NGO network in EV to check if they were recipient of pork barrel from solons
TACLOBAN CITYThe Eastern Visayas network of non-government organizations (NGO) and peoples organizations (EVNet) will check among its member organizations if they have received pork barrel funds from the regions congressmen. However, EVNet executive director Pauline Nayra was quick to say that no NGO in the region affiliated to their group is involved in the P10 billion pork barrel scam. We know the names of our organizations and none of them are part of any network involved in the scam. However, we still have to check if they got funding assistance from members of the House of Representatives, Nayra told Leyte Samar Daily Express. EVNet targets to complete the information gathering this week. If any group has received aid from Priority Development Assistance Fund (PDAF), they will check if it was used prudently and according to its purpose. EVNet has been discouraging member organizations from asking solicitations from politicians. Most of their funding sources come from other network of NGOs and international groups. The group is a regional network composed of 30 NGOs and POs operating in the islands of Leyte, Samar and Biliran. The network seeks to contribute to the reduction of poverty and promote sustainable development by strengthening partnerships in Eastern Visayas as well as pool and share resources, expertise and information among its members. Its areas of engagement include biodiversity conservation and protection, capacity building, regional sustainable development and social entrepreneurship. The 14 members of the House of Representatives in Eastern Visayas have received P2.1 billion pork barrel funds from 2010 to 2012, electronic records of the Department of Budget and Management (DBM) disclosed. The central government has poured out a total of P230.85 million (PDAF) the ocial name of the pork barrel to the regions 14 solons in 2010 with most of them re- Garden bought the meat of ceiving P15 million each. the pawikan from Gabril.

Alfreds advice during a disaster to his co-mayors: Be around and lead in rescue operations
GOVERNMENT CENTER, Palo, Leyte- A chief executive should always be physically present and personally attend to the needs of this people during a calamity or disaster. This was the piece of advice shared by Tacloban City Mayor Alfred Romualdez during yesterdays closing of the regional summit on Disaster Risk Reduction Management. The three-day summit, attended by several mayors and other officials of the region, was held at the convention center of the Department of Public Works and Highways, this town. According to Mayor Romualdez, it is always a safe bet for a local chief executive to be always present in his or her area whenever a disaster strikes and lead any rescue operations. By being present, the Tacloban city mayor said, this gives a feeling among the people that they are being attended by their leaders and give them an assurance that they would be safe. Also, it becomes easy to convince the people to leave their areas and seek for safer grounds when it is their mayors that make a personal appeal, Romualdez said. Romualdez also said t h at a k itch e n br i gade, task to prepare the food during a tragedy, is also very important before, during, and after the calamity, because during such times those assigned to other disaster management work will have notime to prepare food themselves. Romualdez also said that along with other necessary preparations, such as disaster management trained personnel, every local government unit must also invest on communication equipment, like handheld
radios, and its needed repeaters placed in strategic locations. This way, communications would be easy and fast and in the process, avoid wastage of time and
resources, Romualdez said. Romualdez pointed out that a disaster management during calamity cannot be remote controlled, so it is always best that a local chief executive lives in his/her city or town to lead the people
when a calamity hit their areas. In an earlier statement, Romualdez said, that because he and his family lives in Tacloban, there has never been a flooding, typhoon or big fire incident that he was not
around and personally assess the situation and in rescue operations. Romualdez also said that it is better to provide ready-to-eat foods and bottled water to the victims of calamity like typhoon. (FRED PADERNOS)

People in the countryside are longing for government to deliver the needed basic services. Unfortunately, most of the deliverables could not reach the target beneciaries mainly due to lack of funds. Every time people would seek assistance for their needs, lawmakers who are known to be the ones in control of largesse in the form of pork barrel could not afford to shell-out or would deny outright such requests from their constituents purportedly due to lack of funds. The uncovering of huge funds being kept by lawmakers out of their pork barrel had caused a public uproar against the system. Calls for the abolition of the pork barrel had been raised

The revelation of huge sums popularly labeled as pork barrel being funneled through budgetary insertions by legislators is truly shocking to the conscience of an impoverished population. It is truly revolting to get information that taxes extricated from the sweat and blood of our people are appropriated into the pockets of lawmakers. In a country where poverty is at grinding levels due to lack of opportunities for gainful economic activities, people have enough reason to detest such a deplorable system as the pork barrel. Even before government agencies could kickoff with investigations into the allegations, people must rightfully assert their constitutional right to access ofcial records of

Until now, the big names are scampering to clear out their names from the hot list. Our corruption index has become enormous beyond politics, beyond words. As taxpayer - I am mad, perhaps as mad as Jesus when he lashed out the trading men and women in church. What shall we do then? I am too paralyzed. It would be an understatement to say: redene our

As a journalist, I nd that the avalanche of legends, practices, shrines, stories and anecdotes totally dwarf the politics played in their name. Its time to try and liberate the Filipinos from politics, identity and perpetual protest, and delve instead into its plurality of doctrines, stories and dilemmas. To give the country a new life, the modern Filipino should resist simply remaining a political Filipino .

now I will write it again: The burden of democracy is a shared one. Each one of us is its bearer and lifeline. The death of democracy is not likely to be an assassination from ambush. It will be a slow extinction from apathy, indifference, and undernourishment, said Robert Hutchins, an American educator. If we can say now that joining a rally (like this one on August 26) is a waste of time or that protest wont change anything, then democracy in this land is already a failure. of the investigators. At the moment, it will be wise for President Benigno Aquino III to withhold the releases of the PDAF. The President should heed the call of the people to remove the pork barrel, but have projects properly identied and included in the national appropriations. Lawmakers should identify what or which projects have to be done. Like other projects the different
departments of the government have recommended included in the annual appropriations act should included the lawmakers identied projects. That way, the public will not be suspicious of the lawmakers having a 2040 % cut for every centavo released through their intercession. It will also remove the bad perception of the public that projects passing through the legislators are like pop rice. Indeed, the legislators will no longer have the so-
called pet projects to boast to the public that through their intercessions the projects are realized. Probably, it will also lessen the number of candidates to the legislative body, because the perceived commission will be gone. Without, projects chosen by legislators, there will no longer be a need for Lacson or his likes to do investigative work. Without anomaly everybody will be happy, so do away PDAF. However, instead of pacifying the incident, Cordero suered some contusions allegedly inflicted to him by the brothers. But the Nicolas brothers professed their innocence saying that they recognized Cordero as a police officer and they did not mauled him, contrary to his allegations. It was him who hit me at my head, using his service firearm. The commotion among us only started when he started shooting aimlessly. Good thing none of us were hit by the bullets coming from his service firearm, Ronic said. He admitted that they did grabbed Corderos hands to stop him from further shooting. It was a self-defense act, he said as he denied that they were in possession of bladed weapons, disputing Corderos claim. Ronic said that they sought for Corderos assistance as his younger brother, Kim, was attacked by a still unidentified man, who man-
aged to escape before Cordero arrived. He was our brother, so it was natural for us to help him. But it is just unfortunate, that we were the ones now charged in court, Ronic said. Kim, on board a motorcycle, was on his way to collect their sound system equipment rented by a group just along their village. Aside from the familyowned sound systems facility that they rent out, the brothers works as technicians whose incomes barely make them live a decent life.
