This question is of great importance to the stakeholders, educational and training


institutions, regional leaders and the citizens of this community. Windsor-Essex is
experiencingafundamentaleconomicchangethatisemphasizinginnovationandprogress
within the sectors in the region. It is crucial to know where growth is likely to be in the
next 3 to 5 years in order to develop education and training plans for the workforce of
Windsor-Essex.
Workforce WindsorEssex analyzed a variety of statistics to speculate which occupations
would be experiencing a high rate of retirement in the next 3 to 5 years, combined with
business growth of the various sectors. After the data was collected, Workforce
WindsorEssexinterviewedapproximately50employers,associationsandstakeholdersto
confirm these occupations would likely be in demand within the next 3 to 5 years.

INTRODUCTION
This is an exciting time for Windsor-Essex. We are cuiiently unueigoing a
stiuctuial tiansfoimation (Workforce WindsorEssex, 2011). The jobs of
yesterday are not going to be the jobs of tomorrow. As technology is
advancing, each sector within Windsor-Essex is embracing this progression
and seeking to find new and innovative ways to incorporate technology. This
has changed the occupations in Windsor-Essex, as employees now, need to
understand and be able to use these new technologies. We face an
unprecedented urgency to ensure that our economy is diversified and
sustainable. This means we must create a resilient workforce. In order to
createandfosterthisworkforce,weneedtoanswerthesequestions:Whatare
the jobs of tomorrow in Windsor-Essex? What training or education is
requiredtosecurethesejobs?
Our mission is to support the development of a strong, sustainable local
economyandworkforceby:

x Facilitatingstrategicinvestmentineducation,trainingandemployment
opportunities.
Workforce WindsorEssex identified approximately 50 occupations within 9
sectors that are likely to be in demand in the Windsor-Essex region for the
next3to5years.Thisreportprovidesinformationonthespecificsectorand
related occupations that are projected to likely experience growth through
increased demand. You can use this report as a tool for education planning
and/ortraining.

LOCALLABOURMARKET&REGIONALCONDITIONS

Windsor-Essexwasdramaticallyimpactedbytheeconomicrecessionof2008.
Due to the heavy reliance of the Windsor-Essex economy on the automotive
manufacturing industry, Windsor-Essex hau one of Canauas highest
unemployment rates for over two years. However, through the efforts of
government, private, community organizations and active citizens, Windsor-
Essexhasbeenreboundingfromthedepthsoftherecession.
Therehasbeenanoverwhelmingcallfromcitizens,businessandgovernment
to diversify the economy in Windsor-Essex and fully utilize the skills and
talent that are available locally. There has been a trend in Windsor-Essex to
attractavarietyofbusinessesthatrepresentvarioussectors.Inline withthe
national trend, Windsor-Essex is also experiencing the shift towards a
knowledge-based economy (The Canadian Chamber of Commerce, 2010).
Thereisanemergingtrendofplacingemphasisonattracting,developingand
retainingaskilledworkforce(Miner,2010).
Currently, there is a feeling of optimism in Windsor-Essex. In their
Metropolitan Outlook, the Conference Board of Canada predicted that
Windsor will experience the greatest growth of any other metropolitan area
in Canada in the next year (Arcand, Lefebvre,McIntyre, Sutherland,& Wiebe,
2011).Also,thenumberofpeopleleavingWindsor-Essexisexpectedtoslow.
Thisisanimportantprediction,asoverthepastfewyears,Windsor-Essexhas
experiencedahighrateofpeopleleavingtheregion,manyhavetheskillsthat
willbeneededintheregioninthenearfuture.
Windsor-Essex was also named one of the top Seven Most Intelligent
Communities by the Intelligent Community Forum. The progress made in
Windsor-Essex will hopefully continue into the future, creating exciting
opportunitiesforcitizensandthoselookingtomovetotheregion.

WorkforceWindsorEssexexaminedavarietyofstatisticstodetermine:
1. Whatjobsarelikelytobeexperiencingahighnumberofretirementsin
thenext3to5years?
2. What sectors or industries have experienced growth in the last 3 to 5
yearsintheregion?

Through answering these initial questions, Workforce WindsorEssex


conducted over 50 formal and informal consultations and interviews with
businesses, industry associations and educational institutions to confirm the
findingsprovidedbythestatistics.Byspeakingtotheseindividuals,additional
occupationsthatmaynothavebeendiscoveredinthestatisticswereidentified
and considered within this report. We asked employers these general
questions:
1. Doyounoticecertainoccupationsfacingahiringshortage?
2. Doyounoticecertainoccupationsfacingahiringshortageduetolackof
requiredskillsandeducationinWindsor-Essex?
3. What do you perceive to be the promising occupations within your
organizationorsector?
4. Withinthenext3to5years,doyouseeyourorganizationexperiencing
agrowthinhiringpractices,aplateauordecline?
5. Have you experienced any difficulty in recruiting people with specific
skillsorqualifications?
6. Do you foresee additional training being required to prepare those
individualsseekingemploymentwithinthesector?
7. Whatadditionalcommunitysupport,actionsorinitiativeswouldensure
astrongerandmostcapableworkforce?

Age: Approximately 38.7% of the population in Windsor-Essex is 45 years
old or older (Statistics Canada, 2007). With an aging population, this will
haveseveralimportanteffectsontheworkforceofWindsor-Essex,including
increased demand for health services by this population and an expected
higher retirement rate within certain occupations in the next few years.
These two trends were considered when identifying the promising sectors
andoccupations.
x The aging population and expected high number of retirements
means that theie will be fewei anu fewei people in the laboui foice
(Miner, 2010, p. 3), which will have to be addressed through talent
attraction,immigration,increasedproductivity.
x The Canadian Chamber of Commerce found that with the aging
population, there is likely to be positions available in skilled trades,
professional and management positions (The Canadian Chamber of
Commerce,2010).
Thegraphbelowillustratesthehighnumberofpeopleexpectedtoretirein
the next ten to twenty years. While this does seem like a problem for the
distantfuture,thereareseveraloccupationsthatarelikelytofaceashortage
in the next 3 to 5 years, and that shortage will likely become more
pronouncedoverthelong-term.

likely to be in demand as well as the educational options that are available in
ordertoattaintherequirededucationandtraining.

Historically, the agriculture sector in Essex County was very important to the
regional economy. This is still the case today. Essex County is home to the
highest concentiation of vegetable gieenhouses in Canaua (Ontario
Greenhouse Vegetable Growers, 2006). Windsor-Essex also has the longest
growing season in Canada which allows companies in the sector to grow a
varietyofcropsandproducts.Theagriculturesectoremploysalargenumber
of people in the iegion Essex County has almost uouble the numbei of
workers in agriculture-related occupations compared to the rest of the
piovince(WEEDC,2011).
There have been a number of announcements over the past year regarding
greenhousesbeingconstructedorexpanded.Thereisacurrentemphasisona
high skilled workforce within the sector as technology and equipment are
becoming more complex. In addition to greenhouses and farms, Windsor-
Essexisalsohometoover15wineriesthatgrowgrapesandproduceaward-
winning wine. The variety of industries within the sector allows for various
employmentopportunities.

Withinthelast few years,creative industries,which includes information and
communicationtechnology,hasbeengrowinginWindsor-Essex.Anumberof
newcompanieswithafocusoninformationandcommunicationtechnology
havelocatedinWindsor-Essex.Thegrowthofaudioandvideoemployment
in the region is occurring at a much fastei iate than 0ntaiio as a whole
(WEEDC, 2011, p. 32) Theie aie ovei fiims in the Winusoi-Essex
iegion involveu in the softwaie anu computei seivices inuustiy(Workforce
WindsorEssex,2011,p.33).
There are social media marketing firms, mobile application development
companies, IT infrastructure specialists, and graphic design companies that
have recently established themselves in our area. Our region also offers art
galleries, a symphony, dance companies, and theatre companies. The
University of Windsor has announced that it will be moving the School of
Visual Arts and the School of Music to the downtown core of Windsor. This
will strengthen the connection between students in these faculties and the
creative community in Windsor. Through additional announcements and
localbusinessgrowth,thissectorislikelytoexperiencegrowthinthenext3
to5years.

QUICKFACTS

distributed. There is a large percentage of individuals over the age of 45,
with the second largest age group being 35-39. On top of the aging
population, there is likely to be an increased demand for certain high-

Several publications and studies have forecasted that the construction sector in
Windsor-Essex will likely experience growth in the next several years. 0utput of
Winusois constiuction sectoi expanueu an estimateu peicent in the
laigest iise on iecoiu (Arcand et al., 2011, p.4). There have been a number of
small and large scale construction projects announced in Windsor-Essex that
areslatedtobeginoverthenextyearandlastforonaverage2to3years.
Theonemajorconstructionprojectthatwillresultinjobcreationinourareais
the Windsor-Essex Parkway. The technical director, of the Windsor Essex
MobilityGroup,MichaelHatchellfoiecasts that between anu puie
constiuction jobs will be cieateu by the Paikway mostly foi heavy equipment
operators and labouieis (Vander Doelen, 2011). This project will offer
opportunities for those in the heavy construction sector. Other announced
projects such as the Southwest Detention Centre, the Aquatic Centre, schools
and long-term care facilities will offer opportunities to the Industrial,
CommercialandInstitutionalConstructionSector.Thereisalsothepotentialfor
growth in the oil and gas industries within the sector as oil is being extracted
fromcertainareasinEssexCounty.

PROFILEOFSECTOR
The organizations in the education sector in Windsor-Essex are some of the
largest public employers in the region. Windsor-Essex is home to four school
boards, two community colleges, a number of private career colleges and one
university. Some of these organizations will be hiring a variety of positions in
the next several years due to projected high retirement rates. At the post-
secondary level, programs are being expanded and introduced and new
instructors will be needed. The Windsor Essex Economic Development
Corporation forecasts that there is likely to be growth in post-secondary
educationinstitutions.

PROFILEOFSECTOR
Thehealthsciencessectorisprojectedtogrowasitwillexperienceofnumber
of retirements in certain occupations and an increase demand for health care
services. This phenomenon is sometimes referred to as the silvei tsunami
which means that the demand for health care services from seniors will
increase,andthereareconcernsthatthehealthcaresectordoesnothavethe
resourcestoadequatelyaddressthisneed.Overthelastfewyears,therehas
been an emphasis on recruiting health care professionals to Windsor-Essex.
Therehasbeenashortageofdoctorsandnursesinthisregionoverthepast
few years. Windsor-Essex has a lower number of physicians than the
provincialaverage.However,stepshavebeenmadetoimproveandaddress
this shortage. Once here, the retention rate of doctors within the region is
good, resulting in many doctors choosing to stay and develop their practice
in Windsor-Essex. With the introduction of the Schulich School of Medicine
andDentistryin2008,acompletemedicalprogramwasdevelopedinhopes
of attracting medical professionals to the region. There are a variety of
occupations in the health care sector that are projected to be in demand in
thenextseveralyears.

According to WEEDC, Windsor-Fssex is one of tbe most monufocturinq
intensive reqions in ConoJo(WEEDC,2011,p.39).Themanufacturingsector
impacts other sectors of the Windsor-Essex economy and is seen to be
impioving anu uiveisifying Theie is an emphasis on incieaseu piouuctivity
thiough lean piocesses anu technology integiation (Workforce
WindsorEssex, 2011). The manufacturing sector in our region includes
automotive, aerospace and advanced manufacturing. The automotive
manufacturingindustryisembracingtheprogressinthesector byincluding
robotics and focusing on green and efficient processes. There are a number
of innovative companies located in Windsor-Essex who are incorporating
new technologies and processes to produce high quality products that are
shipped around the world. The manufacturing sector is not a dying sector,
ratheritisexpectedtoexperiencegrowthinthenextfewyears.
There are a number of food and beverage manufacturers that also have
large-scale world-class operations located in Windsor-Essex. These
companies develop and produce food and beverage products that are
shippedaroundtheworld.

RENEWABLEENERGY
PROFLEOFSECTOR
With the introduction of the Green Energy Act in 2009, the province of
Ontario began to promote renewable energy as a source of power for the
future. Windsor-Essex embraced this focus and began to attract and
develop renewable energy companies that manufacture, install and
maintain equipment and infrastructure to produce solar, wind and geo-
thermal energy. Currently, there are approximately 12 renewable energy
companies located in Windsor-Essex. While this is a new and emerging
sector, the skills required are very similar to the skills that are
required in the manufacturing sector in Windsor-Essex. As people
begin to explore alternative energy options, there is the potential for this
sectortoexperiencegrowthinthisregionwithinthenext3to5years.
