Planning Commission data exposes lies Government to further liberalize of Omar government: Dr. Jitendra Singh FDI policy says Chidambaram
JAMMU, JULY 31: BJP National Executive Member & J&K Chief Spokesperson, Dr Jitendra Singh said here on Wednesday while quoting from The data of planning Commission of India that the National ConferenceCongress coalition government owes an explanation to the people of the State as to why, notwithstanding its tall claims of various poverty alleviation schemes, the poverty rate in the state during its tenure has risen from 9.4 per cent in 2009-10 to 10.35 per cent in 2011-12 and the number of people living below the poverty line (BPL) in rural areas has risen from 8.1 per cent to 11.5 per cent while the details of financial allocations clearly expose government's brazen regional discrimination with least regard for the socio-economic indicators that normally determine any poverty alleviation programme. To substantiate the point, Dr Jitendra Singh gave the example of recent allocation elections draw nearer, it is the coalition partner Congress party which will have to pay the price at the hustings, he warned. Elaborating further,he said, according to the Economic Survey 2012-13, Jammu district is spread over an area of 2636 square kilometer while Srinagar district's total area is only 294 square kilometer and added, similarly, Jammu district has a population of 1526406 as compared to 1269751 of Srinagar. To counter the claims of the Government that Srinagar district was not receiving funds under NABARD, MGNREGA and other centrally sponsored schemes in various sectors for being highly urban in its characteristic, Dr Jitendra Singh said it is on record that the Srinagar district had already been provided funds from Asian Development Bank (ADB) besides funding under several Urban Schemes including JNNURM, Contd p2 NEW DELHI, JULY 31: Faced with sliding rupee, finance minister P Chidambaram on Wednesday said government will further liberalize the FDI policy and encourage public sector undertakings to raise funds from overseas markets. Addressing media on completion of one year as finance minister, he exuded confidence that economy would record a growth rate of 5.5 to 6 per cent in the current fiscal, up from 5 per cent a year ago. Chidambaram, who took charge of the ministry on August 1 last year, said the government was also looking at raising import duty on nonessential luxury items and promoting exports to contain Current Account Deficit (CAD), which had soared to a high of 4.8 per cent of the GDP last fiscal. "We are looking at some compression in non-oil and non-gold import to curb demand for non-essential luxury items," he said. The other steps being considered

A new capital for Andhra will be identified in Seemandhra region within this period. In Vijayawada, students gathered at squares and blocked roads to protest against the decision over Telangana. President of Vijayawada Chamber of Commerce and Industry Velampalli Ramachandra Rao said commercial establishments are closed as traders are also supporting the shutdown. Government employees have also responded to the bandh call. "Government employees across the district, except those who are on election duty, abstained from their duties," A Vidyasagar, AP NGOs Association, Krishna district president said. The Bar Association of Vijayawada has appealed to its members to abstain from courts functions. Similar protests were held in Krishna district. In Vi s a k h a p a t n a m , 'Samaikyandhra' (united Andhra Pradesh) students' Joint Action Committee (JAC) and various other organizations are holding protests. Students' JAC leader Lagudu Govinda, who launched a hunger strike on the Andhra University campus last night against the decision to form separate Telangana, on Wednesday said his agitation would continue till the Congress high command reverses its decision. In east Godavari where a total bandh is being observed over the Telangana issue, two platoons of paramilitary forces and two BSF battalions were deployed as a precautionary measure, SP Ravikumar said. Large number of college students, political supporters and locals staged road blockades, disrupting traffic for up to 30 minutes at Rajanagaram on the national highway, police said. Congress and TDP activists also clashed outside the TDP office at Gokavaram bus stand in Rajahmundry but were dispersed later, police said. On the possibility of a sovereign bond issue to raise forex, he said, "that is an option on the table but I will not rush into any decision". The government recently relaxed the FDI policy raising the caps in several sectors and permitting foreign investment in many others under the automatic route. Elaborating on compression on imports, Chidambaram said that officials were preparing a list of non-essential goods with a view to limit their inward shipments. Specifically mentioning coal and electronic hardware, he said, "electronic hardware can be manufactured in states like Rajasthan and Kerala." On giving further extension to RBI governor D Subbarao, Chidambaram said that he had expressed his desire to move on and the government has started looking for new central bank head. The term of Subbarao as RBI governor ends on September 4. As regards the economy, Chidambaram said, "I am confident that we will take the Indian economy one rung higher in 2013-14. We are looking forward to a growth rate between 5.5-6 per cent and we will take all measures to achieve that goal". The minister, however, underlined the need for reviving investor sentiment and emphasised that "industry must play its part". Industrial houses, he added, "appear to be confident when they decide to invest abroad, the same confidence must be exhibited in order to invest in India. The price of credit is indeed high, but it is not so dauntingly high that it should hold back investment". The RBI policy announced on Tuesday, he said, hinted at easing of interest rates once the rupee stabilises and volatility in the currency market is reduced. The government, the minister said, would achieve targets with regard to fiscal and revenue deficits and disinvest-

UIDSSMT, PMRP and UEED on the pattern of Jammu district. Dr Jitendra Singh quoted figures indicating that Jammu and Kashmir has around 13.27 lakh people living below the poverty line of which 10.73 lakh population falls under BPL category in rural areas and another 2.53 lives in urban areas. Till a few years ago, Jammu and Kashmir was showing a constant decrease in poverty rate and its sudden resurgence in last few years is a poor reflection of the performance of the present regime, he said. What is even more embarrassing is that today Jammu and Kashmir is, along with Arunachal Pradesh, one of the two States of the Indian union, in addition to Union Territories of Chandigarh, Pondicherry, Andaman & Nicobar (A&N) and Dadar & Nagar Haveli, which continue to show poor performance in poverty alleviation schemes with a progressively upward trend in 2011-12 compared to 200910, he added. Misgovernance, wastage cum pilferage of state exchequer and inequitable financial allocations based on political rather than professional considerations are some the factors responsible for the economic mess into which the NC-Congress government has landed the State of Jammu & Kashmir, he said.

WASHINGTON: A new study has revealed that children with disabilities receive harsher punishment across the developing world. According to the study conducted by researchers at the Duke University Center for Child and Family Policy found that disabled children were more likely to be severely punished by being hit on the head or beaten with an object such as a stick or belt. A research professor, Jennifer Lansford said that attitudes toward disabilities can vary between cultures adding that while disabilities
are often stigmatized, the opposite can also be true. She further said that in parts of India and Nepal children with cognitive disabilities are believed to have divine qualities. Likewise, beliefs about appropriate discipline vary greatly from culture to culture. The study was conducted in countries which include Albania, Belize, BosniaHerzegovina, Cameroon, Central African Republic, Djibouti, Georgia, Ghana, Iraq, Jamaica, Laos, Macedonia, Montenegro, Serbia, Sierra Leone, Suriname and Yemen. Lansford said that more
research into parental attitudes could help clarify why children are receiving harsh treatment and how to change that. Co-author of the study, Marc H. Bornstein said that children with disabilities are at greater risk for harsh treatment from their caregivers and community education could make a difference. The researchers said that informing parents about child disabilities may give them a better understanding of what types of interactions are most appropriate, constructive and effective for already disadvantaged youngsters

AJHLA criticize government policy DDC Kup reviews arrangements for I-Day celebrations towards the stone pelting youth
JAMMU,JULY 31: All Jammu Hotels & Lodges Association has condoled the demise of Ravi Kant Sharma of Sunderbani, who succumbed to his injuries yesterday, received in stone pelting by some miscreants, at Awvantipur on July 19. Ravi Kant Sharma who was returning to Jammu after performing Amarnath Yatra, became the first victim of stone pelting by the miscreants on Amarnath pilgrims, protesting against killing of four persons in Gool, allegedly by the firing on the protesting mob by the security forces, on July 18. AJHLA has lambasted the government policy towards the stone pelting youth in Kashmir, who are offered sops, in the name of reforming them, but this leniency and indulgence towards those who take law into their hands and indulge in stone pelting, is only encouraging the bad elements in Kashmir, to indulge in stone pelting. CAREER IN DERMATOLOGY
INTRODUCTION Dermatology is one of the branches of medical sciences related to physiology and pathology of the skin, hair and nails. The field involves the diagnosis and treatment of conditions and diseases of the skin and appendages. The skin is part of the integumentary system which is the largest organ system of the human body. The word Integumentary comes from the Latin word 'tegere', which means to cover. In humans, this system accounts for about 16 percent of total body weight and covers 1.5-2m2 of surface area. Accessory structures of the skin are the hair and nails, sweat glands and oil glands. The skin and accessories are prone to various acute and chronic problems from acne, rashes, warts, hair and nail problems to skin cancer, psoriasis, eczema, vitiligo and so on. Hair related problems like hair loss, dandruff etc. are common. These diseases and beauty consciousness among people have made dermatology which treat diseases as well as cosmetic problems related to skin and scalp, a career of the present age. A physician trained to treat diseases and conditions of the skin is called a dermatologist. Dermatologists manage acute and chronic disorders of the skin i.e they take care of diseases in the widest sense, and some cosmetic problems of the skin, scalp, hair, and nails. Dermatologists also study the structure and function of the skin, and the relationship between skin pathologies and malfunctions of other organs of the body. They assess the affected area and take skin scrapings, tissue samples, or blood samples for further testing and examination. the original faith. Muslim and Christian leaders now want reservations extended to Scheduled Caste converts in their respective religions. This is political gimmickry at its worst. Muslim and Christian leaders know that to amend the Constitution to extend recognition to the existence of caste among them amounts to inserting a Hindu institution into two monotheistic religions that do not recognise caste, and in fact invite conversion to overcome caste disabilities in Hindu society. Many issues arise from this. First, leaders of both communities must answer how and when they decided to accept caste discrimination within their fold, to the extent that they wish to institutionalise it. Why has the cashinundated Church, which is the largest landowner and runs the largest number of educational, including professional, institutions in the country, been unable to uplift converts from marginal sections of society? Why does the Church resist demands from lower caste converts for financial scrutiny and accountability of funds received by the Church and affiliated institutions and NGOs run by it? Christian medical colleges recently fought to free themselves from the nationwide entrance examination. Given that they are making money hand over fist, there is simply no excuse for their inability to uplift the former scheduled castes. Muslim organisations are similarly well-funded by their global co-religionists. Moreover, Islam has a movement, tablighi, which focuses on removing all traces of pre-Islamic traditions and culture amongst the devout. It is amazing that the tablighi movement has failed to address the issue of eradicating caste and racial distinctions among believers; this is obviously an urgent priority. The flip side of the move to get caste-based reservations for monotheistic religions is that this would be a form of religious aggression on the part of the Indian state, as it amounts to legislating Hindu institutions and practices into their basic structure. It is true that both faiths are demanding this to improve their access to Government quotas via Scheduled Caste converts, but if the doors to Central legislation to reconstruct the very form of a religion are thus opened, it could have unintended consequences. Christians may ponder if they are open to Government by law reserving promotions in Church hierarchy for members from the Scheduled Castes, who have long been clamouring for upward mobility. Can the Indian Government, like the Peoples Republic of China, decide the appointments of Bishops and Archbishops? Similarly, Muslims may consider if the Government should henceforth legislate to undo the havoc wrought on poor Muslim women by Rajiv Gandhis disgraceful Muslim Women (Protection of Rights on Divorce) Act 1986? After all, the move was opposed by several respected jurists from the community itself. Islam and Christianity are both religions of the Book. If they want to amend their character in India for a political advantage or any other reason, then, as non-natal faiths, they must first amend their scriptures and insert the recognition of caste and caste-based discrimination into the Quran and the Bible. Only then can the Constitution extend castebased recognition to underprivileged castes in their midst. The alternative is to apologise to the former Scheduled Castes for the centuries of neglect, social abuse, and economic deprivation, and urge them to return to their natal faith. There cannot be any protective discrimination for those who have cheated and betrayed the most vulnerable of their flock.
MENACE OF BIKER GANGS THEY WANT TO HAVE THE CAKE AND EAT IT TOO
While the death of the Delhi teen who was hit by a stray bullet when his unruly biker gang clashed with the police, is tragic, it is unfair to blame law enforcement personnel for the accident. By all available accounts, the policemen had exhausted all other options before they fired live bullets. They had first warned the bikers over loudspeakers but to no avail. In fact, the number of bikers swelled to a hundred and the police team of about six found itself woefully outnumbered. So much so that reinforcements had to be called in, including a second PCR van. But this show of strength failed to deter the miscreants who vandalised the police van, and in the process injured three police officers. As resistance from the bikers built up, the police fired three shots none of which was aimed at the bikers. The first two were fired in the air but again that had no impact. The third and last bullet that hit Karan Pandey was targeted at the rear tire of the bike which he was riding pillion. The bullet, however, pierced him because his driver, who was reportedly drunk, pulled a stunt at that same time, pushing the front tire into the air and bringing the 19-year-old in the line of fire. Had only the bikers listened to the police in the first place and not persisted with their stunts and games, Karan Pandey would have been alive. But by resisting the policemen and attacking them even, the bikers invited both danger and death and there can scarcely be any excuse for their act. Expectedly, the grieving family members of the deceased and the injured have lashed out at the police. Perhaps at a later moment, they will be able to reflect upon the fact that their boys wilfully put themselves in harm's way. For now, the bleeding heart jholawallahs who have swooped upon the scene like vultures on the dead, need to restrain their shrill anti-police sloganeering. They would also do well to stop advising the police on effective policing and questioning their actions for instance, why were tear gas and water cannons not used instead of live bullets? These are issues that will, no doubt, be looked into during course of the magisterial inquiry that has already been initiated to determine if the police's response was disproportionate to the threat. Until then, self-styled activists must refrain from making unsubstantiated claims against the police force. Biker gangs, such as the ones that had gathered in central Delhi in the wee hours of Sunday, have become a menace, not just in the capital but across the country from Bengal to Rajasthan to Assam. Not only are such bikers, who often take to the streets in an adrenaline and alcohol-fuelled high, a risk to themselves, they are also a threat to passersby whom they sometimes even harass and steal from. For instance, earlier this month, Delhi Police arrested two bikers near India Gate who were chasing a college student and passing lewd comments. It is the job of the police to rein in such troublemakers, and Delhi Police did its part this weekend when it cracked down on the biker gang. Had the policemen not done so, they would have been criticised by the same jholawallahs for being inefficient; now, that they have taken action, they are still at the receiving end. Clearly for some, the police can do nothing right.

Leaders of Muslim and Christian communities must answer how and when they decided to accept caste discrimination within their fold, to the extent that they now wish to institutionalise it In his magisterial commentary on the Constitution, DD Basu emphasised that the State cannot make reservations on communal lines as this infringes clauses (i) and (ii) of Article 16. Initially, the larger political minority (Muslims) accepted this as an inevitable legacy of Partition, while Christians preferred a low profile as the colonial power departed. In recent decades, however, both groups have been chafing at their theoretical egalitarianism being cited to deny them reservations as Scheduled Castes. This is now the holy grail of their political desire. Given the huge controversy over Sonia Gandhis food security Ordinance, and her known ambition for reservations for minorities (Sachar Committee, National Commission for Linguistic and Religious Minorities), there are concerted moves to push the Congress in this direction in order to secure the combined minority vote-bank as the next general election threatens to be highly contentious, with every political party hellbent on increasing its vote and seat share. The temptation to woo minorities will be high as the storm over Raj Babbars Rs 12 buys a good meal has inspired the Opposition to seek ways to deflate the destructive food security legislation. They should begin with their sums. If we take an average poor family of eight (couple + four children + parents) and accept Rs 12 per meal per person as the base-
line, we need Rs 96/day for one meal and Rs 288 for three meals/day for one family (Rs 8,640/month on food alone). As even the Congress accepts this estimate as insulting, a realistic assessment is needed, a task best left to the next Government. To return to the issue of politically driven reservations for minorities, a former Chairman of the National Commission for Minorities claims that Indian-style secularism appeases the majority at the expense of the countrys two largest minorities Muslims and Christians. He argues that at the time of its adoption, the Constitution neither declared any state religion nor proclaimed India a secular state. By pronouncing equality before law and equal protection of laws as fundamental rights, it mandated the state not to discriminate citizens on grounds only of religion, race, caste, sex, place of birth or any of them in respect of public places and employment or appointment under the state. Ostensibly, this made the country secular. But several specific provisions for certain groups, incorporated in the Constitution from its inception, or inserted later, benefited particular religious communities. Thus, Sikhs won the right to carry the kirpan, and the Governments of Kerala and Tamil Nadu were asked to pay substantial annual annuities to dewasom temples. Moreover, Scheduled Caste reservations were specific to the Hindu community, though Sikhs managed to get included six years later, and Buddhists after four decades. Both monotheist groups claim that they share the same castes as Hindus, and that their global character has not been able to protect Scheduled Caste converts from discrimination within the respective faith communities. They resent that when a Scheduled Caste Hindu, Buddhist or Sikh embraces Christianity or Islam, he loses his SC status and privileges, which are restored on return to

How to tackle statehood demands has been a major challenge for statecraft in post- Independence India. The first reorganization of states in 1956, on the basis of language, gave the Union government only a reprieve. Many more states were created in the subsequent decades. But demands for even more never quite died down. A new state in one part of the country would inspire statehood demands in other parts. It is no surprise, therefore, that the Centres reported move to create a Telangana state has re-ignited the old statehood demand in Darjeeling. Historically, though, the demand for a separate state comprising the three hill subdivisions of Darjeeling dates back to preIndependence days. The Gorkhas, who form an overwhelming majority of the population in the hills, have always claimed that their language and ethnic identity entitles them to a state of their own. Governments in New Delhi and Calcutta felt, however, that special administrative arrangements were a better way of helping Darjeeling than separating it from West Bengal. This was the rationale behind creating the Darjeeling Gorkha Hill Council in 1988 and the Gorkhaland Territorial Administration two years ago. But the campaigners for a separate state accepted these only as temporary steps. For New Delhi, Darjeelings demand for statehood has always posed more critical issues than similar demands elsewhere. It is not simply a question of possible political repercussions in a truncated Bengal. The creation of smaller states has always had some political impact in the parent states. In Bengals case, history, too, complicates matters for New Delhi. West Bengal itself is the result of a partition of old Bengal at the time of Independence. Another partition of the state is the last thing that its people and politicians would want. But there is another reason why New Delhi has been wary about the statehood demand for Darjeeling. Its location, on the border with Nepal and not far from the frontiers with China, makes Darjeeling a rather special place in Indias geopolitical scheme. But the overriding concern for both the Centre and the state government should be the welfare of the people in the Darjeeling hills. An economic approach alone may not satisfy the local aspirations. The challenge in Darjeeling needs to be handled cautiously. False steps in a border region can be costly for the country.

Dear Editor, Trees bring rain. This was taught or we get to study it in our schools. The reason behind the rising incidents of cloudburst in the Himalayan ranges could be attributed, to some extent, to unchecked felling of trees or deforestation. The so-called development across the country has wiped out trees and forests from our country. Consequently, the monsoon clouds have little option but to disperse all the water at one place instead of evenly distributing rain waters over a large area. Hence natural calamities like cloud-

UK move to impose 3,000 pound visa fee a retrograde step, says Anand Sharma
NEW DELHI, JULY 31: Stating that India and Britain were aiming for a growing partnership in all spheres, Commerce and Industry Minister, Anand Sharma on Wednesday termed as retrograde step the move by the UK Government to take 3,000 pound bond for issuing visa bond for visitors of certain countries including India sought a halt to this move. Talking to newsmen in New Delhi, Mr. Sharma said there were clear assurances from Prime Minister, David Cameron and his Cabinet colleagues, some of whom he met during his visit to London last month, that no such step was in the offing and in fact both nations should work towards enhancing the strategic partnership. India's High Commissioner in Britain and the foreign office have not received any confirmation of any such step having being put in place or a proposal cleared by the David Cameron Cabinet. As far as we are concerned, we have made it abundantly clear that after the successful visit of Mr. Cameron earlier this year, the clear assurances that have been given and the growing partnership that exists between India and the UK, this would be a retrograde measure and negative step and should not be taken, he remarked. Britain has announced plans to introduce a scheme of demanding a whopping 3,000 pounds visa bond from visitors from certain countries, including India.

Territorial Administration in Darjeeling as a fallout of the Telangana decision, senior Trinamool Congress leader
Saugata Roy said Gurung has resigned in his personal capacity. Other GJM members have not quit the GTA.
Mr. Sharma said this issue was taken up vociferously by him when he was in London with his British counterpart Vince Cable. I was assured both by Mr. Cable as well as another Minister, Oliver Letwin that no such proposal has come before the Cabinet for consideration and the UK Government will not take any measures considering the strategic and important partnership with India when it comes to movement of professionals and tourists, he added.
At the moment we will go by the affirmations which were made and assurances that have been given at the highest level of British government, unless and until anything to the contrary is confirmed or approved. Referring to the issue of decline in exports and efforts to give it a big push, Mr. Sharma announced the government has decided to raise the rate of interest on subsidy scheme for exporters to 3 per cent and widen the coverage of the scheme to cover more sectors.
Two killed, over 40 feared drowned as bus falls into Punjab canal
CHANDIGARH, JULY 3: Two passengers were killed and at least 42 feared drowned after a Punjab roadways bus fell into a canal near Sirhind in Fatehgarh Sahib district of Punjab in the wee hours on Wednesday, police said. The ill-fated bus was on its way from Delhi to Amritsar when the mishap took place around 2 am, police said. The bus was swept in the gushing canal water about three kms downstream before getting stuck at Saundh headworks from where Bhakra Main Line Canal and Narwana Canal get separated, officials said. Before plunging into the canal, the bus broke the railing along the national highway close to the floating restaurant near Sirhind. Official sources said at least 45 passengers had boarded the bus from Delhi late last night. Two bodies have been fished out from the canal waters, Fatehgarh Sahib SSP Gurmeet Singh Chauhan said. The bus had been pulled out of the canal with the help of cranes, police said. Meanwhile, authorities have sounded an alert along Bhakra Main Line canal, Narwana canal and Sirhind feeder so that the bodies of other passengers could be fished out after being located. Police and civil administration, along with divers, including from Army, are involved in search operations as it is expected that the bodies could have been swept up to some 30 kms in the canal, officials said.
Seemandhra erupts in protest MIM falls in line but would work for minorities in AP and Telangana
VIJAYAWADA, JULY 31: Coastal Andhra and Rayalaseema regions witnessed large-scale protests over the Congress-led UPAs decision to carve out Telangana on Tuesday. A total bandh has been called by several groups leading the United Andhra movement in Seemandhra Region. While the protests were subdued till afternoon in many towns and cities, they picked up momentum by late evening and coinciding with the official announcement in New Delhi, Samaikyandhra student JAC organised a rasta roko on National Highway No.5 in Vijayawada and its leader Devineni Avinash was arrested. A massive rally was taken out by students on MG Road in Vijayawada in the morning. At Visakhapatnam too, the student JAC leaders, who protested in the morning, began indefinite fast, but were removed from their tent near Andhra University. Students in Krishna University boycotted classes and majority of the institutions have decided to keep it closed on Wednesday. Teachers of Krishna district, drafted for panchayat poll duties, decided to boycott the election. Meanwhile, Chittoor town plunged into darkness after violence spread in the town. Tension prevailed as two autorickshaws were set afire. Congress legislator C.K. Babu squatted at Gandhi Circle to express resentment. State Minister Kanna Lakshminarayana, who was returning from Madakasira after attending the funeral ceremony of the mother of Revenue Minister N. Raghuveera Reddy, was stopped and gheraoed by activists of the Samaikyandhra student JAC and asked for his resignation in Anantapur. In Tirupati, YSRC MLA Bhumana Karunakar Reddy staged a sit-in at Nalugukalla Mandapam. At Rajahmundry, protests were witnessed when NGOs, students, lawyers and people from other sections came on to the streets. Schools and colleges were shut down in support of the Samaikyandhra movement in Amalapuram, Tuni, Ramachandrapuram, and Kakinada. At some places the protesters formed human chains. At many places in Anantapur district continuous protests were witnessed with common people also participating in good numbers. Over 2,000 people participated in a protest rally in Penukonda. HYDERABAD, JULY 31: MIM would work for the welfare of minorities in the two states post the division of Andhra Pradesh, its chief and Hyderabad MP Asaduddin Owaisi said here on Wednesday. We will strive for protection of Muslim interests not only in one state, but in both the states. We will demand and ensure that the reservation being given to Muslims is continued in both the states, he told reporters. The Majlis-e-Ittehad-ul Muslimeen (MIM) would make efforts for increasing the minority budget, Mr. Owaisi said. The party would also demand that Urdu be made the first official language along with Telugu in Telangana and expressed hope that Urdu would continue to be second official language in the other state. MIM has been a strong supporter of united Andhra Pradesh and conveyed its stand to the government as well as the Sri Krishna Committee on several occasions. At long last, the Congress and the UPA have come out of their self-imposed indecisiveness and taken the decision now, though we may differ with the way this decision has been imposed on the political parties in the state as a fait accompli, the party said in a press note. The MIM would like to assure cooperation to both the Union and the state government in ensuring a smooth transition to the two states as the bifurcation of AP would be completed in a short timeframe, the note said. Saying that electoral prospects appeared to be a consideration for the decision to form Telangana, Mr. Owaisi, however, felt that Congress may not get the benefit as people from other regions in substantial numbers have made Telangana their home.

Haran in Thimphu on Monday, said official sources. Bhutan had already sent a formal request to the Ministry of External Affairs in this respect. There was no political consideration. There was no intention to prey on the poor in Bhutan, said sources in the Ministry of External Affairs who claimed the Petroleum Ministry misinterpreted the Foreign Offices request for review of subsidies and, because of a grave mismatch in export-import figures But the damage was done and with gas cylinder prices going up by Rs. 600 on an average, analysts said India had done the Druk Phuensum Tshogpa (DPT) and its then Prime Minister Jigmey Thinley in for breaking bread with China and seeking its support for a non-permanent seat on the United Nations Security Council (UNSC). It was also said, Bhutan, without taking India into confidence, held two rounds of talks with the Chinese once in Thimphu and then a summit in Rio in order to settle its border. With the Peoples Democratic Party (PDP) winning the elections, analysts claimed India was successful in making high cooking gas and kerosene prices a poll issue as it added to the charges of economic mismanagement by Mr. Thinley during his five years as the first democratically elected Prime Minister. But highly placed sources sought to dispel that impression by drawing attention to the percentage of when the Bhutanese were benefiting from the subsidy, Mr. Thinleys DPT garnered 44.5 per cent of the votes. In the second round, after the subsidy cut had become a major poll issue, the DPTs vote share registered a very marginal decline. On the other hand, the PDPs vote share from the first to second round increased by 12 per cent. The sources claimed that this gain in votes was because the PDP had co-opted six candidates of parties that were eliminated in the first round. The second reason why India would not have undercut Mr. Thinleys electoral prospects was that the first round had shown that with 45 per cent of the votes, he was a leader with a solid support base. With that kind of vote share, he could win the next elections. In between he will remain leader of the opposition. Who would want to break down fences with such a leader and his party? the sources wanted to know. Special CBI Judge O.P. Saini told both the corporate honchos to seek clarification from the apex court on this issue by August 14. The matter is adjourned for August 14 during which you (Sunil Mittal and Ravi Ruia) will seek clarification from the Supreme Court about its order on the issue, the judge said and posted the matter for August 14.The issue was raised after the counsel appearing for Mr. Mittal and Mr. Ruia, who were earlier summoned as accused by the the apex court had postponed the proceedings before the trial court on the separate pleas filed by the two accused challenging the summoning order. The apex court in its April 26 interim order had exempted them from personal appearance in the trial court and had said that the hearing against them will remain postponed until further orders. The order had come on Mr. Mittal and Mr. Ruias pleas challenging the special courts March 19 order by which it had summoned them as accused in the case. The CBI, however, opposed their plea saying the matter has not been stayed by the apex court and it is the duty of both the accused to get it clarified.
BRADLEY MANNING IS NOT THE ENEMY Angry young man who turned whistleblower
WASHINGTON, JULY 31: Manning has been found not guilty of the most dangerous charge levelled at him aiding the enemy. Even so, this trial was a shameful moment in U.S. history. On July 30, 2013, Private First Class Bradley Manning was handed a verdict on charges he faced in relation to leaking classified material after 1,160 days of pre-trial detention. His crime was to release military documents to WikiLeaks. Contained within this material was footage of a U.S. military helicopter gunning down a father taking his children to school; evidence of a death squad operating in Afghanistan, and files showing that rather than containing just the worst of the worst, Guantanamo held dementia patients, taxi drivers and prisoners of the Taliban. Millions worldwide regard Manning as a hero, but he was always going to face prosecution for his actions. Not pursuHAVERFORDWEST, WALES, JULY 31: To his former Welsh classmates the soon-to-be soldier was an oddball a whizz on computers who didnt quite fit in Tasker Milward school in Haverfordwest closed a week or so ago for the summer holidays, and its peeling black metal gates on July 30, 2013 opened on to an almost empty car park, the three-storey red brick and cream building nearly deserted in the warm Pembrokeshire afternoon. In term time, 1,200 pupils mill around the grounds, representing a significant chunk of the young people in the small town of 13,000, situated at the very westernmost tip of Wales. It is less than a decade since one of those spilling out of these gates in a red polo shirt and bottle green sweatshirt with a red dragon crest was a diminutive blond 17-year-old with a thick Oklahoma twang, just 5 feet 2 inches and weighing only 47.43 kg. In the years since he left Tasker Milward, Bradley Manning has become arguably the highest profile whistleblower of his generation, the source of the biggest data leak in U.S. military history and will continue to be a hero to some, a traitor to others. Between 2001 and 2005, however, to his Welsh classmates he was just Bradley, the oddball who was a whizz on computers but didnt quite fit in, who liked
ing him would have been politically untenable given the national security climate in the U.S. Military leaders would have feared the repercussions of allowing a soldier to get away with such a largescale leak. But the Obama administration didnt merely go through the motions in pursuit of Manning. Military authorities imposed a charge that should
have sparked far greater alarm than it did. They argued that by talking to the media, Manning had aided the enemy a charge tantamount to treason, which can carry the death penalty (though this was not pursued in Mannings case). This is not so much the beginning of a slippery slope for a democratic nation as a headlong plummet. A guilty
verdict would have redefined the media from outlets such as WikiLeaks to bastions of the establishment like the New York Times as proxies for the enemy. It would have ended any distinction between a traitor selling military secrets to the highest bidder and someone speaking to a journalist on a matter of conscience and for no reward.
political arguments in class, whose mum made brilliant beefburgers after school. Manning today finds himself at the heart of a quite extraordinary episode in U.S. diplomatic, military and legal history. The account of what took him, in less than five years, from the computer club of a west Wales secondary school to U.S. military custody accused of trying to help al-Qaeda attack America may be one of the remarkable aspects of the young Army privates story.Manning doesnt hold a British passport and doesnt consider himself to be a

Though he was born in the U.S., his parents met when Brian Manning, a U.S. naval intelligence analyst, was stationed in the very southwest tip of Wales; Susan Manning, then Fox, was a local girl from Haverfordwest. An older sister, Casey, was born in Wales; Bradley followed in 1987 after his parents had returned to the tiny Oklahoma town of Crescent where Brian took up a job in a car rental firm.
Manning verdict could intimidate whistleblowers JOHN KERRY TO ARRIVE IN PAKISTAN ON WEDNESDAY
the reality of a prolonged prison sentence for Manning dawned. He has already spent three years in detention. Among the few moments of relief for Manning were Col. Linds decision to avoid setting a precedent by applying the swingeing aiding the enemy charge to an official leaker, and the judges decision to find Manning not guilty of having leaked an encrypted copy of a video of a U.S. air strike in the Farah province of Afghanistan in which many civilians died. Mannings defence team had argued vociferously that he was not the source of that video, though the soldier did admit to later disclosure of an unencrypted version of the video and related documents. Col. Lind also accepted Mannings version of several of the key dates in the WikiLeaks disclosures, and took some of the edge from other less serious charges. But the overriding toughness of the verdict remains: the soldier was found guilty in their entirety of 17 out of the 22 counts against him, and of an amended version of four others. Manning was also found guilty of wrongfully and wantonly causing to be published on the internet intelligence belonging to the U.S., having knowledge that intelligence published on the internet is accessible to the enemy. That guilty ruling could still have wide ramifications for news organisations working on investigations relating to U.S. national security. The verdict was condemned by human rights campaigners. Widney Brown, Amnesty Internationals senior director of international law and policy, said: The governments priorities are upside down. The U.S. government has refused to investigate credible allegations of torture and other crimes under international law despite overwhelming evidence. Yet they decided to prosecute Manning who it seems was trying to do the right thing reveal credible evidence of unlawful behaviour by the government.
ORT MEADE/NEW YORK, JULY 31: Bradley Manning faces a sentence of up to 130 years in prison and civil rights groups accuse the U.S. government of seeking to intimidate future whistleblowers Civil rights groups accused the U.S. government of seeking to intimidate future whistleblowers after the Army private Bradley Manning was convicted by a military court of most of the charges against him for pass-
ing the biggest cache of state secrets in history to WikiLeaks. Although he was found not guilty of the most serious charge, aiding the enemy, Manning faces a sentence of up to 130 years in prison for several violations of the Espionage Act. The military judge in Fort Meade, Maryland, handed down a tough verdict that left little room for celebration. Colonel Denise Lind used curt and pointed language, repeating Guilty over and over, as
ISLAMABAD, JULY 31: US Secretary of State John Kerry will arrive in Islamabad on Wednesday on a days visit to begin dialogue with the Nawaz Sharif government, a media report said. Mr. Kerry was earlier scheduled to come on a twoday visit on Sunday but had to be postponed at the last minute. Several meetings were held in various ministries, institutions and the Prime Ministers office to streamline an agreed agenda to be taken up with the US leader, The News daily said in
an online report. This would be Mr. Kerrys maiden visit to Pakistan after becoming the Secretary of State. He will be meeting with countrys new leadership including Prime Minister Nawaz Sharif as a national security adviser and the new president-elect. Whether he would meet President Zardari is not yet clear, the report said. The visit of Secretary John Kerry will provide a welcome opportunity for the two sides to discuss issues of mutual cooperation and bilateral interest. If
the two sides agree, there s a possibility of resuming the strategic dialogue during the visit. The discussions will focus on trade, investment and energy cooperation. The regional situation will also be discussed with particular reference to post 2014, the Foreign Office spokesman was quoted as saying. The report said he was guarded when asked whether Pakistans suggestions will be to take forward the reconciliation process inside Afghanistan. Our role is to facilitate and we will certainly give importance to what is asked of us, but remember as Mr. Sartaj Aziz said, we do not control the Taliban. The government feels strongly that progress on trade, investment and energy cooperation will exhibit the strength of bilateral ties which for the last decade have been more Afghanistan and hence security related. On Thursday, Mr. Kerry will meet General Ashfaq Parvez Kayani for the last time as the army chief, as Mr. Kayani is expected to step down in September with no indications that he would enjoy another term in office.

NEW DELHI, JULY 31: In a bid to stem the fall of rupee and boost investor sentiment, Finance Minister P Chidambaram Wednesday said government will further liberalise the FDI policy and hinted at measures to check non-essential imports to tame the Current Account Deficit (CAD). Marking completion of one year after his return to Finance Ministry, he told a press conference that the government would take steps to ensure growth and encourage public sector undertakings to raise funds from overseas markets, besides relaxing ECB norms. The government, Chidambaram said, is also considering steps to attract investments from sovereign wealth and pension funds and float NRI deposit scheme. He said the rupee must be stabilised and volatility must be reduced. Stressing on the need to revive investment, he exuded confidence that the economic growth rate in the current fiscal will improve to 5.5-6 percent from 5 percent a year ago. "The government is actively considering significant liberalising of the FDI policy which would further increase long term foreign investment. We will ask some public sector companies to raise funds abroad. We have also decided on some measures to attract loner term NRI funds", the Minister said. Asserting that government hopes to contain gold imports at a level well below last year's figure of 845 tonnes, he said, "simultaneously we are looking at
some compression in non-oil and non-gold imports, especially of non-essential goods". Elaborating on compression on imports, Chidambaram said that officials were preparing a list of non-essential goods with a view to limit their inward shipments. Specifically mentioning coal and electronic hardware, he said, "Electronic hardware can be manufactured in states like Rajasthan and Kerala." Referring to the issue of fiscal deficit, Chidambaram said, "the target for fiscal deficit is 4.8 per cent. It is a red line and it will not be breached". As regards the CAD, the Minister said, "thanks to the steps taken so far and some more steps that are on the anvil, we expect that we would be able to fully finance the current account deficit this year too and we will not be obliged to draw down on the reserves." Last fiscal, the current deficit rose to all time high of 4.7 per of the GDP or USD 88 billion. Despite USD 88 billion of CAD, there was USD 3.8 billion added to the forex reserve of the country in the last financial year, he said. When asked whether the government has any specific value of rupee in mind, Chidambaram said: "We do not target any specific value of rupee, but we certainly do not countenance speculative transactions on the rupee, especially in the overseas market. "Therefore in last two weeks, RBI in consultation with the government had taken a number of meas-
which make the import of the precious metals costlier and investors shifting funds from melting equities also influenced the sentiment. On the domestic front, gold of 99.9 and 99.5 percent purity spurted by Rs 755 each to Rs 29,200 and Rs 29,000 per 10 grams, respectively, a level last seen on April 12. However, sovereigns held steady
at Rs 24,400 per piece of eight grams in scattered deals. In a similar fashion, silver ready jumped up by Rs 915 to Rs 42,260 per kg and weekly-based delivery by Rs 42,160 per kg respectively. Silver coins also sky-rocketed by Rs 1000 to Rs 81,000 for buying and Rs 82,000 for selling of 100 pieces.
