Past hurricanes teach county how to prepare
By SHANNON CAULFIELD
The Moorestown Sun
Hurricanes Sandy and Irene
taught Burlington County how to
prepare for the unexpected when
it comes to serious weather.
The Atlantic hurricane season
lasts from June 1 to Nov. 30, and
New Jerseys tropical storm activ-
ity runs typically from August
through late October, according
to the New Jersey Hurricane Sur-
vival Guide.
Hurricane Irene hit the state in
August 2011, and Sandy was a
late-season storm, making land-
fall at the end of October.
According to Kevin Tuno,
Burlington County Office of
Emergency Management coordi-
nator, Hurricane Irene had a larg-
er impact on the county com-
pared to Sandy, which affected
communities closer to the bay, in-
cluding Bass River and Washing-
ton Township.
The biggest thing is promot-
ing more of an awareness to resi-
dents, Tuno said, adding resi-
dents need to heed warnings and
properly prepare for a serious
weather event.
Make a plan, prepare a kit
When the Weather Channel
and local news stations begin
broadcasting the possibility of a
hurricane, go over your emer-
gency plan.

Moorestown Council approved
change orders for the town hall
and library project and the North
Church Street Recreation Center
renovations totaling approxi-
mately $45,000.
According to Greyhawk con-
struction manager Rob Notley,
the changes to the town hall and
library would cost the township
an additional $27,179, having no
affect on the budget.
The cost of the total project is
$11.9 million with a built-in con-
tingency of approximately
$555,000. Change orders to date
on the project total $75,668, Not-
ley said.
We are currently within the
budget of this project, Notley
said.
Per request of a code official,
an additional sink and plumbing
had to be added to the womens
bathroom at a cost of $3,400. Not-
ley said a majority of the cost is
labor.
Since the project is public con-
struction, its required to pay pre-
vailing wages set at $90 per hour.
Its fairly reasonable given the
market, Notley said.
The highest cost change for the
town hall project is the UV treat-
ment on a 25-ton roof unit, which
would cost approximately
$14,072, slightly more than what
it would cost to treat the smaller
unit planned for installation.
Notley said the library board
was concerned that if treatment
were not applied, the new facility
might run into mold formation
and odor caused by microbial
contamination.
This is essentially an insur-
ance policy, he said, adding the
treatment will be performed but
there is no guarantee it would be
successful.
The remaining change orders
include $2,366 to change the size

Residents should put
together disaster kits
According to the hurricane
survival guide, get together with
your family and create a commu-
nications plan ahead of time.
Keep a written record of all im-
portant phone numbers and des-
ignate an individual outside the
state to serve as a family point of
contact. Make sure family mem-
bers know who this person is and
how to contact them. After a dis-
aster or evacuation, all family
members should make contact
with the designated individual.
Try choosing a certain time for
everyone to check in.
Additionally, a family should
have a kit prepared. Build it up
over a period of time, Tuno rec-
ommends.
You can go online to a number
of different locations and find
kits already made, Tuno said.
By the time youre done, youll
be well prepared, especially if
you need to stay in your home a
number of days.
Visit Ready.gov and search dis-
aster kit for checklists to help pre-
pare.
Preparing your home
Tuno suggests residents have
supplies on hand for a minimum
of 72 hours.
At this point, I suggest dou-
bling that, Tuno said. You
should have nonperishable food,
food that you may not have to
cook if you lose electricity and
have an electric stove.
Additionally, there needs to be
enough water, one gallon per per-
son per day, in the event water
supply becomes unavailable, es-
pecially in rural areas.
Most of the time, water con-
tamination happens because
theres failure to water treatment
plants or in a rural area when
wells in the yard get flooded out,
Tuno said. You have a possibility
of your well being contaminated
by the septic tank.
He advises residents to boil
water and be aware of water advi-
sories. If residents are forced to
boil water, be sure to do it for 10
minutes.

Moorestown Board of Educa-
tion and Moorestown Education
Association representatives met
last week with a mediator, at-
tempting to settle contracts that
expired June 30.
According to board member
Kevin OSullivan, the negotia-
tions lasted six hours and both
sides moved a little on salaries,
but did not come to an agreement.
The BOE is committed to hav-
ing a fair settlement that is finan-
cially sustainable for the district
going forward.
The issues are still health
care, salaries and contract lan-
guage, OSullivan said.
Due to the mediators availabil-
ity, the next meeting is scheduled
for Oct. 2.

N
ew Jersey is a gambling state.
Always has been even before
Resorts International opened
its doors as the first legal casino in At-
lantic City in 1978.
Weve had gambling politicians,
gambling speak-easy owners and gam-
bling residents from the beginning.
We embrace the culture.
Atlantic City, to us, isnt some for-
bidden place where only degenerates
and low-lifes go to satiate a fix. Its a
place where adults, young and old, go
to stay and play.
Casinos are part of our upbringing.
Whether we frequent them or not,
theyre always in our minds. They
highlight the skyline of the coast and
hog a significant portion of our news.
So its no surprise that New Jersey
wants more.
This year, gaming in the state will
enter a new dimension when a ban on
internet gambling is lifted. 888 Hold-
ings, a London-based gaming compa-
ny, will provide its technology to Cae-
sars Interactive Entertainment and
will also launch operations under its
own brand later this year.
The company is doing the same in
Nevada and Delaware, two states,
which maybe not coincidentally
have the other thing that New Jersey
wants: Sports gambling.
Just last week, Congressmen Frank
LoBiondo and Frank Pallone hit the
campaign trail for sports gambling
in Atlantic City, professing the need
for two bills they re-introduced in Feb-
ruary.
Theres a federal ban on the practice
in states not named Nevada, Delaware,
Oregon and Montana, but these legis-
lators and others in the state are
hoping to overturn that law. The Third
Circuit Court of Appeals is currently
hearing an appeal regarding it.
Legal and gaming experts say they
feel fairly certain that, at some point,
the federal law will be overturned and
sports betting will be legal in New Jer-
sey. We cant wait for that day. Not be-
cause we want to place a sports bet
legally at a window in Atlantic City,
exactly, but because it will finally help
end the hypocrisy around the discus-
sion.
Millions, maybe even billions, of
dollars are being bet on sports in this
country every year, most of it illegally.
Why its OK to do so in Nevada, or as
close as Delaware, and not New Jersey,
is beyond our comprehension.
If we can have casinos that are high-
ly regulated by an independent agency,
why cant we also have betting on
sports? Its a practice that makes sense
to legalize, tax and control.
Ready to gamble (some more)
Now is not the time for New Jersey to fold em in fight for more gambling

Cat and Dog Days of Summer

have been reduced from $45 to $20.
The shelter provides spayed or neutered

ling the countys animal population.

Food and medication for pets should
be on hand during natural disasters
and flashlights should also be
available.
You should also have extra
batteries on hand for any items
other than flashlights or radio if
the kids have something that
needs to be charged, Tuno said.
According to Tuno, various
stores sell items to keep phones
and other electronics charged
through a hand crank.
Keep extra medications on
hand or get some immediately
through a doctor or pharmacist if
you have the ability to, Tuno
said.
Shelter preparation
Burlington County shelters
hosted approximately 400 people
from Ocean County, most of
whom came without dry clothes,
towels or toiletries due to flooding
and the emergency situation.
Most shelters dont come
equipped with towels or clothes
for people, Tuno said. Luckily
we were able to get towels and
warm clothes for the people that
came. We got some towels from
correctional facilities and hospi-
tals the next day.
Tuno notes its hard to be sure
if there are going to be cots or
blankets and pillows.
We suggests blankets, pillows,
medications, personal hygiene
and a change of clothes, Tuno
said.
Additionally, come with snacks
and bottles of water in case food
and water havent arrived yet.
Elderly, pets
Dont forget about the elderly
and your pets.
If the storm is touted to be se-
vere for this area, family mem-
bers, if you have elderly, should
convince them to stay with you
until the storm is over, Tuno
said. They should bring whatev-
er they need medicine wise to be
self sufficient for a number of
days.
Pets need a plan as well. Be
sure to have a supply of food and
medication on hand.
If you have a pet and have to
go to a shelter, make sure its pet
friendly, Tuno said. When we
establish shelters here in Burling-
ton County, we have certain shel-
ters as pet friendly shelters. You
may not be able to be with them
overnight, but we allow them.

of steel angles supporting win-
dows, $696 to install seven higher-
rated doors and $6,629 to increase
the slope of solar panels for the
hot water heater, which would
pay itself off in the next four to
five years due to savings in utility
costs.
Architect Rick Ragan said
change orders for the recreation
center improvements include
$13,000 to paint the gym, $3,239 to
change door locks, $2,129 for
hand dryers in bathrooms and a
deduct of $125 for demolishing a
portion of the basement wall.
In other news:
Council approved the first
reading of an ordinance that lim-
its political contributions by pro-
fessional business entities.
According to township solici-
tor Anthony Drollas, the ordi-
nance would increase the report-
ing requirements so any contri-
bution must be reported.
The maximum contribution
for professional business entities
to council candidates would be
changed from $300 to $2,600, from
$300 to $7,200 made to township
party committees, and from $500
to $7,200 made to political action
committees.
Mayor Stacey Jordan said this
move is an attempt to create
more political transparency in
the township and make the regu-
lations more in line with what
might appear statewide.
After witnessing inconsisten-
cies in Birdsall Service Group, a
Monmouth County-based engi-
neering firm that disguised polit-
ical contributions as personal
contributions made by the firms
employees, Drollas said state Sen.
President Stephen Sweeney and
Gov. Christie settled on a biparti-
san agreement saying that politi-
cal contributions are haphaz-
ard and should be regulated
statewide.
Councilman Greg Newcomer
abstained from the vote and said
he did not have enough time to
review the ordinance changes.
The second reading of the or-
dinance will take place at the
next meeting on Monday, Aug. 19,
at 7:30 p.m. in Moorestown High
Schools IT Room.
Council also discussed the
possibility of installing a right
turn lane at the intersection of
West Second and North Church
streets.
According to engineer Jim
Ruddiman, a turn lane could be
installed but its recommended to
be done after the town hall and li-
brary are completed and the
plans for the old library are final-
ized.
The approximate cost of the
project is $172,000 for construc-
tion of the lane, removal of side-
walks and concrete, storm
drainage modification and relo-
cation of the turn signal.
Although the turn lane is pos-
sible, there are gridlock issues
in that area, which may cause the
traffic to be only slightly im-
