President Benigno S. Aquino III announced on Wednesday that a reward of P10-million has been offered to anyone who can give information for the immediate arrest of the alleged pork barrel mastermind Janet Lim Napoles. The President made the announcement in an interview after keynoting the 8th East Asia Conference on Competition Law and Policy held at the Sofitel Philippine Plaza Hotel in Pasay City. "P10-million ang reward for information leading to the arrest of Ms. Napoles," the President said. He reminded coddlers of Napoles that aiding and abettting a fugitive from the law and obstruction of justice are crimes. "Harboring of a fugitive, kaso yun. Obstruction of justice, kaso rin yun. So yung babala: kung nasa wastong pag-iisip ang mga kumukupkop sa kanya, dapat maalala ito. At kung akala nila na titigilan namin ang paghahanap dito, nagkakamali sila," the President stressed. He expressed "reasonable confidence" that Napoles and and her cohorts would be captured soon. PND (rck) TOP 2. Aquino III has declared September 3, which falls on a Tuesday, as a special (non-working) day in the city of Iriga in the province of Camarines Sur in celebration of its 45th Founding Anniversary. The Chief Executive issued the declaration through Proclamation No. 637 signed by Executive Secretary Paquito N. Ochoa Jr. on August 22 to give the people of Iriga the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

On July 8, 1968, Iriga was converted into a city by virtue of Republic Act 5261. However, it was only on September 3 of the same year that the city was formally organized and inaugurated as the third city of the Bicol Region by then President Ferdinand Marcos. PND (js) TOP 3. The President issued the call in an interview after keynoting the opening of the East Asia Conference on Competition Law and Policy held at the Sofitel Philippine Plaza Hotel in Pasay City. He underscored the importance of remaining neutral as any position taken by security forces may be misconstrued differently by others. The President was referring to the Facebook account of Brigadier General Alexander Balutan, chief of 1st Marine Brigade based in Sultan Kudarat who expressed disappointment over the controversy surrounding the priority development assistance fund. The President said that although he shared the sentiment of the General, it was inappropriate for him to share his feelings over the social media. "Wala naman akong nakikitang mali sa sinabi ni General Balutan, ano. In his speech delivered at the Mindanao Ballroom of the Sofitel Philippine Plaza in Pasay City on Wednesday, the President lauded the participants from at least 8 countries as they begin their task of discussing ways to create fair trade between themselves and within their respective countries. "This is precisely why this conference is timely. All of you are gathered here to talk about what can be done to create a fair, level playing field," the President said. "All of you here are, in some way, subscribed to the idea that true, inclusive economic growth can only be achieved by pursuing a healthy competitive environmentone that stokes the natural human drive to competeto work hard, to innovate, and to create something of worth," he added. He said the Philippines is one with the advocacy of the conference and is reflected in the reforms implemented by his administration to "create a business environment conducive to competition." These, the President said, include the establishment of the National Competetiveness Council to monitor our competetiveness policies; easing rules and processes for companies to start businesses here; liberalizing the airline

industry to allow other carriers to service the country; and the passage of the Common Carriers Tax Law, which will exempt all international air and shipping carriers from paying the three percent common carriers tax on receipts and income derived from transporting passengers. "These policies, among others, makes it clear: The Philippine government and the Filipino peopleis fully committed to fostering a level playing field. We are doing this because it is one of the most critical pathways to economic growth; we are doing this because we know our entrepreneurs and our work force have the work ethic and the creativity to succeed in any environment.," the President said. "Indeed, competition is vital to the growth of any nation. In fact, it is vital to the growth of the world economy, and even to the technological breakthroughs that have, time and again, pushed human civilization into its next great age. Aquino III lauded the Persons with Disabilities (PWDs) for their outstanding contributions to the transformation of society despite their handicap. In his speech during the 2013 Apolinario Mabini awarding ceremony held at the Heroes' Hall in Malacanang Palace on Wednesday, the Chief Executive said awardees serve as proof that any Filipino can achieve success and contribute to society with their innate talents and characteristics worth emulating by others. Topping the list of Apolinario Mabini awardees was social worker Teddy M. Kahil who was named as the 2013 Disabled Filipino of the Year. Special Award was given to Jaime Tomas Perez-Diaz. Other awardees included Autism Society of the Philippines for Disabled Group of the Year and JP Morgan Chase and Company for Employer of the Year. Individuals and institutions from the private sector and government were also awarded for their contributions in advancing the welfare of PWDs. The Disabled Friendly Establishments (Gold Category) were SM City Marikina, JP Morgan Chase and Company and Mall of Asia Arena. Ayala Land, Harbor Point, Trinoma and UP Techno Hub (all under Ayala Land), SM Megamall, SM City Lanang, Citibank NA Phils. and Nuvali Evolving Center were named Disabled-Friendly Establishments (Silver Category). Other awardees included Erlinda Koe for Individual Rehabilitation Volunteer of the Year, CBR Volunteers and Workers for Rizal for Group Rehabilitation Volunteer of the Year, Ivy Liza Mendoza for Media Advocate of the Year (Personality) and Radyo Eskwela, dyWC for Media Advocate of the Year (Program) and Dra. Josephine R. Bondoc for Mabini Presidential of the Year and Commissioner Rene V. Sarmiento for Special Award. Special Award was also given to the SM Program on Disability Affairs for launching a program "Mapagmahal sa May Kapansanan." The Apolinario Mabini Awards was launched in 1974 to give recognition to individuals with disabilities, professionals and various groups that have distinguished themselves in their chosen field of endeavor or have rendered outstanding services to people with disabilities. The award was named after the countrys foremost hero, Apolinario Mabini, also known as the Su blime Paralytic whose disability did not become a hindrance to his creative genius that provided inspiration to the Philippine revolution. Persons with Disabilities (PWDs) through the effective implementation of laws and programs. In his speech during the awarding ceremonies of the 2013 Apolinario Mabini Awards at the Heroes' Hall of the Malacanang Palace on Wednesday, President Aquino said his government continues to protect PDWs and provide them with equal rights and opportunities in attaining success. "Asahan naman po ninyo na patuloy na magsusumikap at maglalatag ng mga inisyatiba ang inyong pamahalaan para sa halos isat kalahating milyong Pilipinong kabilang sa sektor ng PWD sa buong bansa," the President said. With the passage of various laws aimed at improving the lives of the PWDs, the Chief Executive said more Filipinos with disabilities would become productive members of society. "Mayroon nga po tayong natanggap na mabubuting balita: sa pagtutulungan ng ating mga pampublikong ahensiya, naipasa na natin ang ilang mahahalagang batas. Isa po rito ang Republic Act 10366 na nag-aatas sa Commission on Elections na magtaguyod ng mga lugar kung saan mapapadali at mapapaginhawa ang pagboto tuwing halalan ng mga kababayan nating may kapansanan," the President said. "Para naman sa higit na oportunidad sa hanapbuhay, naisabatas na rin ang Republic Act 10524. Dahil dito, nakareserba na ang isang porsiyento ng mga posisyon sa gobyerno para sa mga kabilang sa sektor ng PWDs, at hinihikayat din ang mga pribadong korporasyon na may higit isandaang empleyado na gawin ito," he said. The President assured that his government is implementing programs and services for persons with disabilities. "Sa bisa naman po ng Republic Act 10070, nakapagtaguyod na rin tayo ng mga PWD Affairs Offices sa ilang mga piling lalawigan, lungsod, at munisipyo sa kalakhang bansa. Bukod pa ito sa paghahatid natin ng serbisyo at technical assistance, sa pagtatayo ng Disability Section sa tatlong pamantasan sa bansa: sa Cebu Technological University, sa Cebu Normal University, at sa West Visayas State University," he stressed. He also lauded the Apolinario Mabini PWD awardees for their contributions to society despite their handicap. "Isa lamang sa matitingkad na halimbawa rito ay si Ginoong Teddy M. Kahil ang kauna-unahang visually impaired at rehistradong Social Worker sa bansa na nakatanggap ng Master's Degree in Social Welfare. Subalit higit pa sa kanyang pansariling tagumpay, kinikilala natin ang pagbabahagi niya ng dunong at husay sa pagsusulong ng adbokasiya para sa sektor ng PWDs," he said. The President also thanked government and private institutions for being responsive to the needs of the PWDs. "Saludo rin po tayo sa mga kompanyang tulad ng JP Morgan Chase and Company, na kinikilala ang papel at kakayahan ng PWDs, at nagiging tulay sa kanilang marangal at magandang hanapbuhay. Sa kanila po kasing 12,000 empleyado sa buong bansa, 8.8 percent dito o 984 ang kabilang sa sektor ng PWD; at 885 din sa kanilang mga manggagawa ang may anak na may kapansanan, at ngayon nasusuportahan na ang kani-kanilang mga pangangailangan," he said. The President remained committed to the promotion of measures to prevent disability, protect and rehabilitate the disabled and equalize opportunities for disabled persons. PND (js) TOP

Sila ang mga Pilipinong naharap sa sangandaan subalit imbes na magpadala sa tukso ng kalugmukan o kawalang pag-asa, ay buong-loob na piniling iangat ang kanilang sarili, at naging bukas sa pagtulong ng iba. Ang kanilang laging tugon, Bakit ako magpapa daig sa kapansanan? Kailanman, hindi magiging balakid ang aking kalagayan para maihayag ang malasakit ko sa bayan, at makaambag sa transpormasyon ng lipunan. Sa isang tila nakapanghihinang sitwasyon, sila pa ang naging bukal ng lakas at inspirasyon. Kahilang kauna-unahang visually impaired at rehistradong Social Worker sa bansa na nakatanggap ng Masters Degree in Social Welfare. Subalit higit pa sa kanyang pansariling tagumpay, kinikilala natin ang pagbabahagi niya ng dunong at husay sa pagsusulong ng adbokasiya para sa sektor ng PWDs. Sa kanyang mga positibong artikulot sulatin, di lamang niya naihahayag ang kanyang saloobinnaisasatinig niya rin ang boses at interes ng kanyang mga kapwa kasapi sa sektor. Saludo rin po tayo sa mga kompanyang tulad ng JP Morgan Chase & Co., na kinikilala ang papel at kakayahan ng PWDs, at nagiging tulay sa kanilang marangal at magandang hanapbuhay. Sa kanila po kasing 12,000 empleyado sa buong bansa, 8.8 percent dito, o 984, ang kabilang sa sektor ng PWD; at 885 din sa kanilang mga manggagawa ang may anak na may kapansanan, at ngayoy nasusuportahan na ang kani-kanilang mga pangangailangan. Taos-puso po akong nagpapasalamat sa kanila, at sa bawat indibidwal at institusyong pinaparangalan natin sa araw na ito. Mula man sa pampubliko o pribadong sektor; sa larangan man ng medisina, sining, media, o paglilingkodbayandi-matatawaran ang pagsusulong ninyo sa kapakanan at karapatan ng mga kababayan nating may kapansanan. Nagpapasalamat din po ako sa Philippine Foundation for the Rehabilitation of the Disabled, at sa lahat ng mga nagsusumikap upang matagumpay na maidaos ang Apolinario Mabini Awards sa taong ito. Asahan naman po ninyo: patuloy na magsusumikap at maglalatag ng mga inisyatiba ang inyong pamahalaan para sa halos isat kalahating milyong Pilipinong kabilang sa sektor ng PWD sa buong bansa. Mayroon nga po tayong natanggap na mabubuting balita: sa pagtutulungan ng ating mga pampublikong ahensiya, naipasa na natin ang ilang mahahalagang batas. Isa po rito ang Republic Act 10366 na nag-aatas sa COMELEC na magtaguyod ng mga lugar kung saan mapapadali at mapapaginhawa ang pagboto tuwing halalan ng mga kababayan nating may kapansanan. Para naman sa higit na oportunidad sa hanapbuhay, naisabatas na rin ang Republic Act 10524. Dahil dito, nakareserba na ang isang porsiyento ng mga posisyon sa gobyerno para sa mga kabilang sa sektor ng PWDs, at hinihikayat din ang mga pribadong korporasyon na may higit isandaang empleyado na gawin ito. Sa bisa naman po ng Republic Act 10070, nakapagtaguyod na rin tayo ng mga PWD Affairs Offices sa ilang mga piling lalawigan, lungsod, at munisipyo sa kalakhang bansa. Bukod pa ito sa paghahatid natin ng serbisyo at technical assistance, sa pagtatayo ng Disability Section sa tatlong pamantasan sa bansa: sa Cebu Technological University, sa Cebu Normal University, at sa West Visayas State University. Alam po nyo nang binabasa ko to, maganda mayroon na tayong tatlonapansin ko lang lahat nasa Visayas. [Laughter] Matanong ko lang ho ang

Good morning. Secretary Leila de Lima; Mr. Kazuyuki Sugimoto; Dr. Yuxing Xing; Mr. Rod Sims; Mr. Muhammad Nawirmessi; Mr. Mung Van Bach; delegates from the East Asia Economies; participants from the various sector regulators, the academe, and the business community; fellow workers in government; honored guests; ladies and gentlemen: Over the years, more than a few commentators and intellectuals have claimed that perhaps the Asian psyche is attuned to a more rigorously structured, paternal system. They have said that Western-style democracy is too messy, and that Asians thrive more when they have a strong father figure telling them what to do. In recent history, we have borne witness to this phenomenon several times. Many countries have had strongman rulers some of whom were good, and many of whom were not, which is perhaps what one could naturally expect of a system where a single person decides on anything and everything all the time. Less than thirty years ago, the Philippines was under such a system. It led to experiments like crony capitalism, which allowed monopolies to be granted to certain companies and, worse, to single families. We saw the dictator basically grab and distribute control of entire industries. We saw legal restrictions to competitions passed for no other reason than patronage, done under the guise of causes such as nationalism. As a student of economics, I know that monopolies are incredibly inefficient. It kills innovation. There is zero impetus, in a monopoly, to continually improve your product or your service, simply because you have your market cornered. True, the protected environment means the monopolizing company will flourish in the short-term; the profits may even be astronomic. But it guarantees against a level playing field, where competition can bring out the best in companies and in people. It also means that your industries will be ill-equipped when the time comes that they actually have to compete. In a world that is becoming increasingly globalized, the lack of a healthy competitive landscape is simply untenable, and could spell any countrys economic doom. This is precisely why this conference is timely. All of you are gathered here to talk about what can be done to create a fair, level playing field. All of you here are, in some way, subscribed to the idea that true, inclusive economic growth can only be achieved by pursuing a healthy competitive environment one that stokes the natural human drive to compete to work hard, to innovate, and to create something of worth. Our administration is of the same mind. And since you will be spending the next few days talking about competition law and policy, perhaps I can share some of what we have done to create a business environment conducive to competition. To begin with, we established the National Competitiveness Council, chaired by the Department of Trade and Industry,

to monitor our competitiveness policies. And I am proud to say that they have been integral in our 20-place jump in the World Economic Forums Global Competitiveness Indexfrom 85th place in 2010 to 65th in 2012. We also realize that whatever competition law we have must be implemented efficiently. This is why, as many of you may know, in June of 2011, I signed Executive Order 45, establishing the Department of Justices Office for Competition, which organized this event. Apart from promoting regional and international cooperation, the office is tasked specifically to investigate and prosecute all violations of competition laws, enforce competition policies and laws to protect consumers, supervise competition and promote transparency and accountability in markets, and undertake studies and reports to guide the industry and consumers. From the beginning, we have also made it easier for companies to set up shop here. After all, the success of a business should not be dictated solely by ones adeptness at navigating the bureaucratic maze. Instead, investors should be able to focus on delivering a quality product or service for a reasonable price. This is why our administration has been cutting bureaucratic red tape. And this has brought us great success. Under our watch, we have reduced the time it takes to start a businessfrom 36 days to just 11 days as well as the time it takes to register propertyfrom 39 days to 23 days. We have also made the processes for paying taxes faster, reducing the time it takes from 47 days to 14 days and the work does not end here. Moving forward, we will strive to make the processes even more efficient, so we that may shorten the timeframe very much further. You may have also heard that we have liberalized aviation, allowing new local and foreign carriers such as AirAsia and Jin Air to set up shop here and compete, in turn boosting the performance of our tourism industry. We also passed the Common Carriers Tax Law, which will exempt all international air and shipping carriers from paying the three percent common carriers tax on receipts and income derived from transporting passengers. They will also be exempted from the Gross Philippine Billings Tax derived from carrying passengers so long as their home countries grant the Philippines the same exemption. These policies, among others, makes it clear: The Philippine government and the Filipino peopleis fully committed to fostering a level playing field. We are doing this because it is one of the most critical pathways to economic growth; we are doing this because we know our entrepreneurs and our work force have the work ethic and the creativity to succeed in any environment. Indeed, competition is vital to the growth of any nation. In fact, it is vital to the growth of the world economy, and even to the technological breakthroughs that have, time and again, pushed human civilization into its next great age. And the discussions you will be having here will be essential in continuing that tradition of growth and innovation. I am hopeful that you will take the time to share your ideas and to listen to the ideas of others, all with the vision of how we can best improve Asiasand the worldscompetitive landscape. Secretary Soliman cited how Geraldine Alavanza, 39, of Cagayan de Oro City rose from the wrath of typhoon Sendong which hit the city on December 17, 2011. Geraldine now has revived her bibingka business and made it even better and bigger through the DSWDs Convergence Strategy.

Secretary Soliman assured disaster victims that they have a government they can rely on to bounce back. Unique story to tell It was the second day of Misa de Gallo. At the peak of the storm, I was preparing bibingka in the familys makeshift pugon to sell to churchgoers after the midnight mass. When I looked back, the water was already knee deep inside our house, Geraldine recalled. Geraldine quickly ran to her parents and children who were sleeping in the familys shared bedroom and instructed them to run out of the house immediately. The storm spared nothing. Geraldine helplessly watched about 200 pieces of freshly baked bibingka and her stock of charcoal drenched with rain and 22 kilos of flour wasted. Thats more than 5,000 pesos worth of damage, she said. Livelihood intervention When Sendong struck, the familys savings were spent on their basic needs, leaving them with nothing to revive their bibingka business. Established by her great grandparents, Geraldines family has been in the business of making bibingka since 1917. Even the recipe is an age-old family secret passed on for four generations. It pained me to put our bibingka business on hold because of Sendong, Geraldine stated. She now runs the business with her mother. Geraldine has five children with her husband, David who works as a mason. Her eldest son, Dave helps her out before and after school. Despite the devastation Sendong brought, Geraldine is grateful to have survived and regained her hopes when she received assistance through the Self-Employment Assistance Kaunlaran (SEA-K) modality of the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD). Geraldine received a 10,000-peso loan from the SLP in May 2012, which she used to revive the familys bibingka business. Convergence Strategy On top of the capital assistance, Geraldines family is also a recipient of DSWDs Pantawid Pamilyang Pilipino Program, the governments conditional cash transfer program. SLP and Pantawid Pamilya are part of the DSWDs Convergence Strategy. As a beneficiary of Pantawid, Geraldine is able to send her children to school and take them to health centers for check up through the P300 monthly educational cash grants and P500 monthly health grants. As SLP beneficiary, she is able to earn additional family income from her bibingka business. For Geraldine, attaining self-sufficiency is not far from reality. She is now able to regain her family from the wrath of Sendong, giving hope that that her family will soon have an improved and sustained quality of life. The Convergency Strategy harmonizes and synchronizes the implementation of the Departments three core poverty programs: the Pantawid Pamilya, SLP, and the Kapitbisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services. With this Strategy, the Department aims to address the different dimensions of poverty. The Convergence Strategy aims to take poor families from survival to self-sufficiency. The success of Geraldine to move her family to self-sufficiency demonstrates that when programs are converge, there is better impact, DSWD Secretary Dinky Soliman said. Ultimate motivation Geraldines bibingka business has been rebuilt anew. The family prepares 2,000 pieces of bibingka per batch. They make three batches a day one at dawn, another in the afternoon, and in the evening. Geraldine now supplies restaurants and hotels around the city. Having survived typhoon Sendong, Geraldine believes that it was a combination of perseverance, hope, and support from the DSWD that helped her family through challenging times. Paje said that while the Philippines had already taken important steps to protect its own reefs and the marine life they host, more needs to be done in developing sustainable solutions for the threatened reefs in the Coral Triangle, a global hotspot of marine biodiversity. We face a crisis on the continued degradation of our fragile ecosystems and resources that could endanger the survival and quality of life of future generations, Paje said. Investing in coastal and marine protection can certainly help ensure a better future for our children and a better environment for all, he added. Last week, the CTI-Philippines National Coordinating Committee, which is co-chaired by the DENR and the Department of Agriculture hosted the CTI Forum in Makati City, which also saw the launch of the Sustainable Coral Reef Ecosystem Management Program or SCREMP, designed by the Philippine government to more effectively protect and rehabilitate the coral reefs in the region. According to Paje, the SCREMP would focus on habitat conservation and protection, as well as enhancing public awareness and protection, to mitigate and reverse the damage brought by unsustainable human activities and climate change. The Philippines, being at the apex of the Coral Triangle, is a partner-nation of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF). The triangle also covers the exclusive economic zones of Indonesia, Malaysia, Papua New Guinea, the Solomon Islands and Timor-Leste. CTI-CFF is a multilateral cooperation among six member countries to safeguard the Coral Triangle, which is home to more than one third of the worlds coral reefs, including over 600 different species of reef -building coral and 3,000 species of reef fish. These coral ecosystems provide food and income for more than 100 million people working in marine-based industries throughout the region. At the apex of the Coral Triangle or the worlds center of marine biodiversity is the Philippines. We are one of the 18 megadiverse countries that contain 75 percent of the global biodiversity. And yet, we too are one of the hottest of the marine biodiversity hotspots in the world, Paje pointed out. According to a study by the World Resources Institute called Reefs at Risk, ab out 85 percent of the reefs in the Coral Triangle are in peril. It noted that threats to the region come from overfishing, watershed pollution and coastal development. Factors such as climate change and ocean acidification increase the number of threatened reefs to 90 percent, the study added. Paje said that it is for these reasons why the Philippines has been very committed to the CTI-CFF and actively do its part in safeguarding the worlds richest marine area. He noted that when the multilateral cooperation was launched in 2009, the Philippine government immediately came out with an executive order adopting the countrys CTI-CFF National Plan of Action (NPOA), which includes five goals, 10 targets and 60 priority actions. The National CTI Coordinating Committee was also created to provide guidance in implementing the NPOA and to serve as the country focal point for the implementation of the CTI-CFF Regional Plan of Action. The NPOA serves as the framework of the country's efforts in the protection and conservation of its coastal and marine resources, coupled with the implementation of the National Integrated Coastal Management Program that interconnects the management of natural resources from the uplands down to the sea, and involves strategies for climate change adaptation and mitigation. With support from its partners, Paje said the Philippines has already achieved significant progress in the implementation of the NPOA. Some of our initiatives, particularly in the field of marine protected area man agement, are for replication in other countries, he said. The environment chief said that among the major milestones in implementing the NPOA is the establishment of the West Philippine Sea as a proposed priority seascape along with the Sulu Sulawesi Marine Ecoregion, a transboundary sea turtle corridor which has been recognized as a priority seascape under the CTI. We have also established a Mangrove Conservation and Rehabilitation Program in the Verde Island Passage Marine Corridor with a 99-percent survival rate of planted mangroves, Paje said. Intended as a climate change adaptation strategy, we see local communities now deriving revenues from the mangrove seedlings and through ecotourism. He said another notable accomplishment is the improvement of the management of the live reef fish trade in Palawan. As we know, live reef fish trade (LRFT) is one main source of livelihood in the locality contributing about PhP1 billion annually to the economy. We have trained the locals on proper LRFT management and taught them about environmental law enforcement. These are just some of the many accomplishments we have achieved under the Coral Triangle Support Partnership. The valuable support extended by our development partners continues to inspire us to achieve our goals for the CTI. We have worked very hard and now we see some of our efforts come to fruition, Paje stressed.

Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said the Philippines marked the entry into force of the Maritime Labor Convention, 2006 with expressed solid commitments from all the maritime stakeholders to ensure compliance with the important Convention in law and practice. Acknowledging the role of ship owners, manning agencies, international organizations, such as the International Labor Organization (ILO), Recognized Organizations (ROs), local seafarers' unions, such as the Associated Maritime Officers and Seafarers Union of the Philippines (AMOSUP), and seafarers themselves, in the realization of the MLC, 2006, Secretary Baldoz called for unity to ensure that the country and its more than 400,000 Filipino seafarers deployed overseas and almost 60,000 domestic seafarers benefits from the Convention. The MLC, 2006 entered into force on 20 August 2013, one year after the Philippines deposited its instrument of ratification in the ILO in Geneva on 20 August 2012. Baldoz cited as backdrop of her call for unity behind the MLC, 2006 the recent tragic accident in Cebu City involving the passenger vessel, St. Thomas Aquinas, and a cargo ship of Sulpicio Lines that resulted to 75 deaths and 45 persons still missing as of last count. About 750 passengers had been rescued from the ill-fated ship. In her keynote speech at an event organized by the DOLE and the ILO and hosted by the AMOSUP in Intramuros yesterday to mark the entry into force of the MLC, 2006, Baldoz said: "We mark the entry into force of the MLC, 2006 even as we continue to grieve for the victims of the sea tragedy in

Cebu City. Initial investigation by the DOLE Regional Office No. 7 showed that both ships have no health and safety committee or safety officers. We have yet to ascertain the extent of compliance or non-compliance with labor standards and occupational health and safety by the two ships," Baldoz said. "This accident, coming at the heels of the entry into force of the MLC, 2006, emphasizes the need for all stakeholders and the government to move fast and stop loss of lives at sea by observing the right balance between ensuring decent work for seafarers and securing fair competition; and ensuring a level playing field for quality ship owners by offering them protection from being undercut by ship owners operating substandard ships or substandard working conditions for seafarers," she explained. Baldoz said she will meet again with Transportation and Communication Secretary Joseph Emilio Abaya, MARINA Administrator Maximo Mejia Jr. to discuss the governments track on the matter just as they met on 4 June 2013 o n the concern on competent authority in implementing the MLC, 2006. In that meeting, Baldoz said the DOLEs role in seafarers working condition and welfare is dictated by the explicit authority vested by the Labor Code upon the Secretary of Labor and Employment to administer and enforce workers, including seafarers, labor rights. Baldoz recalled that the Philippines's ratification of the MLC, 2006 was not only a big step for the global maritime industry, but also of tremendous importance to the country as a maritime nation. "Dubbed as the seafarers international bill of rights, the MLC, 2006 is expected to provide protection to the approximately 400,000 Filipino seafarers deployed overseas, who comprise roughly 30 percent of the global maritime fleet, and to the almost 60,000 domestic seafarers," Baldoz said. The MLC, 2006 is a single, coherent international instrument that consolidates and updates fundamental principles and labor standards for seafarers, replacing 68 existing ILO maritime conventions and related recommendations and protocol adopted since 1920. |TOP| 14. In Zambales, DOLE to provide emergency employment to 2,378 TUPAD Source: http://www.dole.gov.ph Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said that 2,378 worker-heads of families in Zambales affected by Typhoon Labuyo will be hired for short-term jobs under the Tulong Panghanapbuhay sa Ating Disadvantaged workers, or (TUPAD) Program to be implemented by the DOLE Regional Office No. 3. The affected families in Masinloc, Candelaria, and Sta. Cruz in Zambales have reached 2,378, or a total of 9,562 persons. We will extend appropriate interventions to the 2,378 heads of the families who were affected by Typhoon Labuyo as well as by the recent floods induced by Typhoon Maring and the southwest monsoon, or habagat, through emergency employment and our livelihood assistance program, said Baldoz. The implementation of the TUPAD will be in cooperation with the Office of Representative Cheryl Deloso of the 2nd District of Zambales, who had sought the assistance of the DOLE, and the local government units of the three municipalities and their respective Public Employment Service Offices. Earlier, Rep. Deloso led the distribution of relief goods to victims of the calamity in the three towns in her district, but realized the need to also provide them with income relief, particularly the displaced workers. Baldoz said that 835 of the of the 2,378 displaced workers will come from Masinloc; 657 from Candelaria; and 886 from Sta. Cruz. Their ages range from 18 to 65 years old. "The 2,378 displaced workers will work for ten days each at the rate of P336 per day. That would be about P3,360 per worker. They will clear and de-clog canals, clear roads of debris, and plant trees to prevent soil erosion in 50 affected barangays in the three municipalities," Baldoz explained. The total cost of the emergency employment is P9,987,600, but the DOLEs share will only be P7,990,080. The three local government units will share 20 percent of the cost, with Masinloc spending P701,400; Candelaria, P551,880; and Sta Cruz allocating P744,240, or a total of P1,887,520. Part of the LGU counterpart for the emergency employment program is the provision of uniforms or t-shirts, brooms and other tools to be used by the workers in the clean-up operations. The seedlings will be provided by free by the Department of Agriculture. The TUPAD, under the Workers Income Augmentation Program, is a DOLE support program which provides short-term and immediate employment for victims of natural calamities. To ensure effective and efficient implementation of the TUPAD, DOLE Regional Office No. 3 Director Raymundo Agravante created a project management composed of representatives of the DOLE, the LGUs' Municipal Engineering Office, Department of Agriculture, Provincial PESO, and the Office of Rep. Deloso. Baldoz has directed Director Agravante to post in the DOLE website the names of the beneficiaries for public information and transparency purposes. |TOP| 15.
