A Military Concept to Support U.S.

Counterterrorism Policy

1. Supporting a friendly, beleaguered host government by conducting military


operations against armed terrorist groups and providing training, tactical advice,t
and other assistance for conducting protracted counter-insurgency operations
against hostile terrorist groups seeking to destabilize the nation.

2. Preventing the rise of Islamist extremist pseudo-governments in a failed state


/) jK*~T where hostilities are prevalent (for example, the rise of the extremist Taliban
v f \. regime during the civil war in Afghanistan).

3. Eliminating a terrorist safe haven by conducting a military intervention to assure a


regime change and then subsequently conducting stability operations on behalf of

4. Conducting limited ground operations in distant hostile territory to destroy armed


terrorist groups, military camps or other protected targets (for example, capturing
a key terrorist leader in a protected area, eliminating a central command and
control base, destroying a militant training facility, neutralizing a chem/bio
production laboratory, seizing CRBN weapons in the hands of terrorists, etc.)

Mounting sustained strike operations over a long duration (6-9 months) to destroy
/\X—• terrorist mobile training camps, support centers, and other terrorist targets (for
L>^ example, mounting a series of recurring stand-off cruise missile attacks and air
strikes.)

6. Tracking down, capturing or killing key terronst leaders and operators who are
residing in secure, distant sanctuaries under the protection of a militant state.

7. Disrupting terrorist cells and activities anywhere in the world on a daily basis,
where such terrorists are operating clandestiriel3rin norrnarciilian domains.

Focus of Efforts:
a. Primarily, but not exclusively, an Islamist threat
b. AQ terrorist groups as armed militants and criminals, not official military entities

The New Military Concept Needs To:


a. Identify revisions in legal authorities and^policies
^ ^' Pursue better concepts and greatly improved military capabilities ~

d. Embrace intelligence-led operations, with better methods to gain actionable ' v
intelligence
e- Design an appropriate policy decision cycle to conduct rapid operations
f- Constitute a new interagency foundation & infrastructure that is coherently joint
