Coast PTTC, AB Gorashi of the DOGGR, and the instructors for
their wonderful workshops, which attracted almost 250
participants.
YP Activities
During our short course luncheon, section members participated in
the YP Student Panel with Dr. Behrooz Fattahi 2010 SPE President
and Sam Sarem, our WNAR Director. Our two speakers targeted
young students and our Young Professional and provided feedback
on YP experiences, industry training,internships, responsibility
and challenge of work assigned, transfer opportunities,
compensation, recruitment programs, etc.
On Wednesday, May 26, during the evening, The Young Professional
group also put together a Dinner Cruise at Newport Beach Harbor
for the Student Paper Contest Awards. The night included a
relaxing and fun evening of sailing aboard the Tiki Boat. The
dinners included a delicious Persian Cuisine and we also had our
2010 SPE President present to announce the winners of the
Student Paper Contest.
Thank you Candra Janova, Katy Canan, and Aditya Varma for being
active in our LA SPE Young Professional group and your
participation at the WRM.
Scholarships
Jack Smith, Scholarship Chairperson, along with the Scholarship
committee selected the nal recipients, which are listed in our
newsletter. We had a very impressive list of applicants with high
GPAs and SPE involvement. We are very proud and

America. There were about 250
attendees for the workshops that
indicate a large progress in our
training eorts.
The workshops covered industry
and regulating agencies needs
such as Petroleum Geology, Oil &
Gas Permitting, CEQA, Thermal
Recovery, Petroleum Engineering,
Reservoir Surveillance & Flood
Mana gement , Dr i l l i ng

Engineering.

Abstract:
Crude oil is a critical source of energy to California and the nation as a whole and will remain so for
decades to come. The economic and security benets of domestic crude oil production are signicant, but
not well understood. For California, the jobs and total tax revenues generated by in state crude oil
production are substantial and can be increased. In contrast, imported crude oil pays no taxes and creates
few jobs, but California is dependent on imports for more than 60% of its crude oil supply.
Maximizing the mix of viable renewable and alternative energy sources is important to Californias
energy future, but the reality is that crude oil will remain the main supply of liquid transportation fuels for
some time to come. In this presentation we will present a compelling picture drawing on historical
information, government forecasts and the science and physics of energy.
Bio David L. Slater:
David L. Slater is currently the Executive Vice-President for Signal Hill Petroleum, Inc., a California
based independent oil and gas production company. Mr. Slater joined Signal Hill Petroleum in 1998 and is
responsible for the companys day to day operations as well as strategic planning and acquisitions. He has
over 30 years of oil industry experience which include serving as the Regional Director of New Business
Development Western United States for Texaco, Asset Manager for coastal California for Santa Fe Energy
Resources and Regional Drilling Manager for the western United States for Santa Fe Energy Company. Mr.
Slater has a B.S. in Mechanical Engineering from Cal Poly Pomona and has pursued graduate studies in
Petroleum Engineering at the University of Southern California. Mr. Slater has been a Registered Petroleum
Engineer in California since 1989.

On behalf of the 2010 WNARM Organizing Committee, we would like to thank all of you who have been
involved in planning, preparing, arranging, and conducting this successful joint meeting. Without your support,
dedication and hard work, it was impossible to plan and hold the 2010 SPE WNAR meeting in our area in a very
short period of time. Also, thanks to all of you who attended the meeting and by your participation made the
convention even more successful.
Many thanks to Dr. Ershaghi and members of the Technical Program Committee, for soliciting, reviewing, and
selecting quality technical papers from distinguished authors, and for organizing 16 excellent technical sessions,
oered over 2 days at this convention.
We really appreciate all the help and continuous support we received from SPEI sta: Cindy Madding, Dana
Rhoden, Brian Wiggins and others throughout this process.
We are very thankful to our colleagues, Curtis Henderson of AAPG and Phil Armstrong of GSA for their warm
reception, collaboration, and support for making this unique joint meeting of GSA-AAPG-SPE possible for the rst
time in the Western North America Region. Hopefully, this would be the beginning of more collaborations and
team work of geoscientists and engineers in meeting the challenges we face in achieving our common goals and
objectives.
Many thanks to Jerry Anderson and his colleagues at the West Coast Petroleum Technology Transfer Center
(PTTC) for arranging/sponsoring nine excellent continuing education short courses (with over 250 registrants!) in
collaboration with LA SPE. Help from AB Gorashi with arrangement of continuing education courses is
appreciated.
We really appreciate the eorts of Adi Varma in coordinating/moderating the 2010 SPE WNAR Student Paper
Contest and the USC SPE Student Chapter for hosting the Contest and their hard work in arranging the Student
Awards Banquet (dinner cruise on the Tiki Boat) on Wednesday May 26.
Thank you Candra Janova and the LASPE Young Professionals for arranging and conducting the Meet and
Greet luncheon with SPEI President Behrooz Fattahi and WNAR Director Sam Sarem. That was an informative
and interesting meeting.
Financial support of student activities by OXY, AERA Energy, CiSoft, and SPE San Joaquin Valley Section is
greatly appreciated.
Thanks Rick Finken, our LASPE (as well as the meeting) Treasure for trying to hopefully, keep us over the
water!

THE LASPE 2010 CRUDE PRICE CHALLENGE
WE HAVE WINNERS!
Congratulations to our rst and second place winners Ana Tovar and Nazee Heda.
Recent events in the Gulf of Mexico threw all recent forecasting trends out the
window and their forecasts, though a little on the pessimistic side, proved to be
the most accurate.
Ana forecast a June 1, 2010 price of $65.01 for each barrel of 17o Wilmington
Crude, which turned out to be only $0.69 under the actual price of $65.70.
Nazees price of $67.50 was only $1.80 o the mark.
A total of 53 people entered. The average forecast price was $79.25. High and low
forecast prices were $51.01 and $102.28.

LA SPE GOLF TOURNAMENT IS GREAT SUCCESS
Everyone, I would like to thank you all for making this year's SPE Golf Tournament another
successful event! Rick has let me know that we so far have raised a net prot of over $15,000,
twice what we did last year with still some outstanding money yet to come. Looks like we should
end up with a net prot somewhere near $17,000 thanks to everyone's hard work.

Tracie, thanks once again to Weatherford for putting together a great pre-tournament BBQ.
Juan, thanks once again for all your long hours putting together the signs, poster boards and your
assistance on the registration material.

2. The meetings agenda was reviewed and approved.
3. The minutes of the April 13, 2010 meeting were approved.
4. Announcements:
4.1 Vanessa requested volunteers for the June 4, 2010 read-in at International Elementary School. Brandy
Fellers said she would like to participate.
4.2 Three Legion of Honor Members will be recognized at todays Forum. Vanessa will make a short
presentation to each one just before our speaker is announced.
4.3 Rick Finken reported that the Golf Tournament was a success and is on track to net approximately
$13,500.
5. Reports
5.1 Treasurers Report: Rick Finken reported that in March income exceeded expenses by $14,625 and that
the total value of LASPEs assets was $89,801 at April month-end. This good result is largely due to
Golf Tournament registrations. Rick also advised that LASPEs annual financial statement has been
submitted to SPEI.
5.2 Golf Tournament Report: See above.
5.3 WNAR/ SPEI Report: Sam Sarem reported on how the WNAR Council voted to split the STAR $5,000
Scholarship and $10,000 Fellowship monies. Three undergraduate scholarships of $2,000, $1,500 and
$1,500 were given for four consecutive years. The fellowship money of $10,000 was given to one
graduate student for four consecutive years. The awardees will be notified by SPE on 15 May. A
committee has been appointed to come up with uniform Score Sheets that can be used in the future and
revisit the recommended number of awards to be given by the available money

6. Old Business:
6.1 Science Fairs: Jack Smith plans to attend the California State Science Fair on May 18th at Exposition
Park.
6.2 Section Luncheon with SPE President Behrooz Fattahi: This is scheduled for September 2, 2010, but
was not covered.
7. New Business:
7.1 2010 WRM:
7.1.1 Short Courses: To date, there are 153 registered and the short courses are on track to make a profit of
$2,488. The need for monitors at each class was discussed.
7.1.2 SPE Luncheon: To date, 43 are registered.
7.1.3 Luncheon on 5/26: This will be a panel discussion with LASPE Young Professionals and SPE
President, Behrooz Fattahi.
7.1.4 Student Paper Contest: Scott Hara is arranging the awards banquet and is looking into using the Tiki
Boat out of Newport Harbor. This was done at the 2007 ATCE and was very successful.
7.1.5 SPE Booth: Brandy Fellers reported she has 7 volunteers, but needs 5 more.
7.1.6 Young Professionals: Candra Janova requested money for T-Shirts with an SPE logo to set the YPs
apart since they will be doing volunteer work at the convention. The Board approved an order of up to
10 shirts costing no more than $500.
7.2 End of the Year Report: This is due at SPEI June 1. Vanessa will put it together with the help of the
various chairpersons. Student chapter reports will be included.
7.3 New Officer Position Fill Out: Vanessa will handle this.
7.4 New Budget Items: None.
7.5 Section Activities:

7.5.4 Scholarships: Jack Smith reported that he has 11 graduate candidates and 4 undergraduate candidates.
One of the graduate candidates would be receiving the Bruce Davis scholarship, which includes an
extra $1,000 so the total funding required is $14,000. Since only $10,000 is budgeted, an additional
$4,000 was requested. It was pointed out that our 2009-10 Budget now forecasts a shortfall of $11,450
and this addition brings that to a projected shortfall of $15,450. As it stands now any shortfall would
have to come out of investments or reserve funds. The Board moved and approved the extra funding.

REQUIREMENTS TO FILE: Graduation from an
accredited college or university with a Bachelors
degree in Petroleum Engineering or Chemical
Engineering (proof required)* OR Bachelors degree
from an accredited college or university (proof required)
*, and two or more years (full-time equivalent) of
experience in petroleum engineering, oil field
operations, or other petroleum related operations. AND

Knowledge and ability to operate computers using


spreadsheets, word processing, and other business
and technical software pertaining to petroleum
engineering.

Willingness to work occasional weekends, holidays,


and split shifts.

Proof of a valid motor vehicle operator's license and


a current DMV driving record, is required at time of
appointment and must be presented to the hiring
department at the time of selection interview.

DESIRABLE QUALIFICATIONS: Wilmington Oil Field
or water flood operations experience.
EXAMPLES OF DUTIES: Under supervision, performs
increasingly complex and responsible petroleum
engineering and/or geology work pertaining to oil field
development, oil and gas production operations,
enhanced recovery methods,
(examples of duties continued) and other related
work; participates in project teams for economic and
operational evaluation of field activities and reservoir
surveillance; participates in evaluating procedures to
ensure oil field environmental and safety regulatory
compliance; prepares, reviews or assists in the
preparation of petroleum engineering projects, studies,
and programs pertaining to oil field development, oil
and gas production operations, drilling, oil and gas
reserves, field equipment, secondary recovery,
enhanced oil recovery, abandonment operation; assists
in the planning of oil field, community and industrial
development to ensure oil operations compatibility with
competitive land use areas; participates in developing
operational plans to optimize economic oil recovery;
evaluates contracts and regulations pertaining to the oil
operations; assists in the development of oil fields
budget; assists in the preparation and the making of
formal oral presentations to City, Department,
contractor, and regulatory personnel; may conduct
physical and chemical tests concerning oil, gas and
water; may perform in a lead capacity over subordinate
personnel; and performs other related duties as
required.
SELECTION PROCEDURE: This examination will be
conducted using the continuous, non-competitive
procedure of placing qualified individuals on an eligible
list, with those receiving Veterans Credit first, and then
in the order in which applications were filed. Screening
of candidates will be conducted on the basis of
applications, supplemental applications and resumes
submitted. Resumes will be accepted, but may not be
substituted in lieu of the required application. As
vacancies occur, the names of qualified applicants will
be submitted to the requesting department for
consideration.
