Why all PDC forms are still using the old format (Sewerage Act 1993)? 3. The checklist for MSIG Volume II does not tally with the new MSIG Volume IV. Which one should I follow?

PE Calculation
1. What is the PE calculation for commercial swiftlet farm (burung walit)? 2. What is the PE calculation for a private hostel? 3. I have a single development containing school with surau, administration building and hall. Can the PE calculation be based on total number of students only or should it include all other amenities? 4. Can PE calculation for budget hotel/motel be lesser than 4 PE/room if no dining and laundry facilities are provided? 5. Can Small Office Home Office (SOHO)/services apartment be calculated as commercial instead of residential, as the residential PE is usually higher (5PE/unit)? 6. What shall be the acceptable PE rate for budget hotels (premises have no laundry and restaurant facilities)?. Can a 3PE/room be considered? 7. The PE declared in PDC1 based on Pelan Kebenaran Merancang (KM) was derived at early planning stage and is now different from PDC2 submission. Must I resubmit for planning approval due to changes in PE? 8. Is there a minimum/maximum PE allowed for treatment plants located within buildings? 9. How do I calculate PE for petrol station?

Selection of Sewerage System

1. Can individual septic tanks be considered for proposed developments of 151PE and above? 2. I want to use multiple septic tanks/Small Sewage Treatment System (SSTS) in parallel for PE < 150 PE, can this be allowed?

Buffer Zone & Fencing

1. Can gazetted agricultural land be used as a buffer zone for sewage treatment plant/network pump station? 2. Can 10m buffer zone be allowed for high-rise building if proposed sewage treatment plant is enclosed type?

3. What is the buffer zone requirement for a non-registered structure (example illegal squatters)? 4. For a 10m buffer zone requirement, can I propose a 5m buffer within the same development and another 5m buffer at the adjacent lot designated for future development? 5. How do we define high-rise building in order to comply with buffer zone requirement? 6. If the sewage treatment plant/network pump station is located at the basement of a building and declared as a private plant, can the reserve area, buffer zone and other requirements be exempted from MSIG requirements? 7. Why buffer zone for network pump Station is 20m whereas it is only 10m for covered and buried sewage treatment plant? 8. Im proposing a development of 4 storey apartments. Does the 30 meter buffer zone apply if I place the apartments near the STP? 9. What type of fencing is required for mechanical IST or IST with influent pump sump? 10. Can brick wall be replaced with chain-link fence for certain location, e.g. at road junctions to avoid blocking the view of road user? 11. Is fencing necessary for SSTS?

Land Area Requirement

1. For upgrading works of the existing sewage treatment plants to cater for new developments or joint venture projects between Developers forexisting sewage treatment plant, will they be subjected to land area requirement as stipulated in MSIG Volume IV, Table 4.2 - 4.5? 2. If PDC1 was approved more than 2 years ago and pre-comp plan with individual titles were obtained by Developer, does the resubmission of PDC1 (no changes in layout) be subjected to the new land requirement based on MSIG? 3. How do I apply for vacant sewage sewerage reserve land which has not been taken over by IWK? 4. Can I apply for rationalized sewage treatment plant/network pump station l and for redevelopment? 5. Can I request to use part of sewerage land for rumah ibadat, commercial plot etc? 6. District Can District Officer/Land Administrator had requested an exemption from providing sewerage reserve for Rancangan Kampung Tersusun. Is this allowed? 7. Can I rent/lease public sewage treatment plant/network pump station reserve land for agriculture/commercial purpose? 8. Can land area for sewage treatment plant be reduced if the proposed system can fit in? 9. What is the land area requirement for a network pump station?

HAZOP Requirement
1. Why does basement sewage treatment plant/network pump station need to undergo HAZOP study? 2. Are all STP required to carry out HAZOP study?

Inlet Work
1. Where is the most suitable location in the inlet chamber to install a flow meter? Can it be installed after the primary mechanical screen? 2. For what size of STP should I provide a motorized penstock? 3. Where would be the best position to place the penstock for upstream flow? 4. Where should I locate the overflow pipe and what pipe size should I use?

Pump Sump
1. Can the sewage from one network pump station be pumped directly to the secondary chamber of a sewage treatment plant? 2. Do we need to install a flow meter at network pump station if it is pumped directly to the secondary chamber? 3. Where should I locate the flow measurement for the inlet pumping station? 4. Can I use precast inlet pump sump for network pump station or Small Sewage Treatment Plant (SSTS) < 150 PE?

5. For wet well design, should I follow equipment installation as per MSIG Volume IV, Figure 4.5? 6. Do we need to provide low alarm level in a network pump station design as it is not shown in MSIG Volume III but shown in MSIG Volume IV? 7. Is an air release valve required for all force main pipes? Is it possible for the air to be released out when the pump is still running? 8. The requirement of a wall-mounted control panel is not mentioned in the MSIG. Can I use a wall-mounted control panel in the control room? 9. What is the minimum approved dimension of wet well? 10. What should be the distance between pumps placed in a wet well? 11. Is cooling jacket a standard specification for all types of pump?

Grit & Grease Chamber

1. What is a mechanical removal system for grit and grease tank? 2. What type of structure to be used for grit & grease chamber of small STP? 3. What is the minimum retention time of grit chamber for a small STP? 4. What type of grit removal chamber can be used for PE above 5,000? 5. What is the cut-off PE for a manual interceptor grease removal system and when must I adopt a mechanical grease removal system?

Biological Tank
1. Can I install a by-pass from the balancing tank to upstream unit process instead of downstream unit process? 2. Why is anoxic tank required for a small STP (<500PE)? 3. Should the opening from anoxic tank to aeration tank be placed on top or at the bottom of the tanks? 4. For small sewage treatment plant, is aeration needed for sludge holding tank? 5. If the total PE is between 5,000 PE to 10,000 PE and surface aerators are being used at the aeration tank, do we still need to provide 3 unit blowers (2 duty 1 standby @50% each) just to facilitate air at the grease chamber for lifting of scum and sludge holding tank for well-mixing? 6. Can the tank structure height exceed 1.2m above ground? 7. Can the tank volume be divided by the numbers of tanks for intermittent fill SBR? 8. What is the meaning of fill volume (Vfill) for continuously fill and intermittently fill in MSIG Volume IV, Table 5.16? 9. What does substrate in MSIG volume IV, Table 5.13 (page 112) and Table 5.16 (page 119) means? 10. What kind of hybrid system can be used for treating sewage? 11. What is the required treatment capacity for a temporary treatment plant? 12. What are the requirements for a covered and buried treatment plant? 13. If sewage treatment plant is more than 5,000PE, can it be built in a single module? 14. For phase developments, can the access road to sewage treatment plant/network pump station be temporarily laid using compacted crusher run due to anticipated road damage by construction vehicles? 15. What is the difference between module and train for a sewage treatment plant? 16. Can I build one train for each module if the sewage treatment plant is built in phases? 17. Can cast-insitu treatment plant be designed using a single aeration tank concept, similar to FRP plant of 1,000 PE?

1. What type of flow meter to be used for RAS/WAS/conduits?

Sludge Holding Tank & Sludge Drying Bed

1. Can a sludge drying bed be exempted if there is a nearby Mechanical Dewatering Unit (MDU)?

2. Should sludge holding tank still be designed for 30 days storage if sludge drying bed is provided? 3. Should Volatile Suspended Solid (VSS) reduction be considered for the sizing of sludge holding tank? 4. Am I required to design both sludge holding tank and sludge drying bed for a sewage treatment plant? 5. Can the scum be returned to the sludge holding tank? 6. A gantry with motorized hoist is arranged to allow items to be projected on a 1.2m truck tray and positioned at 2m above road level truck tray for an equipment weighing more than 250kg. However, when a roller shutter is used, this affects the gantry. What measures can be taken to solve this issue?

Disinfection Chamber
1. Can I use air lift to replace drainage pump to drain out effluent at disinfection chamber? 2. Disinfection chamber for small STP seldom being used, as a result, it becomes a mosquito breeding ground. Can it be exempted?

Discharged Point
1. Can emergency overflow from sewage treatment plant/network pump station be discharged into retention pond? 2. Can I discharge sewage treatment plant effluent into a retention pond? 3. Where should I discharge effluent if there is no proper final discharge point? 4. Can the effluent from refuse chamber be channeled into manhole/sewer pipes? 5. Can the discharging effluent from STP be channeled to a detention pond? 6. In case of non-availability of monsoon drain, can effluent discharge from STP be channeled into JPS detention pond?

M&E and Lifting Device

1. Since details of M&E requirements are not clearly stated in the MSIG, where else can I refer to? 2. What is the difference between the Early Warning System (EWS) requirements for item no. 2a and 2c from MSIG Volume IV, Table 4.5.10? 3. Is the selection of A-frame or I-beam frame based on PE?

Sewer Pipe
1. Can sewer pipes be laid across open area, e.g. playground, open space (kawasan lapang)? 2. What is the definition for smooth masonry stated in MSIG Volume III, Table 2.4? 3. Can sewer pipes be laid across a TNB/JPS reserve area? 4. What is the minimum vertical and horizontal distance between sewer pipe and water mains? 5. Can I design using 150mm diameter pipe size if the design calculation is adequate even though the minimum size stated in the checklist PDC2c is 225mm diameter? 6. Im doing utility mapping (scanning and CCTV) to locate the existing sewer pipes/manholes. Will IWK share the cost? 7. What is the minimum criteria for sewer pipe length in order to conduct CCTV inspection? 8. Can I design the sewer pipes for more than 100m distance between manholes? 9. Why do we need to check the sewer design based on Manning Coefficient using both good and bad condition? 10. Does the Contractor required to get the permit for road excavation/pipe jacking although the sewerage approval already obtained from IWK? 11. What is the minimum backlane width required to lay sewer pipes? 12. What is the standard bedding for HDPE pipes? 13. If the flowrate is small and the velocity of the designed force main falls below 0.8m/s, can we use pipe sizes below 100mm? 14. Is the force main velocity range of 0.8 3.0m/s applicable to Hazen-William equation? 15. How will the sewage be removed if the discharge pipe is situated below the invert level?

16. Which k value (roughness coefficient) should I use to design sewer pipes? 17. I would like to connect to existing manhole but cannot comply to design velocity as per MSIG volume III requirement? 18. Is duckfoot bend required for drop manhole? 19. Why is there a different requirement imposed for 900mm and 1000mm for back drop manholes when the difference of 100mm is not that significant?

Vacuum System
1. Is there a special requirement for handing over vacuum system apart from what is stipulated in the MSIG?

CF conditions/ CCC conditions

1. What are G14 and G15 forms? Who should fill up the forms? 2. Can a project with temporary private STP be given a CFO/CCC?

Asset Handover Requirement

1. What are the documentations needed pertaining to handing over of land for sewage treatment plant/network pump station?

Bank Guarantee
1. Where can I get the latest format of bank guarantee for Performance Bond? 2. Can I change the sentence/wordings in the bank guarantee if the bank advice me to do so?

SCC Policy
1. Can Developer who revive/rescue an abandoned project be exempted from paying Sewerage Capital Contribution (SCC) if the proposed development is to be connected to public sewerage system?

Other Requirements
1. There are two different sets of noise level requirement, i.e. MSIG Volume IV and DOE. Which one should I follow? 2. Is there any requirement or guidelines for installing odor controlling system? 3. What is the requirement for installing water meter at sewage treatment plant/network pump station before CF/Handover stage? 4. MSIG allows for the sewage treatment plant to be designed to meet Standard A or Standard B, subject to DOE requirements; however standard approval conditions stated Standard A only. Why is that so? 5. Who should obtain Certificate of Installation from DOSH, is it System Supplier, Qualified Person or Service Licensee?

Letter of Release
1. When is the Letter of Release from previous Consultant required?

1. Can I use gratings on the opening of a covered/buried STP? 2. What is the clear working space recommended for an equipment?
