Meantime, administrator Lim said that the administration of Mayor Romualdez hope to run the the city bureaucracy as efficient as possible. He said that to achieve this, a reengineering of the organization of the City Hall would be enforce to meet the demands of the constituents.

Leyte SP implements its paperless session


TA C L O B A N CITY The Sanguniang Panlalawigan of Leyte had started its implementation of a paperless session and will have its full swing implementation in their next session next week. The implementation of a paperless session is beneficial for members of the provincial board, according to Vice Governor Carlo Loreto, as they could access and study their agenda anytime of the day and anywhere for as long as they have access to the internet. This will also lessen the usage of paper, added Loreto. The less paper we use, the less trees are cut, thus we protect our environment from degradation of our forest, said Loreto. 3,600 children deprived of supplemental WEATHER feeding in Tacloban


TACLOBAN CITY The Department of Social Welfare and Development (DSWD) is now releasing checks to the local government units for the third cycle of the Supplemental Feeding Program (SFP), but Tacloban City is yet to implement the first cycle of the program. According to Pauline Nadera, DSWD-8 focal person on SFP, the amount of P5.4 million has been downloaded to the city government last year. The amount is for 3,600 children in 60 day-care centers in the city. The budget is for a one-hot-meal a day for 120 days or four months, said Nadera. Nadera said Tacloban is still on the first cycle and the feeding is not being implemented. Her office called the attention of Liliosa Baltazar, city social welfare officer on this matter. We have oriented their social workers and daycare-workers about this program last year, Nadera said. According to Nadera, the beneficiaries of this program are children 3-4 years old, and those children not catered by the Department of Education pre-school children, but enrolled in day care. CATBALO GAN CITY-The Office of the Presidential Adviser on the Peace Process (OPAPP) in Samar continues to encourage former rebels (FRs) to come back into the folds of the law by giving them livelihood financial assistance. vincial Social Welfare and Development Office (PSWDO) and the Army represented by the 87th Infantry Battalion had been working hand in hand towards the implementation of the Local Social Integration Program (LSIP) in Samar province. Last September 2012 ,four former New Peoples Army members received livelihood assistance at the PSWDO in Catbalogan City where livelihood projects will be monitored. As required, the FRs will pass through a series of screenings before they are declared qualified to avail of the governments livelihood assistance from OPAPPs Pamana. In 2012 the former rebels received P50, 000 each to start a livelihood project which shall be monitored regularly by the OPAPP and other concerned agencies. Meanwhile, the primary agenda during the PTWG meeting is the additional funding of P100 million for the Pamana road project. This is expected to strengthen roads toward conflict areas in Samar, Bonifacio added. The road project, particularly the Lokilokon-San Jose de Buan that leads to the barangays of Samar towns Paranas, Motiong and San Jose de Buan. GOVT CENTER, Palo, Leyte -- The Civil Service Commission Regional Office No. 8 conducted ARTA Watch in 14 government agencies in the region from March to June this year. All 14 government agencies have posted their Citizens Charter in strategic location and 11 of these agencies fully complied with the No Noon Break Policy under RA 9485. Among these government agencies are the National Food Authority, Regional Office VIII [NFA RO8], Office of the Ombudsman-Eastern Visayas, Civil Aviation Authority of the Philippines-Tacloban [CAAP-Tacloban], Commission on Higher Education, Regional Office VIII [CHedO8], Department of Environment and Natural Resources-Environmental Management Bureau [DENR-EMB], Commission on Elections, Regional Office VIII [Comelec RO8], and the Bureau of Immigration Tacloban District Office. Agencies branches in Maasin City were likewise visited, namely: Land Transportation Office [LTO], Phil Health Insurance Corporation [PHIC], Government Insurance System Incorporated [GSIS] and the Philippine Ports Authority, Regional Office VIII [PPA RO8]. The visit, led by acting Director III Rowin Rios, aims to improve the delivery of frontline services of government agencies across Eastern Visayas, with emphasis on the No Noon Break Policy. Thus, he stressed that at no instance during lunch time should clients be denied from transacting official business with the agency. Moreover, Dir. Schisto exists in 13 Tacloban barangays - Report


TACLOBAN CITY -- Tacloban is not exempted from schistomiasis, so said its city health officer. Dr. Jaime Opinion, city health officer, told reporters during the Kapihan Ha Balyuan on Wednesday- July 31, that of the 138 barangays of the city,13 are endemic of schistomiasis particularly in the barangays of Marasbaras and San Jose in the south and in the barangays of Paglaum, San Roque and Scandinavian in the northern part. He clarified that this is a record coming from the Department of Health- but they would revisit the place for reassessment, particularly in San Jose and Marasbaras areas because people there do not believe that schisto exist in their place, said Opinion. However, according to Dr. Opinion, of the three northern barangays specifically mentioned in the report, he is convinced that schistomiasis really exist because these areas are located very close to Sta. Fe and Alangalang towns in Leyte, which are also identified as schistomiasis endemic places. The city health office has now increased its schistomiasis mass treatment in the entire city. Taking the medicine against disease doesnt mean one has it. Afflicted or not with schistomiasis, one has take the medicine which is given free- this is more on prevention than cure, he said. Last July 25, DOH Asstistant Secretary Enrique Tayag led the kick off of the mass treatment on schisto-

miasis held in Dagami Leyte, which was attended by Gov. Dominico Mic Petilla, municipal mayors, city and municipal health officers, among others.

Samar barangays to receive P300-T Kalahi-CIDSS Pamana project


C AT B A L O G A N CITY Thirty barangays in Motiong, Samar will receive P300,000 for Payapa at Masaganang Pamayanan (Pamana) Kapit Bisig Laban sa KahirapanComprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), according to project representative Maria Kristina Manicani during the Pamana technical working group (PTWG) meeting at the municipal hall in Motiong, Samar recently. The project, anchored on community-driven development (CDD) approach, gives the community control on development decisions on how they want to use the funds they receive, Manicani said. This is a grant to Pamana barangays from various conflictaffected provinces under Pillar 2, in which P300,000 per barangay is allocated for community-driven peace building and development interventions. Manicani said that Pamana Pillar II strategy is facilitating delivery of basic services at the community level through community driven development and community livelihood interventions.

This poverty reduction strategy of the Aquino administration aims to reduce poverty incidence to 14.2 percent. Manicani said that the project was given to municipalities with existing Pamana projects. Presently, the project in focus complements the programs main strategy which is to bring back government to Pamana areas, ensure that the communities benefit from the improved delivery of basic social services and are served by responsive, transparent and accountable government unit. LIPSI conducts training to improve its services, qualify for ISO certification
TACLOBAN CITY The Leyte Integrated Port Services, Inc. (LIPSI) has recently conducted a series of trainings aimed to improve its quality of service and eventually achieved an International Standards Office(ISO) on certified cargo handling operator. In a press statement, LIPSI president and general manager Ignacio Malate said that the trainings were initiated by the Philippine Ports Authority Training Center (PPATC)-Manila. The trainings were held last July 16 to 18 and July 22 to 26. The first training had a course title Dockworkers/Stevedores Course, involving 30 participants with Arvin Dadulo as the resource person. During the trainings, personnel from the PPATC-Manila served as the guest speakers. This was followed by Integrated Port Operations Course, with Regner Gayramon as resource speaker. And the last training with a course title Basic International Standards

Leyte SPs environment committee holds consultative meeting at PASAR


TACLOBAN CITY Members of the committee on environment and natural resources of the Sanguniang Panlalawigan of Leyte conducted a committee consultative meeting for the request of the Philippine Associated Smelting and Refining Corporation (PASAR), the countrys only copper refinery that is located inside the Leyte Industrial and Development Estate (LIDE), for a resolution interposing no objection with regards to their airstrip expansion that will affect a number of mangroves. At least 1,000 mangrove trees are to be cut by the company in their airstrip expansion to comply with the international standard as mandated in the Manual Standard for Aerodromes. The committee consultative meeting was attended by committee on environment chairperson Board Member Maria Mimmietta Bagulaya, its members Board Members Gina Merilo, Bob Abellanosa, Anlie Apostol, Niccolo Villasin, Allan Ang, Emmanuel Gacis and Jun Cayunda Jr. Government agencies that were present in the consultative meeting were representatives from the Department of Environment and Natural Resources (DENR), Bureau of Fisheries and Aquatic Resources (BFAR), Civil Aviation Authority of the Philippines (CAAP) and Provincial Environment and Natural Resources Office (PENRO). We invited them to get their assessment and information and to know if what are the documents or permits given to PASAR especially from the CAAP on the compliance of the company to the requirements on constructing the airstrip expansion, Board Member Bagulaya said. Bagulaya added that the information they got from the consultative meeting along with the recommendations from the three agencies will be studied by their committee before they conduct the actual site inspection at PASAR this August. In the consultative meeting, the representative from the BFAR clarified that their agency cannot touch the issue as law mandates DENR to have full supervision over a mangrove area. But since this project of PASAR will includes cutting of mangrove trees, which their agency has an existing project of mangrove reforestation, so they also look into the matter and conducted an ocular inspection Friday last week. Existence of mangrove is important in the long run. Mangrove is not only nestling place of fish but it also serves as protection to natural calamities, said to page 9

TACLOBAN CITY Red tide toxins remain in four bays of Samar Island as coastal waters were found positive of paralytic shellfish poisoning, the Bureau of Fisheries and Aquatic Resources (BFAR) said in its bulletin issued this week. BFAR Regional Director Juan Albaladejo said their office and local government units are closely monitoring violations of shellfish ban, which prohibits gathering, consuming and transporting of shellfishes in affected areas. Without giving figures, the BFAR regional office said that red tide is still high in shellfish gathered in Matarinao Bay, Cambatutay Bay, Irong Irong Bay, and Calbayog Waters. Red tide phenomenon has been recurring in Matarinao Bay in the past three years. These are the coastal waters of Salcedo, Quinapondan, Gen. Macarthur and Hernani in

Eastern Samar. On July 1, waters of Cambatutay Bay off Tarangnan, Samar were found positive of red tide. It killed two people and hospitalized 22 others. After few days, harmful algae bloom spread to Irong Irong Bay off Catbalogan City and waters of Calbayog City. All types of shellfish and Acetes SP or alamang from said areas are not fit for human consumption. Thus, the public is advised to refrain from eating, harvesting, marketing, and buying these products from these four bays until such time that the shellfish toxicity level has gone down below the regulatory level, Albaladejo explained. The existing ban is likely to remain until at least two weeks after the organism is gone but the fisheries bureau has no way of predicting when that will be. Fish, squids, shrimps,

and crabs are safe to eat, provided that they are fresh and washed thoroughly, and the internal organs such as gills and intestines are removed before cooking. The official expects that cooler weather towards the latter part of the year will help dissipate red tide organisms in Samar bays. The phenomenon, according to him has no significant impact on Samars shellfish trade since affected areas are not major producers of Samars green mussel. In Eastern Visayas, bays that are free from toxic red tides are Carigara Bay, Ormoc Bay, Biliran Strait, San Pedro Bay, Villareal Bay, Maqueda Bay, Cancabato Bay and Sogod Bay. Secretary Mar Roxas is however reassuring, promising that they are doing everything to get the suspects, having placed the police, the intelligence community and the Army in Mindanao in heightened alert to avert a similar attack. Inefficiency should however also describe the latter portion of the event but in no way to be attributed to those responsible for it (killing 8 and wounding 48 was anything but

inefficient) but to the members of the CDO City PNP who, through their incompetence, allowed the owners of nearby restaurants to clean up the mess even before they could conclude their inspection of the blast site. Secretary Roxas, as did perhaps the rest of the country, could not but shake their heads in dismay. The police force of this country may well be regarded as the most maligned institution ever to walk the face of the earth. The damning repercussion of a current survey which revealed it to be the most corrupt institution in this country today has yet to settle in everyones upset stomach yet here is another farce which it had the convenience of getting itself into. It is good news though that an artist sketch has already come out of the faces responsible for the blast. Without the need of any physical evidence that would link the

How old is the oldest tree in your town or barrio? Who is the oldest man or woman today in your place? What decree or fiat during the Spanish regime gave the present name of your birth place? Why cannot an evidence be produced to prove that on death humans can transform to ghosts or other creatures? When and where can you find the answers to your still unanswered questions? These are few of the innumerable questions that bother most humans who care so much about the world and things around them. They crop further, for clarification, and that, often, they leave obviously frustrated for being failed with a satisfactory answer. As I grow older, I do notice that my direct granddaughters, averaging six years in age, exhibit this bit of child psychology. They have been asking questions since they were nearly two years old. The eldest of them, for one, named Gladys, a pharmacists elder child whom I brought to the old Gaisano store in Tacloban (then a conventional city) asked: Mahal man? She had asked

When someone in the family gets sick and medical practitioners could not tell what exactly that disease is despite the help of advanced medical facilities, the most common resort is for that family to consult quack doctors who are known for their miraculous powers to cure paranormal illnesses. No, its not only the have-nots who are fond of consulting such healers. Even well off people do so, especially when they end up too desperate after prolonged battle with ailments that cannot be detected by laboratory examinations, nor cured by confused doctors using modern medicines. When advancements in medical science prove inutile in helping them, they try out what quackery can offer. And so patients like them become instant believers of what scientists look down upon as superstitions. They travel far to remote places just to look for renowned tambalans who are enjoying the recommendations of people who happen to know them. When they find one, they line up with other patients and are then compelled to momentarily discard what they had learned from civilized society if only to welcome a new set of healing procedures that oftentimes defy scientific facts. Depending on the quack doctor, a patient may not even tell what his physical problem is, or where the pain centers on; the tambalan himself will do it for him. Armed perhaps with a glass of water and a little stone, this healer will drop the stone inside that glass, and through the bubbles that appear, the latter would be able to guess what the visitors problem is. Through these sights, too, he can learn what to do in order to cure the patient. Again, depending on the quack healer, the patient may be subjected to various rituals as part of the healing process. A little massage is usually done. Small pieces of paper with Latin handwritings and rolled into little paper balls may also be given to the patient like capsules to drink. Pliant leaves that had been exposed to the fire may be pasted on the patients forehead, arms, or other parts of the body. The healer may also blow ones crown while uttering words that he

More concerns on K to 12 Basic Education Program


Part II - On Curricular Offerings In earlier issues, this column mentioned about the many concerns among us in science, e.g. teachers guidebooks flaws only trained eyes of academically founded student of science will notice. Instead, of reviving the observations on the preparation s of teaching science paraphernalia, this writer found appropriate to reproduce the relevant part of the Column Mini Critique by Prof. Isagani Cruz (The Philippine Star, May 13, 2013), at least on the authors observations on the K to 12 curriculum using three fictional children, namely: Pedro, Pablo, and Maria). Prof. Cruz said (quoted verbatim). ThusIf they go to a private school, Pedro, Pablo, and Maria will most likely be taking Science as a subject in Grade 1. In a public school, science is integrated in all the other subjects. (The reasons for this difference are historical, not pedagogical, . . . .). Whether science is explicitly or implicitly taught, however, it will be taught on a spiral manner. That means that, as early as Grade 1, physics, statistics, and so on will be taught, but in such a small dose that pupils and parents will not even know that these are in the curriculum. In Grade 2, exactly the same topics will be taught, but on a little bit deeper level. Every grade level, the same topics will be tackled, but always from a broader or deeper perspective, until by the end of Grade 12, students will have such a sophisticated grasp science, that they will be ready for the research demanded by higher education. The three children will take exactly the same subjects in exactly the same learning areas until they reach Grade 7. In Junior High School (JHS), they will start discovering what they are really good at (hence the word Exploratory). Schools will be very careful not to reinforce harmful societal stereotypes (Pedro and Pablo need not be wandering around the carpentry room, while

In our fictional story let us suppose that Pedro wants eventually to open his own game development company, Pablo wants to become a professional football player, and Maria wants to become a mechanical engineer. When they get to Grade 9,. . . they will be seriously pursuing a National Certificate (NC) given by . . .TESDA. An NC is proof that a person possesses certain job-related skils. In rade 9, and Grade 10, both Pedro and Maria, who share the same interest in information technology will take subjects such as Basic Computer Operation, . . . . They will

not have much to spend on the computer, however, because they atill have to study the usual academic subjects. Pablo will not be spending . . . time .. . . in a computer. Will be honing his physical abilities. . . Since he will not be playing football, . . . will take a TESDA course, but will take advantage of his traveling abroad when does become a professional player. Pablo will earn NC 1 by the tme he finishes Grade 1). You can see how different the K to 12 curriculum is from the current (or just discarded) curriculum. Today, because Pres. Aquino promised . . . ten point agenda for education . . . technical education in high school, DepEd is working closely with TESDA . . The present writer took the liberty of choosing and giving emphasis on portions of Prof. Cruzs column dealing on science, instead. CEBU CITY -- A maker of fake bills was arrested and some P2 million in counterfeit P1,000 and US$100 bills were confiscated from him by the city police last Monday night. The police also seized a computer, scanner and printer from Richard Uy, 65, who faces a pending case filed by the National Bureau of Investigation (NBI). When the police arrested Uy in Banilad, Cebu City at 9:30 p.m. Monday, they said he distributes fake bills in Cebu and Malaysia. Aside from counterfeit money, Uy also allegedly produces fake identification cards, drivers licenses, transcripts of records and birth certificates. Uy, a resident of Barangay Kasambagan, depends on pre-orders, said Cebu City Police Office (CCPO) Director Mariano Natu-el Jr. The bills are sold from P90 to P250 each. Uy admitted he has been producing the fake bills for almost two years but said none of his clients were politicians. Natu-el said the operation was planned after different police stations in Cebu City received several complaints from the public about counterfeit bills. They traced the origins of the bills and conducted a one-week surveillance that led them to Uy. The Investigation and Detection Management (IDMB) conducted the buybust operation.

In the operation led by Chief Insp. Aileen Recla of the IDMB, a police decoy paid Uy P2,000 in exchange for almost P20,000 worth of fake bills, all of them P1,000. While Uy was preparing the ordered bills, the operatives arrested him. Police confiscated P800,000 worth of P1,000 bills that were ready for delivery and some fake US$100 that were still being printed. After checking Uys cellular phone, the police found out that the P800,000 worth of fake bills were ordered by a man who was planning to bring them to Malaysia, where he would exchange them for ringgit. Base sa text, nagbisaya lang ang ga-order (The text message was in Bisaya); he is probably from Cebu, said Natu-el. Why Malaysia? He said Malaysia was the destination of choice because it is reportedly harder there to detect whether the peso bills are fake or not. We hope that the Bangko Sentral will also give us tips on how to identify fake bills, especially now that manufacturers are learning how to closely imitate the real ones, said Natu-el. The outgoing Cebu City police chief said this was the biggest operation they had against counterfeit bills so far during his term. The police still have to investigate the scope of Uys alleged operations. Uy was charged yesterday with a case of violating Republic Act 166 or the Registration and Protection of Trade Marks, Trade Names and Service Marks. He was also charged with possession of counterfeit bills. Uy was previously charged with the same offense by the NBI but made bail last November 2012. They must be vigilant, especially in dealing with money, said Senior Supt. Patrocinio Comendador, director of the Cebu Provincial Police Office (CPPO). Authenticate He said the public, especially business establishments, should take the time to authenticate bills before receiving them. Fake bills lack security features like watermarks, concealed values and security fibers. They also tend to have different colors and textures compared with genuine bills. Comendador said they didnt receive intelligence reports about a group manufacturing fake money in Cebu Province, but heard about distributors. We traced some before, but they were not manufacturers, he said. As a precaution, the Cebu Provincial Board approved a resolution in 2010, urging the Bangko Sentral and law enforcement agencies to stop the spread of counterfeit bills. The manufacture and possession of instruments for falsification of money are penalized under Article 176 of the Revised Penal Code.

Escudero filed Senate Bill No. 1081 (SBN 1081) or Anti-Religious and Ethnic Stereotyping Act. SBN 1081 makes any racialprofiling and stereotyping unlawful with penal provisions for those who will be found violating and guilty of such. Escudero, chairman of the senate committee on finance said it has become a typical ill in our society to cast particular groups of people in a mold simply because they belong to stereotyped communities or groups. Its an age-old ill, stereotyping ascribes negative traits to a particular group or person, such as when a person suspected of being involved in a crime is referred to as a Muslim suspect, when no such identification is made when such a suspect belongs to a Christian or other religions. Its almost rooted in bigotry and this should be rectified by an enforced legislation, the senator said. He said individuals who belong to the stereotyped communities feel a diminished sense of citizenship, a feeling of being an unequal member of society when we claim to live under one flag and one country. Every citizen has the fundamental right to be free from discrimination which arises from his or her race, religion or ethnicity, as prescribed by the Constitution and the International Human Rights Covenants. The State shall not allow the commission of acts which directly or indirectly derogates these fundamental human rights, Escudero said. Section 4 of SBN 1081 prohibits the following acts: a.) discriminatory treatment where any person treats another differently or less favorably on account of any stereotypes associated with that persons religion or ethnic origin in media, employment, education, delivery of basic goods and services and other analogous circumstances and b.) religious or ethnic stereotyping or profiling where a person is singled-out or profiled based solely on account of religion or ethnic origin, such that it shall be made to appear that any act committed or any attitude taken by such person or class of persons is based on account of his/ her/their religion or ethnicity. Penal provision for first offense is a fine not lower than thirty thousand pesos (Php 30,000.00). Succeeding offences mete out a fine not lower than two hundred thousand pesos (Php 200,000.00) or imprisonment for at least one month to six months; or both such fines at the discretion of the court. DSWD underscores sweat equity of shelter project beneficiaries


TACLOBAN CITY - Speaking in behalf of DSWD Secretary Corazon Dinky Soliman, DSWD Regional Director Remia Tapispisan expressed appreciation to the city government of Tacloban for having completed 66 of the 200 core shelter units being funded by the DSWD. Tapispisan was the guest of honor during the blessing and inauguration of the Core Shelter Assistance Project (CSAP) held last week in Palanog, Tacloban. Learning that the shelter units were finished within the six month required period, she said, time is a record for me ! She, then, lauded Liliosa Baltazar of the City Social Welfare and Development Office, which leads the implementation of the project. Tapispisan emphasized also in her speech the importance of sweat equity of the beneficiaries, which means labor counterpart in terms of constructing the units. The CSAP uses the bayanihan way of building the structures, with the DSWD providing a daily cash incentive to the beneficiaries for a period of ten days during the construction phase. 2 Filipino women held in Hong Kong for carrying drug


MANILA -- Customs officers in the Hong Kongs Chek Lap Kok Airport arrested two Filipina siblings after they were caught carrying 14 kilos of crystal methamphetamine in their luggage, the Department of Foreign Affairs (DFA) said Tuesday. Raul Hernandez, Foreign Affairs spokesman, said the Philippine consulate general in Hong Kong received an initial report from the Hong Kong Customs and Excise Department regarding the two Filipino women, ages 27 and 31, who were arrested on Sunday while they were boarding a flight to Clark in Pampanga. The Filipinos are yet to be charged in court but there was a court mention of the case earlier today at Tsuen Wan magistrate court, he said. The hearing is set in October. As with other drug trafficking cases, the Philippine government will extend all appropriate consular assistance to the said nationals, Hernandez, who refused to divulge the identities of the Filipinas, said. The drugs were reportedly hidden inside the false compartments of three luggages. The street value of the drugs was pegged at HK$11 million or approximately P61.4 million. The same report said the seizure of the two Filipinas were the biggest since 2011. It came barely a month after a Filipina was executed in mainland China after being convicted of drug trafficking. Under Hong Kong law, manufacturing and trafficking dangerous drugs carries a maximum sentence of life imprisonment and a fine of HK$5 million. The Chinese criminal code also states that bringing in more than 50 grams of illegal drugs to the country is punishable by death. In 2011, three Filipinos -- Ramon Credo, Sally Ordinario-Villanueva and Elizabeth Batain -- were also executed by lethal injection. The death sentences were carried out despite an appeal from the Philippine government. These two Filipinos are among the 200 others who are detained for drug-related cases across China. The department again reminded Filipinos to be wary of suspicious-looking packages, and not to allow themselves to be used as drug mules by syndicates.

CITY OF SAN FERNANDO -- GRBank continues to intensify its campaign to raise awareness to the public on proper handling of money and its benefits, partnering with Bangko Sentral ng Pilipinas (BSP) to conduct a Financial Literacy Campaign entitled Asensadong Buhay Bunga ng Wastong Paghawak ng Pera. The BSP conducted a forum on the security features of the new generation currency banknotes with GRBanks own president Jose Blas L. Carlos, Jr. conducting the 2nd Financial Success Campaign where he shared some tips on how to properly handle money and become successful in life. GRBank, in partnership with BSP, has conducted an orientation to invited GRBank clients recently at BSP building in Barangay Sindalan. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administrations (Pagasa) 11 p.m. weather bulletin, Jolina is moving west northwest at 11 kilometers per hour (kph) with maximum winds of 55 kph near the center.

Pagasa located Jolina at 350 km West of Subic, Zambales as of 10 p.m. Tuesday. The tropical depression is forecasted to be at 600 kilometers west of Subic, Zambales by Wednesday night, Pagasa said. The tropical depression will enhance the southwest monsoon which will bring moderate to occasionally heavy rains and thunderstorms over the regions of Mimaropa and Western Visayas, Pagasa added.
