Six killed while over 100 others down from food poisoning

The sea turtle, whose specie was not determined but weighing 12.5 kilograms, was found in the waters in Barangay Rawis last August 17 whose meat was later sold by the fisherman who found it, Albino Pinangay, in charge of the fishery and aquatic oce of the local government unit of Arteche, said in a phone interview. The fisherman, identi-

fied as Marlon Gabril, is now in the custody of the local police. He was said to have found the dead sea turtle floating in the waters last August 17. He sold the meat of the dead sea turtle that he found reason why several people were poisoned, Pinangay said. The five persons who died were identified as Ramon Galit and wife Lilian, Marcosa Picardal, Eugenio Nuguit and son Marlon. They died at the Eastern Samar Provincial Hospital in Borongan City while being treated. The Nuguits died last August 18 while the Galit couple died on August 21. Amid pork barrel scam

NGO network in EV to check if they were recipient of pork barrel from solons
TACLOBAN CITYThe Eastern Visayas network of non-government organizations (NGO) and peoples organizations (EVNet) will check among its member organizations if they have received pork barrel funds from the regions congressmen. However, EVNet executive director Pauline Nayra was quick to say that no NGO in the region affiliated to their group is involved in the P10 billion pork barrel scam. We know the names of our organizations and none of them are part of any network involved in the scam. However, we still have to check if they got funding assistance from members of the House of Representatives, Nayra told Leyte Samar Daily Express. EVNet targets to complete the information gathering this week. If any group has received aid from Priority Development Assistance Fund (PDAF), they will check if it was used prudently and according to its purpose. EVNet has been discouraging member organizations from asking solicitations from politicians. Most of their funding sources come from other network of NGOs and international groups. The group is a regional network composed of 30 NGOs and POs operating in the islands of Leyte, Samar and Biliran. The network seeks to contribute to the reduction of poverty and promote sustainable development by strengthening partnerships in Eastern Visayas as well as pool and share resources, expertise and information among its members. Its areas of engagement include biodiversity conservation and protection, capacity building, regional sustainable development and social entrepreneurship. The 14 members of the House of Representatives in Eastern Visayas have received P2.1 billion pork barrel funds from 2010 to 2012, electronic records of the Department of Budget and Management (DBM) disclosed. Gov. Petilla distributes financial assistance to brgys in Pastrana town


TACLOBAN CIT Y Leyte Governor Leopoldo Dominico Petilla personally distributed checks worth more than P1.65 million intended for the implementation of various projects in Pastrana town. The amount distributed by the governor represents the provincial counterpart under the Kalahi-CIDSS projects being implemented in Pastrana. Alfreds advice during a disaster to his co-mayors: Be around and lead in rescue operations
GOVERNMENT CENTER, Palo, Leyte- A chief executive should always be physically present and personally attend to the needs of this people during a calamity or disaster. This was the piece of advice shared by Tacloban City Mayor Alfred Romualdez during yesterdays closing of the regional summit on Disaster Risk Reduction Management. The three-day summit, attended by several mayors and other officials of the region, was held at the convention center of the Department of Public Works and Highways, this town. According to Mayor Romualdez, it is always a safe bet for a local chief executive to be always present in his or her area whenever a disaster strikes and lead any rescue operations. By being present, the Tacloban city mayor said, this gives a feeling among the people that they are being attended by their leaders and give them an assurance that they would be safe. Also, it becomes easy to convince the people to leave their areas and seek for safer grounds when it is their mayors that make a personal appeal, Romualdez said. Romualdez also said t h at a k itch e n br i gade, task to prepare the food during a tragedy, is also very important before, during, and after the calamity, because during such times those assigned to other disaster management work will have notime to prepare food themselves. RDC urge to create nutrition officer per LGUs


PALO, Leyte The Nat i ona l Nut r it i on Council (NNC) here in the region is lobbying for the creation of a mandatory position of nutrition action officer (NAO) in cities and municipalities with the corresponding nutrition office, in its bid to enhance efforts ending malnutrition in the local level. In a joint meeting of the Development Administration Committee (DAC) and Social Development Committee (SDC) of the Regional Development Council (RDC), the NNC asked the two bodies to issue a resolution enjoining local government units to appoint a NAO. Based on a cursory survey by the National Nutrition Council Region 8, it has been noted that most local nutrition action officers in the region are only designates while only few are considered plantilla positions. Relatedly, only few LGUs have their own nutrition officers, said Rizelyn Perez, nutrition officer of the NNC-8 during the meeting. The Regional Nutrition Committee has approved a resolution in December 2011 enjoining the creation of NAO and nutrition office. One of the goals in the 2011-2016 Regional Nutrition Strategic Plan is to increase the number of local government units with full-time nutrition action officer. Under the scheme, a NAO serves as focal person for nutrition, coordinate the implementation of the nutrition program, and ensure nutritional adequacy in their localities; and establish corresponding nutrition offices where transactions and activities of the nutrition committee may be conducted. In its meeting this week, the joint body deferred the approval of the said resolution, considering the financial capability of LGUs to heed orders mandated by laws. The NNC concern is valid because we need active nutrition officers but creation of position may not be valid this time. The national government has been requiring a lot from LGUs and another RDC resolution will be burdensome to the mayor, said Department of Budget and Management regional director and DAC chair Imelda Laceras. Laceras noted that many LGUs have not yet created local disaster and risk reduction and management office although law mandates it. Every time people would seek assistance for their needs, lawmakers who are known to be the ones in control of largesse in the form of pork barrel could not afford to shell-out or would deny outright such requests from their constituents purportedly due to lack of funds. He has the expertise of a fearless investigator. President is right to have Lacson leads the body. This is the time our country will see the capability and ability of former Senator Panlo Lacson whose stepping stone is the Philippine National Police (PNP). The anomalies of the distribution of the Priority Development Assistance Fund, known as PDAF, could well be addressed by Lacson. His training and experience in the police law enforcement agency will help the country to know the truth. Involvement of politicians in the anomaly may not be easily connected because of lack of evidence. He did not touch the pork barrel. That alone is a recommendation no one can deny. His keeping away from the pork barrel that other politicians are tainted with is strong evidence that Lacson is the right guy for the Sherlock Holmes work. This time those involved in the anomaly will nd them not too hot to handle. Only, the President should give Lacson the hundred percent backing, not a supercial one that may derail the enthusiasm

I was born Waray-waray, a taxpayer, a nationalist, a Waray-waray nationalist. The social media would call me the unapologetic Waray-waray. Look here. The oodgates, the pork scam, the ofcials to be blamed not just the system, the suspension of the release of the PDAF , the evacuation of 6,000 Pinoys in Egypt, another ferry runs aground all these news among others hugged the national dailies and could be depressing to a faint-hearted reader. In these context, no less than the Commission on Audit, the DENR, the DFA, OWWA the Upper and Lower Houses, the President of the Republic and among other stakeholders of these news clearly point out that lifestyle changes and behavior patterns otherwise known as culture can contribute to governance, or mitigate corruption, disasters and even climate change. Another point. Can we afford to go back to basics? Can the ultra rich government ofcials come down from their high horses ? Indeed, with our unprecedented levels of comfort with vast array of choices of goods and services dening our patterns of consumption and lifestyle, it is certainly difcult, nay, the answer is never. There is simply no turning back. Let us imagine how the poor taxpayers scarce money was consumed by ravenous ofcials. How despicable. A Catholic country, the pride of the placed behind bars, while justice is now knocking on her door, while justice now isnt as abstract a concept as it was 30 years ago, she will be incarcerated not for

that she is arrested, she will have to sleep behind the cold bars of prison until either she is acquitted of the charges or her fate is permanently sealed by her conviction. Apart from that, there is no other way out for her. Her lawyers, now probably worthy to be called the devils minions, could and will argue that the evidence of their clients guilt is not strong, an argument which is the only way out of one facing charges for a non-bailable offense. It will be their duty to discharge the burden of that argument though and their clients disappearing act a few moments before the warrant was issued will not sit well on the discharge of that burden. That fortied the seemingly ironclad array of evidence against her on the theory that ight is evidence of guilt, that the guilty ees even if no one pursueth but the innocent stands bold as a lion. The news is secondly good because no matter the procrastination from which the NBI could wittingly or unwittingly labor in their investigation of the P10 billion scam, we will not have to worry that Napoles will live to pilfer from us one more day. That presupposes of course that she is still here and that our law enforcement ofcers carry enough balls to enforce the warrant. ASPA The more signicant news of the previous week (and no Im not talking about the Gilas Pilipinas making a living in the FIBA tournament although that too is admittedly good news) is the issuance of the warrant for the arrest of the now infamous Janet Lim Napoles. With all the hubbubs brought by the news on the issue of the pork barrel and how Napoles became richer by P10 billion or even more at our expense, nally could be apt to describe the impact of that signicant news but not so much on the issuance of the warrant itself as the reason behind its issuance. The warrant was issued not because there is probable cause to formally charge her for whatever crime by reason of the heist although it could lead to that. You see, the very reason why the greed of Napoles and the indiscretions of some of our legislators even surfaced to eventually bite them in their bottoms was her equal indiscretion in detaining one of her erstwhile cohort who alleged that he was intended to be silenced by her previous employer for having initiated moves to establish his own organized racket and break away from her. It became a problem for Napoles when the mother of Benhur Luy, the ex-cohort adverted to, began to worry of her sons whereabouts which led to an investigation by the NBI. Long story short, NBI eventually found Luy who began telling his and Napoles twisted tale. Finding that Luys detention carried kidnapping implications, the NBI led a criminal case for serious illegal detention against Napoles (I believe against her brother too) which was only dismissed initially by the public prosecutor in charge. Thankfully, it was reversed on review and was eventually afrmed by the court with which the formal indictment, i.e. the criminal information, was led and which found probable cause to bring to custody Napoles. Personally, the said procedural developments are good news on two scores but bad on one. One, the order for the arrest of Napoles is ecstatic news because once she is brought into custody, she will be left with little, if no recourse at all. The resolution which led to the ling of the formal indictment in court did not recommend for any amount which Napoles could post as bail to secure his provisional liberty. In the off chance then

Its time to try and liberate the Filipinos from politics, identity and perpetual protest, and delve instead into its plurality of doctrines, stories and dilemmas. To give the country a new life, the modern Filipino should resist simply remaining a political Filipino .

THE GREATEST COMMANDMENT


When the Pharisees heard that Jesus had silenced the Sadducees, they gathered together, and one of them (a scholar of the law) tested him by asking, Teacher, which commandment in the law is the greatest? He said to him, You shall love the Lord, your God, with all your heart, with all your soul, and with all your mind. This is the greatest and the rst commandment. The second is like it: You shall love your neighbor as yourself. The whole law and the prophets depend on these two commandments.

A love in fact, which includes Gods other children: our neighbor as ourselves. This additional clause from Leviticus was certainly a bonus for the Pharisees question. Sales agent, driver robbed by armed men


CATARMAN, N. Samar- A sales agent and his driver were robbed of their belongings and cash of more than P130,000 by still unidentified armed men, this town. The victims, Bryan Cuayzon, 23 and Jhundil Urbano, 32 years old married and residents of Tacloban City are sales agent and driver respectively of the Philip Morris Fortune Tobacco Corp. Based on the initial investigation conducted by the police, the victims, on board of their service vehicle, were held up by the suspects along Sitio Hilalan-agan, Brgy. Somoge, this town. The suspects wore bull caps with their faces covered with handkerchiefs and armed with caliber 45 revolver and a 38 caliber pistol, police authorities said. The suspects carted away their collection cash money amounting to more than P132,000, cell phones, wallet containing P5,000 cash, ATM card, drivers license, wristwatch, sling bag, among others. The suspects immediately fled after carrying out their illegal act. After receiving the report, Catarman police, town police chief Inspector Jesus Sula Miranda, hastily composed a team to proceed to the area where the incident happened. TACLOBAN CITY The Department of Agriculture (DA-8) together with the Agricultural Training Institute (ATI) here in the region work together to maximize the promotion of the Farmers Contact Center (FCC) which provides technical assistance to a wider scope of farmers, stockholders and other concerned sectors in the agricultural field. FCC is an alternative delivery channel for farm and business advisory services. It provides voice (call) and short messaging service, emails and other online communication such as instant messaging and discussion fora. Furthermore, it is a helpful tool in bridging the gap between the farmers and the experts with emphasis on the need for prompt and adequate responses to inquiries. Joeven Calasagsag, ATI center agent, said that they have been conducting consultation workshops in every region with the aim of reaching out to the farmers, local government units, stakeholders in extension, and the state universities and colleges the advantage of using and/or availing the FCC services. We see a need of a comprehensive communication advocacy plan to strengthen and to further expand the reach of the service because we see that the farmers contact center program is not extensively used among the regions, Calasagsag said. New Leyte district engineer bares his priority programs


TACLOBAN CITY Newly -assumed district engineer Carlos Veloso of the second Leyte Engineering bares his priority projects which include completion of the BurauenAlbuera road, arterial road rehabilitation of the PaloCarigara-Ormoc road and road widening this 2013. There still remain so many things to be done particularly in rehabilitating our national highways, Veloso said in an interview. He cited that heavy traffic along the Palo-CarigaraOrmoc road has resulted to many damaged portions particularly in the mountainous area of Capoocan. We are fast-tracking the completion of the rehabilitation of this particular road as this serves as a major road and aects much our economic activity in the area, Veloso added. Meanwhile, he disclosed that he intends to finish the Burauen section of the Burauen-Albuera road, possibly before the year ends. This is also an important project since it would cut travel time as well as open up new possibilities for barangays along these areas in Burauen, he said. For 2013, 2nd LED of the Department of Public Works and Highways (DPWH) is tasked to construct 89 infrastructure projects worth P585.60 million, the highest allocation for a district oce in Eastern Visayas. On the other hand, it can be recalled that the 2nd Leyte Engineering District (LED) has also proposed a P1.23 billion project for 2014 in its bid to complete the paving of all primary national road networks during the time of the previous district engineer Margarita Junia. The amount would be used to finance road rehabilitation, road widening, flood control, bridge construction, bridge strengthening, widening of junctions, shouldering and drainage canals, shoulder paving in populated areas, and preventive maintenance. TACLOBAN CITY The City Veterinary Oce, this city, had just finished its profiling on animals, particularly on domestic pets like dogs. The profiling of pets like dogs is to provide them easy and immediate information as who are the owners of these animals, especially when they have beaten an individual, city veterinarian Dr. Eunice Alcantara explained. It is expected that nobody claims for the dogs when they bite someone. But with this profiling, we could easily pinpoint now who to talk with when there are cases of dog bites, the city veterinarian added. The profiling started in August 1 to 15, and they are now waiting for the result which they will consolidate until August 30 before they hand the list at the oce of the City Interior and Local Government, Alcantara said. Alcantara also urged dog owners who cannot take care of their dogs to turn them over at their oce. We will do assessment to their dogs; we see if their conditions are still manageable and if we can rehabilitate them to prepare them for adoption.
