Chapter I Introduction

1.0 Executive Summary This study shows that San Miguel, Bulacan as the best destination to establish the proposed tourism development plan. The researchers chose San Miguel, Bulacan because it is the best place for a potential tourist destination. The company also chose an existing destination to rejuvenate and to attract more market to its fullest potential. This study also shows how to cope within unexpected happenings around the area, how to market, how to price the product and most importantly how to boost tourism in the area to employ more people and to have a competitive community. At first, gathering information about different aspect of the area is very hard, but the study came to a better result because of the perseverance exerted by the researchers. Formulating strategies is one of the main focuses of this study to provide future economic benefits in terms of tourism development. It also includes the strengths and opportunities of the area to use in order to overcome weaknesses and threats of the area. The researchers have chosen to put up a leisure type of tourism site because most people are now into leisure activities, and the researchers made sure that it will not degrade the environment, and the existing destination.

1.1 Project Description Our proposed development plan is to develop an existing attraction in San Miguel, Bulacan which is Banal na Bundok (Holy Mountain). We saw that this existing area has the potential to be tourists attraction, so we decided to research and evaluate the area for more development.

1.1.1 Statement of Need Based on our research, it shows that our target market will be family because of the increasing number of it in the area. San Miguel, Bulacan has a total household of 24,111 based on the latest census last 2011, 35% are teenagers (13-18 years old), 20% are kids (0-12 years old) and 45% are adulthood (19 years old above). The existing attraction which is Banal na Bundok is a religious based place and it is our opportunity since the predominant religion in the area is Roman Catholic. Close family ties is still practice in the place so we can easily put up family oriented attraction in a religious based place without jeopardizing the religion. Our proposed activities are based on adulthood since it has the largest percentage in household. Based on our research, ages 19 years old up are more adventurous, so we will put adventure type of activities that cater adulthood since they are part of households. We have also activities and sightseeing not only for adults but also for teenagers and children as part of the family.

1.1.2 Concept and Phrases We will put up family oriented attraction with an adventure type of activities. To attain our objectives, the following activities and amenities should be undertaken. 1. Cottages Where people can stay over to have peaceful and relaxing ambiance of the place. It is good for five persons. 2. Park Where family can have a picnic and bond with each other. In this place is where a playground is placed. 3. 4. Zoo Improvement A zoo that shall have the animals that is in the Noahs Ark. Horseback Riding Where people can touch and ride the horses.

Wall Climbing An attraction for those who wants challenging adventure. In this attraction at the top of this wall will have a small terrace or balcony for they will able to see the full view of the place.

1.2 Findings The geograpahic nature of the town is diversified and multi-faceted, rich in nature's beauty like waterfall, rivers, caves, few mountains, hilly areas and springs. The mainland is plain agricultural lands, some part of which was substantially eroded due to commercialization and urbanization.

Preservation and Restoration- the place is also known for its rich culture and prevalent historical sites that is necessarily preserved. In developing the site, the researchers intended to preserve the sites existing tourism facilities, activities and establishment in the site.

Conservation- protection on the flora and fauna found in the site. The flora and fauna should not be disturbed and they are necessarily be conserved to maintain the places innate potential to attract tourists.

Negative: Degradation of Flora and Fauna- some parts of the site will be cleared due to the development of new facilities. In the increasing number of tourists, this will lead to intrude the animals natural lives, tourism can disrupt feeding and breeding patterns, and sometimes can even force the relocation of wildlife. Tourist wastes- in the increasing number of tourist it is expected that littering might happen by tourists and it attracts animals to tourist areas in the parks and alters the animals' natural habitats.

Overpopulation of some species- the creation of the attraction will bring about to the overpopulation on the species found in the area both flora and fauna.

2.0 Project Title and Project Proponent Project Title Banal na Bundok: a green paradise Banal na Bundok: a green paradise, we come up with this project title because it is not just saying the brand name but it also describe the place itself. We use the word Green simply because green is the color for the environment and we want to used it because we want to say that our attraction is eco-friendly and in our attraction we are after not using and damaging the environment but we will use them, will take good care of them and will maintain what was left. According to Random House Dictionary (2013), paradise is defined as the place of extreme beauty, delight and supreme happiness. Based on this definition, we decided to use the word paradise because what you can see in our attraction is not only sightseeing and religious based, you will also explore, experience to be an adventurer, relax, bonding with relatives and friends and at the end of the day you will appreciate the extreme beauty and you will feel extreme happiness as well.

3.0 Project Rationale To develop an existing attraction in San Miguel, Bulacan which is Banal na Bundok (Holy Mountain). The existing area has the potential to be tourists attraction. To hired local community and trained them in assisting tourist in the attraction, tap skilled people to produce delicacies that San Miguel is known for, help the government to boost tourism in the area by developing existing attraction, to improve the Banal na Bundok and develop it as a religious based family oriented attraction, put up family oriented attraction, make a adventure type of attraction or activities, establish religious based attraction, build souvenir shops with different delicacies that San Miguel is known for, coordinate with the government in creating contingency plans in case of calamities, put our attraction in a high land area like Banal na Bundok, and train skilled and knowledgeable people to be volunteer rescuers in case of calamities. We also want to generate more tourists that can help the community to have their living by means of employing them and engaging them in the preservation and conservation of the place. To influence to tourist to come over and visit the place because San Miguel has natural parks, wildlife, man-made attractions, resorts, old houses, mini museum, and delicacies that attracts tourists.

In our activities and amenities there is a place where you can stay over and relaxing ambiance of the place, a picnic place and bond with each other, wall climbing which you can see the full view of the place, campsite where student can learn how to be religious and independent, chapel where you can attend mass and worship God it is beside the station of the cross, souvenir or memorabilia shop, obstacle course where you can bond with you family and have fun, tree of life to know the story of Adam and Eve. The aim of this paper is to provide an overview of the key legal principles of sustainable development and to outline how these principles have been incorporated into environmental laws at the national and local level. Due to the broad scope of the topic, this paper is not intended to be a comprehensive review of every law that addresses sustainable development. Rather, it highlights that there is a growing recognition, at all levels of government, of the importance of the principles of sustainable development, but that governments continue to wrestle with how those principles are implemented. In addition to objectives, it is important to identify how environmental law frameworks can give effect to these principles.

Environmental concern can be action in variety of ways. The Government of the Province of San Miguel Bulacan can restrict the harmful activities and of their citizens through law. They can formulate policies and develop institutions to monitor and implement environmental programs and priorities. Also they can have a program on how to preserve their natural resources and to maintain their heritage site. This will help the community of San Miguel Bulacan to promote their natural and manmade resources. They have a waste management in their area to avoid mixture of toxic waste that could lead to a disease. The Government help to ensure a decent environment and protect the natural resources and to develop even in the general responsibility for climate change and is therefore the basic discipline for the sustainable development.

1.0 Baseline condition Overview San Miguel is one of the most progressive towns in Bulacan. Its capabilities of being independent throughout the city of Bulacan, it has a total land area of 231.40 km2 (89.34 sq mi). San Miguel is administratively subdivided into 49 barangays, 11 of these are considered urban and the rest rural. The most populous barangay is Sibul and the least populous is Pacalag. Other barangays that are populous are Camias, Tartaro, San Jose, and Santa Ines that are virtually identical with each other with its more but not less than 5,000 people existing on it. San Miguel in general has its population of 138,839 according to the latest Census of year 2010. It is strategically located in the northernmost part of Central Luzon, which is considered as the Rice Granary of the Philippines. It is bounded by the flatlands of Gapan City, Province of Nueva Ecija in the north; by the swamps of Candaba, Province of Pampanga on the northwest; by the town of Doa Remedios Trinidad on the northeast and by the town of San Ildefonso on the southeast. These were all according to the official website of the government of Bulacan.

San Miguel is a first class, partially urban municipality located in the third district of the province of Bulacan, Philippines. Its government is stable, and is consistent in developing whats best for the province, first and foremost is building the tourism in the province. San Miguel develops its tourism in such way like tour operations, hotels, accommodations, resorts, restaurants, and souvenir shops for the tourists or investors to realize its potential in tourism.

The mainland is plain agricultural lands, some part of which was substantially eroded due to commercialization and urbanization. The prevailing climatic conditions in the municipality are categorized into two (2) types: Wet Season and Dry Season.

In conformity with the official website of the government of Bulacan, three prominent caves exist along the banks of the Balaong River that circumscribe the historic barangay of Biakna-Bato, namely BahayPaniki Cave, Aguinaldo Cave and Bukal Cave. The most notable of these is the Aguinaldo Cave where the late hero, Gen. Emilio Aguinaldo, once took refuge while leading the resistance movement against the Spanish and American colonizers. Militarily, its narrow but long entrance coupled with the existence of secret chambers cans way-lay intruders.

San Miguel Bulacan is not prone to earthquakes because it doesnt fall near fault lines, and is not prone to volcanic eruptions because there are no active volcanoes around. Even though there are typhoons that come in the area yearly, in terms of flood and flashflood susceptibility, all forty nine (49) barangays in San Miguel Bulacan were found to be susceptible to flooding. The depth of flood is controlled by the topography and location with respect to the major river systems.

The mixing of indigenous traditions in Chinese and Spanish influences has influenced San Miguel, Bulacans culture. The province was once home of thousands of Chinese who intermingled freely with the natives and brought their trade and industry in the province.

The preparation of traditional and Spanish style food, such as suman, puto, kutsinta marzipan and pastillas de leche are time honored industries.

The unique combination of influences is nowhere more pronounced that in the festivities that are held throughout the province. For many years, the town of San Miguel in Bulacan, has served as a stopover for locals and travelers craving for the much sought-after pasalubong of all time the "Pastillas de Leche," and other famous sweets as take-home gifts to relatives and friends.

The Pastillas has been a source of pride and a unifying symbol for the people in San Miguel. People here give Pastillas as a gift to their families, loved ones even during birthdays, weddings, and other occasions. This is the secret of the industry: It has survived time because not only visitors but even the locals patronize it.

San Miguel is proud of its rich history and heritage just as it is of the pastillas making tradition. It is home to some of the greatest patriots of the revolution as well as to the Biak naBato National Park, where the famous Pact marking the end of the Fil-American war was held. Old stone houses depicting the early lifestyles and culture of these heroes are also an attraction in San Miguel, Bulacan. Some commonly known historical places in San Miguel is

Biak na Bato which is known because of its contribution to the Philippine history and where the Malolos Constitution and Biak naBato Republic where established. Madlum Caves or Mt. Manalmon is also consider as historical place in the municipality because of its scenic view and Mt. Manalmon possesses novel landscapes, including those of Madlum River, whose rock formations compensate for an otherwise unremarkable environment. Sibul Spring is famous for the springs coming directly from the mountains, which attracted a lot of people including the past presidents like Manuel Quezon & famous artists during the pre-war & post-war era. Heritage houses in San Miguel is also famous because of the old houses built in different times, with different style & color structures even though some of the houses were bomb during the Japanese many still exist today, the town is also called the "Vigan of Bulacan". Also Historical landmarks and old stones houses in the town proper are existing testimonies to the abundance and prosperity of the past and the admirable skills in craftsmanship of Bulakeos. Current status/Present condition As written on Philippine Star newspaper last January year 2013, San Miguel Bulacan is now facing a lot of developments aim to facilitate tourism and socio-economic developments. Ms. Arlene Pascual, head of the Provincial Planning and Development Office, presented the proposed project via a power-point presentation. The provincial government intends to improve its tourism road networks through the proposed Central Bulacan Tourism Loop. The project will be executed in cooperation with the Department of Public Works and Highways (DPWH) and Department of Tourism through the DPWH-DOT convergence program. The proposed project

involves the improvement of 25 road segments in the provincetwo of which are national roads, nine provincial roads, three municipal roads and 11 barangay roads.

Another on-going development on the area is the goal of sustainable ecotourism activities of the park, the Department of Environment and Natural Resources in Bulacan conducted a three-day strategic planning workshop for the stakeholders of the park. The park is considered third park revenue earners in the Philippines because of its natural beauty, its national significance and strategically located (near Manila). It caters mostly local tourists, like students (mass tourists), nature lovers and families from nearby provinces and cities. This was according to the development programs of the Municipal Planning and Development Office of San Miguel, Bulacan.

In conformity with the official website of the Department of Tourism, the workshop was organized as a forum for sharing problems and issues affecting the parks management, identifying programmable areas of concerns, and harmonizing stakeholders efforts towards a common vision as well as goals, objectives and strategies for sustainable ecotourism activities in the park. Twenty-two participants/stakeholders attended the 3-day activity, representing various agencies under the Provincial Government of Bulacan Tourism Office, national agencies like the Department of Environment and Natural Resources, Department of Tourism, Municipalities of Doa Remedios Trinidad and San Miguel, Bulacan, Barangay Officials with jurisdiction of the park, Tour Operators, Peoples Organizations (POs), Local Tour Guides and NonGovernmental Organizations (NGOs).

Also to support the advocacy to protect the environment and preserve the beauty of the area the provincial government will strictly implement the ban on use and sale of plastic bags as part of the seven-point agenda to protect the environment, health and welfare of the Bulakenyos. Due to climate change, we need to help in protecting the environment through planting of trees and prohibiting the use of plastic which is the major cause of siltation in rivers. The ordinance prohibits the sale and use of non-biodegradable plastic bags, styrofor and other kinds as packaging materials.

2.0 Components likely to be affected There four (4) main components in the tourism industry or what we all know as the 4 As: attraction, accommodation, accessibility, amenities. For the development that we are proposing, attraction, accessibility and amenities will likely be affected especially attraction since we are building a family and religion based tourism attraction in Banal na Bundok, Bulacan. We are not going to put up any accommodation facilities because we will be focusing on enhancing the beauty of the place through building attraction sites. Though it is already known in the area, because of the developments that we are going to make, there is a big possibility that this new face of Banal na Bundok will be more popular and will become one of the most visited places in Bulacan especially during the Lenten season which is a very important event for Catholics all over the country. Amenities will be improved and become more tourist/family-friendly zone because the places condition now is not so good but we are going to beautify it to make it more appealing to our visitors and to make them enjoy their stay. Accessibility will also be improved together with the holistic improvement of the destination. Because people in the area will be aware of the developments that we will be making in their

place, people will surely be making their own ways to earn and one of them is through transportation. People may think of our development as a way for them to earn. If there will be more jeepneys/tricycles to our attraction site, transportation of the tourists will be more convenient compared to before. There will also be service cars for the tourists. This way, it will help make the travel of the tourists more convenient and faster compared to if they will just be commuting from the town proper.

2.0 Impact Assessment Based on the table above shows the factors that the place must consider and important issues might the place, Banal na Bundok encounter in the near future. The proposed development of our group has several positive and negative impacts that may occur during or after the development and constructing the place. Our priorities are first, the cottage where people intend to stay over to have a peaceful and relaxing ambiance of the place. But this will look untidy if they are all scattered around the area. Second, the park, where family can have a picnic and bond with each other. Having also a picnic can affect the nature preserve because of the garbage and improper waste management system. Third, enhancement of the zoo where horseback riding is a part of developing the place, but a part of this are noise and air pollution coming from the animals whether it is domesticated or not. Fourth, activities like wall climbing, obstacle courses and the exciting activity of a campsite can give. These adventurous activities can affect the natural preserve where in garbage are scattered around the area and issues like clinics and other facilities are not available within the vicinity of the place. Fifth, souvenir shops are very famous and may not be disappear because this is the primary source of the Bulacaeos where putting up business in such a tourism spot in their place is considered as a major contribution of financial income of the province, but in reality, if there is a souvenir shops, part of it is garbage, noise and land pollution. Lastly, the Tree of Life, the Dancing Fountain and the Statue of Jesus Christ are

the main priorities of this proposed development. This is because the place, Banal na Bundok is famous during the lent season (in a regular day of the Catholic Church). The proposed developments are all based in the ratings of the positive and negative impacts with an enclosed prediction.

Chapter V Mitigating Measures

1.0 Recommendation We plan to do our proposed development plan in Banal na Bundok, San Miguel, Bulacan. This place has lush hardwood forests, diverse wildlife, friendly and environmentally conscious people, rich in natural resources, quiet, peaceful, and the place has an existing undeveloped attractions that eminently fits our proposed development plan for the place to generate more tourist that can help the community to have their living by means of employing them and engaging them in the preservation and conservation of the place. The place has rich culture and prevalent historical places that greatly influence tourist to come over and visit the place. San Miguel has natural parks and wildlife like Biak-na-bato National Park, Sibul Spring Health Resort and Madlum Caves. San Miguel also has man-made attractions like Banal na Bundok,

resorts, old houses and a mini museum. The place is also home for sweets and delicacies that attracts tourist to buzz over the place to try and experience San Miguels best known delicacies. After a thorough analysis of data, the researchers recommend the Local Government Units to support the proposed tourism development plan because of the different benefits it will bring to the municipality of San Miguel, Bulacan. It can boost tourism arrivals meaning more added income to the local economy. It will also create more jobs and employment for the local people and it will also promote religious-based tourism for the people of San Miguel. The Local Government Units may help promote the proposed tourism development plan by sustaining financial support and giving service for proper implementation of rules and regulations. After all, the whole community will be the ones to benefit from the proposed tourism development plan.

This research served as basis on developing tourism plan can be possible to be established on the near future. The researchers recommend this study to any financial institution private or company and very confident that this study will be doubtless plan and will provide future economic benefits.

2.0 Environmental Management Plans or Statement of Commitments This Statement of Strategy is intended to show how, over the next years, the Local government unit will implement the Governments high level policy objectives and tourism development plan program for Government commitments, as well as the progressing longer-term policy goals set out in the relevant Local Strategies for which we have lead responsibility.

The Local unit will report on progress annually in its Annual Report and Annual Output Statement. The performance indicators set out here are relevant, balanced, enduring, and lend themselves to objective measurement. Our Annual Report will also provide an opportunity to highlight changing circumstances and emerging issues and, if necessary, adapt the Strategy Statement accordingly.

In addition, the Department will contribute to central reporting on the delivery of specific Development for Government commitments. We will prepare an annual Departmental Priority Business Plan which will set out clearly the priority commitments and deliverables for the year ahead, informed by the Development plan programmed for Government and the Departments compliance and governance obligations in national. The Priority Business Plan and the performance targets provided in the Estimates structure will inform more detailed business planning processes. Output targets will form the basis of development plans at local unit (section) level. These Development plans will in turn inform the Banal na Bundok process for all staff, providing clear linkages between objectives and performance across the Department. This document contains an enormous amount of planning, review, implementation, partnering, and promotion initiatives.
