Tabernacle School District
hired 24 new teachers, adminis-
tration and support staff in prepa-
ration for the upcoming school
year. Its the districts biggest hir-
ing year ever, according to Super-
intendent George Rafferty.
When it comes to looking for
the right hire at the Tabernacle
School District, Rafferty will keep
looking until he finds the right fit.
When youre small, everyone
counts. You have to get it right,
Rafferty said. We have high stan-
dards.
Rafferty was looking for some-
one to meet the districts expecta-
tion.
Our candidates have to be the
right fit for us and be on board
with our curriculum, he said.
Rafferty was on a journey as
long as nine months for his busi-
ness administrator, Noreen
Boston, and had to search for his
iSTEM teacher, Heather Peter-
sack.
We had to be thorough, and
move quick looking for Peter-
sack, Rafferty said. There are
five or six districts looking at the
iSTEM graduates.
Petersack was hired as a mid-
dle school iSTEM teacher, for
grades five through eight. She will
be integrating academic disci-
plines, science, technology, engi-

Shelter announces
adoption program
The Burlington County Free-
holders have announced the
Burlington County Animal Shel-
ters Happy Tails adopt-a-pet
program.
This program will feature a
sheltered animal each month at
the county corner store in the
Moorestown Mall. The program
will kick-off on Aug. 30, from
12:30 p.m. to 3:30 p.m. and run on
the last Friday of each month.
The shelter provides spayed or
neutered animals for adoption in
hopes of controlling the countys
animal population.
The county animal shelter is
located on Academy Drive off of
Woodlane Road, behind the
Burlington County Library in
Westampton Township. Hours of
operation are noon to 7 p.m. on
Mondays and Thursdays; noon to
4 p.m. on Tuesdays, Wednesdays
and Fridays, and noon to 4 p.m. on
Saturdays. The shelter is closed
on Sundays and holidays.

Church Road bridge
construction begins
Construction work for the re-
habilitation of County Bridge
D4.47 located on Church Road
(CrR 616) over Little Creek at the
border between Medford and
Southampton Townships was
scheduled to begin Friday, Aug.
16. The road will be closed as of
Friday and remain closed until
the projected is completed.
The project is estimated to take
about four months, with comple-
tion scheduled for December of
this year, Freeholder Director
Joseph B. Donnelly announced
recently.
Traffic will be detoured from
Church Road to Fostertown Road
to CR 541 (Medford - Mt. Holly
Road) to Bridge Road (CR 612) to
Eayerstown Road.
The existing bridge was built

challenges or an engineering de-
sign process.
Petersack will take what the
students learn at grade level in
math and science and show them
how to apply it to the real world
through design challenges or an
engineering design process.
Petersack initially majored in
secondary education and mathe-
matics but changed her major to
elementary education in iSTEM.
I was hoping to get a job with
my iSTEM degree. It is so new, I
didnt know if schools would have
that type of position yet, she
said. iSTEM is such a new thing,
and the Tabernacle School Dis-
trict is so much ahead of the ball.
Rafferty posted the position of
business administrator initially
in August 2012 and filled it with an
interim from October 2012
through June 2013. Bostons appli-
cation was approved in May, and
she came on board in July.
Lisa Rossi was hired as the
guidance counselor for the Ken-
neth R. Olson Middle School. This
is her first full-time guidance
counselor position.
I look forward to being able to
help students socially and emo-
tionally, and letting students learn
from each other, Rossi said. I
want to make sure that students
are supported by incorporating
more career and life exploratory
opportunities to the students so
they are prepped for Seneca High
School and beyond.
Allie Lewis, previously a fifth-
grade teacher with the Taberna-
cle School District, will now be
teaching kindergarten.
Kindergarten has always been
the grade I have wanted, said
Lewis, who did her student teach-
ing in a kindergarten classroom.
You really get to see the growth
and see how the students learn
and read.
Alyssa Friedrich, a new hire to
the Tabernacle School District,
will be a kindergarten inclusion
teacher. Friedrich is very excited
to get her own classroom, as she
was working as a long-term sub-
stitute.
Tabernacle is awesome.
Everyone is so welcoming,
Friedrich said. She is looking for-
ward to making the best of her
year and teaching reading, writ-
ing and the love of learning.
Ruth Stitt, a part-time music
teacher addition to the Taberna-
cle School District, will be work-
ing with chorus and drama.
Stitt plays the flute and the
piano, and is familiar with all the
instruments.
I plan to get the students in-
volved as much as possible, she
said. We will be singing by the
fall.
She plans to be putting produc-
tions on in the spring.

The Tabernacle School District has been
busy over the summer focusing on long-
range plans for school district facilities.
On June 3, the state Department of Edu-
cation notified all regular operating dis-
tricts about their opportunity to be eligible
for funding for projects to upgrade school
facilities.
The ROD-4 Grant Program is the fourth
time the NJDOE has enabled school dis-
tricts to receive state funding toward any
project approved for grant funding.
The Tabernacle School District is eligi-
ble for 40 percent state funding toward any
approved project.
Projects related to security or health
and safety will be given priority by the de-
partment when it reviews applications,
Superintendent George Rafferty said.
The district has filed for five grant appli-
cations with the NJDOEs Office of School
Facilities to make either security or health
and safety upgrades to the schools, accord-
ing to Rafferty.
Rafferty said the district has filed two
applications to receive funding for provid-
ing security upgrades to the entrances of
both the Tabernacle Elementary and Ken-
neth R. Olson Middle schools, as well as to
each schools interior doors.
The estimated amount to upgrade the se-
curity in the Tabernacle Elementary
School is $388,938. The estimated amount
to upgrade the security in the Kenneth R.
Olson Middle School is $496,944, according
to Business Administrator Noreen Boston.
If the grants are approved, they will pay 40
percent, and the remaining will be paid
from the school budget.
A third grant application was submit-
ted, requesting funding toward the instal-
lation of an emergency generator at the
Tabernacle Elementary School. Currently,
the school does not have any emergency
backup power and cannot operate facilities
in the event of an outage, according to Raf-
ferty.
The estimated cost for an emergency
generator at the Tabernacle Elementary
School is $336,255, Boston said.
Last year, we had to cancel school due
to a power outage caused by wind. A siz-
able generator at the school would allow
bathrooms, refrigeration, network technol-
ogy, lighting and water usage to remain in
operation without interruption, Rafferty
said.

ittle by little, the effects of
health-care reform, or Oba-
macare as its commonly
known, are starting to come to light.
Change in price and type of health in-
surance, and the availability of public
health insurance, will take shape in
the coming months.
In July, the Obama administration
made a change to one aspect of health-
care reform that they said would help
make them a friend to American busi-
ness: They delayed the employer
mandate provision by one year, to
2015.
The provision has been controver-
sial since it was announced, because it
requires businesses with 50 or more
full-time employees to provide health
insurance.
The Obama administration pro-
claimed that the delay would give busi-
nesses relief they needed as they are
still attempting to get back up to full
speed.
But will it work? We doubt it will.
Take a look at Middletown, N.J., a
Monmouth-County township of ap-
proximately 66,552 residents as of the
2010 Census. Just last week, the town-
ship cut hours for part-time employees
to avoid having to offer them health in-
surance. The move saves the township
an estimated $775,000 per year.
Its a great move for the township,
but not so great for the employees,
who now get fewer hours and no
health insurance through their em-
ployer and possibly also the resi-
dents, who now may have to face a cut
in services.
Middletown made the move now,
even though the employer mandate
was pushed back to 2015.
Similar cost-saving tactics could be
used in our town, and the question
would be: How would that affect our
services, and possibly our neighbors
own wallets?
That is unknown as of yet, but its a
reality we may have to face not only on
the public employment level, but also
on the private employment level, as
businesses make similar cost-cutting
measures.
It just makes no sense to us.

in each of the schools. Rafferty
reports that the abatement proj-
ects would be a proactive meas-
ure to replace old floor tiling in
high traffic areas with tiles man-
ufactured with materials that
meet todays health and safety
standards.
The estimated amount to up-
grade the flooring is $69,975 at the
Tabernacle Elementary School,
and an estimated $78,886 at the
Kenneth R. Olson Middle School,
according to Boston.
Although there is no health or
safety risk to our staff and stu-
dents, since we submit to
regular inspections, we want to
be proactive and take advantage
of available state funding and
upgrade our schools, Rafferty
said.
In addition to filing for the
grants, Rafferty reports the dis-
trict is submitting an updated
Long Range Facilities Plan to the
NJDOE. A LRFP is a comprehen-
sive plan describing all the major
facility projects the district antic-
ipates completing over the next
five years.
Completing and filing of the
grant applications is labor inten-
sive and could not be successfully
completed without the assistance
of our school architect, Mr. Scott
England, Rafferty said.

ting the grants and the LRFP in
collaboration with Boston.
If funding is not granted, not
all the projects will be able to be
completed, Rafferty said.
If the districts applications
are approved, the Tabernacle
schools can expect to receive im-
portant facility upgrades without
burdening the local taxpayer, he
said. The Tabernacle schools are
beautiful and well-maintained,
and we want to keep them that
way.

The bridge is in poor condition, is
functionally obsolete and struc-
turally deficient. The bridge will
be replaced with a glu-laminated
timber bridge supported on con-
crete abutments and center pier
founded on steel pipe piles. The
approach roadway and bridge
will be widened and bicycle com-
patible shoulders will be provid-
ed. An asphalt-riding surface will
be provided on the bridge.
The majority of the $1,761,455
project will be funded by the
