Highlights

Wide-ranging technical and managerial experience at the World Bank, the IMF, the Independent Evaluation Office (of the IMF), EU the COMESA Clearing House and the Mauritius Ministry of Finance has involved versatility, creative thinking, setting up and managing multi-cultural teams, rapid evaluation and provision of guidance on a variety of economic topics and an ability to quickly get up to speed on new assignments. Policy analysis and dialogue with macro-economic perspective on economic management issues including trade, regional integration, public finance, fiscal decentralization, migration, financial sector issues and poverty. Practical micro-level experience managing and restructuring an African regional financial organization. Wrote seminal papers on Privatisation at the IMF and at the World Bank on Migration in Eastern Europe and the Former Soviet Union; and Outward Oriented Regional Integration. Pioneered the Cross Border Initiative at the European Commission and managed the restructuring of the COMESA Clearing House to offer new financial services to mitigate risks in trade finance. Manual for IMF Staff and Papers on Fiscal Decentralization. Lectured at IMF Institute on public spending. COMESA Clearing House, Harare, Zimbabwe. As Executive Secretary managed the Clearing House on behalf of the Committee of Central Bank Governors while initiating restructuring to introduce new financial services. Lobbied for the Africa Growth and Opportunity Act and promoted COMESA and the new Clearing House services. World Bank, Washington DC, USA. Country Economist for Madagascar responsible for dialogue on economic reforms, public expenditure reviews, co-ordinating the World Bank Country Team, relations with the IMF and donors, ensuring high quality economic analysis in project proposals and general support to the Country Director. Put in place first Structural Adjustment Credit since restoration of Democracy and prepared a Country Economic Memorandum.
