CLAUSE BY CLAUSE COMMENTARY TO THE TECHNICAL SPECIFICAION REQUIREMENT OF 10(TEN) UNITS OF 140K MOTOR GRADERS OFFERED TO AMHARA NATIONAL

REGIONAL STATE ROAD WORK ENTERPRISE. 1. GENERAL REQUIREMENT

1.1 Scope
It is intent of these specifications, whether or not specifically mentioned here in, to describe a diesel engine driven, hydraulic control type, tandem driven motor grader having an operating weight of min. 13,500 kgs (Approximate). The Grader shall be tropicalized and dependable for operating under the conditions specified in the service requirements here in and rough terrain. We offered 10 (Ten) units Caterpillar model 140K motor graders, which are equipped with tandem drive, centrally articulated, high profile ROPS/FOPS cab, direct drive power shift transmission, hydraulically operated blade with side shift and tip, self-propelled and powered by turbocharged , water-cooled Cat C7 ACERT Technology diesel engine. The motor grader has a basic operating weight of 14,768kg typically equipped with ripper, push plate, etc. We have offered an optional Ripper and pushplate package for your decision. The offered Caterpillar 140K motor graders are tropicalized and dependable for operation under the operating conditions specified in service requirements below in rough, sandy and dusty trains.

TECHNICAL SPECIFICATION Statement of Compliance with remarks

1.2-Service requirement
The Motor Grader to be supplied shall be used on Rural Roads Construction projects in Ethiopia where the following climatic, altitude and temperature variations shall be experienced. Climate varies from humid tropics to arid desert. 0 0 Temperature varies from 0 c to 57 c. Altitude varies from sea level to an average of 2500 meters elevation. The offered Caterpillar model 140k motor graders can be used on Rural Roads & water works construction Projects in Ethiopia under the following site conditions. Climate varying from humid tropics to arid desert. 0 0 Temperature varying from 0 C to 50 C. Altitude varying from sea level to an average of 3048meter elevation.

1.3-Manufacturing requirements 1.3.1-General

All parts, attachments and accessories not specifically mentioned of this specification but essential for dependable and efficient operation of the unit shall be furnishes by the supplier as part of bid and shall be in accordance with current engineering and manufacturing practices and according to prevailing trade provisions in general. All parts, attachments and accessories which are essential for dependable and efficient operation of the offered motor graders will be furnished in accordance with current Caterpillar engineering and manufacturing practices. All components and accessories will be manufactured in according with current Caterpillar Engineering and manufacturing practices and according to prevailing trade provisions in general.

1.3.2-Materials
The materials of which all parts, attachments, accessories and components of the unit bid upon are manufactured and assembled, shall be of the current technology durable and reliable for the intended purpose. The finish shall be of high quality and good workmanship with dependable operation.

1.4 - Warranty
The supplier or the bidder shall guarantee that all items included and/or furnished with the unit bid upon shall be new, unused, of the most recent or current models and incorporate all recent improvements in design and materials. The bidder shall also guarantee to replace free of charge (Transport, labour and other expenses incurred thereof) and parts or component that breaks or fail to functions in any manner under the service conditions described herein due to defective or inferior materials or poor workmanship within a period of two year or 3500hrs. Whichever comes last, from the data of receipt of the unit at final destination. We guarantee that all items, parts and components of the offered Motor graders are brand new, unused and of the most recent models/version and recent manufactured, incorporate current Caterpillar improvements in design and materials, are of high quality and use state of the art workmanship. We also guarantee to repair or replace at our cost(DDP cost plus transportation and all labour charges upto the worksite and or final destination) any part or component that may break or fail to function under normal service conditions specified in your tender due to defective or poor workmanship within the warranty period. The warranty period is within a period 12 months from the date of delivery at final destinations irrespective of machine operation hours. We have quoted an optional one year extended warranty period for your decision.

1.5-Recommended Spare parts list

The bidder must furnish the suggested list of recommended spare parts for the first 4000hrs of operation, or to the value of 15% or order with prices valid for a period of one year.
Itemized and priced list of recommended spare parts as per your tender requirement is attached herewith for your reference and decision. The price of these recommended spare parts will be valid for a period of one year from the date of bid opening, April 16, 2013.

2. ENGINE 2.1. General

The diesel engine shall perform smoothly and efficiently under all conditions of operation described above and shall develop the rated horsepower when operation on commercial diesel fuel with a sulfur content of 1% and cetain number of 50. The offered Caterpillar model 140K motor graders are powered by Cat C7 with ACERT Technology engine performs smoothly and efficiently under all conditions of operation described in the service requirement section above and develops the rated horsepower when operating on commercially available diesel fuel with a sulphur content of 1% and Cetane number of 50. The offered Caterpillar model 140K motor graders are powered by Caterpillar model C7 engine with ACERT Technology. It is diesel engine, direct injection, four stroke cycle, water-cooled, turbocharged and after cooled. The engine has six (6) inline cylinders with replaceable wet type cylinder liners/sleeves.

2.2 Type
The engine shall be four cycle, water-cooled,diesel, turbo charged with not less than six cylinders and should be equipped with replaceable wet type cylinders sleeves.

2.3 Horse Power

The engine shall deliver min. 165-185HP SAE J1349, net at flywheel at rated RPM, equipped with fuel pump, water pump, cooling fan, heavy duty radiator, lubrication oil pump, air cleaner, alternator, hydraulic pump and other required engine accessories. The Variable Horse power Cat C7 with ACERT Technology engine delivers 170-190HP net at fly wheel according to SAE J1349 at rated speed of 2,000RPM when the engine is equipped with fan, air cleaner, muffler, alternator and other engine accessories.

2.4 Required Engine Data

The manufacturer shall submit certified engine data according to SAE standard with his bid showing net power, torque and specific fuel consumption curves at governed RPM at sea level and 2500mts elevation. The supplier shall also furnish certified average fuel consumption per hour when the tractor is working under heavy work load. The engine performance curve showing net power, torque and specific fuel consumption, at governed RPM is attached herewith for your reference and comparison. Though the fuel consumption usually depends on the environmental conditions, type of machine, fuel type and operator skills. The average fuel consumption of the caterpillar model 140K Motor grader when working under different working load is as follows : At maximum workload conditions.23.0-28.2 lit/hr. At Moderate workload conditions. 17.6-23.0 lit/hr. At Light workload conditions.12.3-17.6 lit/hr. The lubrication system of the Cat C7 with ACERT engine is full force feed type gear pump driven. Oil is clarified by spin-on, replaceable, full flow & by pass cartridge filter. The bypass valve incorporated in the system to protect sensitive parts of the engine from damage when oil filter is clogged. The engine oil filler cap is permanently attached to filler neck and lockable type by caterpillar standard one key security system.

2.5 Lubrication System

Engine lubrication system of the full force type by a gear driven rotor type oil pump through oil clarification by two replaceable cartridges shall be provided. The engine oil filler cap permanently attached to filler neck (oil filler cap with chain is required).

2.6 Starting System

The engine shall be equipped with heavy duty 24v direct electric starting system an electric motor shall start the engine 0 satisfactorily at temperature as low as 0 c without recourse to any auxiliary heating or starting device, glow plugs, or fluid priming system. The electric system comprises a complete 24V electric starting, charging and lighting systems. The electrical starter motor has sufficient crank power and can start 0 the engine satisfactory at temperature as low as 0 c without recourse to any auxiliary heating and starting device, like glow plugs or fluid priming. The fuel tank is properly ventilated, protected both internally and externally from corrosion and incorporates a baffled sump to collect water formed by condensation. It is properly supported with an under side sheet metal for protection.The fuel tank has a refill capacity of 305 Liters. The fuel tank cap is lockable type with Caterpillar one key security system.

3. Fuel System
The fuel tank or tanks shall be properly ventilated, protected both internally and externally from corrosion and must incorporate a baffled sump to collect water formed by condensation properly supported with an underside sheet metal for protection. Its total capacity has to be approximately 400L. Fuel tank cap shall be self-closing type permanently fixed on the filler neck (fuel tank cap with chain is required).

3.1 Injection Pump

The injection pump shall be mechanically driven with all necessary regulatory and controlling attachments. The Cat C7 with ACERT engine is equipped with Hydraulically Actuated electronically controlled Unit Injectors (HEUI) system which helps to reduce fuel consumption significantly. The unit injectors are easily interchangeable and readily removable. accessible,

3.2 Injectors

4. COOLING SYSTEMS
The cooling system shall be tropicalized closed, Pressurized, pump forced type water medium, with ample capacity to permit continuous full load operation of the engine without boiling of the coolant under the conditions specified in the service requirement here in. The cooling system shall incorporate an efficient tropicalized thermostat.

4.1 Radiator
The radiator shall be tropicalized of the heavy-duty construction, properly mounted to with stand shocks and strains likely to be encountered in operation. The radiator shall have adequate capacity and flow area, plus a compensation for the altitudes and temperatures in Ethiopia. The radiator shall be easily removable and accessible for maintenance. The radiator is tropicalized and heavy-duty construction which is properly mounted to withstand shock and strains, likely to be encountered in operation. The radiator has adequate capacity & ample flow area to maintain the operating temperature of the coolant. The radiator also equipped with altitude or pressure compensator, which protect the system from damage due to sudden or eventual pressure change in Ethiopia. The radiator is easily removable & accessible for maintenance. The radiator is equipped with radiator core protection grill & self-locking radiator cap. Caterpillar doesnt recommend installation of water filter within the cooling system, instead the cooling system incorporates CAT ELC (Extended Life Coolant). It is advanced technology with organic additive corrosion inhibitors which help to protect the iron components in the cooling system, reducing steel corrosion and pitting effects. The ELC eliminates hard water deposit, extend water pump seal life and it also important in all climates because it raises the coolant boiling temperature. The cooling system is fitted with an adequate size direct drive, cooling fan blowing away air from the engine in forward direction through the radiator. The fan is made from steel.

Radiator core protection grill and radiator cap with strong chain permanently attached to the radiator shall be furnished. It is preferred if possible to install water filter within the cooling system for trapping foreign materials.

4.2 Cooling Fan

The cooling system shall be fitted with an adequate size direct drive cooling fan blowing away from the engine in forward direction to the radiator. The fan shall be made from steel (metal).

5. AIR CLEANER
Heavy duty of a two stage dry-type air cleaner preferably fitted with a cyclone pre-cleaner; with restriction gauge indicator of ample capacity shall be furnished. The offered Caterpillar model 140K Motor Graders are equipped with heavy duty, two stage and dry type air cleaner with cyclone pre-cleaner with restriction gauge of ample capacity.

6. ELECTRICAL SYSTEM
The electrical system shall be composed of, but not limited to, complete 24v electric starting, charging and lighting systems, electric switches and two keys. The alternator fitted on the offered motor grader is heavy-duty; fan ventilated with an electronic voltage regulator and has an adequate capacity to provide service under normal operating conditions. The rated capacity of the alternator is 24V/95 amp. The batteries are heavy duty, Caterpillar maintenance free, of ample power to start the engine when cold at 0 sufficient speed down to ambient temperature of 0 C. The batteries are 2X12V in series system and are maintenance free. The capacity of each battery has 750 cold cranking amps (CCA) and 100AH at 20 hours rating. The batteries are mounted at a convenient place in metal box with hold down device and are located so as to provide easy access for servicing. The battery seat is provided with proper cushion.

6.1 Alternator
The alternator shall be heavy duty, fan ventilated, with electronic voltage regulator and shall be of adequate capacity to provide service under operating conditions.

6.1. Batteries
The batteries shall be heavy duty of ample power to start the engine when cold at sufficient speed down to ambient 0 temperature of 0 c Batteries shall be 2 in a 24v series system each 130 AH (minimum) at 20 hours rating.

6.2.1 Batteries
The batteries shall be mounted at a convenient place in metal box provided with hold down device and shall be located so as to provide easy access for servicing. Proper cushion shall be provided for batter seat.

6.3 Light
Light shall comply traffic regulations and overload protection shall be incorporated in the wiring system for keeping safe against damage by short circuits. The lighting system shall consists of but not limited to: Back up light Turn signals with emergency 4 way flashers Work lights Two lights with stop and tail lights. The offered Caterpillar model 140k motor graders are equipped with lighting system which comply vehicular traffic regulations, & incorporates an over load protection in the wiring system for preventing damage by short circuits. The lighting system consists of: Reversing lights and backup alarm Turn signal with emergency 4 way flashers. Work light (front & rear). Two lights with stop and tail lights. Cab interior light. Panel lights. The offered Caterpillar model 140K Motor graders are equipped with electric horn.

6.4 Horns Dual electric horns are required. 7. TRANSMISSION

The transmission shall be direct drive power shift of full power shift with single lever control and shall provide at least 8 speeds forwards and 6 speeds reverse. The transmission shall be designed and constructed to work in conjunction with torque converter or with clutch (oil bath) type that is in dual model (direct with torque converter).

The offered Caterpillar model 140K motor graders are equipped with direct drive power shift transmission. The direct drive power shift transmission delivers superior fuel efficiency and better feel of blade loads, material hardness, and ground speed. It is especially designed, without torque converter, for grading application. It provides the efficiency of direct drive, with ease on shifting up or down, forward or reverse. No power lags, no surges because there is no torque converter. It means that almost all engine power is

transferred to the working tools into the ground. The transmission has single lever control and provides 8 speeds forward and 6 speeds reverse which gives the operator a wide operating range.

8. AXLES AND DRIVES

The front axle shall be oscillating, with hydraulic leaning of at 0 0 least 15 on either side and having oscillation of at least 25 up and down. The ground clearance at the center of the front axle shall not be less than 480mm. Full floating drive axles with four wheel tandem drive is required. The front axle is an oscillating-type, with hydraulic 0 leaning 18 left/right on both side and total oscillation 0 32 up and down. The ground clearance at the center of the front axle is 626mm. 9. STEERING
Front steering wheels with articulated frame and full hydraulic power steering are required. The turning radius outside front tire shall be maximum 7500mm. The offered Caterpillar model 140K Motor graders are equipped with fully hydraulic, front wheel power steering with centrally articulated frame. The turning radius, outside front tire is 7500mm.

10. BREAKS
Foot operated air hydraulic or air-over hydraulic power actuated service brakes with dual circuit or operates individually or simultaneously. The brake shall be effective on all driving wheels. The parking brake shall be with loading arrangement and shall be automatically applied in case brake pressure fails during operation. The service brake are foot operated, air actuated, multiple oil-disc and spring-released that are completely sealed and adjustment-free, located at each tandem wheel to eliminate braking loads on the power train and to reduce servicing time. The brake system has separate circuits for the right and left tandems and is effective on all driving wheels. The parking brake is manually actuated, spring applied and air pressure released type located in the transmission on the output shaft .In case air pressure fails, parking brake is automatically applied serving as secondary brake and if the parking brake is engaged transmission will be neutralized.

11. WHEELS AND TIRES 11.1 Wheel (heavy Duty Type)

The wheels shall be of all metal construction with tire and rim assembly interchangeable with all wheels. The rear tandem wheels shall have protection cover guard. The wheels are heavy-duty type all metal construction multi-piece type. Tire and rims assembly are interchangeable with all wheels. The tires are 13.00R24, Bridgestone, Multiple pieces (MP), heavy-duty G2 traction type, which are designed for motor graders to serve best under severe application. Inner tubes are quoted as optional for your decision. We have also quoted an optional, 14.0-24 BS FG 12PR MP tire for your decision. Front frame is a continuous top and bottom plate construction. The instrument panel shall include but not be limited to panels lights, hour meter, engine temperature indicator, ammeter, lighting switches, fuel gauge, oil pressure gauges, air pressure (if applicable) speedometer or tachometer.

15. MOLDBOARD
Wear resistant high carbon steel, fabricated with replaceable cutting edges and side bits, capable of shifting on either side and tilting forward and backward. Hydraulically controlled blade having a bank cutting angle of 90 degrees. The side shift cylinder shall be guarded with proper material. The tip of the blade shall be controlled hydraulically.

The moldboard is made of wear-resistant high carbon steel fabricated and has replaceable cutting edges and side end bits. It has the capacity of shifting hydraulically on either side or tilting forward & back ward. The blade is fully controlled hydraulically and has a bank cutting 0 angle of 90 on both right and left sides from the operator seat as required. The side shift cylinder is guarded with sheet metal. 18. HYDRAULIC HOSES

The hydraulic hoses shall be a high-pressure resistant type, covered and protected from external damage. It shall be designed to resist internal & external stresses as weather conditions, high temperature & oil effect. The Cat XT hoses consist of a seamless oil resistant synthetic rubber tube, one brand of high tensile steel wire & weather and oil resistant rubber cover with hydraulic hose fittings at either end. The fittings are threaded to standard pipe threads and equipped with swivel fittings at one hose end. The hose are clip fastened so that wear due to rubbing or entanglement does not occur.

19. TIRE PUMP

Each unit shall be equipped with tire inflation. Pump driven by a hydraulic electric motor or from the engine itself. An air hose of sufficient length to reach all tires fitted with chuck shall be provided. The air pump shall be controlled by either a hydraulic control valve or by hand operated mechanical clutch. The bidder shall furnish details of the compressor offered . The offered Caterpillar model 140K motor graders are equipped with, piston type, gear driven air compressor, installed on the engine. It is lubricated and cooled by the engine oil and radiator respectively. The air compressor is controlled by a governor, which acts on the valves (inlet and outlet) to cut in and out pressures. It is adequate to inflate tires whenever required. The air system consists of a number of valves, tube and air tank of adequate capacity. Tire inflation kits are easily available from local market. We recommend the purchaser to buy it locally The offered Caterpillar model 140K Motor graders are equipped with the following additional equipment and accessories: a. Articulation gauge. b. 21. PROVEN PERFORMNACE

The motor grader offered shall be current model of production which is substantially the same and in successful use for not less than one year or 2000hrs working hours. The offered Caterpillar model 140k Motor Graders are current standard model in production, which will be manufactured on placement of order. This model has been in successful use for long years all over the world including Ethiopia and has a proven performance. We attached herewith list of customers in the SALES REFERENCE Section, who purchase through dealership network and own 140K Motor Graders for your reference. The offered Caterpillar model 140K motor graders will be painted with Caterpillar standard yellow colour.

22. COLOUR
The Grader shall be painted standard color.

23. MANUALS
One copy of each of the following shall be supplied with each machine. A. Maintenance manual B. Operators manual C. Spare parts catalogue D. Shop/repair manual One set of the following manuals will be provided for each motor grader:a.Operation and maintenance manual. b.Part manual. c.Service manual (shop/repair manual).

23.1 Descriptive coverage

Manuals shall cover the equipment itself and all the components, attachments & accessories thereof, advertising literature will not be acceptable in lieu of these manuals.

The manuals, which will be supplied with the machines will give all essential details and cover the main equipment, all components, attachments and accessories. All manuals, charts, drawings and manufacturers specification literature will be in English. They will be correctly worded to avoid misinterpretation of manufacturers specification, terms or intent. One set of standard tool kit including grease gun will be provided with the grader. The list of such tools is attached here with for your reference. In addition, Itemized and price list of special tools is attached herewith for your reference and decision. Itemized and priced list of field kits of spare parts as per your tender requirement which is applicable for the offered 140K motor grader is attached herewith for your reference and decision.

24. GENERAL LANGUAGE REQUIREMENT

All manuals, charts, drawings and manufacturers specifications literature shall be in English and correctly worded so that no misinterpretation of specification terms or intent is possible in analyzing the bid.

25. TOOLS
Set of ordinary and special tools with lubrication gun and as required for maintenance and repair with tool box shall be supplied with each machine.

26. FIELD KITS OF SPARE PARTS

The following field kits of spare parts are required to be furnished with each machine & price shall be quoted separately. Parts supplied shall be applicable to the unit offered.
