GUIDELINES ON THE ELECTION OF YOUTH REPRESENTATIVES FOR NAIROBI COUNTY

GENERAL RULES AND REGULATIONS 1. The purpose of these guidelines is to(a) prescribe the manner of electing the youth representatives to the National Youth Council, Nairobi County Sub county and ward elections. (b) Facilitate the process of electing the youth representatives to the National Youth Council. 2. The election of youth representatives by the sub-location and ward delegates to the county level shall be construed as the establishment of National Youth Council branches for Nairobi County 3. The youth representatives elected at the sub-location level to the county level may offer leadership and promote the spirit of volunteerism among the youth.

4. (1) A candidate shall be eligible for election from the sub-location, ward, sub county to the County level if he or she is (a) A delegate of the National Youth Council (2011-2012) (b) (c) (e) (f) A Kenya citizen; Aged between eighteen and thirty-five years; A holder of a Kenya Certificate of Primary Education ; of good conduct certified by the area Chief/Assistant Chief/Religious leader or the Police.

5. There shall be elections for sub-county leadership in 17 sub counties of Nairobi (the sub counties shall constituency as defined in the devolved governments act and the national government coordination act) 6. Each sub county committee shall have a maximum of 10 members and a minimum of not less than the number of wards in the particular sub county 7. in coming up with the sub county committees, the following criteria will be followed;

8. After electing the committee, the elected officials will among themselves come up with offices of Chair, Vice and Secretary 9. The NYC ward committees shall not be more than 5 people who after election will choose one among them as a NYC Ward coordinator, who will be deputized by a Vice Coordinator and a secretary 10. In formulating the Ward NYC committees, the criteria in section 7 above will apply 11. Delegates in every sub county present will be free to agree on the procedure of their own elections with consultation with the Nairobi County office and the National Representative so long as it doesnt break any set rule herein
