IDENTIFIED PRIORITIES
Access and security
Humanitarian access continues to improve in central regions, and assistance to these areas is increasing. In the north, aid activities remain limited due to insecurity. Military operations, mine incidents and violence by armed groups continue to create a highly volatile operating environment. The Douentza-Gao road has been opened but road traffic north of Douentza is discouraged. Plans to supply the north overland from Niger have been delayed due to insecurity in Gao and Mnaka. Meanwhile, WFP and partners continue to rely on boat convoys on the Niger River to provide assistance from Mopti to Timbuktu. The Algerian border remains officially closed.

Recent assessments reveal important new needs, WESTERN SAHARA particularly in terms of rapidly deterioriating food security conditions in the north and among IDPs and their hosts. Serious protection concerns exist in Mali, and the Prime Minister has declared that exaction by Malian Army, if proven, should be punished. Around 6,600 IDPs remain stranded at the Algerian border at Tin Zaoutin, in addition to 15,973 people internally displaced from 10 January to 10 February. While 93 per cent of IDPs in Bamako and Koulikoro expressed their intention to eventually return home in a recent IOM survey, observed returns have remained extremely limited to-date.
