A
s expected, former tribal and scheduled caste welfare minister Vijay Shah, who was forced to quit from the ministry over his alleged sexist remarks against the wife of Chief Minister Shivraj Singh Chouhan, returned in the cabinet that was reshuffled on Wednesday, the last time before the assembly election slated in November. Shah was made to quit the cabinet on April 17. Three others Anter Singh Arya, Ramdayal Ahirwar and Dashrath Lodhi also took the oath of office and secrecy in a simple ceremony held at the Raj Bhawan. With this expansion, number ministers in the cabinet has reached 35 from 31. Shah and Arya, both tribals, are given cabinet rank. The other two have been made ministers of state. The cabinet expansion ahead of the assembly polls was done apparently to accommodate Shah who had threatened quit the party and join tribal political party - Gondwana Ganatantra Party (GGP). Shah is a prominent tribal leader whose departure from the party could have adverse impact on electoral prospectus on the BJP in the 47 reserved ST seats. Congress too tried to woo Shah to strengthen its tribal vote bank Induction of Ahirwar, an SC, and Lodhi an OBC, who hail from Bundelkhand region, is aimed at improving poll prospectus of the party in the region. Government not keen to re-convene assembly session


BHOPAL: The state government has not taken any action on Governor Ramnaresh Yadav letter to chief minister Shivraj Singh Chauhan seeking re- convening of the assembly session for debate on no- trust motion. The Governor had written the letter a fortnight back but no reply has been given by the government. Yadav wrote the letter to Chauhan on July 26 and legislative affairs minister Narottam Mishra had said that the letter would be answered in a couple of days. The government had consulted legal experts to prepare a draft of its reply . The Raj Bhavan has still not received the reply . In an informal cabinet meeting on July 29, it was decided not to call assembly session. Secretary in chief ministers office SK Mishra had got the reply prepared by a senior lawyer based at Delhi. Sources said the government does not want to send its reply in haste, leaving scope for Governor to take any further action. Rajbhawan too is silent on the issue. No one in the government is ready to comment on the issue. The Congress too has stopped holding meetings in divisions over no- trust motion. A senior minister maintains the government is taking time to give its reply as it intends to let the issue dies its own death.

58 tigers died in MP in last 5 yrs


As many as 58 tigers have died in the past five years due to poaching, territorial fights and old age in various big cat habitats in MP. Of the total deaths reported, nine were due to poaching and 49 were because of other reasons. The maximum number of 18 tigers had died in 2009, followed by 13 last year, 12 in 2010, nine in 2011 and six between January and May this year, according to data of forest department given in response to an RTI application filed by wildlife activist Ajay Dubey . Of these, three cases of poaching each were reported in 2009 and 2012, and one each in 2010, 2011 and in February, it said. As many as five of these tigers had died due to electrocution and three others by poisoning. One tigress had died after sustaining injuries due to trap laid by poachers, the reply said. The death of the other 49 tigers was due to cannibalism, territorial fights, accident, diseases like Pneumonia and old age among others, it said. Six tiger reserves in MP -- Bandhavgarh, Kanha, Panna, Bori-Satpura, Sanjay Dubri and Pench -- have about 257 big cats. Tiger population in the country was estimated to be 1,706 as per 2010 data. Dubey said it is very sad that govt is showing no concern in the matter of endangered species. He alleged the govt for showing no accountability in the matter of poaching and the conviction rate being too slow. He further alleged that the Forest Minister Sartaj Singh is only concerned with commercial interest and tourism. The Central Govt had assured 100% financial assistance but the same has not been implemented yet. If the same would have been done such cases of poaching, unnatural deaths etc could have stopped.

Manavendra admitted that he had a talk with chief minister regarding his entry into the party . In the recent past, Chaudhary Rakesh Singh of Congress joined the BJP. The information of

Rakesh Singh joining the BJP was given to Tomar at the last moment. The plan to bring Chaudhary into the BJP was made by parliamentary affairs minister Narottam Mishra after taking consent from Chauhan and organizational general secretary Arvind Menon. Chauhan and Menon had a discussion over entry of Manavendra too. BJP leaders maintain that relations between Tomar and Chauhan lack the amiability that marked the formers first term as state president. Sources in BJP said the reason behind a rift between the duos is former state president and national vice president of the party, Prabhat Jha. Tomar is annoyed with Jha coming closer to Chauhan. Tomar and Jha never had cordial relations as far as politics in the Gwalior region is concerned. Jha accompanying Chauhan in his Jan Ashirwaad atra has also offended Tomar.

Results of elections in 4 states will determine direction of political wind

orget opinion polls and study of voter behaviour, the results of Assembly elections in four states towering leaders from Madhya Pradesh Digvijay Singh, Jyotiraditya Scindia, Kamal Nath amongst others, it does not have the State in its radar of victory as of now. In Chhattisgarh, the setback by the Maoists killing top Congress leaders is a factor but even before that the party had done little to counter Raman Singh government. His model of Food Security and efficient administration despite large Maoist presence, can clearly win him another term without much of an electoral struggle. In Rajasthan, anti incumbency is set to take a toll on the Ashok Gehlot Government as the state has seen incumbent governments being voted out in recent years. Even in the last AssemSabha seats while the BJP performed poorly getting only 3 seats. In Delhi, where Sheila Dikshit has carved out a Congress bastion for almost 15 years, BJP was completely wiped out, failing to open its account as Congress won all the seven seats. In the BJP bastion of Chhatisgarh where Raman Singh was firmly in saddle, the saffron party won an impressive 10 of the 11 seats with Congress getting the remaining one. In Madhya Pradesh, Congress sought to make a comeback by getting 12 of the 29 seats. BJP got 16 even though it was ruling the State and even in Assembly polls had performed impressively. Given the current scenario, of the four states going to Assembly polls in December this year, three could see BJP forming the Government and with a little luck and effort even the fourth could be in its grip. There is little doubt that BJP will get back to power for the third consecutive term in Chhattisgarh and Madhya Pradesh given the fact that Congress has more or less washed its hands off the two states. Though Congress has several bly polls in December 2008, Congress just managed to scrape through despite a bitter infighting in BJP and its victory was hardly impressive. Now when, Vasundhara Raje is raring to go with BJP uniting behind her, Congress would find it difficult to retain the State. The most interesting battle would perhaps be in Delhi Assembly elections. Three terms of anti-incumbency of the State Government and two terms of the Central Government has had some impact but not enough to ensure the defeat of Sheila Dikshit in the national Capital. Though BJP won all the three municipal corporations in the Municipal elections, infighting and inability to find the winning formula has kept the party in the backseat. If BJP did well in all the states and manages to form Government in at least three, this would be an ominous sign for the Congress in the Lok Sabha elections. If it wins all the four, the writing would be on the wall. (Please share your views at editor@wethestate.com) Rajasthan, Madhya Pradesh, Chhattisgarh and Delhi weeks before the Lok Sabha elections, would be first and true indicator of the way political wind is blowing in the country. Together, these four States send 72 members to Lok Sabha and in the 2009 polls, Congress had a distinct edge, getting 41 members elected from these States while the BJP had to be content with only 29 seats. Clearly, percentage wise the size of Congress victory and its margin over BJP in these four States was more or less similar to the one it had at the national level where it formed the government. Congress got 204 seats while the BJP had to do with 117 which saw Manmohan Singh getting a second term as Prime Minister. Given the sample size of actual voting in the four States headed for Assembly polls, which also includes the metropolitan city of Delhi, the two main parties must be closely watching the countdown to Assembly elections to get a feel of the voters pulse and their heart beat. There is little doubt that whoever wins the most Lok Sabha seats in these states will form the next government in Delhi, the way it happened in 2009. Of course, voting mindset and pattern differ from Assembly elections to Lok Sabha elections, but in these four States, voting pattern in both Assembly polls in 2008 and Lok Sabha polls in 2009 was more or less similar. This was perhaps due to the fact that there was a difference of only six months in voting for Assembly polls and the Lok Sabha polls in all these four states. In six months, the voter behaviour does not change much. Congress which was in power in Rajasthan at the time of Lok Sabha election in 2009, got an impressive 21 of the 25 Lok

BJP set to gain from SP's appeasement move in UP

he central leaders of the BJP, including Gujarat Chief Minister Narendra Modi, would be present during the course of Chief Minister Raman Singhs phase-II of the Vikas Yatra from the Aarang Assembly segment. The Leader of Opposition in the Lok Sabha Sushma Swaraj would be present during the commencement of the rally from Aarang on August 17 followed by arrival of Leader of Opposition in the Rajya Sabha Arun Jaitely who would be present during a public meeting in Janjgir-Champa on August 25, a statement issued by State BJP headquarters here stated on Friday . On the concluding day of the Vikas Yatra on September 7, both Gujarat Chief Minister Narendra Modi and the BJP National President Rajnath Singh would be present on the occasion. In-charge and Convenor of Vikas Yatra Rajesh Munat stated that all arrangements for the Vikas Yatra had been made with the route charts determined in all the districts.

The Samajwadi Partys move of luring the minorities to its side with an eye on the 2014 Lok Sabha polls may or may not bring instant results but it has certainly given the BJP an opportunity to cash in on polarization of the Hindu votes. Ostensibly, the saffron partys projection of Gujarat Chief Minister Narendra Modi as its poster boy and Prime Ministerial candidate has lighted a ray of hope among the upper caste voters as they have the option of returning to their traditional party . In the past the Hindu votes had drifted away from their parent party as a result of the continuous decline in the electoral prospects of the party in Uttar Pradesh. In the past, the BSP had launched an aggressive campaign to wean away the upper caste votes, especially the Brahmins to its side. The blue brigade had to a large extent succeeded in its designs as the Mayawati Government had won the 2007 Vidhan Sabha elections with a thumping majority . The party at that time felt that its success was based on securing votes from all sections, primarily the Brahmins. However BSP received a jolt in the previous Lok Sabha elections and it dissolved its Brhamin bhaichara committees as it felt that upper castes had strayed away. Now once again the Blue brigade has revived its Brahmin committees to attract the upper castes votes. But the situation has undergone a sea change as the BJP has given the party a drastic face lift with Modi being its election campaign committee head. A senior BJP MP did not hesitatethat the Samajwadi Party was getting impatient as the LS polls are drawing near. The main reason for this being the fear of the anti-incumbency factor looming large over the Government. No wonder the Akhilesh Yadav Government is stepping up its efforts of appeasing the minority voters so that it leaves nothing to chance. A recent example can be cited from the raging controversy over the suspension of the IAS officer Durga Shakti Nagpal. The SP Government went out of its way to safeguard the interests of the minorities, though at the cost of taking a confrontation with the Congress chief Sonia Gandhi and the UPA Government. Commenting on SPs pro-Muslim stance, state BJP president Laxmikant Bajpai remarked that the Akhilesh Yadav government is pursuing its Muslim appeasement policy in an unreasonable manner. He explained how the BJP was always blamed for being a communal force but it was actually the Samajwadi Party which was blatantly playing the communal card whether it is distribution of scholarships meant for Muslim girls or boundaries for only Muslim graveyards.

f Congress forms the next government in the State, Jyotiraditya Scindia will be the chief minister, said Union Kamalnath at Guna recently . The statement has created sensation in the Congress circles. Talking to newspersons, Kamalnath said that in his personal view, Scindia should become the chief minister of the State. Earlier, in an interview, Nath had said that if the party High command wants so, he was ready to become chief minister of the state. Kamalnaths statement is bound to strengthen the hands of Scindia and may be a shocker for PCC chief Kantilal Bhuria and leader of opposition Ajay Singh. It is also likely to deepen factionalism within the party . Scindias appointment as convener of the state election committee is almost certain, sources said. After Congress general secretary Digvijay Singh, Parliamentary Affairs Minister Kamal Nath has also endorsed the name of Union Power Minister Jyotiraditya Scindia for the Chief Minister of the State. However, when media persons asked Kamalnath after the programme that in Congress the legislators elected the Chief Minister, he replied that it was his wish that Scindia became Chief Minister. It was my personal view and the party could differ over it, he added. Recently when Nath was asked that whether he was in the race for becoming the chief minister of the State he replied, I never said that I want to be the Chief Minister, but I have said that if party instructs me to be the chief minister then he would not hesitate in shouldering this responsibility . The statement from one of the strong contender for the top job of the State has also put to rest the speculations about the groupism in the Congress and that there is any tussle within the party for the chief minister post.

I became free. I resigned. Here, "Resigned" doesn't mean "I quit". It means I have now started to lead my new life. Who says one cant switch careers? If someone wishes to, they can, if only they do not, at all, think of their life as a career. For life is meant to be lived, felt, enjoyed not to be worked, practised, experienced. Its meant to be tasted like a bite of your favourite fruit, sung like a lively song, painted like a romantic movie..So what if its all a fantasy? Isn't the Fantasy making you Happy? Doesn't a movie as short as 1 hour fly you away to a different world? If you allow such petty things to affect your life, can't we allow life to affect the petty little things that matter only a little? Sure we can. So what if I cant afford some things today, the biggest thing that I have got is smile. I am a happy person! And that, for sure, is my greatest source of happiness. PM rules out chance of return to 1991 crisis-report


here is "no question" of India going back to an economic crisis experienced in 1991, as its rupee currency is now linked to the market and foreign exchange reserves are adequate, Prime Minister Manmohan Singh said on Saturday . Asia's third largest economy is growing at its slowest pace in a decade, while the rupee, the region's worst performer this year, is at an all-time low, and the central bank has enough cash to pay for seven months of imports. "There is no question of going back to 1991," Singh said in a Press Trust of India report published by the Economic Times newspaper on its website, making reference to a balance of payments crisis the country suffered that year. "At that time foreign exchange in India was a fixed rate. Now it is linked to market. We only correct the volatility of the rupee." In 1991, with just enough reserves to cover three weeks of imports, India was forced to pledge its gold in order to pay its bills and had to push through reforms to start opening up the economy . Singh was finance minister at the time and is widely regarded as the man who saved the economy . The news agency report said Singh acknowledged India's ballooning current account deficit, which he blamed on large imports of gold as a contributing factor. "We seem to be investing a lot in unproductive assets," Singh said. India is trying to curb its citizens' apparently insatiable demand for gold, through measures such as hiking import duties, banning the import of coins and medallions and making domestic buyers pay cash. The government wants to hold bullion imports this year to "well below" last year's figure of 845 tonnes. Imports by the world's biggest bullion buyer hit a record 162 tonnes in May as global prices fell, prompt-

ing a duty increase to 8 percent. Though they then fell to about 31 tonnes in June, imports revived to 47.6 tonnes in July . India's current account deficit stands at a record high of 4.8 percent of gross domestic product, while

economic growth has slowed to 5 percent. Concerns that policymakers were losing control over the currency spread this week to the stock market, which dropped 4 percent on Friday for its biggest one-day decline in nearly two years.

IAS official in HP repeatedly targeted for taking on sand mafia

unus Khan, a 2010 batch IAS officer stationed in Nalagarh of Solan district of Himachal Pradesh, has been attacked twice, before he was again targeted recently because of his thorough operation against the illegally operating sand mafia in Himachal Pradesh. The Sarsa river area in Himachal is notorious for illegal mining in the region. Khan had also written a communique to his senior officials apprehending more attacks as the mafia operates in connivance with few within the police department. Khan aged 33 is a batch-mate of suspended Uttar Pradesh cadre IAS officer Durga Shakti Nagpal, who was suspended by Akhilesh Singh Government nearly two weeks ago for taking on sand mafias in Gautam Budh Nagar district. The IAS officer has also launched an aggressive campaign against the illegal sand miners operating in the area under his jurisdiction, since his first posting as SDM Nalagarh from January 31. In his tenure as SDM, Khan has collected a fine to the tune of Rs 1 crore from the illegal sand miners and has also arrested around two dozen illegal sand miners, confiscating their machinery in his sub-division. Khan has faced two attacks on his life until recently, when in a third attack a tractor laden with sand rammed into Khans official jeep and he was somehow saved. I have faced two attacks earlier, the first was in the last week of June and the second was in July. The third attack, though not a surprise for me took place in the wee hours on Thursday, said Khan. He added that right now he is alright and carrying out the duties entrusted to him by the State Government. Khan after facing two attacks also wrote a letter to senior police officers of his division, apprehending more such attacks on his life and he has even suspected connivance of a DSP rank officer with the Sand Mafias. We had received written complaint from SDM but the matter was resolved later, said ADGP (Crime Investigation Department) SR Mardi. Superintendent of Police Arul Kumar said that security of Khan has been beefed up and police team accompanies him during the raids. Sources said that senior police officers failed to gauge the intensity of the threat posed to the young and promising IAS officer who had single handedly launched an aggressive campaign against sand mafias. Such is the clout of the sand mafia, that SDM was regularly intimated or threatened that he will be transferred from Nalagarh but despite that Khan carried out his fight undeterred by the threats. Industries minister Mukesh Agnihotri said that Khan had come to meet him last month and apprised him about the situation in the area. I have assured him all possible help including enhancing of security cover to flush out sand mafia and contain the flourishing trade of illegal sand mining in the area.

Raman not interested in solving Naxalite problem: Digvijay


RAIPUR: Congress general secretary Digvijay Singh has accused Chhattisgarh chief minister Raman Singh of exploiting the Naxalite problem for political gains and also criticized him for his government's stand against the formation of the National Counter Terrorism Centre (NCTC). Talking to reporters here, he said, "Raman Singh is not interested in solving the Naxalite problem as it suits his political interests". He said this was more than evident from the way the BJP government was "soft peddling" the issue and the recent statement of former security advisor, KPS Gill, that Raman Singh had asked him to "sit back and relax" rather than fighting the Maoists. Questioning the government's opposition to NCTC, he said he failed to understand how sharing of information and fighting terrorism in unison would violate the federal structure of any state? "If Odisha, Jharkhand and Chhattisgarh have information about Naxalites, sharing it effectively can only help fight the insurgents", he said. Blaming the state government and the local intelligence for security lapses leading to the attack, the Congress leader questioned at the appointment of additional director general of police (Intelligence), Mukesh Gupta, as the co-ordinator for the National Investigation Agency (NIA). "While the SP of Bastar has been suspended and IG has been transferred, the main person responsible for the lapses has been appointed as the NIA co-ordinator", he said. Expressing surprise at the brutal killing of Nand Kumar Patel and his son, Dinesh, Singh said, "though Mahender Karma was on the hit list of Naxals for long, the Patels had nothing to do with them". He said two years ago an attempt was made on Patel's life but the Naxal's later apologised and admitted in writing that it was a case of mistaken identity and they had nothing against him. "What has changed in these two years was that Patel was singled out and killed, and his son, who has nothing to do with politics, also targeted," said Singh while appealing to the NIA to look into these factors. Responding a question on former Chhattisgarh chief minister, Ajit Jogi's recent statement that the state politics would not be run by any "outsiders", Singh said he was here only to meet the families of the slain Congress leaders and workers and not to give political advice to anyone. "I will not give any advice till someone asks for it", he said.

He said the housing board, which has constructed multi-storeyed buildings on these lands, was selling them on higher prices, earning profits while many other projects were also in the offing. He said it would be prudent if the state government cleared all pending compensation of the farmers concerned before launching the second phase of the yatra. Public of Chhattisgarh wants to know if development has taken place then why are these farmers wandering everywhere? Government should take action before August 17 and give compensation to these farmers and then start its yatra," he said. Senior BJP leader and leader of opposition in the Lok Sabha, Sushma Swaraj is scheduled to flag off Raman's Vikas Yatra from Aarang on August 17. By 1996, operating through the Dhaka-based Islamic Chattra Shibir [Islamic Students Organisation], Karim was running a formidable network throughout north India. In 1996, Karim is alleged to have executed a series of bombings in Delhi, Rohtak and Jalandharthe first significant actions carried out under his direct command. He earned the nickname Tunda after his left hand was blown off in a bomb-making accident. Pakistani nationals are alleged to have had an important role in Karims operations. In July 1998, for example, the Delhi Police arrested Abdul Sattar, a resident of Pakistans Faislabad district who had set up a covert terror cell in the town of Khurja. Karim had used his expanding network in India to provide Sattar with fake identification papers, cash, guidesand a landlord willing to look the other way while the Pakistani terrorist built a bunker to house explosives inside a pottery kiln. The most successful of the long-term Lashkar agents was Mohammad Ishtiaq, the son of a shopkeeper from Kala Gujran in Pakistans Jhelum district. Operating under the alias Salim Junaid, Ishtiaq obtained an Indian passport, set up a trucking business out of Hyderabad which secretly served to transport explosives and even married a local resident, Momina Khatoon. The Lashkars confidence grew: at a November 1999 rally, its chief, Hafiz Muhammad Saeed, announced that today, inshallah, I announce the break-up of India. Karim receded into the background, shuttling between Lashkar safehouses in Dhaka, Kathmandu and Lahore to meet with operatives. There were repeated rumours he had died. The spoof site then asks the target to provide or update their personal information. next chief of State Bank?

t is always a good idea to have more choice of candidates when filling up top jobs. More choice, when the process is not vitiated by prejudice or secondary motives, should usually result in more competent individuals rising to the top. So, in theory, the Union finance ministry would be right to demand at least two or three names on its short-list of candidates for the top job at the State Bank of India ( SBI) whose Chairman Pratip Chaudhuri retires next month. According to a report in The Economic Times, the ministry wants to relax the eligibility criteria for the selection of the next SBI chief since the guidelines say that only those with at least two years of remaining service are eligible for the post. Since there is only one incumbent who meets these eligibility guidelines, the ministry wants to expand the choice and has asked the Department of Personnel and Training (DoPT) under the Prime Ministers Office to relax the guidelines Nobody should ordinarily object, except for this simple fact that the only person currently eligible for the chairmanship is a woman Managing Director Arundhati Bhattacharya. Relaxing the guidelines would bring in one more candidate, Managing Director A Krishna Kumar. That itself should rule him out, but the finance ministry obviously wants to change the rules. Changing the norms just when a competent woman is about to get the job can be construed as subtle gender discrimination, even if that was not the intent. In state-owned banks like SBI, the top job usually goes by seniority and not necessarily terrific merit. When this has been the case all along, there is nothing in Arundhati Bhattacharyas CV to render her incapable of performing the job competently . If SBI had all along been open to lateral recruitments, this argument would not hold, but that is manifestly not the case. Second, even assuming it is a good idea and it is to make more people eligible for consideration for the post, the right way to do it is to make the rules clear for the next time. If you have opened an email that seems suspicious or is from an unknown source, do not open any attachments or links it may contain, and delete it right away rather than exploring further.

Know who youre dealing with.


Dont reply to unsolicited email from organizations with which you do not have a relationship. Be suspicious of numerical Web addresses or links. A typical companys Web address or link includes part or a portion of the company name followed by .com, .org, or .net. A spoof site that uses a numerical Web address (or an IP address) or includes a "@" sign within the address could be a tip-off that the site is fraudulent.

The "s" in https:// denotes that the Internet session is secured by encryption to keep the information you transmit online protected from unauthorized users. In addition, a locked padlock symbol in the bottom right hand corner of your Internet browser window also indicates that an Internet session is secured through encryption. However, be aware that even secure sites can be spoofed to include the https:// prefix and locked padlock.

Pay attention to security warnings provided by your browser or email program.


If your browser alerts you that a site you are attempting to visit is unsafe, avoid that site. If your email program flags a message as suspicious because its sender cannot be verified, do not interact with the email. Protect your passwords. Memorize your passwords. Do not write them down or share them with anyone. Create passwords which are easy for you to remember but difficult to other to guess. Change them regularly and use combinations of letters, numbers, and "special characters" such as @, %, &, and #.

or five minutes early on Saturday morning, the internet stood still as all Google services including Gmail, Drive, Maps and chat suffered an outage and didnt function. The Google App Dashboard documented this brief outage as all apps provided by the search giant went down for around 5 minutes. The app dashboard for Gmail had the following message for users: Were aware of a problem with Gmail affecting a significant subset of users. The affected users are able to access Gmail, but are seeing error messages and/or other unexpected behavior. A similar message was visible for all other apps that were down. In India the outage took place on Saturday morning around 5:07 am and unless you were checking your email or

getting directions that early in the morning, its unlikely you would have noticed. However, reports pointed out that internet traffic crashed for the five minutes that all Google services were down. CNET reported that according to web analytics firm GoSquared, traffic on the internet dropped around 40 percent during those five minutes and perhaps only highlights the reliance of internet users on the search giant. After Google returned to normal, internet traffic did as well and as CNET points out search engines like Yahoo! and Bing werent able to capitalise on Googles outage, only highlighting our dependence on services Google provides. Google hasnt made any statement yet on what cause the outage.

NSA broke privacy rules thousands of times per year, audit finds
he National Security Agency has broken privacy rules or overstepped its legal authority thousands of times each year since Congress granted the agency broad new powers in 2008, according to an internal audit and other top-secret documents. Most of the infractions involve unauthorized surveillance of Americans or foreign intelligence targets in the United States, both of which are restricted by statute and executive order. They range from significant violations of law to typographical errors that resulted in unintended interception of U.S. emails and telephone calls. The documents, provided earlier this summer to The Washington Post by former NSA contractor Edward Snowden, include a level of detail and analysis that is not routinely shared with Congress or the special court that oversees surveillance. In one of the documents, agency personnel are instructed to remove details and substitute more generic language in reports to the Justice Department and the Office of the Director of National Intelligence. In one instance, the NSA decided that it need not report the unintended surveillance of Americans. A notable example in 2008 was the interception of a large number of calls placed from Washington when a programming error confused the U.S. area code 202 for 20, the international dialing code for Egypt, according to a quality assurance review that was not distributed to the NSAs oversight staff. In another case, the Foreign Intelligence Surveillance Court, which has authority over some NSA operations, did not learn about a new collection method until it had been in operation for many months. The court ruled it unconstitutional. The Obama administration has provided almost no public information about the NSAs compliance record. In June, after promising to explain the NSAs record in as transparent a way as we possibly can, Deputy Attorney General James Cole described extensive safeguards and oversight that keep the agency in check. Every now and then, there may be a mistake, Cole said in congressional testimony . The NSA audit obtained by The Post, dated May 2012, counted 2,776 incidents in the preceding 12 months of unauthorized collection, storage, access to or distribution of legally protected communications. Most were unintended. Many involved failures of due diligence or violations of standard operating procedure. The most serious incidents included a violation of a court order and unauthorized use of data about more than 3,000 Americans and green-card holders. In a statement in response to questions for this article, the NSA said it attempts to identify problems at the earliest possible moment, implement mitigation measures wherever possible, and drive the numbers down. The government was made aware of The Posts intention to publish the documents that accompany this article online. Were a human-run agency operating in a complex environment with a number of different regulatory regimes, so at times we find ourselves on the wrong side of the line, a senior NSA official said in an interview, speaking with White House permission on the condition of anonymity .

gypt's prime minister has proposed disbanding the Muslim Brotherhood of ousted President Mohamed Mursi, the government said on Saturday, raising the stakes in a bloody struggle between the state and Islamists for control of the country . Live television showed a gunman firing at soldiers and police from the minaret of a central Cairo mosque, with security forces shooting back at the building where Mursi followers had taken shelter. Reuters witnesses said Mursi supporters also exchanged gunfire with security forces inside the mosque. The interior ministry said 173 people died in clashes across Egypt on Friday, bringing the death toll from three days of carnage to almost 800. Among those killed was a son of Muslim Brotherhood leader Mohamed Badie, shot dead during a protest in Cairo's huge Ramses Square where about 95 people died in an afternoon of gunfire and mayhem on Friday . Egyptian authorities said they had rounded up more than 1,000 Islamists and surrounded Ramses Square following Friday's "Day of Rage" called by the Brotherhood to denounce a lethal crackdown on its followers on Wednesday . Witnesses said tear gas was fired into the mosque prayer room to try to flush everyone out and gunshots were heard. With anger rising on all sides, and no sign of a compromise in sight, Prime Minister Hazem el-Beblawi proposed the legal dissolution of the Brotherhood - a move that would force the group underground and could lead to a broad crackdown. "It is being studied currently," said government spokesman Sherif Shawky . The Brotherhood was officially dissolved by Egypt's military rulers in 1954, but registered itself as a non-governmental organisation in March in a response to a court case brought by opponents of the group who were contesting its legality . Founded in 1928, the movement also has a legally registered political arm, the Freedom and Justice Party, which was set up in 2011 after the uprising that led to the downfall of veteran autocrat Hosni Mubarak.

"Reconciliation is there for those who hands are not sullied with blood," Shawky added. The Brotherhood won all five elections that followed the toppling of Mubarak, and Mursi governed the country for a year until he was undermined by mammoth rallies called by critics who denounced his rule as incompetent and partisan. Army chief Abdel Fattah al-Sisi says he removed Mursi from office on July 3 to protect the country from possible civil war.

MASS ARRESTS
The interior ministry said that 1,004 Muslim Brotherhood "elements" had been arrested in the last 24 hours, accusing members of Mursi's movement of committing acts of terrorism. Amongst those detained on Saturday was Mohamed AlZawahiri, the brother of al Qaeda leader Ayman Al-Zawahiri, security sources said. The ministry also said that since Wednesday, 57 policemen were killed and 563 wounded in the violence. Almost 600 people died on Wednesday when police cleared out two Brotherhood sit-ins in Cairo. Despite the growing bloodshed, the Islamist group has urged its supporters to take to the streets everyday for the coming week. "Our rejection of the coup regime has become an Islamic, national and ethical obligation that we can never abandon," said the Brotherhood, which has accused the military of plotting the downfall of Mursi to regain the levers of power. Many Western allies have denounced the killings, including the United States, but Saudi Arabia threw its weight behind the army-backed government on Friday, accusing its old foe the Muslim Brotherhood of trying to destabilise Egypt. Worryingly for the army, violence was reported across Egypt on Friday, suggesting it will struggle to impose control on the vast, largely desert state. The government said 12 churches had been attacked and burned on Friday, blaming the Islamists for the destruction.

New Delhi: Former Indian captain Mohammad Azharuddin has been offered the job of coaching Jammu and Kashmir cricket team and he was considering whether to take it up or not, a report said. According to the report, Jammu and Kashmir Cricket Association President Farooq Abdullah offered Azharuddin the position that has been lying vacant since Bishan Singh Bedis exit after the end of last season. We still havent reached the final decision, Abdullah was quoted as saying by ESPNcricinfo. Azharuddins life ban handed by the BCCI in 2000 for his alleged involvement in matchfixing was overturned last year by the Andhra Pradesh High Court. Mujeeb Khan, Azharuddins secretary , said the former batsman hadnt made up his mind. He has been offered the post of coach by JKCA but he hasnt decided whether to take it or not. They want to avail of whatever services he could render. He is seriously considering it since he is desperate to give back to the game that has been so close to his heart, Mujeeb said. The report also said that even if Azharuddin accepts the offer, his return to the cricket field, albeit as a coach, wont be easy . It quoted a BCCI official as saying that Azharuddin cannot return to cricket in any role without BCCIs permission since the ruling has been challenged.

egendary cricketer Kapil Dev today turned emotional at the demise of his coach and Dronacharya awardee Desh Prem Azad, saying he has lost his Guru and a dear friend. "He was my Guru. I have lost my Guru. More than that, he was also a great friend of mine," said Kapil, who struggled to keep his tears under control after Azad was cremated here in the presence of a large gathering of sportspersons and administrators. "I owe him a lot for whatever I have achieved in my life as a cricketer," Kapil told reporters. He said that it was very difficult to put the loss in words. "I can't explain in words, it is very difficult. He made a great contribution to the sport and a number of cricketers owe a lot to him. He was a friend to me," said Kapil. "We all have to carry forward what he has left behind," he added. Born in Amritsar on January 20, 1938, Azad died of a cardiac arrest at a private hospital in Mohali yesterday . Azad, who is survived by wife and two sons, played 19 first-class cricket matches representing Haryana, then Maharaja of Patiala's XI and southern Punjab.

Besides Kapil Dev, another Azad's student and former India cricketer Chetan Sharma, also recalled the contribution of the coach to his career.

"I was just seven years when I came to him. He used to take me on his scooter and then I used to train for hours under his guidance," Chetan said.

National Rural Livelihoods Mission


States 45 development blocks in 10 districts have been included in National Rural Livelihoods Mission launched on April 1, 2012. Baseline survey of 14 lakh beneficiary families has been undertaken in intensive areas for bringing about positive change in the socio-economic condition of poor families in rural areas. Village profile of over 6000 villages has been prepared. So far, 5234 self-help groups have been formed and 5795 old groups have also been included in this World Bank-aided mission. Women Farmers Empowerment Project has been implemented simultaneously as a factor of National Rural Livelihood Mission from April 1, 2012. The project is being implemented in Mandla, Balaghat, Dindori, Jhabua, Barwani, Tikamgarh, Chhatarpur, Sehore, Dhar, Sagar, Betul, Damoh, Chhindwara, Seoni, Dewas and Umaria district for improving status of women farmers and increasing opportunities for their empowerment.

Successful efforts are underway through District Poverty Initiative Project for economic upliftment of poor family by forming womens self-help groups. Through this World Bank-aided project, a campaign is being implemented to provide livelihoods to the poor till year 2014 at a cost of Rs. 540 crore. In the projects first phase, 2900 villages of 14 districts were included and 3 lakh 26 thousand beneficiaries were benefited by forming 56089 womens self-help groups. Now, 4580 villages including 2000 new ones have been included in the projects second phase in 14 districts and 30 thousand 546 womens self-help groups have been formed by organizing 3 lakh 51 thousand 356 women. They have been provided assistance worth Rs. 233 crore for livelihood. Meanwhile, 18 producer companies have been constituted in the project areas. Of these, 15 companies are running agriculture-based business and 2 dairy and poultry trade. These companies turnover has reached upto Rs. 43 crore. For providing better profits to farmers, 42 outlets of Aajeevika Fresh have been opened in the project areas. Successful efforts of District Poverty Initiative Project have been lauded all over the world.
