DENR to conduct probe on pawikan eating incident in Arteche town

TACLOBAN CITYThe regional office of the Department of Environment and Natural Resources (DENR) is set to conduct its own investigation on the food poisoning incident in Arteche town, Eastern Samar. The food poisoning incident involving residents of Barangay Rawis of said town was reportedly due to eating of a meat from a dead pawikan (leatherback turtle). Purificacion Daloos, DENR-8 information officer, however, said that they have yet to schedule as to when they would conduct their investigation. Sea turtles are considered to be critically endangered which makes it a criminal offense to butcher them. Daloos said that she feared that the butchered pawikan was the one that was found nesting in the shores of Dolores, Eastern Samar last August 5, 2013. The said pawikan was tagged on its left flipper, with tag number PH 02891 before it was released back to the sea after it laid eggs. Corazon Makabenta, division chief of coastal marine management of DENR-8, said that they would conduct a massive campaign not only in Arteche but also across Eastern Samar to avoid similar incident. Having pawikan in our seas is a sign that we still have a balanced ecology, Makabenta said. Makabenta said that pawikans are predators and eat poisonous jellyfish, sea urchins and other toxins in the seas. The high toxicity of the meat, plus it was dead when the pawikan was found floating in the shores of Arteche, caused the food poisoning, she claimed. Based on the information of town Vice Mayor Linda Mejica, the food poisoning incident has resulted to the deaths of four persons and downed 153 others, majority of them from Brgy. Rawis. Other victims were from the nearby village of Garden, she said. It was learned that Marlon Garbriel, who found the pawikan, sold around ten kilos of the pawikan meat. Mejica said that all those who ate the pawikan showed the same symptoms of poisoning like stomach pains, dry and sore lips, headache and vomiting. The victims of poisoning were later brought to Arteche Hospital and Eastern Samar Provincial Hospital in Borongan City, about 100 kilometers from the municipality of Arteche. (VICKY

Aussie company assures that oil, gas prospects in San Isidro town still high
TACLOBAN CITY An official of the Australian company that is conducting drilling operations in San Isidro town in Leyte said that despite of their temporary stoppage of work, they remain confident that prospects to drill oil and gas remains to be high. It was learned from Engr. Bert Garcia of the Otto Energy Ltd, that their drilling operations in San Isidro was temporarily halted when they encountered an impregnable layer of rock which even sophisticated drilling equipment could not penetrate. Garcia made this disclosure when he appeared before members of the provincial board of Leyte on Tuesday as he informed the provincial officials that their drilling operations at Duhat-2 well was stopped weeks ago due to environmental and safety concerns. Garcia, using a slide presentation of the actual drilling site, said that drilling was stopped when it encountered an impregnable layer of rock which even sophisticated drilling equipment could not penetrate. Drilling of the Duhat 2 well followed two previously failed attempts to test the
crest of the San Isidro anticline with San Isidro SX-1/2 in 200 and Duhat-1 in 2011. Both wells had been programmed to reach total depth of 1,000 m, but failed to drill beyond 300 m due to an inability to advance through claystone formations. It was learned that Otto Energy, after the failed attempts, reviewed lessons learned from Duhat-1 and Duhat-1 A drilling cam-
paigns in 2011, which highlighted the need for a rig with increased draw works, hook load and mud handling capacity to mitigate the risk of stuck pipe incidents and maximize the ability to reach prognosed reservoir intervals beneath the problematic claystone formations. But despite of the problem that they have encountered, Garcia assured the board members that they remain hopeful that oil and gas can be found in the area, based on history and geological studies. Northern Leyte is said to have the most natural oil seeps in the Philippines but is largely unexplored. In fact, one of the barangays in San Isidro is even named Barangay Petrolyo,
Garcia said. In February, the Leyte provincial board granted a permit to the company to conduct oil drilling operations, mostly offshore, within an area of more than 332,000 hectares covering several villages in the towns of San Isidro and Calubian. The main site of the oil drilling operations is in Barangay Basud, six kilometers from the town proper. If drilling proved that oil and gas can be found and is commercially viable, full field development and exploration are expected to start next year.

Silvino Lobos road project to be completed by 2015

TACLOBAN CITY The municipal mayor of Silvino Lobos town in Northern Samar is thankful for the Payapa at Masaganang Pamayanan (Pamana) project under the Office of the Presidential Adviser for the Peace Process (OPPAP). Mayor Edmund Gillamac said that the farmto-market road project in his town is expected to be finished by 2015. Silvino Lobos is about 22 kilometers away from its neighboring town Las Navas on its eastern side and 22 kilometers away from Lope de Vega, its neighboring town on its western side. Currently the town is accessible by boat ride which takes six hours of travel, Mayor Gillamac said. We are still not connected to the carline but through this project of Pamana, we are thankful to the President because by 2015 we will be connected to other towns via road and bridges, Gillamac said. OPAPP has already downloaded about P424.5 million to Northern Samar for infrastructure projects under Pillar 3 that covers the 2011 Pamana -OPAPP funded projects and P199-million PamanaDILG(Department of the Interior and Local Government)-funded projects. Currently, Pamana is implementing the P195.5 million constructions of a 50-meter span bridge in Brgy. Campania-an and concreting of the road stretch from said barangay to the town proper of Silvino Lobos, this aside from concreting of a section of the Mondragon-Silvino Lobos road network amounting to P15 million. Celebre also cited that under the Local Government Code, LGUs shall have an equitable share in the proceeds derived from the utilization and development of the national wealth within their respective areas, including sharing the same with the inhabitants by way of direct benefits. Mayor Celebre disclosed that he does not know for now if other LGUs geothermal reserve areas are keen on having the same resolve, but added that he has already shared this with former Leyte governor and now Secretary Carlos Jericho Petilla of the Department of Energy. Citing a study, the mayor said that aside from Jaro, geothermal energy produced is also supported by energy reserves from the towns of Burauen and Dagami. The EDC tapped the vast reservations underneath the islands dead volcanic backyard, developing technology that eectively provides not only clean power but also pioneered environmental management and corporate social responsibility practices that benefit people living around the reservation. In 2011, Jaro was one of the LGUs consulted by the EDC for a Biodiversity Conservation Project that includes a watershed management plan for the sustainability of geothermal resources which depends, among others, on the ample supply of groundwater recharge to underground steam production areas. LGUs included in this consultation were towns within the geothermal area such as Baybay City, and the municipalities of Albuera, Kananga, Carigara, Capoocan, Burauen, and other towns within the geothermal reservation. EDC Leyte Geothermal Production Field is considered as the geothermal titan with over 700 megawatts of geothermal power, beating at the heart of its 107,625-hectare geothermal reservation and is the country biggest geothermal project and the acclaimed worlds largest wet steam field. The 30-year-old renewable energy project is providing electricity not only to the residents of Leyte but to the entire Philippines through the national power grid.

igh-profile fugitive and alleged PDAF scam mastermind Janet Lim Napoles was cornered into submission after his disappearing act following the issuance of an arrest warrant by the court. After being tagged as the mastermind of an initial investigative report involving at least P10B public fund scam, Janet Lim Napoles issued pronouncements that were reported in media where she denied the allegations against her. She even sought to meet the editors and reporters of the national broadsheet Philippine Daily Inquirer where she demanded that media people spare her family and children from the accusations. The flamboyant display of her wealth as well as those of her children who were living cozy lifestyles of high society status beyond what people perceived as what their means could aord caused a national outcry against the pork barrel. The disclosure of such wealth that reportedly emanated from anomalous transactions out of the pork barrel of lawmakers and extravagant life amid an impoverished population ignited public outrage that led people to a peaceful rally at the Luneta Park and
other plazas in various parts of the country. Upon issuance of an arrest warrant by the court, the alleged mastermind of the P10B pork barrel scam quickly drifted into her secret lairs away from the arm of the authorities. It took a multi-agency law enforcement task force to pursue the fugitive and bring her to the bar of justice. The search went full-swing as authorities went into a nationwide manhunt to arrest the culprits as well as her co-accused brother who also went and still is in hiding as of press time. The declaration from no less than the president of the republic where a bounty of P10M reward was oered for any information that would lead to the arrest of the fugitives raised the issue into the national consciousness. Rammed against what appeared to be a dead-end, the fugitive Janet Lim Napoles submitted herself to the president in a twist that preempted further embarrassment to the government. People took the surrender as a relief from the tension gripping the country. But the arrest of Janet Lim Napoles is clearly an act of desperation after being cornered and not as an act of . . . surrender?
The Homonhon mining incident is a fact that courts disregarded. Chaos results by people disregarding the rules of law. Clearly, the right of the people to express their sentiments either violated, by anti-mining group or mining companies. Why? In the Homonhon mining incident, the anti-mining people should have approached the court for their grievances. On the same reason, the mining operator should have the order of the court for them to proceed. The report of Fred Padernos manifested that there was a temporary restraining order (TRO) issued by the Regional Trial Court Branch 3, Guiuan, Eastern Samar ordering the antimining group to cease obstructing the operation of Mt. Shall we then be enslaved to this flawed state of affairs of wallowing in the wounded culture. Meanwhile, we can expect that justice can get delayed but cant be denied). People from all walks of life came to Rizal Park to demand the abolition of the pork barrel. The million people march reflected the public outrage against the abuse of the public funds. The message is clear, the Filipino people are against corruption in government. The people are outraged of the way that peoples money have been abused by our leaders. We have proven that Filipinos are dignied people. We should not stop protesting for as long as corruption in government exists. Those responsible for the anomalies and corruption in government should also be prosecuted. The people are mad of their brazen misuse of public funds. Lump sum appropriations should be replaced by line-item budgeting and all projects earmarked by lawmakers must undergo public bidding. The pork barrel scandal should also lead to an overhaul of the regulatory framework for NGOs and foundations. NGOs should no longer be allowed to receive funding through One possible hurdle to that unravelling however is Section 11 of Article VI of the 1987 Constitution of the Republic of the Philippines which practically renders a senator or a member of the House of Representatives immune from arrest if the criminal charges hurled upon him carries the penalty of imprisonment of not more than six years and only during the entire time that the Congress is in session. So if to foil any attempt of a senator or a member of the lower house who gets lucky to be indicted to raise his immunity from arrest pursuant to the said provision, De Lima and the rest of the boys should make sure that any possible criminal charges that will be led against the said lawmakers should bear the penalty of more than six years. That way, they, like Napoles, will be forced to cower and hide like the stealing cowards that they are. There indeed remains a long way before the new issue on the pork could be written with nis. I myself am an ardent believer that if President Aquino wants to be taken seriously by the people who placed him in ofce precisely because of his daang matuwid, he should make examples not out of petty criminals scouring the streets for means to get by their everyday but out of our thieves in barong tagalog who steal not because they have nothing with which to feed their families but because of greed, of wishing they could have all. True we have the likes of Romeo Jalosjos who got sacked for his injudiciousness but that was hardly the corrupt act which the daang matuwid seeks to curb let alone eradicate. It is high time that a legislator or two gets thrown to jail not for ravishing a budding young lass but for stealing from the peoples coffers or for helping others steal from us by means available to him because of what he is, of being a lawmaker and all. President Aquino, to be sure, has more ways than one to unravel the sincerity of his daang matuwid. There is the abolition of the fund itself which he can do by vetoing that item in the national budget. But despite calls from the peo-
ple to have it done, he was persistent instead that he will not scrap it until a day prior to the mass protest staged to rattle his seemingly unchangeable stance, only to reveal that he was not actually up for its actual abolition but only for its renaming or restructuring or whatever you may want to brand it. Sensing the insincerity of his words, the people proceeded to march on, and to success. And of course, there is the bringing to justice not only of the mastermind of the entire scheme but also of the lawmakers who, one way or another, got kickbacks just by exercising the discretion of funnelling their allocations to bogus non-government organizations created by the now infamous Janet Lim Napoles. It is good that something had been done to make Napoles running scared although not for the very reason which got us irked to the point of massively protesting for the abolition of the pork. It would however be even better if it is not only Napoles who gets picked up by the long arm of the law but also our seemingly untouchable congressmen. Which makes De Limas revelation a relief, a breath of fresh air if you will.

These were the links of the chain; this is the bondage in which I was bound. Sexual desire is natural and hence morally neutral; but when we idolize it, it turns into lust. Guiuan mayor pushes tourism industry; way to attract investors as well

GUIUAN, Eastern Samar The mayor of this town is promoting their local tourism to attract more visitors not only from its neighboring towns but also coming from dierent parts of the region and the country as well. Town Mayor Christopher Sheen Gonzales told reporters in a press conference here that promoting local tourism would encourage more tourists from Eastern Visayas and those from other regions to visit this town. Gonzales said that there is a steady increase in the number of local and foreign tourists who have visited his town in recent years. However, he added, the local tourists who visited his town were dominated from those outside the region. He attributed the steady increase of tourists arrivals to his town with the famous Calico-an Islands worldclass surfing areas, historical markers, scenic beaches, and the miraculous image of Saint Anthony of Padua in Sulangan that attracts local and foreign pilgrims. Gonzales, however, did not back his statement with figures or the actual number of visitors of their town. He claims that Calicoan Island is frequented by foreign surfboard warriors including those who are more experienced surfers in our country especially during yearly Octobers surfing competition in the island. He added that the visitors are also fascinated with the naturally beauteous white sand beaches in the island facing the Pacific Ocean. The town mayor said that he is optimistic that more tourists will visit his town once the airport here will be operational. Gonzales said that the present thrust of his administration in promoting local tourism would encourage more people from the neighboring municipalities of Eastern Samar and other provinces in the region to visit his town. Eventually, he said, it will attract more tourism investors to the town. PRO8 arrest 1,068 wanted persons, nabs Gandaras most wanted man
CAMP KANGLEON, Palo, Leyte - The Police Regional Office 8 (PRO8) arrested Gandara towns most wanted criminal as the regions top cop announced the arrest of 1,068 persons wanted by law in his one year stint as police regional director. A total 1,068 wanted persons were arrested by the police out of 1,273 arrest warrants received from various courts in the region, yielding 84 percent service efficiency, said Police Chief Supt. Elmer R. Soria, director of PRO8. The accomplishments, from his assumption as PRO8 director in August 6 last year to date, were the result of the aggressive and intensified implementation of Manhunt: Charlie the Philippine National Polices campaign for the arrest of wanted persons, he added. In line with this, the police official informed the arrest of the number one most wanted criminal of Gandara town in Samar early Tuesday morning. Construction worker Leo Guldo alias Bugoy, 38, was nabbed by joint elements of Matuguinao Municipal Police Station and 2nd Regional Public Safety Maneuver Company led by PInsp. IBale Paalisbo in Brgy. Barruz, an outskirts village in Matuguinao, Samar, at around 4:00 a.m. Tuesday. The lawmen were armed by an arrest warrant for murder docketed under criminal case number 10-0482 issued by Judge Feliciano Aguilar of Regional Trial Court Branch 41 in Gandara, Samar who did not recommend bail bond for the suspects temporary liberty. Guldo has been in hiding for five year prior to his arrest, the police official informed. Subject was brought to Gandara police station for documentation and subsequently turned-over to the issuing court for the issuance of commitment order. The police official further encouraged the public to help the police in pursuing lawless elements in the region. Bella Rentuaya, chief of the police and community relations office of the Tacloban Police Office, in a press conference held on Wednesday. Citing statistics, Rentuaya said that crime incidence in barrel scam. Rentuaya, however, said that while they are doing their best to ensure the safety of the residents and visitors of the city, their lack of personnel proves to be a big problem. BIRI Island, Northern Samar The Sustainable Coral Reef Ecosystems Management Program (SCREMP), the newest program of the Department of Environment and Natural Resources (DENR) to rehabilitate and save the Philippines coral reefs was launch in Biri Island municipality in Northern Samar last August 23, 2013. SCREMP will be implemented in the Biri-Larosa Protected L ands c ap e / S e as c ap e Area (BLPSL). The BLPLS is a priority site for the implementation of SCREMP in Region 8 pursuant to DENR Administrative Order No. 2013-12. BLPLS is a protected area covers that 5,281.88 hectares terrestial and 29,718.12 marine waters within
the jurisdiction of Biri, Lavezares, Rosario and San Jose (Biri-Larosa). According to Corazon Makabenta, chief of the Coastal Marine and Management Division of DENR-8, Biri is known for its geological wonder the Biri Island Rock Formations, but is also home to varied coastal and marine biodiversity. The island is rich in coral covers, abundant seagrass beds, algae, mangroves, school of fishes and other diverse marine life forms. CMMD technical sta Arnulito Viojan presented the results of the initial Rapid Site Assessment of Biri Marine Resources which the DENR team conducted early August 2013. The well-attended launching held at the municipal hall was graced by Northern Samar pro-
vincial tourism officer Josette Doctor, protected area supervisor (PASU) Nestor Collamar, members of Protected Area Management Board (PAMB), representatives from the local government units covering BLPLS, municipal and provincial environment oficers, academe, the barangay captains, Department of Tourism, members of Protected Area Management Board (PAMB) and other stakeholders including foreigners who are now residents of Biri island. The Jaycees (members of Junior Chambers International-Tacloban) were in the house of Mayor Alfred Romauldez and her rst lady Councilor Cristina at Patio Victoria in San Jose, Tacloban at that time, having dinner and chit-chat. When the earthquake happened we all panicked and were frightened. Because it was quite drizzling and the pool area of Patio was not yet covered at that time, the mayor told us to get inside the house. Since he and Madam Cristina were busy because of the earthquake that just occurred, in fact there were aftershocks then, the Jaycees decided to go home. In the meantime, I have been calling my husband and daughter asking if they were safe. When I reached home, my family and I, and other household members prayed to thank God for keeping us safe. We immediately rode our Fortuner I, my husband, our daughter, my nephew and our house helper together with all our dogs, then went to downtown area but stayed for a while at the Sta. Lucia Caf in Sagkahan. There we observed the ebb and flow of the water by the seaside. We noticed that the sea level was recedtold me There is an earthquake. So I immediately checked on the side walls of the mall as well as the ceiling. I noticed that the building was super swaying. I heard cracking sound and got so nervous. There were particles of the wall cement that were chipping off from above me. First thing that occurred to my mind was that the building would collapse. Tita told me Lets pray. Dont panic. I am basically not the type of person who will panic, so I stayed calm standing as if unperturbed by the quake. I saw the people rushing to-

My store helper was about to run but I warned her not to but instead to calm down. It was dark as electricity power went off when the quake struck. Everything happened in split second. When the quake stopped that was the time I learned that I was in fact in a state of shock and failed to think where to go for safety. I was the last person standing and I was facing the door. I was not moving at all. Tita and her niece hid under the table. Only the three of us were left inside the building. I looked above me and only a platform of my store that was protecting my head, but it was made of light materials and could not at all shield me from debris that could fall. At that particular moment I was just waiting. I offered myself to the Lord. You know, when one is already at the brink of death, he has no more fear. My thought over death was disturbed when the security guard whistled instructing everyone remaining inside the mall to step outside. I slowly went out. When the guard beamed light inside the mall, they saw my friend Tita and her niece Babylyn under the table praying. Then I remembered my husband Richard, who was at that time at the 2nd floor of the mall. Thank God, he was safe. We were all safe. I still have the trauma, which for me could have ended my life.
