WYNN WOOD HOMEOWNERS ASSOCIATION


GENERAL MEMBERSHIP MEETING
JANUARY 20, 2009

The meeting was called to order by President Virginia George, followed by the Pledge of
Allegiance and the invocation. A motion to dispense with the reading of the minutes from the
November meeting was made by Alan Parker and seconded by Janice Watkins. The minutes,
which were made available to those in attendance, were approved as presented.
Jennie Prettyman, Treasurer, gave the financial report, which was accepted following a
motion by Al Jessen, seconded by John McGurney. Motion approved.
Members extended a welcome to new resident, Greta Strider.
Awards for the holiday decorating event were presented to Joe McNasby in the Childrens
theme category, to Donald and Janice Watkins for the Religious theme category, and to both
Frank Austin and Terry Banning, who tied in the Overall Beauty category.
Donald Watkins asked that early morning walkers or late evening walkers wear reflective
clothing so that they are seen more easily by drivers.
The president reported that she had contacted the Strine group to follow up on our request
for compensation for our expenses in reactivating the well at Pond 1. Derek Strine said he had
spoken with other members of the group. They stated that they are currently trying to recoup
half of the cost of installing the brine drains from Culligan. As a result we probably will not see
any reimbursement from them.
Bill Vancak inquired about the approximately $8000 that was repaid to Strine when the
Homeowners Association was established. Jenny Prettyman said that there is no paperwork on
the subject. Bill responded that Board members who were serving at that time should be asked
about the issue.
Mrs. George then gave a recap of items which were addressed in 2008:
Pond problems, hiring a new attorney, work accomplished by both the
Beautification and Welcome/Hospitality committees, two yard sales, community cookout, home
decorating contest, and the enhancement of the community website. She acknowledged the work
originally begun on the website by Al Turner and enlarged and enhanced by Dan Brown.
Mrs. Prettyman presented the 2009 budget. Chuck Norgan questioned the interest item
amount since this fluctuates. Jennie stated that this is an approximation based on past
experience. John McGurney asked about line item two, which is the same as last year. Al
Turner asked if we are employing Gumpman Landscaping again this year. Gumpman has been
awarded the contract again, as his bid stayed the same and we are very pleased with his work and
his response to any problem which arises. Gumpman will also maintain the three ponds. Alan
Parker made a motion to accept the proposed budget, seconded by Donald Arms. Motion
approved.
Nominations were then requested from the floor for open Board positions. No resumes
were received prior to the meeting. Paul George nominated Donald Watkins to fill the position
of 2nd Vice-President. Al Turner seconded the motion. Mr. Turner then nominated Virginia
George to the office of president. She has been serving as president since April 2008 when that
office was vacated. Al also nominated Harry VanBenschoeten to fill the office of 1 st Vice-
President. John McGurney seconded both nominations. Since there were no other nominations,
the three nominees were elected to their respective positions.

A "Wynn Wood Walks" project was proposed to the community. This would involve
naming a recipient of funds that would be raised via pledges to walk participants. Two possible
recipients are State Police barracks 3, with the money used to purchase a defibrilator. The other
would be a fund set up to assist military families. We need someone to come forward to
organize the event if it is to occur.
Another proposed event would be an arts and crafts day. Booths or tables would be set
up in a central location such as a common area. Residents and their guests would be able to
enjoy seeing arts, crafts and hobbies demonstrated by other residents. This event, too, would
need someone to organize it.
A discussion developed about trash being thrown around the entrance to Wynn Wood.
Charles Scarborough asked if a trash receptacle might be placed near the entrance. He is to be
thanked for his continued efforts to pick up trash along Route 15. Al Turner stated that trash is
often picked up by walkers as well. The president said that she will investigate the possibility of
placing a trash receptacle near the entrance.
John McGurney related his recent experiences with the county while applying for
approval of plans to put an addition on his home. Del-Dot has made some changes involving
additions made to manufactured homes. They now require either an engineer or an architect to
review the plans prior to approval, thus driving up the cost. John also noted that Jody Sweeney,
who was recently elected to Levy Court, is willing to work with us on issues impacting Wynn
Wood. Annexation remains an issue to keep an eye on for possible future developments. Joe
McNasby stated his belief that the state of Delaware can override county building codes. John
McGurney says he is willing to serve as liaison between Levy Court and Wynn Wood.
The president adjourned the meeting following a motion by Alan Parker, seconded by
Frank Austin.
