CONSTITUTING THE NAGA CITY PROJECT MANAGEMENT TEAM ON THE LOCALIZATION OF THE COMPREHENSIVE JUVENILE INTERVENTION PROGRAM WHEREAS, the City of Naga has been chosen as one of the pilot areas for the localization of the Comprehensive National Juvenile Intervention Program, being a recipient of the Seal of Good Housekeeping Award and as Hall of Famer for Child Friendly LGUs, by the Juvenile Justice and Welfare Council, an inter-agency council tasked to ensure the efficient and effective implementation of Republic Act No. 9344; WHEREAS, as a result of this move, the City of Naga entered a memorandum of agreement (MOA), with the Department of the Interior and Local Government, Department of Social Welfare and Development and the Juvenile Justice Welfare Council in the development of community-based programs for intervention, diversion and rehabilitation; development of new social technologies; and enhancement of existing programs and strategies in handling children in conflict with the law (CICLs); WHEREAS, as stipulated in the said MOA, there is a need for the City of Naga to constitute a Team that will take the lead in the development of a local comprehensive juvenile intervention program; NOW THEREFORE, I, JOHN G. BONGAT , Mayor of the City of Naga, by virtue of the powers vested in me by law, do hereby order the following: Section 1. The Naga City Project Management Team on the Localization of the Comprehensive Juvenile Justice Welfare Intervention Program is hereby constituted to be composed of the following: Chairman Vice-ChairmanMembers City Mayor DILG City Director City Social Welfare and Development Officer Department of Justice Office of the City Prosecutor City Director of the Naga City Police Office City Budget Officer City Schools Division Superintendent City Planning and Development Coordinator City Population and Nutrition Officer President of the Liga ng mga Barangay President of the Sangguniang Kabataan Federation Public Safety Officer City Health Officer City Treasurer Naga City Peoples Council Youth Sector Representative

City Public Information Officer Naga City Peoples Council representative Child Representative Section 2. The Team shall have the following functions and responsibilities: a. Formulate a Juvenile Justice Information System that will allow the city government to regularly update the local profile of Children-in-conflict with the law (CICL) and Children-at-risk (CAR) in the city; b. Design a Comprehensive Juvenile Justice Intervention Program (Program) containing programs and strategies that are relevant and responsive to the diverse needs of CICL and CAR population; c. Ensure that the Program design is aligned with the Comprehensive National Juvenile Program Framework as developed by Juvenile Justice Welfare Council; d. Submit the Program in a manual form to the Sangguniang Panlungsod for adoption and to the Naga City Council for the Welfare and Protection of Children for implementation; Section 3. In pursuance of the foregoing, the Team may call upon the assistance of any government agency or instrumentality, including government-owned and-controlled corporations as well as existing inter-agency structures, as may be necessary. Nongovernmental organizations and private entities are urged to assist and support in the preparation of the Program. Section 4. The amount necessary for the formulation of the program shall be charged against the appropriations for the Child-Friendly City Support Fund under the Special Purpose Appropriations. Section 5. This Executive Order shall take effect immediately. Issued this 17th day of June, Two Thousand and Thirteen at Naga City, Philippines.
