ADDENDUM NUMBER 1 ESTABLISHMENT OF AN EDUCATION, RESEARCH AND TRAINING PANEL REQUEST FOR TENDER (RFT) NO: AEMI PSTC

Addendum to provide tenderers with Questions and Answers As at 30 August 2013 Question 1. Please provide some clarification to the subject areas/scope across which the Panel will be utilised. Answer 1. The current scope of work for AEMI and PSTC can be viewed on these websites: http://www.em.gov.au/Education/Pages/default.aspx http://www.ag.gov.au/NationalSecurity/ProtectiveSecurityTraining/Pages/default.aspx AEMIs current scope of work covers a broad field of Emergency Management across disciplines such as community, risk and governance, organising and coordinating principles, organisational learning, public administration and environmental management. Due to the duration of the Panel, additional areas may be included and as other government agencies may wish to utilise the Panel, it is recommended that those working in related areas apply.

Question 2. Can you please provide advice on what type of educational product you are looking for? Answer 2. We deliver accredited and non- accredited programs at undergraduate and post graduate levels. For reference to the current scope, please see http://www.em.gov.au/Education/Pages/default.aspx

Question 3.

What are the competencies you have in mind?

Answer 3. The current competencies are listed on our website http://www.em.gov.au/Education/Pages/default.aspx Due to the duration of the Panel, additional qualifications and programs may be added.

Question 4. Would the research be in security issues themselves or research into education approaches to security (education)? Answer 4. Both of these areas may be addressed.

Question 5. Are tenderers expected to be a registered training organisation to deliver these services? Answer 5. No

Question 6. Should the tender process be submitted on an individual level or an organisational level? Answer 6. For those working within public sector organisations, normal public sector employment conditions are likely to apply. This means, applications are likely to be from the organisation (with sample cvs). However, individuals may also apply subject to their employment conditions and the terms and conditions outlined in the Request for Tender.

Question 7. What programs does AEMI currently offer, or intend to offer in the tender period (3 Years), in the levels of higher education undergraduate and higher education postgraduate? Answer 7. Question 8. Please advise any critical timelines/milestones in the delivery of each category and the services required. Answer 8. Once the Panel has been established, specific Request for Quotations will be drafted with details of the discrete work required, including all timelines and

services required. This will be forwarded to appropriate panel members inviting them to provide a quote for completion of that work.

Answer 9. AEMI delivers accredited and non-accredited programs. Depending on the type of educational product delivered, the assessment may or may not be tied to national assessment frameworks.

Question 10. We would be able to deliver in the categories of Vocational Postgrad Level at Categories 2, 3 and 4 only. Would this still be appropriate as a partial offering/solution? Answer 10. Yes

Question 11. We are only able to supply some and not all elements in the tender. Does this exclude us from tendering as part of this process? Answer 11. No

Question 12. We have the ability to deliver training services from a Certificate II through to Advanced Diploma. Do these fall outside of the areas you require? Answer 12. No

Question 13. Attachment 6: Price schedule only allows for an 'hourly/daily rate' how does a tenderer charge for non-salary items? Answer 13. Once the Panel has been established, specific Request for Quotations will be drafted with details of the discrete work required, including all timelines and services required. Question 14. Can you give us an indication as to which Acts and training frameworks you are referring to? Answer 14. Please see the relevant Indicative Performance Standards in Section B Detailed Description of Services, Schedule 1 Background, Services and Essential Requirements.
