and departments of the City Hall. Lim, however, hinted that the policy on not hiring new job order workers could be temporary. The freeze order on hiring new job order workers would be lifted once the city government under the administration of Mayor Alfred Romualdez sees the necessity of it, the city administrator said. Lim also admitted that the freezing on the hiring of new emergency workers could be due to the diminishing funds of the city government on personnel who worked on contract basis. According to Lim, the city government was able to save P1.2 million every month due to the policy it imposed, by not renewing the contracts of the job order workers. The official assured the public that the services rendered by the City Hall would not be affected despite of non-renewal of the job order workers. He added that the more than 1,500 permanent workers of the City Hall are capable to handle the demands of the people of the city. Meantime, administrator Lim said that the administration of Mayor Romualdez hope to run the the city bureaucracy as efficient as possible. He said that to achieve this, a reengineering of the organization of the City Hall would be enforce to meet the demands of the constituents.

TACLOBAN CITY Red tide toxins remain in four bays of Samar Island as coastal waters were found positive of paralytic shellfish poisoning, the Bureau of Fisheries and Aquatic Resources (BFAR) said in its bulletin issued this week. BFAR Regional Director Juan Albaladejo said their office and local government units are closely monitoring violations of shellfish ban, which prohibits gathering, consuming and transporting of shellfishes in affected areas. Without giving figures, the BFAR regional office said that red tide is still high in shellfish gathered in Matarinao Bay, Cambatutay Bay, Irong Irong Bay, and Calbayog Waters. Red tide phenomenon has been recurring in Matarinao Bay in the past three years. These are the coastal waters of Salcedo, Quinapondan, Gen. Macarthur and Hernani in
and crabs are safe to eat, provided that they are fresh and washed thoroughly, and the internal organs such as gills and intestines are removed before cooking. The official expects that cooler weather towards the latter part of the year will help dissipate red tide organisms in Samar bays. The phenomenon, according to him has no significant impact on Samars shellfish trade since affected areas are not major producers of Samars green mussel. In Eastern Visayas, bays that are free from toxic red tides are Carigara Bay, Ormoc Bay, Biliran Strait, San Pedro Bay, Villareal Bay, Maqueda Bay, Cancabato Bay and Sogod Bay. However, the fisheries bureau is still monitoring coastal waters of red tidefree areas since there was history of harmful algae bloom in the past. (SARWELL Q. MENIANO)

owardly that ought to aptly describe the senseless act of whoever caused the blast inLimketkai Center in Cagayan de Oro City last Friday which instantaneously claimed the lives of six individuals and wounded 48 others two of whom, it is regrettable, eventually succumbed to death by their wounds. The Moro Islamic Liberation Front (MILF) denied somewhat having had a hand in the dastardly act claiming to have no forces operating near the city and instead claimed the attack as un-Islamic. Secretary Mar Roxas is however reassuring, promising that they are doing everything to get the suspects, having placed the police, the intelligence community and the Army in Mindanao in heightened alert to avert a similar attack. Inefficiency should however also describe the latter portion of the event but in no way to be attributed to those responsible for it (killing 8 and wounding 48 was anything but
inefficient) but to the members of the CDO City PNP who, through their incompetence, allowed the owners of nearby restaurants to clean up the mess even before they could conclude their inspection of the blast site. Secretary Roxas, as did perhaps the rest of the country, could not but shake their heads in dismay. The police force of this country may well be regarded as the most maligned institution ever to walk the face of the earth. The damning repercussion of a current survey which revealed it to be the most corrupt institution in this country today has yet to settle in everyones upset stomach yet here is another farce which it had the convenience of getting itself into. It is good news though that an artist sketch has already come out of the faces responsible for the blast. Without the need of any physical evidence that would link the

When someone in the family gets sick and medical practitioners could not tell what exactly that disease is despite the help of advanced medical facilities, the most common resort is for that family to consult quack doctors who are known for their miraculous powers to cure paranormal illnesses. No, its not only the have-nots who are fond of consulting such healers. Even well off people do so, especially when they end up too desperate after prolonged battle with ailments that cannot be detected by laboratory examinations, nor cured by confused doctors using modern medicines. When advancements in medical science prove inutile in helping them, they try out what quackery can offer. And so patients like them become instant believers of what scientists look down upon as superstitions. They travel far to remote places just to look for renowned tambalans who are enjoying the recommendations of people who happen to know them. When they find one, they line up with other patients and are then compelled to momentarily discard what they had learned from civilized society if only to welcome a new set of healing procedures that oftentimes defy scientific facts. Depending on the quack doctor, a patient may not even tell what his physical problem is, or where the pain centers on; the tambalan himself will do it for him. Armed perhaps with a glass of water and a little stone, this healer will drop the stone inside that glass, and through the bubbles that appear, the latter would be able to guess what the visitors problem is. Through these sights, too, he can learn what to do in order to cure the patient. Again, depending on the quack healer, the patient may be subjected to various rituals as part of the healing process. A little massage is usually done. Small pieces of paper with Latin handwritings and rolled into little paper balls may also be given to the patient like capsules to drink. Pliant leaves that had been exposed to the fire may be pasted on the patients forehead, arms, or other parts of the body. The healer may also blow ones crown while uttering words that he

alone could understand. To conclude the healing procedure, the tambalan may call upon some tamyaw (spirits) so he can ask what to do, and what the patient should do as well. After that, he may prepare some plant roots, or oil, or plain water with written pieces of paper in it, or preserved animal body parts that the patient can take home for his daily medicine intake. Before releasing the patient, the quack doctor
would usually tell him what the problem is. The patient may have accordingly offended some unseen beings who demand that the patient find for himself an animal that they would prescribe, e.g. black chicken, black pig, etc., butcher it outside the house, and sprinkle the blood on a mound at the backyard to appease the offended spirits that would then take away the patients illness. Jesus said to his disciples, The kingdom heaven is like a net thrown into a sea, which collects fish of every kind. When it is full they haul it ashore and sit down to put what is good into buckets. What is bad they throw away. Thus it will be at the end of the age. The angels will go out and separate the wicked from the righteous and throw them into the fiery furnace, where there will be wailing and grinding of teeth. Do you understand all these things? They answered, Yes. And he replied, Then every scribe who has been instructed in the kingdom of heaven is like the head of a household who brings from his storeroom both the new and the old. When Jesus finished these parables, he went away from there.

blast to the culprits, evidence which got blown into the wind by the incompetence of the police, someone got a good look of the possible perpetrators enough to describe them at least in sketch. Their inefficiency might have somehow been overshadowed by the convenience of a tes-
tifying witness. The next time though that they make the same mistake and there is no witness through whom they could establish a possible case, they will definitely be left with nothing else to save their faces. They, if only to avert that eventuality, ought to dial it up a notch next time.
The parable today of the dragnet is also proper to Matthews Gospel. It has the same message as that of the darnel sown among the wheat. The world, and therefore also the church, is not an Elite of perfect souls, but a mixed bag. We must be patient and tolerant within reason with evil elements in society, and trust that final judgement will be made by God. But what of the scribe who became a disciple of the kingdom and brings forth new things and old? Matthew is not urging innovation in the moral law of the Bible, but fresh ways (like new parables) in presenting Christian teaching. It is an invitation to all who are responsible for passing on Christian truth. Clearly there were such Christian scribes in Matthews own community. And Matthew has always been regarded as the prince of them. These words, therefore, about the Christian scribe are as it were his signature to his gospel. CEBU CITY -- A maker of fake bills was arrested and some P2 million in counterfeit P1,000 and US$100 bills were confiscated from him by the city police last Monday night. The police also seized a computer, scanner and printer from Richard Uy, 65, who faces a pending case filed by the National Bureau of Investigation (NBI). When the police arrested Uy in Banilad, Cebu City at 9:30 p.m. Monday, they said he distributes fake bills in Cebu and Malaysia. Aside from counterfeit money, Uy also allegedly produces fake identification cards, drivers licenses, transcripts of records and birth certificates. Uy, a resident of Barangay Kasambagan, depends on pre-orders, said Cebu City Police Office (CCPO) Director Mariano Natu-el Jr. The bills are sold from P90 to P250 each. Uy admitted he has been producing the fake bills for almost two years but said none of his clients were politicians. Natu-el said the operation was planned after different police stations in Cebu City received several complaints from the public about counterfeit bills. They traced the origins of the bills and conducted a one-week surveillance that led them to Uy. The Investigation and Detection Management (IDMB) conducted the buybust operation.

me to let her hold a newly displayed porcelain dinnerware and examined it closely, and having been told of its price, she remarked, Mahal, as if she knew about pricing. After my reply, she kept on asking kay ano? (why?) to every answer I gave. We left the store minus an answer. My other granddaughter, Chynna, sometimes comes home from school fretting because her teacher doesnt offer her an answer that could complete her comprehension about a classroom assignment. Then some of the elders in community dialogues that I undertake in the barrios sometimes volunteer to say that until they have grown older, this or that butang (matter or thing) mystifies them ineffably and inscrutably. My usual perfunctory repartee in such situations is, balit (really). But really, apart from things incomprehensible, there are matters to be made known when there are reasons for their being. Where they cannot be given light presently, because the answer is in the possession or control of another person, or country, still they can be explored (researched) when not voluntarily offered. Where the research sources are unknown or unavailable at the time of need, however, the research must nevertheless proceed, with question after question, with more and more people asked, more and more references examined, read, or documented, or tested against. Most importantly, though, over all these situations, the best that must happen is for everyone knowledgeable, or who has at least a clue to the answer, must learn now to volunteer what he or she presently knows about. These form part of the intrinsic part of the process of situational analysis. Most often, they are ignored (often in an obdurate manner). Thus, many problems around us remain as they are, or engender more problems and complexities. When readily addressed, as a potential concern, perhaps criminalities and disasters can be averted, and, more over, maybe culture can be further developed

that this supplemental feeding is a big help to our children. This is an immediate intervention of the agency to address hunger among poor families. Thats why we are now writing the local chief executives to monitor the implementation of the feeding. They have signed the MOA, before we released the money, Nadera added. In a recent report by Food Nutrition Research Institute (FNRI), Eastern Visayas is number 2 in rank with underweight pre-school children, just next to Autonomous Region of Muslim Mindanao (ARMM), according to Segundina Devota Dilao, regional nutrition program coordinator of the National Nutrition Council. This is a sad report. That is why we should use all the resources available to support the health and nutrition of the children. If this is true that Tacloban has not implemented the feeding when the funds is already downloaded, this is a deprivation of 3,600 children to avail of this feeding for 120 days, she said. According to Nadera, the SFP is implemented in response to the 2006 Family Income and Expenditure Survey (FIES)

conducted by the National Statistics Office, which shows that 11% of Filipino families whose income cannot cope with the needed food requirement of the family members. The feeding program aims to provide augmentation support through feeding program for children in day care centers. This is not a replacement of the meals the parents prepare at home. This is just a supplement to intensify nutrition and health education, Nadera said. The supplementary feeding program is a flagship program of DSWD that seeks to achieve Millennium Development Goal No. 1, which is eradicating extreme poverty and hunger by 2015. Vegetables as viand
is encouraged as menu is prepared by DSWD dieticians as guide. Using local produce is also encouraged. As of last week, the municipalities of Bobon, Lavezares, Catarman and Mapanas in Northern Samar started its third cycle of implementation. Some checks are already obligated for LGUs, pending submission of some needed documents. Monitoring a rigorous financial transparency on its implementation is important, hence, the submission of on-time liquidation reports from implementing LGUs is strictly observed, according to Nadera. DSWD-8 has allotted P165million for 110,000 day-care children in Eastern Visayas. ( VICKY C. ARNAIZ,
