part of the public education system."

the original faith. Muslim and Christian leaders now want reservations extended to Scheduled Caste converts in their respective religions. This is political gimmickry at its worst. Muslim and Christian leaders know that to amend the Constitution to extend recognition to the existence of caste among them amounts to inserting a Hindu institution into two monotheistic religions that do not recognise caste, and in fact invite conversion to overcome caste disabilities in Hindu society. Many issues arise from this. First, leaders of both communities must answer how and when they decided to accept caste discrimination within their fold, to the extent that they wish to institutionalise it. Why has the cashinundated Church, which is the largest landowner and runs the largest number of educational, including professional, institutions in the country, been unable to uplift converts from marginal sections of society? Why does the Church resist demands from lower caste converts for financial scrutiny and accountability of funds received by the Church and affiliated institutions and NGOs run by it? Christian medical colleges recently fought to free themselves from the nationwide entrance examination. Given that they are making money hand over fist, there is simply no excuse for their inability to uplift the former scheduled castes. Muslim organisations are similarly well-funded by their global co-religionists. Moreover, Islam has a movement, tablighi, which focuses on removing all traces of pre-Islamic traditions and culture amongst the devout. It is amazing that the tablighi movement has failed to address the issue of eradicating caste and racial distinctions among believers; this is obviously an urgent priority. The flip side of the move to get caste-based reservations for monotheistic religions is that this would be a form of religious aggression on the part of the Indian state, as it amounts to legislating Hindu institutions and practices into their basic structure. It is true that both faiths are demanding this to improve their access to Government quotas via Scheduled Caste converts, but if the doors to Central legislation to reconstruct the very form of a religion are thus opened, it could have unintended consequences. Christians may ponder if they are open to Government by law reserving promotions in Church hierarchy for members from the Scheduled Castes, who have long been clamouring for upward mobility. Can the Indian Government, like the Peoples Republic of China, decide the appointments of Bishops and Archbishops? Similarly, Muslims may consider if the Government should henceforth legislate to undo the havoc wrought on poor Muslim women by Rajiv Gandhis disgraceful Muslim Women (Protection of Rights on Divorce) Act 1986? After all, the move was opposed by several respected jurists from the community itself. Islam and Christianity are both religions of the Book. If they want to amend their character in India for a political advantage or any other reason, then, as non-natal faiths, they must first amend their scriptures and insert the recognition of caste and caste-based discrimination into the Quran and the Bible. Only then can the Constitution extend castebased recognition to underprivileged castes in their midst. The alternative is to apologise to the former Scheduled Castes for the centuries of neglect, social abuse, and economic deprivation, and urge them to return to their natal faith. There cannot be any protective discrimination for those who have cheated and betrayed the most vulnerable of their flock.

MENACE OF BIKER GANGS THEY WANT TO HAVE THE CAKE AND EAT IT TOO
While the death of the Delhi teen who was hit by a stray bullet when his unruly biker gang clashed with the police, is tragic, it is unfair to blame law enforcement personnel for the accident. By all available accounts, the policemen had exhausted all other options before they fired live bullets. They had first warned the bikers over loudspeakers but to no avail. In fact, the number of bikers swelled to a hundred and the police team of about six found itself woefully outnumbered. So much so that reinforcements had to be called in, including a second PCR van. But this show of strength failed to deter the miscreants who vandalised the police van, and in the process injured three police officers. As resistance from the bikers built up, the police fired three shots none of which was aimed at the bikers. The first two were fired in the air but again that had no impact. The third and last bullet that hit Karan Pandey was targeted at the rear tire of the bike which he was riding pillion. The bullet, however, pierced him because his driver, who was reportedly drunk, pulled a stunt at that same time, pushing the front tire into the air and bringing the 19-year-old in the line of fire. Had only the bikers listened to the police in the first place and not persisted with their stunts and games, Karan Pandey would have been alive. But by resisting the policemen and attacking them even, the bikers invited both danger and death and there can scarcely be any excuse for their act. Expectedly, the grieving family members of the deceased and the injured have lashed out at the police. Perhaps at a later moment, they will be able to reflect upon the fact that their boys wilfully put themselves in harm's way. For now, the bleeding heart jholawallahs who have swooped upon the scene like vultures on the dead, need to restrain their shrill anti-police sloganeering. They would also do well to stop advising the police on effective policing and questioning their actions for instance, why were tear gas and water cannons not used instead of live bullets? These are issues that will, no doubt, be looked into during course of the magisterial inquiry that has already been initiated to determine if the police's response was disproportionate to the threat. Until then, self-styled activists must refrain from making unsubstantiated claims against the police force. Biker gangs, such as the ones that had gathered in central Delhi in the wee hours of Sunday, have become a menace, not just in the capital but across the country from Bengal to Rajasthan to Assam. Not only are such bikers, who often take to the streets in an adrenaline and alcohol-fuelled high, a risk to themselves, they are also a threat to passersby whom they sometimes even harass and steal from. For instance, earlier this month, Delhi Police arrested two bikers near India Gate who were chasing a college student and passing lewd comments. It is the job of the police to rein in such troublemakers, and Delhi Police did its part this weekend when it cracked down on the biker gang. Had the policemen not done so, they would have been criticised by the same jholawallahs for being inefficient; now, that they have taken action, they are still at the receiving end. Clearly for some, the police can do nothing right.

Leaders of Muslim and Christian communities must answer how and when they decided to accept caste discrimination within their fold, to the extent that they now wish to institutionalise it In his magisterial commentary on the Constitution, DD Basu emphasised that the State cannot make reservations on communal lines as this infringes clauses (i) and (ii) of Article 16. Initially, the larger political minority (Muslims) accepted this as an inevitable legacy of Partition, while Christians preferred a low profile as the colonial power departed. In recent decades, however, both groups have been chafing at their theoretical egalitarianism being cited to deny them reservations as Scheduled Castes. This is now the holy grail of their political desire. Given the huge controversy over Sonia Gandhis food security Ordinance, and her known ambition for reservations for minorities (Sachar Committee, National Commission for Linguistic and Religious Minorities), there are concerted moves to push the Congress in this direction in order to secure the combined minority vote-bank as the next general election threatens to be highly contentious, with every political party hellbent on increasing its vote and seat share. The temptation to woo minorities will be high as the storm over Raj Babbars Rs 12 buys a good meal has inspired the Opposition to seek ways to deflate the destructive food security legislation. They should begin with their sums. If we take an average poor family of eight (couple + four children + parents) and accept Rs 12 per meal per person as the base-

line, we need Rs 96/day for one meal and Rs 288 for three meals/day for one family (Rs 8,640/month on food alone). As even the Congress accepts this estimate as insulting, a realistic assessment is needed, a task best left to the next Government. To return to the issue of politically driven reservations for minorities, a former Chairman of the National Commission for Minorities claims that Indian-style secularism appeases the majority at the expense of the countrys two largest minorities Muslims and Christians. He argues that at the time of its adoption, the Constitution neither declared any state religion nor proclaimed India a secular state. By pronouncing equality before law and equal protection of laws as fundamental rights, it mandated the state not to discriminate citizens on grounds only of religion, race, caste, sex, place of birth or any of them in respect of public places and employment or appointment under the state. Ostensibly, this made the country secular. But several specific provisions for certain groups, incorporated in the Constitution from its inception, or inserted later, benefited particular religious communities. Thus, Sikhs won the right to carry the kirpan, and the Governments of Kerala and Tamil Nadu were asked to pay substantial annual annuities to dewasom temples. Moreover, Scheduled Caste reservations were specific to the Hindu community, though Sikhs managed to get included six years later, and Buddhists after four decades. Both monotheist groups claim that they share the same castes as Hindus, and that their global character has not been able to protect Scheduled Caste converts from discrimination within the respective faith communities. They resent that when a Scheduled Caste Hindu, Buddhist or Sikh embraces Christianity or Islam, he loses his SC status and privileges, which are restored on return to

The television debate is no substitute for actual conversation

Two Indian luminaries of economics have made an awe-inspiring some might say awful display of fireworks. The eruption occurred over a review of An Uncertain Glory: India and its Contradictions, a book by Amartya Sen and Jean Drze, in The Economist. It said that the book went much farther than Bhagwati and Panagariya, who lay out a route map for further market-based reforms in their recent book, Why Growth Matters: How Economic Growth in India Reduced Poverty and the Lessons for Other Developing Countries. Bhagwati thought that he always was and continued to be miles ahead of Sen and Drze. To which Sen replied that he had been in favour of growth from early years, but that growth needed to be supplemented with public expenditure directed at improvement of health, education, nutrition etc. The public row between two eminent NRI economists immediately caught the attention of the Indian press. While Amartya Sen once wrote a book that noted and approved Indians argumentative nature, Jagdish Bhagwati loves an argument, and the media love a good fight. I myself felt sorry, for a friendly, reasoned argument between the two would be of considerable benefit to the rest of us. I first met Jagdish Bhagwati in 1952, when I joined Sydenham College in Bombay to do a B Com in accountancy; he was two years senior, and was doing banking. Next year, we both went on a college trip to Kashmir. Jagdish was a great hit with the girls; he had an endless stream of jokes, which they lapped up. I could not make up my mind whom I envied more Jagdish with his jokes, or Niazi with a motorbike on which he would whisk away the girls. When I was admitted to Kings College in 1956, I wrote to Jagdish. He said he was going to Massachusetts Institute of Technology, but had asked a friend to look after me. The friend came to see me when I got to Cambridge, took me around, and made me comfortable. He was Manmohan Singh. A year later he went back to Chandigarh. When he returned to Oxford in the early 1960s to do his D Phil, he was married. His and Gursharans house was open to me while he was there. Amartya Sen had just left Cambridge to teach in Jadavpur University when I went up, but he was a legend. His Stevenson Prize essay on the choice of techniques was a classic. He came back a couple of years later with his bride, Nabaneeta. They had a tiny flat in Trinity Street, where I used to drop by often for adda. After Cambridge, I went to teach in the Bombay department of economics in 1963. Ravi Hazari took me one evening to see Sachin Chaudhuri in his little flat behind Taj Mahal hotel. Economists dropped by to see Sachin every evening, and often got into passionate arguments. It was a bit like a Cambridge seminar, but more informal. The sessions could go on from six to ten in the evening, and interrupting was allowed; the only rule was sustained good temper. Sometimes at the end of the evening, Sachin would say, Ashok! That was interesting. Why dont you write it up for me? I would write up a comment or an article, and it would go into the following Fridays Economic Weekly. He did it to all the economists; that is how we learnt to debate, and Economic Weekly became the forum for discussion of Indian economy. In 1966, I went to work in Delhi. I often used to drop by in Delhi School of Economics, where K.N. Raj, Jagdish Bhagwati, Amartya Sen and Manmohan Singh were teaching. I also taught there briefly. One got to D School in the morning and settled down outside the canteen with coffee. Over the day, all the teachers came, got together and left. There was a lot of chatting, discussion, leg-pulling and fun. I would also visit the homes of the four friends, which were close by, where Sarasamma, Gursharan, Nabaneeta and Padma Desai (who was also teaching), were always welcoming. Those days of easy camaraderie did not last long. Jagdish left for MIT in 1968; Manmohan Singh left around the same time to join commerce ministry as economic adviser. K.N. Raj became vice-chancellor of Delhi University in 1969, where he faced terrible student trouble. In 1971, he resigned. In 1973, when I decided to take a professorship in the University of the South Pacific in Fiji, he came and tried to dissuade me; he felt I was needed in India. Four years later, when I was in University of Sussex, he came and asked me to join the Centre for Development Studies, which he was about to set up in Trivandrum. I accepted his invitation and worked in the Centre for a couple of years. The last time I saw Raj was a few months before his death. He was as full of jokes as ever; as I entered, he said, First of all, tell me who you are. When I went to D School again in the early 1980s, the ambience had changed. The teachers were younger, and more specialized. They came and lectured; they spent less time in the School and more at home or in New Delhi. The informal chatting around the canteen had declined; and the discussion was no longer about the Indian macroeconomy. The Economic and Political Weekly also changed in the late 1980s. It turned Left; non-leftist content declined, and debates deteriorated. When I pointed this out to Krishna Raj, he implied that higher powers were responsible. Prannoy Roy spent some time in the finance ministry in the 1980s before he left and started NDTV, on which he interviewed Amartya recently; Sagarika Ghose interviewed Jagdish on CNN-IBN. But the television debates that have taken the place of conversations are not the same thing. The compere is paid to look good and talk without a pause; he reports on the universe, and has neither the time nor the inclination to learn about economic issues. Before his half hour, he hurriedly makes up a couple of questions about the economy; at the end of the programme, he throws them at his luminaries, and tries to make them answer in 30 seconds. There is no repartee, no pro and con, and no development of ideas. This is what I think Jagdish was referring to: he uses all media to joust with fellow economists, just like in an American university seminar, and Amartya refuses to play the game. The reasons lie in their convoluted relationship stretching back to the Cambridge of the 1950s. I continue to believe in robust economic debate, and I enjoy my 30 seconds on television, but I do think that television is not the best medium for economics, either as a source of entertainment or for advancement of knowledge. I wish Jagdish and Amartya would seriously address and debate the Indian economy. Economic Weekly is no longer there to give them an arena; but the Journal of Economic Perspectives would, I am sure, be happy to welcome them to its pages.

TOUGH CLIMB

How to tackle statehood demands has been a major challenge for statecraft in post- Independence India. The first reorganization of states in 1956, on the basis of language, gave the Union government only a reprieve. Many more states were created in the subsequent decades. But demands for even more never quite died down. A new state in one part of the country would inspire statehood demands in other parts. It is no surprise, therefore, that the Centres reported move to create a Telangana state has re-ignited the old statehood demand in Darjeeling. Historically, though, the demand for a separate state comprising the three hill subdivisions of Darjeeling dates back to preIndependence days. The Gorkhas, who form an overwhelming majority of the population in the hills, have always claimed that their language and ethnic identity entitles them to a state of their own. Governments in New Delhi and Calcutta felt, however, that special administrative arrangements were a better way of helping Darjeeling than separating it from West Bengal. This was the rationale behind creating the Darjeeling Gorkha Hill Council in 1988 and the Gorkhaland Territorial Administration two years ago. But the campaigners for a separate state accepted these only as temporary steps. For New Delhi, Darjeelings demand for statehood has always posed more critical issues than similar demands elsewhere. It is not simply a question of possible political repercussions in a truncated Bengal. The creation of smaller states has always had some political impact in the parent states. In Bengals case, history, too, complicates matters for New Delhi. West Bengal itself is the result of a partition of old Bengal at the time of Independence. Another partition of the state is the last thing that its people and politicians would want. But there is another reason why New Delhi has been wary about the statehood demand for Darjeeling. Its location, on the border with Nepal and not far from the frontiers with China, makes Darjeeling a rather special place in Indias geopolitical scheme. But the overriding concern for both the Centre and the state government should be the welfare of the people in the Darjeeling hills. An economic approach alone may not satisfy the local aspirations. The challenge in Darjeeling needs to be handled cautiously. False steps in a border region can be costly for the country.

Two killed, over 40 feared drowned as bus falls into Punjab canal
CHANDIGARH, JULY 3: Two passengers were killed and at least 42 feared drowned after a Punjab roadways bus fell into a canal near Sirhind in Fatehgarh Sahib district of Punjab in the wee hours on Wednesday, police said. The ill-fated bus was on its way from Delhi to Amritsar when the mishap took place around 2 am, police said. The bus was swept in the gushing canal water about three kms downstream before getting stuck at Saundh headworks from where Bhakra Main Line Canal and Narwana Canal get separated, officials said. Before plunging into the canal, the bus broke the railing along the national highway close to the floating restaurant near Sirhind. Official sources said at least 45 passengers had boarded the bus from Delhi late last night. Two bodies have been fished out from the canal waters, Fatehgarh Sahib SSP Gurmeet Singh Chauhan said. The bus had been pulled out of the canal with the help of cranes, police said. Meanwhile, authorities have sounded an alert along Bhakra Main Line canal, Narwana canal and Sirhind feeder so that the bodies of other passengers could be fished out after being located. Police and civil administration, along with divers, including from Army, are involved in search operations as it is expected that the bodies could have been swept up to some 30 kms in the canal, officials said.

Open to talks on merger: KCR

The anti-Telangana Congress ministers and MPs, who are around 25 in number, have been holding informal consultations ever since the Congress Working Group (CWC) took the decision on Tuesday, sources said. The unhappy leaders include Textiles Minister K Sambhasiva Rao and MPs Lagadapati Rajagopal, Ananta Venkatarama Reddy and V Aruna Kumar. A few of them are even considering resigning from their membership in the Parliament if that could help halt the creation of Telangana state out of Andhra Pradesh, sources indicated. It is a deep crisis. We are going to meet on Thursday. A collective decision will be taken on how to handle this situation, a senior MP who is among the organisers for the meet told PTI requesting anonymity. At Visakhapatnam too, the student JAC leaders, who protested in the morning, began indefinite fast, but were removed from their tent near Andhra University. Students in Krishna University boycotted classes and majority of the institutions have decided to keep it closed on Wednesday. Teachers of Krishna district, drafted for panchayat poll duties, decided to boycott the election. Meanwhile, Chittoor town plunged into darkness after violence spread in the town. Tension prevailed as two autorickshaws were set afire. Congress legislator C.K. Babu squatted at Gandhi Circle to express resentment. State Minister Kanna Lakshminarayana, who was returning from Madakasira after attending the funeral ceremony of the mother of Revenue Minister N. Mr. Kerry said he was aware of the deep doubts surrounding the new peace effort and acknowledged that the road would be difficult. Yet, he said, While I understand the skepticism, I dont share it. RBI Governor D Subbarao yesterday opposed the issue of sovereign bonds to bridge a widening current account deficit (CAD) as the benefits of raising foreign exchange from such an instrument outweigh the costs.

NEW DELHI, JULY 31: In a bid to stem the fall of rupee and boost investor sentiment, Finance Minister P Chidambaram Wednesday said government will further liberalise the FDI policy and hinted at measures to check non-essential imports to tame the Current Account Deficit (CAD). Marking completion of one year after his return to Finance Ministry, he told a press conference that the government would take steps to ensure growth and encourage public sector undertakings to raise funds from overseas markets, besides relaxing ECB norms. The government, Chidambaram said, is also considering steps to attract investments from sovereign wealth and pension funds and float NRI deposit scheme. He said the rupee must be stabilised and volatility must be reduced. Stressing on the need to revive investment, he exuded confidence that the economic growth rate in the current fiscal will improve to 5.5-6 percent from 5 percent a year ago. "The government is actively considering significant liberalising of the FDI policy which would further increase long term foreign investment. We will ask some public sector companies to raise funds abroad. We have also decided on some measures to attract loner term NRI funds", the Minister said. Asserting that government hopes to contain gold imports at a level well below last year's figure of 845 tonnes, he said, "simultaneously we are looking at

some compression in non-oil and non-gold imports, especially of non-essential goods". Elaborating on compression on imports, Chidambaram said that officials were preparing a list of non-essential goods with a view to limit their inward shipments. Specifically mentioning coal and electronic hardware, he said, "Electronic hardware can be manufactured in states like Rajasthan and Kerala." Referring to the issue of fiscal deficit, Chidambaram said, "the target for fiscal deficit is 4.8 per cent. It is a red line and it will not be breached". As regards the CAD, the Minister said, "thanks to the steps taken so far and some more steps that are on the anvil, we expect that we would be able to fully finance the current account deficit this year too and we will not be obliged to draw down on the reserves." Last fiscal, the current deficit rose to all time high of 4.7 per of the GDP or USD 88 billion. Despite USD 88 billion of CAD, there was USD 3.8 billion added to the forex reserve of the country in the last financial year, he said. When asked whether the government has any specific value of rupee in mind, Chidambaram said: "We do not target any specific value of rupee, but we certainly do not countenance speculative transactions on the rupee, especially in the overseas market. "Therefore in last two weeks, RBI in consultation with the government had taken a number of meas-

The due date, which was today, has been extended in wake of "unprecedented surge" in number of IT returns being filed electronically. "As a measure of taxpayers convenience, it has been decided to extend the due date of filing of returns from July 31, 2013 to August 5, 2013," the Finance Ministry said. As per the Central Board of Direct Taxes (CBDT),

This year till July 30, about 92 lakh returns have been electronically filed, which is

NEW DELHI: Defending champions India will open their campaign at the South Asian Football Federation Championship against Pakistan in Kathmandu on September 1. India, ranked 146th in the world, have been placed in Group A alongside hosts and last edition semifinalists Nepal, Pakistan and Bangladesh in the biennial event. Last edition runners-up and highest ranked team in the tournament, Afghanistan (140th), 2008 edition champions the Maldives, Sri Lanka and Bhutan form Group B in the September 1 to 11 events. India, who hasn't been able to play an international match for some time, is lucky to have escaped from being clubbed either with Afghanistan or Maldives, the two strong sides in the tournament. In the 2011 edition, Afghanistan drew with India 1-1 in the group stage though they lost in the final. Maldives are the fourth highest-ranked team at 154th. The top two teams from each group will qualify for the semifinals to be played on September 8. The final is slated for September 11. The winners of the tournament will draw a prize purse of $50,000 while the runnersup with pocket $25,000. The two losing semi-finalists will get $10,000 each. Before the SAFF Championships, India will get to play an international friendly against Tajikistan on August 14 in Dushanbe. All India Football Federation director, national teams, Shubankar Mukherjee said that it won't be an easy road for India. "It's a tough draw. You have three good teams in Group A. Ideally we should have played more (friendly) matches before this tournament. We wanted Tajikistan to play two games but they did not have time. What do you do?" Mukherjee said. The last time India played an international friendly was five months ago in February, when they lost 2-4 to Palestine in Kochi.

Part-III re-evaluation results declared


The Controller of Examination, University of Jammu today declared the re-evaluation results of BA/BSc/BCom/ BBA/BCA Part-III annual examination 2013. The results are available on JU websites and students can access at www.jammuuniversity.in and www.coeju.com. In all, 2222 students had applied for re-evaluation in various subjects.

The University of Jammu (JU) today declared the second and fourth semester results of Master's Degree Programme in Business Administration (HM). The examinations for the same held in May last. In fourth semester, 14 students cleared the exam out of a total of 18 appeared while in second semester, out of 18 students only nine could emerge successful.

Media gag on IBL contracted players, officials


MUMBAI: Stung by the stringent criticism from some shuttlers over the way player auctions for the upcoming Indian Badminton League were conducted recently, the Badminton Association of India and the league`s organisers have barred players from talking to the media. "It has been decided that only BAI president (Akhilesh Das Gupta) and Ashish Chada (CEO of the league`s commercial partner) will issue statements. Clauses have been inserted into the contracts for officials and players," a top source revealed on Wednesday. Controversy erupted after Jwala Gutta and her former doubles partner Ashwini Ponnappa, bronze medalists in the 2011 World Championship and title winners in the 2010 Commonwealth Games, lashed out at the IBL after their base price was slashed to half just before the start of the auction. Jwala and Ponnappa were two of the six icon players who went under the hammer, but just hours before the auction, the IBL decided to reduce their base price from USD 50,000 (Rs 29,86,264) to USD 25,000 (14,93,125) after consultation with the six franchises. In the auction, Jwala went to Krrish Delhi Smashers for USD 31,000 (Rs 18,51,520), while Pune Pistons bagged Ashwini for USD 25,000.

IMG-R to present franchisebased football format


NEW DELHI, JULY 31: IMG-Reliance, the commercial partners of the All India Football Federation (AIFF), will be unveiling the blueprint of the ambitious franchise-based football tournament here Thursday. AIFF and IMG-R, which had formed a committee to plan the eight-team tournament to be played from Jan 14-March 13, will make presentation to the AIFF executive committee. AIFF president Praful Patel, secretary general Kushal Das and I-League chief executive Sunando Dhar are also on the tournament committee. "IMG-R will be presenting their plans for the tournament and the modalities will be worked out by the executive committee," Das said. Das said that the committee may also discuss the issue of I-League clubs refusing to release their players for the tournament. A top official of IMG-R said that they have already signed 36 players and talks are on with a few others as well. "We have been discussing the format with the tournament committee and tomorrow we will present the final blueprint," the official said. Some of the world's top footballers, David Beckham, Thierry Henry, Michael Owen and Raul Gonzalez, could be seen in action during the tournament. Each of the eight teams in the new league is expected to have a squad of 25 players, including half-a-dozen foreign recruits.

NEW DELHI: Manipur, the powerhouse of sports activities in the North-East, will soon become the first state in the entire region to have Canoeing and Kayaking training facilities. Right now, Kayaking facilities of Sports Authority of India are concentrated in Alleppey (Kerala), Jagatpur (Orissa), B h o p a l (Madhya Pradesh) and Portblair (Andaman & Nicobar Islands). By starting Kayaking Centre in Manipur, SAI will be acknowledging the contribution made by the state in providing some of the best women paddlers to the country. This was assured by Jiji Thomson, Director General, SAI to Ibobi Singh, Chief Minister of Manipur during the former's maiden visit to the hill state. Secretary General of canoeing and kayaking federation also urged the DG, SAI to start water sports activity in Manipur. The chief minister called on Thomson to set up a new Special Area Games (SAG) Center in the Backward Hill Area (New Lamka) of the state.
