possible. We have come a long way in a relatively short time. Safi
Airways was founded in the year 2006 and established itself as
Afghanistans privately owned international airline, filling the
market gap for a friendly, affordable airline that does not
compromise on safety, and in doing so bridging Afghanistan to the
rest of the world. Safety and service excellence is our utmost
priority and we are improving every day. Our aircrafts are modern
and we operate out of Afghanistan with EASA (European Aviation
Safety Agency) requirements and ICAO (International Civil
Aviation Organization) regulation compliance. Fulfilling our
passengers expectations with regard to World Class commercial
aviation is our goal for the year 2013 and 2014. I strongly believe
Afghanistan and Safi Airways are on route to great opportunities
as we are positioned at the cross roads of the Silk Route. We are in
the process of modernizing our fleet, two Airbus 319 112 aircraft
have been added to the fleet, we are also upgrading our in-flight
offerings in regards to catering and the ambiance on board our
aircraft. We will operate a fleet of modern Boeing and Airbus
aircraft in optimizing our fleet performance. Today Safi Airways
operates to a couple of destinations, from our hub in Kabul. Soon
we will operate to Islamabad and points in the GCC. Plans are
ongoing with hopes of expanding to more destinations in the
coming year. These are volatile times for the global aviation
industry with high fuel prices, global economic slowdown and
demand and supply mismatch in our region, and in order to beat
our competition we will make fundamental changes to our
operating system, and compete with innovative ideas and processes.

As you are aware that our country Afghanistan was on the threshold of celebrating a national event
which was the ninety fourth anniversary of Independence Day and the Muslim people of Afghanistan cherished this auspicious celebration.
Nowadays our beloved Afghanistan traverses echelon of progress and improvement by using the facilities and aids of international community in different scientific, cultural, economical and sports
section. On August 20th, one day after the celebration of Independence Day of Afghanistan brave
youngsters of football national team of the country showed the moral of Afghan bravery in a manly
game against national team of Pakistan and in this friendly match defeated Pakistani team 3-0.

The youngsters of Afghanistan proved in this great match that they can attain good achievements

If you stopped to ask anyone almost certainly guarantee that
they would tell you that the past three decades of almost constant
wars have made it one of the worlds most dangerous countries,
with much-publicized withdrawal of the western forces that are currently occupying the country, these are major concerns about the
future-but for now Afghanistan is not high on the agenda for route
developers. And yet there is a future-and people need to be there to
do business and prepare the way for the rebuilding of the country.
Afghanistan has a proud history. It was an ancient focal point of the
Silk Road and human migration. Archaeologists have found evidence of human habitation dating back from more than 5000 years.
The land has been home to various peoples through the ages and has
been the battleground for foreign invaders, including Alexander the
Great, Genghis Khan and, in the modern era, Russia and the coalition
forces led by the Americans. However, it has also been the source of
a number of major empires such as the Greco-Bactrians, Kushans,
Hephthalites, Saffarids, Gaznavids, Ghorids, Khiljis, Timurids,
Mughals and Durranis-many of which still have control or respect
in certain parts of the modern Afghanistan.As a Briton, the advice
from my Government about visiting Afghanistan was clear: Dont
go! As a European, the travel message was also clear: Afghanistan airlines are on the EU blacklist. Safety, it seems, is an issue.
All of which makes the challenge facing a carrier that describes
itself as the airline of Afghanistan somewhat greater than
most. From a modern administrative office in the Dubai Airport

Free Zone, Safi Airways is working to surmount that challenge.


Safi was the first private airline in the history of Afghan aviation.
It was founded in 2006 by Ghulam Hazrat Safi, Afghan businessman from the Herat. The Safi family has a wide range of interests
including property, agriculture, hotels and retail, with a name known
throughout the country. From the start the idea was to run the airline properly to international standards, said marketing manager
Naeem Mahmoor. The airline has its headquarters in the heart of
Kabul but opened the office in Dubai for security and safety reasons and to use the UAE as a gateway for other airlines to pass
passengers for the final stage of the journey to Afghanistan. Safety
is a key issue for any passenger and that has been the number one
priority for Afghan airlines. If you want other airlines to use your
services you have to match their safety standards-or even be better,
Mahmoor said.
For Safi, its world collapsed in February 2010 when the European
Union (EU) put all Afghan airlines on its blacklist. The carrier was
effectively banned from European airspace, putting an immediate
end to its newly formed and successful flights to Frankfurt and its
plans to expand to other key European or even US routes.
Zaidan Khalifat is Safis director of quality and safety. It was disastrous for us and we had done nothing wrong, he said. The EU
decided that the Afghanistan Civil Aviation Authority had failed to
prove it could monitor and control its AOC holders. It was all about
the oversight. Safi knew its level of standards was right-its immedi-

ate problems was demonstrating that to the world.


The answer was the International Air Transport Association (IATA),
which spearheads the worlds airline operations. We needed to join
IATA and we needed to get the safety audit, Khalifat said.
The IATA operational safety audit (IOSA) programme is recognised
globally and is the accepted evaluation system designed to assess
the operational management and controls systems of an airline. It is
supported by the FAA and EASA. The audit process is intense but,
in February 2012, Safi passed and was accredited by IATA.
The airline was also admitted as a full member of IATA. For chief
executive Pierfranco Prato formerly-COO of Kuwaits Wataniya
airline and previously Alitalia-this was a key step in emphasizing
the reputation of the airline. We have come a long way and it has
been no easy task in establishing a commercial airline from this part
of the world. He said. The aviation industry and the countrys
infrastructure are gradually being built and improving every day.
Safi Airways is patronized by the expatriate Afghan community, the
western community working for a variety of NGOs, the local business community, and the blue collar workforce, who are residents in
Afghanistan and the GCC. But that reputation has not reached as
far as Brussels. And, despite being recognised by IATA as a safe
airline, Safi remains on the EU blacklist. IATA director general Tony
Tyler described the EUs stance as absurd.
Speaking at the IATA annual general meeting in Cape Town in June,
Tyler said that Safi met all international safety standards and was

IOSA certified. They say the issue is oversight and yet it is ok for
European carriers to fly in. if it is not safe for Safi, then it is not safe
for all airlines. I think it is time for the European Union to think
again. Tyler took the opportunity to criticize the whole concept
of the EU blacklist. There is no transparency and no international
standard.
The whole ban list is not helpful for safety. Airlines dont know why
they are on the banned list-and they dont know how to get off it.
that is simply wrong. I was invited to see the operation for itself, to
visit Kabul. Witness the ground handling and talk to passengers and
staff. Remember Afghanistan is a war zone, it is different. But it is
also like being in Karachi, Rio or Mexico City.
Security is a matter of real life, but is it worth seeing, Prato said.
And it was. Kabuls main airport is small but there was a warm welcome from the immigration and customs officers. Even the machinegun toting security staffs on the airfield were polite and friendly as
they pointed photographer Ian Billinghursts camera lens away from
the rows of afghan Air Forces G-222s, (similar to the USAF C-27A
transporters) and Russian-built helicopters, while overhead, American Apache helicopters patrolled the military base at the far side of
the runway. The mountains on the route between Dubai and Kabul are stunning with rugged views that match any of the Nepalese
or central Asian postcard points. At 35000ft Safis full service was
also up to scratch. The team is truly international, with American or
European pilots, cabin crew-including Afghani women-providing a

range of languages and dialects, and service standards that match


most international airlines.
The Thursday afternoon flight from Dubai was packed. Passengers
were from all over the world. One Australian Government official
had flown to Dubai with emirates before transferring to sari; an
American NGO worker was on regular journey from Texas to the
afghan capital. I have flown with other airlines to Kabul but Safi
does a good meal, it goes on time and it is has a good reputation for
safety, she said. On the ground, Safis own staff are quickly removing the baggage and busying the passengers to the arrivals lounge.
Ground handling services Unusually, Safi provides its own ground
handling services.
Director of ground operations is Hamit Kahveci. TV screens in the
Dubai office enable him and his team to see how the operations are
working at any time. We have much greater control and can provide a better service to our customers by managing this with our own
staff, Kahveci said. At the moment routes from Kabul are limited.
The airline is reviewing it fleet options. It currently operates just
four aircraft-a Boeing 767, a Boeing 757 and a pair of A320s. it
flies twice daily to Dubai, has a daily service to Herat, and flies four
times a week to Delhi. Prato believes there is much more in store.
We are working vigorously on route expansion. Jeddah and Riyadh
in Saudi Arabia, Mashhad and Najaf in Iran and Islamabad in Pakistan will be coming up soon. We shall also add more frequency to
our Delhi sector, he said. Safi Airways also operates ACMI charters, Hajj and Umrah flights, VIP and special flights. It frequently
welcomes Afghanistan president Hamid Karzai as a passenger. Last
year the carriers operated Hajj charters and carried more than 10000
pilgrims from Kabul to Jeddah and back as the only full-services
carrier operating out of Dubai to Kabul, we have an edge over the
low cost carriers on the route.
We have targeted the premium up market sector, Prato said. The
airline has been investing in people with a new highly experienced
management team.
Heading the commercial business is Husain Nalkhanday, an industry veteran, who has worked with British Airways, Gulf Air, Etihad
and Nasair. Nalkhanday is focusing on the route development and
also driving up the service standards even higher, whether it is on
board or through the airlines passenger-facing sales offices in Kabul
and Dubai. Of course, by operating from the two centers we are doing a lot of things by remote control, he said. Afghanistan has a
complex business environment with the challenges of security. But
here are a lot of opportunities. Air travel has great prospect because
of the mountainous landscape and the resulting poor road structure
and total lack of a rail network.
The country has lost 30-40 years of its operational life. It is trying
to get back on the world map. But it is making huge progress, not

only in managing the security situation but also through development as well. Regional airports Afghanistan is planning on five
new regional airports with funding from the international community and the Afghan Government. The country is good at heart.
Moving forward is the way. There are a lot of people inside the
country and internationally who want to make it work, Nalkh said.
Of course, getting Safi off the banned list and seeing the civil aviation system meet international standards, is one of those key aims.
The FAA is working with Ministry of Transport to bring aviation to the level. It has chosen Safi as its partner and we are helping. Hopefully in the year the hurdle will be over and we can get
on, Nalkhanday said. He believes that, once the EU ban is lifted,
the airline will grow quickly with long-haul point-to-point flights
and re-connecting again with the popular German market through
Frankfurt. Safi is currently reviewing its fleet options. We clearly
need more short-haul aircraft, which we can use for domestic or
neighboring countries, said Nalkhanday.
We are looking at options now. It has to be the right aircraft. Kabul
is dusty and has a 6,000ft elevation. The aircraft need to be capable
of hot and high operations. A320, Fokkers, even MDs can be used.
The airline could also be increasing its Dubai flights. Dubai is
most important. It is a great gateway to the world, he added. Our
flights are currently operating 85-90% full each day and we could
add a third flight and start targeting the labor market to grow market
share. We are certainly not planning to compete on cost. We want
to add value and we are looking at improving services even more.
In June the airline launched a new food service on its routes, with
the catering supplied from Safis own Landmark Hotel at shahr-enaw central Kabul. Mahmoor said: Business class passengers will
be welcomed with our very own Safi Airways signature drink and
will be able to enjoy a selection of carefully prepared canaps with
refreshing beverages and tempting appetizers, local and international main courses and a choice of delectable desserts served on fine
china and glassware.
Passengers seated in economy class will enjoy the best of local
and international cuisines, made fresh and prepared to the highest
standards, as we are the only full-service carrier operating to and
from Kabul, we believe in quality and excellence for Safi Airways,
valued clientele. The majority of our clientele are western expatriates and the affluent local population.
Our flight attendants are busy going through the process of attaining excellence in various disciplines of catering and presentation.
There is a high emphasis on how to exceed guests, expectation
and how to pay attention to the smallest details of service. This is
what will set Safi Airways apart from its competition in the region
and stay on top as a leader in the full service category, Mahmoor
concluded.

With the relationship between Afghanistan and Pakistan often marked by diplomatic fouls and offsides, it took a football
match in Kabul to bring the neighbours together on Tuesday
20 August.
The Friendship Match Presented by Roshan was a FIFAsanctioned friendly played at the Afghan Football Federations stadium with a capacity of seven thousand people. The
delirious crowd cheered almost everything, even a throw-in.
It was the first international football game played in the Afghan capital for a decade and the few thousand people lucky
enough to get tickets were bent on shouting their team to
victory. The visitors were Pakistan, whose national team last
played in Kabul in 1976, when they lost 1-0.
Three decades on the Afghans were favorites again, even
without the partisan home crowd, higher than their neighbors in FIFA world rankings and fielding a stronger team.
The official line was that the game was a match for peace,
and it didnt matter who won or lost. In reality, the Afghan
crowd were shamelessly hungry for victory on the Astroturf
pitch, and their team delivered, scoring once in the first half
and twice more before the final whistle. Pakistan barely had
a shot on goal. Sanjar Ahmadi kicked the first goal for Afghanistan in the 19th minute, the only in the first half. In the

second half Ahmad Arash Atifi scored the second goal in the
53rd minute and Marul hit the third and final goal 17 minutes
later.
The match was promoted as a symbol of footballs ability to
foster peace and unite countries in a shared love of sport, but
the result was celebrated by many Afghans as a sweet victory
over an old and bitter adversity. I am a huge football fan,
and this match was so important for us, said Shabir Ahmad,
27, a government employee at the match. There are a lot
of rivalries between Afghanistan and Pakistan, even if this
match was meant to boost friendship.
The AFF was first founded in 1922 and admitted to FIFA in
1948. It was suspended in the 1990s during the civil war and
ensuing Taliban rule.
Fans flocked from all over Afghanistan to try and attend the
match, including Shafiqullah, who came from volatile southern Kandahar province. Because his flight was delayed, he
couldnt find a ticket, which cost between 100 and 300 Afghanis ($2 and $5). I came to Kabul all the way from Kandahar to watch this match and did not manage it. I am very
sad, said Shafiqullah, who like many Afghans goes by one
name. I feel like Afghanistan has won the World Cup. Actually, it is better than the World Cup, said student Rohullah

($10) meant for school fees on a black-market ticket.
I thought this might not happen again, or I might not be
alive. God will provide money for my studies. I hope to
come to many more international games here, said Haroon
Shirzad, a 21-year-old student who was shirtless and painted
from the waist to his hairline in the colours of the Afghan
flag. Youths such as Rohullah & Shirzad sat alongside men
with long, grey beards in the buoyed up crowd. There did not
appear to be any women in the stands outside the VIP and
media areas.
And though the mood was overwhelmingly positive and convivial, the match was a brief bright moment in an otherwise
troubled and often bloody relationship.
STRAINED RELATIONSHIP
Pakistan and Afghanistan share a large and porous border
riddled with insurgents and smuggling activity, and have a
history of strained relations that sometimes led to clashes.
The lines of riot police at the entrances to the stadium were
nervous but orderly; they had been preparing for this day for
a week, according to one of them.
Security has to be very tight because it is such an important game, he said. And while the game was celebrated as
a chance to promote Afghanistans future, the ghosts of the

past were never far away. Other reminders were also present.
The match was played less than a kilometer away from Ghazi
Stadium, which today is used by the national football team
to train. During the brief rule of the Taliban, however, Ghazi
Stadium was used for public executions and mutilations of
people who had transgressed the Talibans strict laws. Once
the match was finished the Afghan team ensured the Afghan
crowd knew just how pleased they were to have beaten Pakistan - dancing in circles and waving large Afghan flags.
Im so proud that Afghanistan beat Pakistan; Pakistan has
always looked down on us, Afghan head Coach Mohammad
Yousuf Kargar told local television and added, the main goal
is to create better relations between nations in both countries.
The head of Afghanistans soccer federation, Karamudeen
Karim, said the contest was a positive signal of normalcy in
Afghanistan. He added, this match will open the door for
other countries to visit Afghanistan and to play this fantastic
game.
As football fever sweeps across the country, The Friendship
Match was the ideal lead-in to the start of the second season
of the eight-team Afghan Premier League, which kicked off
on August 22nd at the AFF Stadium in Kabul. A second game
between the two nations is scheduled for December in the
northeastern Pakistani city of Lahore.

After the collapse of Taliban regime in the country, the


citizens of Afghanistan passed two presidential and provincial council elections and two parliamentary elections successfully and by their partaking in two terms, they elected
Hamid Karzai as the president and also brought their representatives to House of Representatives and in this period the
House of Representatives has passed tens of law in different
fields. From that time up to now the world has recognized
Afghanistan as a democratic country and public government
and based on this legitimacy, international community cooperates with the government of Afghanistan.
Holding presidential elections of 2014 is the most important
and fundamental matter not only for the people but also for
the government of Afghanistan. Efforts of Afghan Government Ranks in holding presidential elections in every section that is related to elections is felt and seems noticeable.
Empowerment of security forces of the country for securing
peace and stability; efforts for more motivation of Afghan
citizens to participate in the process of elections by independent commission of elections and other governmental and
nongovernmental institutions with the cooperation of public
media are the main programs and are in proceeding, but passing election law by the parliament and signing it by Hamid
Karzai, President of Afghanistan, guaranteed the transparency of holding presidential elections.
This law was enacted and became applicable after signing
and based on the decree of Hamid Karzai, President of Afghanistan. Some officials of supporting institutions of elections in the country believe with signing election law by the
president, citizens of Afghanistan got confirmed that presidential elections will be held as transparent and fair in the
light of this law because in their belief, this law guarantees
the autonomy of independent commission of elections.
Jandad Speenghar official at fair and free election foundation says, Election law is the biggest and the most justified
document for the elections to be held in Afghanistan and indeed by signing this law, the process of holding elections in
the country is specified and based on the contained articles
in the mentioned law, we can define and identify the quality

Although the oppositions and political parties accuse the government for not holding the elections, efforts and consecutive and continued plans of Afghan Government for holding
coming elections shows the fact that the government of Afghanistan is not only interested in holding elections but also is
trying to hold coming elections in a secured atmosphere and
transparent and fair way.
Signing election law by the president of Afghanistan Hamid
Karzai is indicative of accepting obligations and responsibilities of the coming presidential elections. The matter which

Meanwhile Noor Ahmad Noor speaker of independent commission of elections said to the reporter of Safi Magazine,
What is written in election law will be performed and this
law has given authority to independent commission of elections; therefore, we know it is our responsibility and we will
act based on this law. Mr. Noor clarified that after signing
election law; all the schemes of independent commission
of elections will be applicable based on this law. Speaker
of independent commission of elections emphasized that in
election law quality, characteristics and specialties are specified for the nominees of presidential elections, parliamentary
elections and the national council.
Therefore, those who nominate themselves for presidential
elections should correspond with the specialties which are
considered for them in the law; otherwise they will not have
the right to be nominated in elections. On the other hand, security officials talk about preparation of their security forces
for providing safety during elections.
Seddique Seddiquee speaker in ministry of interior of Afghanistan says, National policemen become more professional
day by day and preparation to take security responsibilities
becomes more every day and this is itself the indicative of capability of security forces. Mr. Seddiquee also said, Providing security on the day of elections is the serious and momen-

tous responsibility of policemen and other security forces.


They effort and have serious plans and police are protectors
of citizens and the country every time and everywhere not
only on the day of holding elections but also on the other
days. Providing security on the day of holding elections is the
most important responsibility of national policemen and other security forces because election is the most important and
basic matter for the government and citizens of Afghanistan.
Therefore, the ministry of interior and other security institutions do their overall attempt so that the citizens of the country go towards the ballet boxes on the day of holding elections
in a safe atmosphere without fear and terror. Mr. Seddiquee
pointed ministry of interior in coordination with ministry of
defense and national department of security of the country
have some plans to provide security on the day of holding
elections and the work is progress regarding this matter.
On the other hand, speaker in independent commission of
elections talks about the extension of voting card distribution
offices in Kabul and provinces of Afghanistan for a number
of citizens who havent taken voting cards yet or who have
lost their previous voting cards. According to Mr. Noor, the
number of participants who go to registration centers to get
voting cards becomes more every day and it shows the partaking of citizen of the country in the process of future elections. Holding presidential elections and other elections in the
country is not only the responsibility of Afghan Government
but also it is the responsibility of every citizen.
For this reason, there is need that all the citizens of Afghanistan attempt for holding transparent and fair elections in the
country and fulfill their responsibility towards this national
and public process. Malik Setez official of civil society network says, Election is the most fundamental component of
democracy; through elections the citizens elect statesmen.
It means the people themselves elect in charge for them and
their country. Therefore, the citizens have main responsibility
in elections and every citizen is responsible to supervise the
process and transparency of the elections, give vote and insert
the ballet paper into the ballet box based on the merit and
schemes of the nominees. Mr. Setez also emphasized that the
destiny of the country and the nation is related to the schemes
of nominees and this destiny is also related to the vote of every citizen.

Therefore, all the people of Afghanistan who work in governmental or non-governmental institutions are responsible and
obliged to support election process and attempt for transparent and fair elections and co-operate the government, officials
of election commission, and other institutions that are responsible to hold elections.
Although a number of citizens talk about their participation in
the process of elections and voting for their favorite nominee,
they want the security institutions to provide safety on the
of elections. Mohammadullah Behrozyan, student at faculty
of political sciences and law said to Safi Magazine, We are
ready to take part in the future presidential elections of Afghanistan and election is considered the only choice for the
stability of countrys future, but there is need so the government officials and election commission should show seriousness in holding transparent elections without fraud.
Mohammad Ayaz Frotan, student at faculty of sociology in
social sciences of Kabul University also says providing security is the only condition to hold transparent and fair elections. He emphasizes not only the government but also the
people must fulfill their responsibility to hold elections and
co-operate the government and security forces regarding this
matter.
Sarwar Leqaa, student at graphics faculty of fine arts emphasizes all the citizens should take part in the process of elections bravely so that they can mark the future of their country.
He clarifies if the people want, there will be no fraud in the
elections because people are the ones who vote and elect their
future leader, so if the people vote based on the specialty and
schemes of their favorite nominees, there will little possibility
of fraud. After the collapse of Taliban regime in the country, the citizens of Afghanistan passed two presidential and
provincial council elections and two parliamentary elections
successfully and by their partaking in two terms, they elected
Hamid Karzai as the president and also brought their representatives to House of Representatives and in this period the
House of Representatives has passed tens of law in different
fields. From that time up to now the world has recognized
Afghanistan as a democratic country and public government
and based on this legitimacy, international community cooperates with the government of Afghanistan.

RECONSTRUCTION OF
Ameer Ali Sher Nawayee
TOMB

Ameer Ali Sher Nawayees Tomb is located in Herat Avenue, the reconstruction work of which was completed during a project after a year. This
project was put into operation simultaneously on the day of celebrating cultural
heritage of Herat.Aria Raufian chairman of culture and information of Herat
said to the reporter of Safi Magazine, Reconstruction work of Ameer Ali Sher
Nawayees Tomb with original architecture and design of Herat was completed
during eight months at the cost of three million and three hundred thousand
Afghanis from the budget of ministry of culture and information.
According to the chairman of culture and information of Herat, Ameer Ali Sher
Nawayees Tomb was destroyed based on an agreement with Uzbekistan before this in the year 2004, but its work was stopped due to UNISCOs prevention about the architectural design of it; its work with original architecture of
Herat restarted a year ago and completed in this period.
Ayamuddin Ajmal responsible for the monuments of Herat said,Ameer Ali
Sher Nawayees Tom has been constructed with infrastructure of 49 meters
square and height of 9 meters as 7 on 7 meters square. This tomb has been made
in ancient style and original architecture and in some parts of this tomb Herati
tiles have been used.
On the other hand, the department of culture and information of Herat talks
about reconstruction of tens of historical buildings, but emphasizes by paying
attention to the quantity of historical buildings in this province, the budget of
the ministry of culture and information is negligible in this regard.

Therefore, they want more assistance for reconstruction of historical buildings in Herat Province. Assisting
countries amongst them Italy showed interest in taking
part to reconstruct historical buildings in Herat Province, but there is serious need that ministry of culture
and information of the country should take serious action regarding this.
Chairman of culture and information of Herat also
said, Amongst 430 archeological regions and cultural
heritage in Herat Province, more than seventy percent
of them are in the state of destruction and if the government doesnt pay attention to the condition of these
heritages, more of them will be destroyed; not in too distant future. Based on historical narratives of Timurid
(Teymoori) period, Ameer Ali Sher Nawayee, minister
and poet of Herat Timurid period has been buried in this
place beside the tomb of Gohar Shad Begom, wife of
Shah Rukh Mirza, king of Timurid period. These two
tombs are located at the beginning of Herat Avenue,
near historical mossala (place for prayer outside a town),
which is called Bagh-e-Zanana (womens garden) for
years.
Ameer Ali Sher Nawayee, great thinker, poet, literate
and dexterous writer of Timurid period, statesman, famous and well-known personality around the world,
was born in the month of February, 1441, in a religious
and intellectual family in Herat Province. He started his
preliminary education at four years of age and began poetry when he was ten years old.
Ameer Ali Sher Nawayee was bilingual poet, which
means he has written a lot of poems and stories in Turkish and Dari languages. In his writings he has evoked
people to goodness, truth, virtue, purity and education.
One of his valuable phenomena is Kulyat-e-Khamsa
(The collection of five).
His pseudonym was Nawayee in his Turkish poetry
and phenomenon and Fanee in his Dari poetry and
phenomenon. Since Ameer Ali Sher Nawayee was a
skillful poet, scholar, writer and shifty politician, and at
the same time he was the foster brother of Sultan Hussein Bayeqra, he became trustworthy and dependable for
Sultan (King) and worked in acute posts of the government and achieved high ranks.
Nawayee also made continual attempts and untiring efforts for the empowerment and stability of Sultan Hussein Bayeqras Government and emerged triumphant out
of the problems. He played key and creating role in development and prosperity of Khurasan of that time. He
developed a lot of schools, madrasas (school of learning
Islam Religion), mosques, hospitals and bridges during
Bayeqras Government, the number of which reaches to
more than 370. His death happened in the year 1527 in
Herat, and he had been buried in Herat Avenue.

PAMIR, THE FAMOUS LAND, BUT UNRECOGNIZED


ven though the name and fame of Pamir are universal
and its skyscraping peaks bestows pride to the earth
and earthlings and has owned the title of roof of the
world, it has hidden some mysteries in its heart that the human has not been able to discover and identify them yet. This
time Safi Magazine in the series of its productive and investigative reports has introduced Pamir, the mythical land, which
is located in the east of Afghanistan.
Pamir, the land which is well known as the roof of the world,
is the highest peak of the world in this region. A place, the
deer of which have worldwide fame. This mountainous place
with its Skyscraping Mountains always covered with snow,
forms the highest region in south east continent of Central
Asia which belongs to Afghanistan.
This region was once famous by the name of god of sun. This
word is taken from Pae Meer which means Pae Meetra (Meetras foot). It is also called roof of the world in local language.
According to general geography book of Afghanistan, Part
of this region belongs to north neighboring countries of Afghanistan such as, Tajikistan and Kirghizstan and a part of
it belongs to Pakistan. Eastern part of it ends in the deserts
and sand dune of Turkistan and China and as it is clear from
the north in Fergana and in the west it lowers in the length
of floods that form Aamo River and Series of Qaraqurum

Mountains is located in the south of it. Pamir Mountains occupy 70,000km square of area. The height of this land from
the sea level is 4000 meters which causes the problems of
water and weather. Winter in this region prolongs up to seven
months and only in the month of January, there is no dew at
night and temperature reaches up to seventy degrees during
the day. Pamir has rather dry weather and snow and rain are
scarce. The winds are cold, but not intense, but despite dry
weather, many and ever-flowing lakes flow from its valleys
and hillsides. Its lakes which include Qaragol with 300,000
meters square area and Sarigol with 4267 meters square area
flow in Aamo River.
Imamuddin Farhadi official in tourism section of Pamir Tourism institution said to Safi Magazine about this, Most of the
waterlines that descend from Pamir Mountains, are known as
the assistants of Amoo River, but the other section of Pamir
water flows in east side namely in China and it is combined
with Tarim River and descends towards China. Mr. Farhadi
also said the highest mountain of Pamir is called Tagharma
which has 7899 meters height. Other mountains that have
been formed in Pamir side and are located in north of Tianshan Mountain Series, are extended from around Samarqand to inside Turkistan and China; and in the south, they are
formed from Queen lone, Qaraqurum and Himalayas which

are all connected to one another. Habibullah Aria,


lecturer of geography at faculty of geology in Kabul University says about this, Pamir which has as
much fame around the world is that much unrecognized and mysterious because the cold weather and
height of this region have caused fewer researches to
be done about it.
On the other hand, problems and disorders of three
decades caused the chances of academic research not
to be done about the recognition of natural and important regions such as Pamir. In the western part of
Pamir is located the Series of Hindukush Mountains
and its sequel which includes Baba Mountain (Kohe-Baba), White Mountain (Saped Koh), Black Mountain (Siya Koh) and north mountains of Khurasan
such as, series of Suleiman Mountains along Sindh
River in south part ends in Baluchistan and Indian
Ocean Coasts.
According to Mr. Farhadi, the main ways of neighboring countries of Pamir namely Afghanistan, Punjab, Turkistan, Kashghar and Iran pass through this
series of mountain. In the hillsides related to Pamir
and Wakhan District of Badakhshan province are located agricultural lands and wide deserts. Although
the number of population that lives in Pamir is more
than 370 families, these inhabitants are mobile and
live like nomads which means in summer season
they move to higher peaks and with the coming of
autumn and beginning of winter they come back
from the hills to lowlands and deserts because both
the thickness of snow layer and limitless coldness of
weather obstruct them from living in the mountains
and their livestock cant tolerate the limitless coldness of the weather and if they remain in the higher
parts of the mountains, they will die.
Therefore, Pamir dwellers have to inhabit in summer
in one region and in the winter in another one. Asaar
Hakimi, journalist and researcher says Kirgiz and
Turkish nations form the original inhabitants of Pamir
and a number of them after the coup dtat against
M. Daud Government and beginning of Communist
Government in Afghanistan in the year 1978 immigrated to Turkey and settled in that country. Pamir
settlers have their own language which is called
Pamiri Language, but amongst the settlers, who live
in the regions related to Pamir, there are common
languages such as, Wakhani, Sheghnani, Ashkashmi,
Yazghulami, Monjani, Bartangi, and Bejawi; the settlers of this region talk in these languages.
Although they have assigned Pamir glaciers more
than thousand glaciers, but as Mr. Hakimi says at
the midst of high peaks where there is no possibility of going, are thousands of undiscovered glaciers
that have been full of ice and hail in length of thousand years and are still sable. It is said that Pamir
Mountains are full of natural resources such as, molybdenum, tungsten, rare metals, mica, and crystal

stones and the stated stone is azure which is related


to the district Kiran Manjan of Badakhshan Province
in Pamir Land. In the midst of other part of Pamir
Mountains Series along Darwaz district of Badakhshan Province, are gold mines as well, but professional work has not been done on them yet.
Pamir Region is divided into two parts of Eastern
Pamir and Western Pamir. Eastern Pamir is an impassable region and it resembles the highlands of
Tibet and Qaraqurum and its mountains despite the
height of 5000 to 6000 meters, look like low-height
plateaus. The deserts of Pamir are expanded to the
width of 4000 to 5000 meters.
Thick layers of snow exist in the height of 450 to
550 meters. The temperature differs greatly in the
shade and in the sun and sometimes reaches to 48
to 55, -0 degrees. Its soil is salty, mostly frozen and
sometimes is covered with tundra soil. The winds
that blow in this region pass the mountain peaks for
this reason; they contain little rain between 75 to
100mm in a year. Economical income of the ingenuous Pamir Settlers is only formed by livestock due to
the cold weather and other inappropriate tasks, but
settlers of regions related to Pamir in the districts of
Wakhan and Sheghnan in addition to livestock, they
do business and farming as well. Pamir has wide and
green pastures and Pamiri camels and yaks graze in
these pastures as herd in the summer season, but in
the winter season, hay must be provided for them
because the thickness of snow is so much that the
animals are not able to take out the hay under the
snow in the winter season. Pamir settlers own the local music and culture and tradition related to them.
Their tradition differs greatly from the tradition
of the settlers in the districts located along Pamir.
Dawlat Mohammad Joshan, Pamiri writer and poet
points out; lack of commuting Pamiri settlers to other
places over the years has caused them to have their
own, special culture. For example, their wedding anniversary is kind of that after wedlock anniversary,
the groom doesnt have permission to go to brides
house for a year and the bride must live in her fathers house till a year.
There were no even clay houses in Pamir some years
before now and they made their houses from wad of
camel, yak and sheep wool and because of this, they
moved from one place to another easily and pitched
their tents everywhere. Most of their clothing and
footwear are made from wool and hide of sheep because coldness of weather is limitless in Pamir, but
woolen and skin-made clothing and footwear are
very warm and by wearing them, less coldness of the
weather is felt. Animal ghee, animal butter, cheese,
yogurt, milk of sheep, yak and camel, dried curd of
yak, and mutton are the common and usual foods of
Pamirian.

Two Hundred Million Dollars US Aid to


Boost and Develop Afghanistans Women

USAID intends to launch a program of $200 Million for Afghanistans women, to guarantee the role of women in Afghanistans future; boosting and capacity building of women
in political and economical field is the key target of this program. Afghanistans women were more vulnerable than the
other stratum in the past three decades.
Continued fighting, traditional society and unpleasant traditions were the main challenges that restricted the role of
women in political and social fields, but in the past twelve
years both the government and the international community
paid special attention to the womens status and right now
we can see the position of Afghanistans women in every
field in a noticeable way. In the past twelve years, tens of
advocate institutions for the woman rights developed in Afghanistan. These institutions work for obtaining the rights,
capacity building and justice of the women who are violated. Most of these institutions are funded by the international community and countries that support Afghanistan

financially. cial facilities and aids were inclined for boosting,


improving and capacity building of women in Afghanistan,
the work of advocate institutions of woman rights was feeble
and their achievements were less than what was expected,
but beside these defects, achievements in developing and activating women in politics and society, learning and education are observed and womens condition comparing to 10
years back especially during the regime of Taliban when the
women even didnt have the right to come out of their houses
is non-comparable. But after 12 years cooperation of international community for Afghanistan, speculations for decrease
of these aids day by day has caused the concern of Afghan
citizens at present time.
The United States has promised to aid two hundred million
dollars for the purpose of boosting and capacity building of
Afghan women, which means Americans still show interest
in boosting and developing Afghanistans women.
Rajeev Shah, chairman of USAID in Afghanistan has said this

is the biggest investment in boosting and developing


sector of Afghanistans women as compared to other
countries. On the other hand, chairman of USAID has
informed the cooperation and interest of countries
such as Australia, Britain, Japan and European Union
in boosting sector of Afghanistans women. Participation of these countries will increase the sum to four
hundred and sixteen million US dollars and with this
toll; great functions will be done for Afghanistans
women. This program which is named Promotion
includes placement skills of women aged between
18-30 years, helping entrepreneur women by credits
and microfinance, teaching the women who want to
have role in politics, launching gender and learning
vocational skills institute, and providing international
scholarships for the women and two hundred million
dollars will be consumed in these sections.
The chairman of USAID also said that by operating
this program they try to launch 3500 small businesses
like trade for Afghan women so that by boosting local
development, they may compensate the decrease of
foreign aids for this country. Meanwhile a number of
woman rights activists are worried that by egression
of international forces from Afghanistan the scope
will become restricted for them and the achievements
which they obtained in 12 years will be lost.
Anar Kali Honaryar senator at Afghanistan senate
said about this to the reporter of Safi Magazine, The
problems of Afghanistans women are more than what
the media and political parties mention about and if
Afghan government and the international community dont pay more attention to this, it is feared that
by the egression of foreign forces from Afghanistan
the women in the remote areas of Afghanistan will
face more problems and the freedom and respective
right which they attained by passing the years wont
be reachable anymore. Mrs. Honaryar also said that
old traditions and traditional society of Afghanistan
are the main challenges that women are faced with
and these problems are deemed the serious barriers
on the way of woman activity in the society.

But if the government and international community


support Afghan women, they will have more advancement in politics and society in the future. But
chairman of USAID mentioned about this solicitude
of Afghan women that they would continue their cooperation in Afghanistan, The United States pays
special attention to the role of Afghan women in
politics and society; we believe that the women will
form a big part of society, economy and politics of
this country in the future 10 years namely up to the
year 2024. If the women are not beside the men in the
government, there is no doubt that Afghanistan wont
have noticeable success.
According to Mr. Rajeev, advancements were attained for the rights of women in last twelve years,
but continuing advancement of women for security
and stability of Afghanistan has main importance
in the future. The United States of America has always asked the leadership and rank of Afghanistans
government to pay special attention to political decisions and provide chances for the women and girls.
The government of Afghanistan has also shown seriousness regarding this matter and this is an achievement both for us and for the government of Afghanistan. Poverty and illiteracy amongst the women of
Afghanistan, especially the women who live in the
remote areas are the other challenges and the women themselves obstruct their rights and privileges; a
number of woman rights activists believe that there
was no struggle in the last twelve years as it was expected to eradicate violence against the women, but
to struggle seriously the violence against the women;
at first the awareness of their rights that they dont
know about should be speed up; and literacy courses
should be launched for the illiterate women; eighty
percent of whom live in the villages of Afghanistan.
Nevertheless, it is assumed that both the government
of Afghanistan and international community have
reached the outcome that women form half of the effigy of society and without their participation in community and politics; the society resembles the bird
with broken wings that cannot fly. For this reason,
there is serious attention for the advancement of the
women so this genus that has faced the violence and
frustration for years; build the capacity and alongside
with the men participate in welfare and easement of
the society.

Afghanistan Waters
or Wasteful Wealth

Water is the source of life and the first resource for continuation of humanity world because if there were no water, life
would be impossible not only for the human, but also for all
living-things and plants on earth. In all countries of the world,
water is the most important need and resource of growth and
expansion, but Afghanistan in spite of having underground
water resources and flowing waters, hasnt been able to benefit
a little of these resources.
Engineer Sultan Mahmood, general director of irrigation bureau of Afghanistan in ministry of water and power says, The
most important water resources of Afghanistan are the flowing
and ever-roaring rivers which are flowing in four seasons of
the year, but at the present time, only thirty percent of these
waters are utilized and the remaining water of Afghanistan is
utilized by the neighboring countries, Iran and Pakistan.
Although exact statistics about the amount of Afghanistan
waters is not available, and overall research hasnt been done
about this, but the statistics which has been presented by the
ministry of water and power shows; the flowing waters of our
country reach to more than seventy five billion cubic meters
and only 25-30% of it is utilized inside the country and the
remaining 70% is utilized by the neighboring countries. Engi30 In-flight Magazine

neer Shujauddin Ziayee, adjutant in the ministry of water and


power said to the reporter of Safi Magazine, From the collection of water resources in the country which is estimated to
seventy five billion cubic meters; twenty billion cubic meters
of it is formed by underground waters and the remaining is
formed by flowing waters.
Adjutant of ministry of water and power outlined some of
the water resources of Afghanistan based on flowing rivers
in different provinces of the country as follows; Amoo River,
which is located in the north-eastern part of Afghanistan, and
is originated from Pameer Mountains, contains nearly twenty
two billion cubic meters of water.
Helmand River, located in the east-southern part of Afghanistan, contains nearly nine billion cubic meters of water.
Hariroad River, located in Herat in the west of Afghanistan,
contains twenty eight billion cubic meters of water. Kokcha
River, from Badakhshan Province to Kunduz Province, is the
largest ever-flowing river that forms a big part of Afghanistan
waters. Well fountains and rain water are forming other parts
of water resources of Afghanistan as well.
Waters of shallow streamlets, lakes, rivers, dams, natural and
artificial ponds, glaciers of mountains and peaks, and evapo-

ration are the other part of flowing waters of Afghanistan.


Adjutant of ministry of water and power also says, their survey shows the central parts of Hindukush and Baba mountains which have occupied provinces such as, Parwan, Maidan Wardak, Bamyan, Diekundi, Cheghcheran, Pul-e-Khumri
and Sar-e-Pul, are large water resources of Afghanistan and
based on this survey, 80% water resources of Afghanistan are
formed by Hindukush Mountains.
Afghanistan contains hundreds of lakes and more than twenty
five large rivers and the most important rivers of Afghanistan
that pass by the spreading deserts are: Amoo River in Badakhshan Province, Helmand River and its lakes in the southern
province Helmand, Kabul River in the capital of Afghanistan,
Andarab River or Kunduz River in Kunduz and Baghlan
provinces, Hariroad River and Murghab River.
Ministry of water and power has divided Afghanistan waters
into five zones which are as follows: Amoo River Zone which
is composed of Wakhan and Kokcha Rivers from Badakhshan
to Kunduz and districts of Andarab and Khenjan of Baghlan
Province, north river zone which is composed of Balkhab and
Sar-e-Pul Province, western river zone which is composed
of Hariroad, Murghab, Shireen Tagab, Kushk, Adraskan,
Kushan, Qaisar, Gulran and Khashroad in Herat Province,
Helmand Zone including Hermand which is composed of
Arghandab, Ghazni, Tarang, Arghistan and Musa Qalha Rivers related to Helmand Province, and also the water resources
of fifth zone is Kabul Zone which is composed of Gulbahar,
Panjshir, Kabul, Logar, Kunar and Ali Shing and Ali Negar
Rivers.
Ameer Big Wafayee, who is an engineer at irrigation section
of a foreign institution, and who works in constructing small
dams, says, The biggest water resources of Afghanistan are
formed by the snows that exist on high and ever- snow covered mountains. In Mr. Wafayees belief, Hindukush Mountain and its small branches which have covered more than
75% of Afghanistan, contains 966km height.
The average rainfall in these regions is 250-450mm in a year
and it is a big water resource. He believes that rainfall in
Pameer Mountains is up to 1000mm in a year and most of
eastern Hindukush peaks contain eternal and snow covered
glaciers which are big resource of fountains. Areas of Baba
Mountain are full of soil dunes.
These dunes store the waters in winter and in the summer
season these waters flow when the weather becomes hot and
are more resource of flowing fountains. North-eastern parts of
Afghanistan such as, Kunar, Nooristan, Panjshir valleys, Badakhshan and Takhar provinces form most of the areas which
are full of water and greenery. Doctor Sakhi Ashrafzai, cognizant of economical affairs believes that controlling the strategy of Afghanistan waters can be one of the best selections
for economical growth because water storages of Afghanistan are national wealth the same as petroleum and if these
resources are managed correctly and exploited, Afghanistan
will gain billion dollars from selling water budget to neighboring countries.
The cost of water in international region is one and half to two

dollars per cubic meter. Iran sells its water to Kuwait at this
rate using large pipes, but the water of Helmand River, which
costs million dollars, slopes to Iran freely.
Mr. Ashrafzai says, If Afghanistan takes only one dollar per
cubic meter water from the neighboring countries, it can gain
fifty billion dollars income per annum from water export and
its value is more than the resources gas, petroleum and copper
in the country.On the other hand, Afghanistan has great capacity for agriculture and provision of food stuff in the region
level by having extensive lands in the north, south and west,
but due to inexistence of water supply system, most of the
agricultural lands have remained without cultivation and our
country imports hundred-thousand tons of wheat and other
food stuff from outside the country especially from Iran and
Pakistan yearly and pays enormous costs for this.
It is said, if the work of Kamal Khan Dam on Helmand River,
located in the district of Char Borjak of Nimroz Province is
completed and the extensive deserts are irrigated, the needs
for food stuff will be solved in country level.
Chairman of irrigation bureau of water and power ministry
said that the construction work of Kamal Khan Dam had been
contracted with Czechoslovakia at the cost of thirty three
million American Dollars in the period of Mohammad Daud
Khan Government, but because the situation of Afghanistan
became critical, its practical work was postponed, but work
of this dam restarted some time ago and improvements have
been done in its construction.
Based on statistics of water and power ministry, by completing Kamal Khan Dam Project, thousand kilowatts of power
will be generated from this dam and the cost of generated
power will reach up to twenty-two billion dollars and not only
this power will be sufficient for Afghanistan, but it can also
be exported to Pakistan. Adjutant of ministry of water and
power says; Salma Dam in Hariroad River is the other biggest
resource of power in Afghanistan. According to him, the work
of constructing this dam is in progress.
Salma Dam has the capacity of storing more than five-hundred million cubic meters of water and it can be used for the
purpose of irrigating the lands and it can provide the chance
of irrigating seventy thousand acres of agricultural lands and
in addition to this, forty-two million mega watt of electricity
can be generated from this dam. Salma Dam was also founded
by the help of India during the government of Mohammad
Daud Khan, but three decades of war stopped the work of
its construction. Construction of Salma Dam was once again
contracted by the Indians in the year 2005, but due to security
problems it has not been completed yet, and we are optimistic
that it is inaugurated in the coming months Yet officials in
ministry of water and power say that inexistence of financial
facilities to develop dams and irrigate spreading deserts can
be the most important challenges on the way of putting their
schemes in operation and also express hope that by putting
their schemes in operation, Afghanistan will become self-sufficient from the point of agriculture by producing food staff
and from the point of power.

Although her remark is childish, but we can realize her aims and feelings from her talks because she
has big wishes which is the access of her peers to
Child Magazine. She wishes that all the kids of her
country get the possession of child magazine. Haseena Mohasir is 12- year- old kid who has launched
child magazine for the first time after thirty years.
She has depicted the wishes of her country kids with
images and sentimental words.
Haseena Mohasir, who is twelve years old, is the student of class eight. She is the chief editor and concessionaire of child magazine and she says she has taken
qualifying test of three years. In Afghanistan, most of
the girls who are the peers of Haseena not only lack
the access of magazine and child literature but also
are deprived of school and education in the remote
areas, but this Afghan child has handled the initiative and at least has launched the monthly magazine
titling Afghan Child to her peers in Kabul.
The reporter of Safi Magazine has had special interview with Haseena Mohasir and has sought her
views and talks that you read the main points in the
following: Child literature has empty position in
Afghanistan even though serious necessity was felt
in this section. Nothing was done in child literature
section in the past thirty years. Neglect of education
officials and the media has caused the inexistence of
even one child magazine amongst the mass written
media. But now the outcome of Haseenas one year
endeavors and attempts have resolved this need to
some extent and at least there is a child magazine for
some of Kabul kids.
Although we cant say that a monthly magazine is
sufficient for a country which has five million kids,
we can acclaim this movement so that the other kids
such as Haseena in the surrounding areas of the country handle such initiative so magazine selling stalls
are developed at the door of each school and Afghan
kids depict their imaginations on the pages of these
magazines; the wish which Haseena imagines about
it as well. Haseena says after she printed monthly
magazine of child, her classmates showed a lot of
interest and most of them tried to launch the magazine and some of them promised to cooperate and
give her articles for the coming issues of magazine.
Not only the classmates and peers of Haseena Mohasir but also Afghan government officials including
Hamid Karzai and Kabul governor are surprised and
have acclaimed Haseenas initiative and have called
her on. She says I didnt imagine to be invited to the
presidential palace for this work and to be called on
by the president, but after I was encouraged I had

strange feeling and my commitment for continuation


of this work became more. She also said, The president appreciated me for printing this magazine and
promised cooperation for the next issues. Haseena
says those who sprinkle acid on the face of girl students should know that we are ready to seek knowledge and the terror and horror wont obstruct them
from education.
Although the world of this girl is still childish, she
has realized the wishing world of her country kids.
She says may the day come that all Afghan kids go
to school in peace and security and study and learn
for their future. In Afghanistan not only women and
old aged people during the war and right now come
across the violence by the Taliban terrorists but also
the kids have suffered different violence. Haseena
requests all the families and parents of Afghan kids
to have intact behavior with their children. She says,
All the parents should encourage their children to
seek knowledge; it is their responsibility because the
future of Afghanistan is in the hands of todays children, therefore, it is necessary that we should be educated generation so that we can mark the destiny of
our society and shouldnt be needy of the foreigners.
Haseena Mohasir says although economical problems and making a living are the serious challenges
on the way of Afghan citizens life; she emphasizes
that the parents should work themselves and provide
the facility of learning for their children.
Haseena tells the parents who obstruct their daughters from going to school to change their minds because boys and girls have equal rights and position
near God(Allah) and for this reason obstructing the
girls from going to school is itself an anguish in the
rights of girls. The printed articles in the monthly
magazine of Afghan Child include advice and motto,
hobby, readable and interesting guidance not only
for the kids but also for the mothers.
The language she has used in the articles of this
magazine is full of affection, intimacy and cordiality. She has discussed the untold stories of her countrys kids in a way to have the kid understand they
are the audience. Afghan Child Magazine includes
stories, jokes, riddles, hobby, poem, kids messages,
cartoon, advice and motto with simple words from
which the kids learn a lot of things.
The first issue of Afghan Child Magazine was printed in circulation of 500, but the concessionaire of
the magazine says if she finds financial aid regarding
this, she will increase the number of her magazine so
that the kids may get more access to this magazine.

Airports TO Be Exploited by
the End of this Year in Afghanistan

Ministry of civil aviation and transportation holds the project of reconstructing nearly ten airports in different
provinces of Afghanistan in the current
year. Nangyalai Qalatwal, speaker in
ministry of civil aviation and transportation in an interview with Safi Magazine said, It is stipulated that by the
end of current year; the work of reconstructing airports of Badakhshan,
Bamyan, Ghazni, Farah and Nimroz will be completed and
exploited.Mr. Qalatwal also said that right now the surrounding walls of Ghazni province airport are in the process
of being completed and it is stipulated that the work of constructing the runway and the other parts of the airport will
also start in the near future.
According to the speaker of ministry of aviation and transportation, the cost of constructing Ghazni province airport is
paid from the developmental budget of the ministry of aviation and transportation, but the contributory countries have
also helped this ministry in reconstructing most of the airports
in Afghanistan. He also clarified that the work of construct36 In-flight Magazine

ing Ghazni Airport was contracted out with another company


before this, but due to commitment offense and indifference
of the authorities of that company that did not complete the
work on time, the agreement was canceled and the work of
constructing this airport was contracted out with another local
company two months ago and now the work is in progress
and it is going well according to the scheme and the work of
surrounding is in the process of completion and the runway
and other parts are going to be prepared in no time. Based on
information of ministry of aviation and transportation, the demand for investment in air transportation has increased in the
current year comparing with past years. Mr. Qalatwal clarified that up to now many big; international air transportation
companies have demanded investment in air transportation
section of Afghanistan.
Emirates Company starts its flights to Afghanistan very soon
and KLM Company of Holland and Swiss demand to have
flights to Afghanistan. He conforms that Kabul International
Airport cannot fulfill the demand for facility and capacity of
all these flights at the present time,; but a Japanese Company
has promised to develop Kabul Airport and increase the capacity of this airport. An agreement of twenty seven million

dollars has been signed with this Japanese Company and we


hope the work of it to be started soon. Meanwhile the speaker
in ministry of aviation and transportation talks about big and
spreading schemes of this ministry in the current year. Making transportation law equivalent to worldwide standards according to which we can adjust the plans of this ministry in
modern system is the most important work; says the speaker
of ministry of aviation and transportation. Transportation of
Afghanistan came into being seventy years ago and in the notion of transportation affair conversant; this law is out of date
and lacks international modern standards.
Mr. Qalatwal also said that the ministry of aviation and transportation sent tens of students of civil aviation institute to different countries in scholarship and tens of students who had
gone in scholarship in the previous years have come back to
Afghanistan and work in different sections of the ministry of
aviation and transportation. Mr. Qalatwal also said, Transportation system of Kabul City will be changed and by bringing change to this system; the ministry of aviation and transportation will do its utmost endeavors to lessen the problems
of transportation in Kabul City.
Ministry of civil aviation and transportation of Afghanistan
and ministry of aviation and transportation of South Korea
have reached an agreement about this. Therefore, by initiating this scheme, the problems of transportation will be ad-

justed in modern system at first in Kabul City and then in


provincial level. Ministry of transportation of South Korea
has promised to co operate Afghanistan in master plan section, design and reconstructing transportation projects. In the
memorandum between Afghanistan and South Korea, both
sides have reached the agreement that the ministry of aviation and transportation of South Korea helps Afghanistan in
technical section and also makes an institute of transportation
and in the field of launching underground metro helps our
country.
Even though the speaker of aviation and transportation ministry confirms the services and flights of private airways
companies, he says amongst them Safi Airways Company is
equivalent to international standards and also from the point
of flight time it is well- scheduled and from the point of services it has been able to compete with the big, international
companies and work continuation of this company is promising so it can become a good, international company in the
future. He says all the airplanes of Safi Airways are new having credible international documents. On the other hand, all
personnel of technical section of this company are academic
and professional people and these specialties of Safi Airways
Company have caused this company to attain promotion and
reputation day by day.

Officials in Chamber of Commerce and Industry inform of increase in quantum of exports in the
first three months of the current year.
Qurban Haqjo, chairman of chamber of commerce and industry said
in a press conference, The quantum
of Afghanistans exports in the past
three months shows forty percent increase in the current year comparing
with last year.
Chairman of chamber of commerce
and industry of the country expressed optimism and also said with
increase of fruit products, the quantum of exports increased this year
and they are hopeful that by reaching autumn and harvest it will be
doubled comparing with last year.
Meanwhile Majeed Qarar, speaker
in ministry of agriculture and livestock, said to the reporter of Safi
Magazine, This years crops have
been safe from the natural pests
comparing with last years crops
and in most regions of the country
this years agriculture has had better
condition than last years.
Mr. Qarar also said that the ministry of agriculture and livestock also
had had wide plans for the provinces in which there had been fear of
natural pests affecting the fields and
they had sprayed pesticides on the
fields of wheat, rice, and grape vines
regularly. Afghanistan is a country
whose 70% economical income of
the citizens is provided by agriculture and livestock. For this reason,
officials of chamber of commerce

and industry express hope that incase the crops are secured from
natural pests; exports in this section
out of the country will be multiplied
comparing to previous years and
both the farmers and the businessmen will get a good income through
this.
Afghanistan crops, amongst them
dry fruits have global fame and experts of economical affairs believe
that incase dry fruits of this country
are processed and packed properly;
they can gain a proper position in
world market and can be sold at a
high price.
Right now raisin, pistachio, apricot nut and almond are amongst
the fruits that are exported to countries such as, India, Turkey, United
Arab Emirates, Pakistan, Iran, Japan, Canada and some of the European Countries. Pomegranate of
Kandahar and pomegranate of Nijrab District of Kapissa Province are
amongst the fruits that have proper
fame in the world market.
Saifuddin Saihoon, lecturer at economics faculty of Kabul University,
in a reply to a question regarding
the positive effects of agricultural
products of Afghanistan on selfsufficiency of the country said, If
the government of Afghanistan pays
serious attention to the quality and
process of the main items such as,
carpet, dry fruit, fresh fruit, qara qul
(lamb skin) and other agricultural
products, it will help the economy
of Afghanistan.
Mr. Saihoon emphasizes that attention to agriculture section without
doubt can improve the economy because Afghanistan is an agricultural
country and most of its citizens are
farmers. Therefore, supporting the
agriculture and livestock section
will provide the chance for both the
citizens to become self-sufficient

and for the national businessmen to


gain good marketing from the point
of economy in a short time by exporting fruits and other items of Afghanistan to foreign countries.
Mr. Saihoon also said if the government of Afghanistan especially
ministry of agriculture and livestock
holds on regular and long-term
schemes in support of farmers, the
government can increase its annual
income from agricultural product
tax and this is not only a step towards self-sufficiency of the citizens
but also of the government. In most
of the regions natural pests caused
the decrease of agricultural products
last year.
On the other hand, transportation
and customs problems with Pakistan caused the trader income not
to be satisfactory. Qurban Haqjo,
chairman of chamber of commerce
and industry says, We had export
of dry fruits and other Afghan goods
at the cost of sixty-four million
American Dollars at the beginning
of first three months of last year, but
Afghan Businessmen have exported
goods at the cost of more than onehundred million dollars from the beginning of March to the end of May
of the current year, which has been
satisfactory for them up to some extent.
Despite this, there are challenges on
the way of exporting Afghan goods
to other countries that national businessmen have complaints about.
Transit problems, inexistence facilities of processing and packing fruits,
extortion on the highways, transit
problems with neighboring countries amongst them Pakistan are the
serious challenges and according to
officials of chamber of commerce
and industry these challenges have
obstructed the improvement and expansion of trade in Afghanistan, but
the new scheme which has been presented by economy commission of
the government has brought out optimisms and by putting this scheme
into action the chance of improvement for big investments will be

At summer nights it has cool and pleasant weather, but


daily commuting and getting down and getting up from the
road to top of the mountain is so hard especially for women,
girls and small boys going to school and for those who bring
necessary items from the city.
I must walk forty minutes to reach my destination; it doesnt
have road for the cars and the footpath is so damaged and if
you fall, you surely break part of your body. What is written
in the above is the direct speech of 55-year-old man who lives
on the hillside of Kabul television. His house has the distance
of nearly 600 to 700 meters from the main road along Dehmazang Boulevard. The houses that are made on television and
Shirdarwaza hillsides are without design and city master plan.
These houses didnt have electricity a year ago and they are
without the system of city canal.
Extension of water supply in most areas of television and
Shirdarwaza hills is impossible. Officials of Kabul municipality say they have tried to supply water to the places being
possible, but the height of these areas from the city level and
drinking water storages has caused them to be unable to supply water to all the houses and streets of settlers in these areas.

Which people live on the hillsides of television? I asked this


question from a man carrying two gallons of thirty liter water
across from the Red Crescent building located in Pul-e-Artal
(Artal Bridge) to his house. He said, 99% settlers of television hillside are the citizens who are very poor and needy. The
majority of dwellers are the people who just earn a living for
a night by working and getting daily pay and spend the nights
with their families.
Most of them are porters, laborers, roadside sellers and the
people who are busy in hard work. This man who is named
Izzatullah is from Logar Province. He returned from Pakistan
to Afghanistan after the collapse of Taliban regime.
Izzatullah says, A house was inherited from our father in
Chehlsotoon area of Kabul, but it was damaged during the
civil war in the year 1993 and we three brothers were living
there together and shared this house, but I sold my share to my
brothers and made a house on this hillside in the year 2004.
It is a clay house having three rooms. Izzatullah says, It
is satisfying for me that I live along with my family peacefully, but living on top of this mountain is hard and full of
challenges in every season of the year, but there is no remedy

except this. Mountain dwellers of Kabul face a lot


of difficulties during winter season. Limitless coldness causes the footpaths to freeze and this makes it
difficult for the people to come down and go up.
My talk was still continuing with Mr. Izzatullah that
two middle aged women came near us and each one
was carrying two-two plastic bags having more than
4kg weight. It was clear that inside the bags were the
needed items for the house that they had bought from
city. Hot weather and limitless slope of footpath had
teased them, but they had to walk to reach their houses. I wanted to talk to these women as well; one of
them said, Our circumstance is clear and it doesnt
need explanation; it is life and it is passing by; we
must provide everything with this hardship even the
water that we wash our clothes. S
ummer is good it is just hot and most of the time we
go to the zoo and wash our clothes there, but winter
is a hell for us and we are the hellish. The second
lady who was some steps back from the first lady
said, Last winter my eleven-year-old son fell on the
frozen footpath and broke his leg and he is not still
recovered; he is recovered but not very well. He is
disabled and walks with difficulty. We have no remedy except this.
I ask them how they feel about the government services and aid; they pause; maybe they didnt understand my question, but not; the fact was opposite my
imagination; one of them after a short pause says,
We are still waiting what the government does for
us. If other things are impossible, in health section
they can make one or two mobile clinics and I dont
think it is difficult for the government. It is so difficult for the pregnant women to come down and go
up. Unfortunately nothing has been done yet. The
only thing which has been done is providing electricity to all.
Narrow lanes, connected clay walls to one another,
canals that pass at the side of doors and walls are the
different specialties of this area than the other areas
of Kabul citizens. Small shops are seen at the side
of houses and beginning of the streets and they are
only retail selling shops and food item shops. Hameedullah, who is a sixteen-year-old boy, has a retail
selling shop on the highest part where clay houses
exist. I asked him why he doesnt bring food items
and other necessary things of people from the city.
He said smilingly, When I bring a fifty-kilo- sack
of rice from the city, it takes forty minutes from the
road up to here. It is not possible. Carrying the items
which have a lot of weight is so difficult.

There is no vehicle way and the footpaths are so damaged and if someone falls, they surely break a leg.
The people themselves carry their necessary items
with difficulty from city up to here, so it is too difficult to carry massive items for the shop up to here.
I discussed the problems of Kabul mountain dwellers
with Mohammad Murid, architecture at construction
section of Kabul municipality and asked him what
will be done and how the dwellers can get rid of these
problems.
Mr. Murid said, More than one million population
of Kabul live on the hillsides such as, television hillside, Shirdarwaza hillside, Khairkhana hillside, Karte-Naw hillside, Kart-e-Mamoreen hillside, the hill
located at the back side of Bagh-e-Babur and other
mountainous areas.
At the present situation and short time it is impossible to change their life situation from the point of
citizenship. Mr. Murid clarified that the first problem is that these houses on the hills have been made
without design and city master plan and documents
and it is itself a big challenge. Secondly the government doesnt have facilities to give the people that
live in the above mentioned areas land and place for
the housing.
And the third one the government can provide a series of facilities for these people in one case, but there
are so many challenges in Kabul City that Kabul municipality should cover the city areas which are built
according to design and master plan and then solve
problems of these people.
On the other hand, the budget of Kabul municipality is less than what the people think of. At the present time Kabul municipality, ministry of health and
ministry of education can provide a series of schemes
and work for people of these areas which are feasible. Kabul municipality can make water storages in
the areas that have vehicle way and store the water in
these storages by vehicles so that the people may get
rid of water problems.
The ministry of public health can develop mobile
clinics and if someone gets sick during the day or
at night, they should provide them emergency health
services. Also the ministry of education can develop primary schools in these areas for the small kids
who have problem of coming down and going up to
their houses. These kids can study up to class three in
these schools. It is hoped that the government should
pay attention to the most problems of these poor and
needy people in long-term duration so that can handle the legitimate demand of these people.
