1. INTRODUCCIN Y OBJETIVOS.
Toda la cuenca del ro Pas, incluyendo el rea de influencia de las mareas, abarca
una superficie de 659,9 km2. En toda esta superficie se estima que viven cerca de
94000 habitantes, en su mayora en zonas llanas, riberas de inundacin y
cercanas de ros o arroyos donde la tierra es ms frtil, factor de vital
importancia para una comarca de marcado carcter agrcola y ganadero.
Los ros de la cuenca, el ro Pas y el Pisuea, con sus arroyos afluentes, poseen
en su parte alta cauces muy delimitados por paredes rocosas y perfiles de gran
pendiente, por lo que no causan grandes inundaciones, mantenindose el agua en
los cauces principales en tiempo de grandes avenidas.
En las zonas media y baja o en el estuario y en las zonas de afluencia, los cauces
poseen llanuras muy amplias y de escasa pendiente que en los periodos de lluvia
intensa, se inundan y estancan posteriormente, dejando reas anegadas que
pueden distar hasta 500 metros del centro de los ros. Un ejemplo de este ltimo
caso es la confluencia de los ros Pas y Pisuea entre Puente Viesgo y Quijano,
as como la gran vega de inundacin del ro Pas en el Valle de Toranzo y las
llanuras del ro Pisuea en los valles de Castaeda y Cayn.
Por tanto, la determinacin de la lnea de inundacin, que delimita el alcance de
las aguas del ro en una avenida en un periodo de retorno, es de extrema
importancia en estas reas para el planeamiento urbanstico, socioeconmico y
ambiental.
2. DATOS TOPOGRFICOS.
Dada la importancia de la representacin topogrfica para que el modelo de
simulacin se ajuste fielmente la realidad y se pronostique un suceso futuro, se
ha realizado un levantamiento topogrfico del terreno.
ste consta de 234 perfiles transversales del cauce y las riberas de inundacin, a
los que hay que aadir las secciones detalladas de las estructuras singulares que
existen en los cauces. Del total de perfiles medidos 98 pertenecen al ro Pas, con
una longitud media de perfil de 318.5 m, y 119 perfiles al ro Pisuea, con una
seccin media de 250 m. El resto de perfiles se repartieron entre los arroyos
Carrimont y el Magdalena.
La topografa tomada como base para la zona objeto de estudio es la
correspondiente al Gobierno de Cantabria a escala 1:5000. As mismo se dispone
del Modelo Digital del Terreno (M.D.T) con la misma resolucin y un mallado
de 10x10 m. Adems de la cartografa mencionada se ha utilizado la del I.G.N a
escala 1:25000.
El levantamiento topogrfico realizado se encuentra recogido en el Anejo
Topogrfico y en el Documento de Planos, donde se presentan los perfiles
transversales del cauce y su situacin en planta. En dicho anejo tambin se
exponen las secciones obtenidas en campo de las estructuras singulares de los
cauces, cuyas fichas descriptivas se presentan en el Apndice 4.
En la figura 1 se muestra la cuenca fluvial, hasta el lmite de influencia mareal,
objeto de estudio.
3. ESTUDIOS HIDROLGICOS.
El clculo de los caudales de una determinada avenida, dato principal para el
posterior clculo hidrulico, se aborda mediante la realizacin de un modelo
hidrolgico, que trasforma precipitacin en escorrenta. Para ello se emplea el
modelo HEC-HMS del USACE, Cuerpo de ingenieros de la armada de los
Estados Unidos, versin 2.2.2, modelo gratuito mundialmente conocido y
contrastado para este tipo de clculos. Adems se cuenta con la ayuda de la
extensin GeoHms (USACE) para Arcview con la que se han calculado
numerosos parmetros de las subcuencas y tramos de ro, adems del esquema de
clculo de subcuencas (ver Anejo Hidrolgico).
3.1. Datos hidrolgicos.
Para este estudio es necesario el clculo de ciertos valores como son la superficie
de cuenca vertiente, serie histrica de lluvias, el tipo de suelo para el clculo del
coeficiente de escorrenta.
La caracterizacin de cuenca vertiente del sistema ro Pas-Pisuea se ha
determinado a partir de la cartografa mencionada anteriormente.
La superficie de la cuenca meramente fluvial, excluyendo el estuario, para el ro
Pas es de 649 km2. El mayor afluente, ro Pisuea, con 35 Km. de longitud tiene
una cuenca de 201,00 km2. Los siguientes afluentes de menor importancia pero
tambin contemplados son los arroyos Magdalena y Carrimont con cuencas de
7.09 km2 y 17.51 km2 respectivamente.
En cuanto a la pluviometra, se han seleccionado siete estaciones pluviomtricas,
entre las 24 existentes en la cuenca del ro Pas, que se consideran representativas
de las diferentes zonas de la cuenca (alta, media y baja). Dicha seleccin se ha
basado tambin en otros criterios, que han sido la extensin de las series de datos
disponibles y el estado de funcionamiento actual de las estaciones.
El tipo de suelo se obtiene del estudio, geolgico, edafolgico y litolgico de la
cuenca.

4. PARMETROS HIDRULICOS
4.1. Seleccin del modelo hidrulico.
El clculo de los niveles de avenida en un cauce real de geometra compleja,
obliga a la utilizacin de modelos matemticos capaces de representar
adecuadamente la hidrulica fluvial.
Entre las herramientas disponibles actualmente en el mercado, el modelo HECRAS (Hydrologic Engineering Center-River Analysis System), tambien del
USACE y descrito en el apndice I, es uno de los ms habitualmente utilizados
por organismos y empresas encargadas de la gestin de los ros, por lo que sus
resultados han sido ampliamente contrastados y adems es de gratuita
distribucin y uso. Actualmente se trabaja con la versin 3.12 de 2004.
4.2.
Parmetros
hidrulicos
Caracterizacin
hidrulica
del
cauce.
Para la aplicacin del modelo descrito es necesario establecer en primer lugar las
caractersticas geomtricas del cauce, definidas con los perfiles transversales y
estructuras singulares obtenidos del levantamiento topogrfico.
A continuacin se establecen los parmetros hidrulicos del mismo que influyen
directamente en el comportamiento del flujo (nmero de Manning, coeficientes
de contraccin y expansin y condicin de contorno), tal y como se indica a
continuacin:
4.2.1. Nmero de Manning o coeficiente de rugosidad.
El concepto de rugosidad equivalente de Nikuradse permite simular la aspereza o
falta de uniformidad de los contornos de un canal. En el caso de un ro de lecho
mvil, la resistencia al flujo se puede explicar con base en la caracterizacin de la
rugosidad del sedimento que forma el cauce y en la formas del lecho.
Diversos autores han propuestos expresiones que permiten relacionar los
parmetros hidrulicos de rugosidad (por ejemplo el nmero de Manning) con el
tamao de los sedimentos y con las dimensiones de las formas del lecho
mencionados anteriormente (Van Rijn, 1989).
Asimismo, existen relaciones entre las caractersticas de los suelos
potencialmente inundables por la crecida de un ro con dichos parmetros
hidrulicos (Ven Te Chow; Hidrulica de los Canales Abiertos; 1994). Esto
permite estimar unos coeficientes de rugosidad en las riberas de inundacin que,
como es bien sabido, suelen diferir de los correspondientes al cauce de aguas
bajas.
En la cuenca del ro Pas se cuenta con informacin sobre la granulometra del
cauce en diversos puntos y con datos sobre los usos del suelo en la zona
adyacente al mismo. Por ello, se ha considerado oportuno proceder al clculo de
los coeficientes de rugosidad correspondientes utilizando dicha informacin.

5.2.1. Ro Pas
Desde el comienzo del tramo de estudio, en Bustantiga, hasta la confluencia con
el arroyo Magdalena en Entrambasmestas, se producen incidencias tanto en la
margen derecha, a la altura del Puente colgante de Ocejo, como en la izquierda,
que inunda el barrio de la Aguilera (Perfiles RS99-RS94)
Entre la confluencia del Magdalena y el Puente de Vejors, la avenida discurre
mayoritariamente por el cauce principal, producindose desbordamientos
puntuales que afectan a praderas en ambas mrgenes (RS94-RS83). Tan solo en
el barrio San Lorenzo, la lnea de inundacin afecta al parque Aniceto Pelln,
acercndose a la zona urbana (RS88-86)
Inmediatamente aguas abajo del Puente Vejors, en el parque de la Alceda de
Ontaneda, se produce la inundacin parcial de la margen izquierda en un tramo
de unos 300m (RS83-82)
El encauzamiento del Pas entre Ontaneda y el Puente de San Vicente de Toranzo
(RS82 a RS79), permite que la avenida discurra por el cauce principal.
Aguas abajo del Puente anteriormente citado, hasta Villegas, el ro se desborda
por ambas mrgenes, afectando a praderas y al punto limpio de San Vicente de
Toranzo.
En Santiurde de Toranzo se produce el desbordamiento en la margen derecha,
afectando un rea reducida. En esta misma zona, inmediatamente aguas arriba del
Puente de la Unin Deseada, la inundacin de la margen derecha alcanza la
carretera local (RS78)
En el tramo encauzado entre el mencionado Puente y la confluencia con el arroyo
Iruz, en El Soto, no se produce desbordamiento (RS78-73).
Aguas abajo de este punto (RS72), los desbordamientos se producen afectando a
ambas mrgenes.

5.2.2. Ro Pisuea
Desde el comienzo del estudio en el Pisuea, a 1500m aguas arriba del barrio San
Esteban de Selaya, hasta el Puente sito en dicho barrio (RS400 a RS382), la
avenida transcurre sin obstculos por las inmediaciones del cauce.
Pasado el Puente anterior hasta la incorporacin, por la izquierda del arroyo
Bordaln, la avenida invade los terrenos de la margen derecha, anegando una
edificacin cercana al cauce frente a la primera traviesa (RS381 a RS379).
A la altura del barrio Pesquero el agua ocupa las praderas de la margen izquierda
hasta un poco antes de llegar al Puente de la carretera vecinal Tezanos-Selaya
(RS376 a RS375).
En dicho Puente el ro se encaja fluyendo sin problemas, pero una vez rebasado
este, el agua inunda el Barrio Castaar de Selaya en la margen derecha un poco
antes de la incorporacin del arroyo Valvanuz, y la inundacin va cambiando de
una margen a otra hasta el final de este tramo en el Puente de Villacarriedo
(RS375 a RS367).

Aguas arriba del Puente de Villacarriedo, se forma una balsa al abrirse el cauce y
el agua aunque circula bien por los tres vanos del Puente, intenta evadirse por la
derecha del mismo. Aguas abajo del Puente, el ro anega las casas de la margen
derecha (RS367 a RS366).
A continuacin, el agua discurre, casi en su totalidad, por praderas de ambas
mrgenes y posteriormente alterna mrgenes en zig-zag hasta el Puente de
Brcena de Carriedo (RS366 hasta RS364).
Pasado dicho Puente el ro se encauza y tiende a un transcurrir rectilneo por los
meandros mas cortos, y forma eses a medida que estos son mas grandes hasta
llegar al Puente de la carretera que une los ncleos de Vega y Saro, mrgenes
izquierda y derecha respectivamente. Aguas arriba del puente, en Vega, inunda el
camino vecinal y las casas cercanas. Aguas abajo del mismo, sin haber
rebosamiento, pasa a anegar en Saro, hasta la confluencia con el arroyo Saro, las
casas cercanas al cauce (RS364 al RS344).
La avenida discurre por praderas de la llanura de inundacin siguiendo la
carretera CA-143 hasta salir del ncleo urbano de Vega. El puente en este punto
transcurre sin problemas la avenida estudiada (RS344 a RS340).
El ro se encaja en el valle escoltado por el bosque hasta el azud de un antiguo
molino, ahora reformado como restaurante. El cauce se abre y el agua discurre
bajo el edificio a travs de un canal y alcanzando el borde de dicha carretera
comarcal (RS340 a RS336).
Desde el azud hasta pasados los puentes del antiguo y nuevo trazado de la
carretera hacia Santa Mara de Cayn, el ro discurre encajado y sin problemas
entre los mrgenes de bosque (RS336-330).
Aguas arriba del puente peatonal, perfil RS329, el cauce se ensancha por la
derecha de la boca del puente, provocando que la zona se inunde, no llegando a
pasar por encima del camino del puente de esta margen pero s lo hace por la
margen derecha, sin mayores consecuencias.

El ro sigue la carretera entre los perfiles RS329 al RS328. En este ltimo punto
el cauce se vuelve a ensanchar, inundando un restaurante sito entre el ro y la
misma carretera CA-142, a 1200 m de Santa Mara de Cayn.
El ro sigue su curso por debajo del puente, encajndose en el cauce entre el
monte de Totero y la Cerrada de Fuentespila, y bordeando el primero de ellos
para entrar en el valle de Santa Mara de Cayn. En su entrada se expande
ocupando parte del valle afectando a varias viviendas de izquierda del ro
(RS327-RS324).
Desde este pueblo hasta La penilla de Cayn va siguiendo una trayectoria, ms o
menos rectilnea, y pasa por el puente de Santa Mara de Cayn abarcando toda
la vega de inundacin con algn problema puntual aguas abajo del mismo
(RS322 a RS312).
En la margen derecha, en el puente seguido del azud aguas arriba de la fbrica de
la Nestl en La Penilla de Cayn, se produce una retencin del agua con ligera
inundacin de la margen izquierda, permaneciendo encauzado hasta la salida de
la central (RS312 a RS307).
Desde la factora hasta llegar a Pomaluengo, pasando a la altura del ncleo
urbano de La Cueva, el ro inunda las praderas de la parte exterior de los
meandros ms pequeos y lo hace en ambas mrgenes a la vez cuando estos se
hacen ms frecuentes (RS307- RS298).
En Pomaluengo el agua alcanza las primeras viviendas cercanas al cauce y
posteriormente divide por el centro el barrio de La Muela, habiendo pasado por
el tapn formado por el puente de la carretera CA-610 direccin Colsa - San
Romn (RS297-296).
Hasta la salida de la mencionada localidad el ro inunda una extensa superficie de
pradera hasta un poco antes del puente de la carretera que lleva a Puente Viesgo,
donde se vuelve a adentrar en el cauce (RS296-291).
A partir de aqu y hasta el encuentro del Pisuea con el Pas, las aguas circulan
encajonadas entre el monte y la carretera nacional N-634 llegando a acercarse a
sta en el perfil RS282.

Los resultados del modelo obtenidos durante el proceso de clculo son el
calado, la anchura de la lmina de agua, la elevacin de la lnea de energa total,
la pendiente de friccin, la velocidad de la corriente, el calado crtico, el volumen
de agua por debajo del perfil calculado y el rgimen hidrulico en el que circula
el agua en cada situacin analizada.

INTRODUCCIN Y DESCRIPCIN
En este apndice se muestran los resultados de inundabilidad obtenidos con los caudales
de la CHN mediante el baco de diseo figura G3.1: Caudales especficos de avenidas
en funcin de la cuenca afluente y del periodo de retorno T, contenida en el documento
Proyecto de Directrices del Plan Hidrolgico Norte II y descrito en detalle en el
Anejo II.
Dichos resultados se presentan de forma grfica en los planos dispuestos al final del
Documento de planos, nombrados como Lnea de inundacin T= 500 aos. Caudales
de la CHN.
