WORKSHOP ON GIFMIS FUNCTIONAL REQUIREMENTS

Objectives of the Workshop Implementation of Government Integrated Financial Management Information System (GIFMIS) is a key priority under Public Financial Management (PFM) reforms initiated by the Government of Philippines. As first step towards implementation of the system, a Conceptual Design has been developed during July December 2012, which enunciates the need, objectives, scope and coverage of GIFMIS for entire PFM lifecycle including budget preparation, budget execution, accounting and reporting and auditing. The GIFMIS Conceptual Design was formally adopted by the Government through the Public Financial Management (PFM) Committee in April 2013. Further steps are being undertaken by the Government towards procurement and implementation of GIFMIS. Finalization of detailed functional requirements specifications for the system, in consultation with the respective stakeholders in PFM lifecycle, is the next crucial step towards procurement of the system. Accordingly, this proposed workshop for GIFMIS Functional Requirements Validation has been scheduled by the PFM Committees GIFMIS Project Implementation Unit (PIU) with support from PricewaterhouseCoopers Private Limited (PwC India), which has been engaged through AusAID to support the Government in preparation of the requirements specifications and bidding document for GIFMIS procurement. The key objectives of the workshop are: (i) (ii) (iii) to provide an overview on the scope and coverage of the different GIFMIS functions/modules; to conduct a detailed review of the draft functional requirements specifications for the different modules proposed under GIFMIS with respective stakeholders, and to obtain feedback on relevance and completeness of the proposed functionality and to seek necessary inputs for finalization of the functional requirements for the system

By end of the workshop, it is anticipated that the scope and functional requirements of GIFMIS are validated by the stakeholders and necessary feedback is received for finalising the same. Expected Outputs from the Workshop Following are the key expected outputs of the workshop: 1. The scope and functional requirements specifications proposed are understood and reviewed by the participating stakeholders

2. Necessary feedback on changes to the system scope and requirements specifications are documented for incorporating into the final version of requirements specifications Preparatory Activities needed for the workshop The participants will be provided with background material covering the following: 1. Overview of current environment <on the module that is scheduled for the day> 2. Proposed role of GIFMIS for <on the module that is scheduled for the day> 3. Proposed functional requirements specifications for <on the module that is scheduled for the day> The participants are requested to review such material thoroughly prior to the workshop and to document necessary clarifications, changes needed to the proposed scope and requirements specifications in GIFMIS <on the module that is scheduled for the day>. The clarifications and proposed changes shall be discussed and finalised during the workshop leading to finalisation of functional requirements specifications for GIFMIS.
