Taxicab Training/Testing Class Instructions

PURPOSE: This work instruction establishes uniform guidelines for taxicab training class. SCOPE: This work instruction shall apply to all Department of Code Compliance

personnel that teach/instruct taxicab training class. RESPONSIBILITY & AUTHORITY: All managers and supervisors are responsible for ensuring that employees follow this work instruction. SAFETY: Follow all applicable City of Dallas safety guidelines associated with this work instruction. ENVIRONMENT: Follow all applicable City of Dallas Environmental procedures

associated with this work instruction. NOTES: 1. Prior to being issued a license, applicants will be required to pass a written examination about taxicab operations in Dallas. The level of competence is defined by Section 45.3.2(d)(e)(f) of the Dallas City Code: 1.1. As additional qualifications for a taxicab drivers license, the director shall require each new applicant to: 1.2. Pass an examination given by the department that tests the applicants knowledge of: 1.2.1. Traffic laws 1.2.2. A drivers duties as described by Section (45) of the Dallas City Code 1.2.3. Department regulations, and 1.2.4. The geography of the city; and 1.3. Successfully complete a training course approved by the director that provides two (2) hours of classroom instruction in each of the following areas: 1.3.1. Taxicab rules and regulations 1.3.2. Geography of the city and surrounding areas and use of a map; and 1.3.3. Public relations and communication skills.

1.4. When the director has reason to believe that a taxicab driver is in need of training in any area described in Subsection (d) (2), the director may require the driver to successfully complete a training course approved by the director. The decision of the director to require a training course under this subsection may be appealed in accordance with Section 45-3.13 of the Dallas City Code. 1.5. Whenever a new applicant or a taxicab driver attends a training course under Subsections (d) (2) or (e), the holder employing or contacting with the applicant or the driver shall pay to the City of Dallas $25 for the training course (Ordinance Numbers 15127; 17775; 18033; 18829; 20455; and 21819). 2. A timed test will be administered the last hour of training. Applicants are allowed one hour and thirty minutes for the two-part test. Part one involves the use of the Mapsco and Part two involves taxicab rules, regulations, and public relations. minimum score of 76% is required on each section to pass the test. WORK INSTRUCTION: 1. Before participating in a Taxicab Drivers Training/Testing Class, applicant must pass a background check, in accordance with Code Compliance Services Taxi Drivers License Permit Application (CCS-WKI-908). 2. Applicant comes to Transportation Regulation office to be scheduled for available Taxicab Drivers Training Course. 2.1. An information sheet is provided to driver explaining procedures, including date and location of course (Refer to Taxi Drivers License Permit Application CCSWKI-908) 2.1.1. New applicants must attend Taxicab Drivers Training Course and pass both test the Taxi Cab Driver Mapsco Test (CCS-FRM-941) and Regulation Test (CCS-FRM-942) in order to qualify for permit. 2.1.2. Renewal drivers may check out DVD for required training and pass a renewal exam (see CCS-FRM-958) . 2.1.3. A Taxi Driver Testing Schedule is provided to renewal drivers A

3. The applicant arrives at the training testing class location at the scheduled time. 4. The applicant shows personal photo identification and Transportation Regulation information sheet for the instructor to confirm. 4.1. The instructor checks class list to confirm applicants attendance and participation. 5. The instructor begins class by presenting a PowerPoint presentation covering rules and regulations, public relations (customer service), and the use of a Mapsco. 5.1. Two (2) 10 minute breaks are given; one after the customer service presentation; and the second break is after the Mapsco presentation. 6. Upon completion of the Mapsco presentation and after the second break, the instructor will pass out the exam (CCS-FRM-941) 6.1. The only allowed materials once the exam is passed out are a pencil and Mapsco. 6.2. The instructor will gather all exams at one and one half hours if any attendees have not turned in their exam. 6.3. The instructor grades the exams and informs the attendees of their pass or fail scores. 6.3.1. If an attendee passes, they are instructed to go to the Transportation Regulation Office the next day and become permitted as long as they have completed all other required application steps. 6.3.2. If an attendee fails, they are instructed to return with a letter, signed by their companys representative, stating the company wants the person to be given another opportunity to attend the class. 6.3.2.1. If it is the second failure of the exam, the attendee must wait six (6) months before they can attend and attempt to pass the exam. 7. The instructor for renewal drivers only will pass out the exam (Attachment D) and all the drivers will be given one hour to complete the exam. It consists of 50 questions. 7.1. After one hour, the instructor gathers any exams that have not been returned and will grade them.

7.2. If the attendee fails, they will be scheduled to attend the all day training class for new applicants. 7.3. If the attendee fails again, they will be given another opportunity to pass the exam when they come to the Transportation Regulation Office the next day. 7.4. If the attendee passes, they can obtain their new permit if they have submitted all of the required documentation.
