What is the Observatory on Anti-Semitism in Spain? The Observatory on Anti-Semitism in Spain was created in 2009, with the objective of centralizing, cataloguing and analyzing incidents of an anti-Semitic nature in Spain, identifying their instigators and encouraging reection through analysis and publications. Created by the Federation of Jewish Communities of Spain and the Movement Against Intolerance, within the frame of the Second International Seminar on Anti-Semitism in Spain in November 2009, the Observatory is one more link in the ght against this evil that, despite having lost legitimacy in Europe, has not become relegated to a bad memory of the past, but has instead found new channels, pretexts and perpetrators. The Observatory on Anti-Semitism in Spain works to put into practice already existing policies in the ght against Anti-Semitism, and to propose specic new actions to public administration as well as to organizations, the mass media and society in general. What does the Observatory on Anti-Semitism in Spain do? The Observatory receives reports of anti-Semitic acts in Spain through its website: http://observatorioantisemitismo. fcje.org/ and through Jewish and anti-racist organizations. It also has a group of volunteers who monitor possible cases of Anti-Semitism.
Qu es el Observatorio de Antisemitismo? El Observatorio de Antisemitismo en Espaa fue creado en el ao 2009 con el objetivo de centralizar, catalogar y analizar los incidentes de carcter antisemita en Espaa, identicando a sus promotores y fomentando la reexin a travs del anlisis y las publicaciones.
Creado por la Federacin de Comunidades Judas de Espaa y el Movimiento contra la Intolerancia, en el marco del II Seminario Internacional sobre Antisemitismo en Espaa en noviembre de 2009, el Observatorio es un eslabn ms en la lucha contra este mal que a pesar de haber perdido legitimidad en Europa, no ha pasado a ser un mal recuerdo del pasado, sino que ha encontrado nuevos cauces, pretextos y actores. El Observatorio de Antisemitismo en Espaa trabaja para poner en prctica las polticas ya existentes de lucha contra el antisemitismo, y proponer nuevas acciones especcas tanto a la administracin pblica como a las organizaciones, medios de comunicacin y sociedad en general. Qu hace el Observatorio? El Observatorio recibe denuncias de actos antisemitas en Espaa a travs de su web: http://observatorioantisemitismo.fcje.org/ y a travs de organizaciones judas y antiracistas. Tambin cuenta con un grupo de voluntarios que informan posibles casos de antisemitismo.
The Observatory classies as anti-Semitic any act committed against people, organizations and/or property where evidence indicates that it was this kind of act. In order for an act to be classied as anti-Semitic, it must have antiSemitic motivation or content; if there is no evidence of either of these two aspects, the act is not considered to be anti-Semitic. The Observatory on Anti-Semitism in Spain publishes an annual report with the anti-Semitic acts that occurred, and were registered by the Observatory, during the past year.
El Observatorio clasica como actos antisemitas las acciones cometidas a personas, organizaciones y/o propiedades cuando existe una evidencia del acto como tal. Para que un hecho sea clasicado como antisemita, ste debe tener motivacin o contenido antisemita; si no se evidencia alguno de estos dos aspectos no se considera un acto antisemita. El Observatorio de Antisemitismo en Espaa edita un informe anual con los actos acaecidos y registrados por el OdA durante el ao transcurrido.

The Observatory on Anti-Semitism in Spain basically uses the working denition of the OSCE* Denition adopted in 2005 by EUMC, now called the European Union Agency for Fundamental Rights (FRA) and Organization for Security and Co-operation in Europe (OSCE). (Original version: EUMC) Translation by EUROPEAN FORUM ON ANTISEMITISM Anti-Semitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of Anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities. The purpose of this document is to provide a practical guide for identifying incidents, collecting data, and supporting the implementation and enforcement of legislation dealing with Anti-Semitism. Anti-Semitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of Anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities. In addition, such manifestations could also target the state of Israel, conceived as a Jewish collectivity. Anti-Semitism frequently charges Jews with conspiring to harm humanity, and it is often used to blame Jews for why things go wrong. It is expressed in speech, writing, visual forms and action, and employs sinister stereotypes and negative character traits. Contemporary examples of Anti-Semitism in public life, the media, schools, the workplace, and in the religious sphere could, taking into account the overall context, include, but are not limited to: Calling for, aiding, or justifying the killing or harming of Jews in the name of a radical ideology or an extremist view of religion. Making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as collective such as, especially but not exclusively, the myth about a world Jewish conspiracy or of Jews controlling the media, economy, government or other societal institutions. Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews. Denying the fact, scope, mechanisms (e.g. gas chambers) or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust). Accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust. Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations. Examples of the ways in which Anti-Semitism manifests itself with regard to the State of Israel taking into account the overall context could include: Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor. Applying double standards by requiring of it a behavior not expected or demanded of any other democratic nation. Using the symbols and images associated with classic Anti-Semitism (e.g., claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis. Drawing comparisons of contemporary Israeli policy to that of the Nazis. Holding Jews collectively responsible for actions of the state of Israel. However, criticism of Israel similar to that leveled against any other country cannot be regarded as anti-Semitic. Anti-Semitic acts are criminal when they are so dened by law (for example, denial of the Holocaust or distribution of anti-Semitic materials in some countries). Criminal acts are anti-Semitic when the targets of attacks, whether they are people or property such as buildings, schools, places of worship and cemeteries are selected because they are, or are perceived to be, Jewish or linked to Jews. Anti-Semitic discrimination is the denial to Jews of opportunities or services available to others and is illegal in many countries.

Las manifestaciones verbales y fsicas de antisemitismo se dirigen tanto contra personas judas o no judas como contra sus bienes, instituciones comunitarias judas o lugares de culto. Estas manifestaciones tambin pueden tener como objeto al Estado de Israel, concebido como una entidad colectiva juda. El antisemitismo acusa frecuentemente a los judos de conspirar en perjuicio de la humanidad y generalmente es usado para culpar a los judos de que las cosas van mal. El antisemitismo se expresa en el habla, de forma escrita, visual o en acciones y emplea estereotipos siniestros y caractersticas negativas de la personalidad. Los actos antisemitas son criminales cuando as los dene la ley (por ejemplo, la negacin del Holocausto o la distribucin de materiales antisemitas en algunos pases). For the fourth consecutive year, the Observatory on Anti-Semitism in Spain collects the facts and complaints registered during the year.
Por cuarto ao consecutivo el Observatorio de Antisemitismo compila en un informe los hechos y denuncias registrados a largo del ao.
Unlike other European countries, and despite the requirements of international institutions, in Spain it does not exists an ocial statistical le of hate crime incidents recorded by the Government, and therefore, we lack of an objective measurement of anti-Semitic incidents.
A diferencia de otros pases europeos, y pese a los requerimientos de distintas organizaciones espaolas y de instituciones internacionales, en Espaa no existe registro ocial del Estado sobre incidentes y delitos de odio. Sin embargo, el antisemitismo tanto organizado como latente es evidente como muestra la informacin recogida en el Observatorio de Antisemitismo.
However, both latent and organized anti-Semitism, are an evidence, as shown by the information gathered by the Observatory on Anti-Semitism in Spain. In 2012, by number of complaints, the most frequent anti-Semitic incidents can be found in websites and social media, followed by anti-Semitic grati, and to a lesser extent verbal assaults and damage to property. Acts of physical violence against individuals or property are almost non-existent. In addition, this report includes initiatives to combat, report and analyze anti-Semitism.
En 2012, por cantidad de denuncias, a la cabeza estn las expresiones en pginas web y redes sociales, seguidas de pintadas y gratis, un poco ms distante, los medios de comunicacin y en menor medida agresiones personales verbales y a la propiedad. Los actos de violencia fsica contra personas o inmuebles son casi inexistentes. Adems, el presente Informe recoge iniciativas encaminadas a combatir, denunciar y analizar el antisemitismo.
Spanish Anti-Semitism is quite peculiar. It is a rejection of any kind of Jewishness, without the Spanish population probably knowing any Jew at all, given the small size of the Spanish Jewish community.
El antisemitismo que se da en nuestro pas tiene sus singularidades. Se trata de un rechazo hacia lo judo sin que la poblacin espaola conozca a ningn judo, dadas las escasas dimensiones de la comunidad juda espaola.
But the heritage of a deep rejection towards Jewishness, still survives in the Spanish collective unconscious. This is the cause of repeatedly used insulting expressions like Judiada or Jewish dog, or the survival of popular festivities as El Misteri dElx in Alicante or The Holy Child of La Guardia in Toledo, which are really defamatory and condemnatory of Jewish people.
Sin embargo perviven en el inconsciente general la herencia de un profundo rechazo hacia lo judo. Esta es la causa de que se continen utilizando expresiones como judiada o perro judo como insultos, o que pervivan costumbres y estas populares como El Misteri DElx en Alicante o El Santo Nio de la Guardia en Toledo cuyo eje gira en torno a la difamacin y condena de los judos.
The dictionary of the Real Academia de la Lengua (Royal Academy of Language) maintains several terms of more or less popular usage, recognized as derogatory. Thus, those who use them have to be aware of their pejorative eect. Some examples :

On the other hand, some events related to Israel also re anti-Jewish prejudices latent in our society. We could see in April on the online edition of the newspaper Galicia Condencial (Galicia Condential) which reported that the Israeli Ambassador in Spain, Alon Bar, transmitted to the President of the Xunta de Galicia, Alberto Nez Feijoo, the solidarity of Israel towards the Galician people, in the wake of the terrible re in Fragas do Eume, and oered cooperation on reforestation and recovery of the natural park. Among other comments, one could read the following:
Por otra parte, algunos acontecimientos relacionados con Israel tambin disparan los prejuicios contra los judos latentes en nuestra sociedad. This is just one example of how the Media host blogs which allow comments clearly anti-Semitic, xenophobic, and that undermine human rights.
Este es solo un ejemplo de cmo los medios de comunicacin amparan blogs y permiten comentarios claramente antisemitas y xenfobos.
With this report, the Observatory on Anti-Semitism in Spain reveals an ancient, and to some extent hidden, evil that lingers in our country, and aims to contribute to build a society in which religion, race, gender, ethnicity, identity or culture will never be reasons to be socially excluded.
Con este Informe, el Observatorio de Antisemitismo pone de maniesto un mal antiguo y camalenico que perdura en nuestro pas y pretende contribuir a la construccin de una sociedad en la que no quepa la exclusin por razones de religin, raza, etnia, sexo, identidad o cultura.

In January, during the celebration of the rst lecture of the series El dilluns dIsrael (The Monday of Israel) organized by Amigos de la Unesco de Barcelona (Friends of UNESCO in Barcelona) in the Instituto Cataln de la Mediterrnea (Mediterranean Catalan Institute), ve or six people broke into the room displaying banners in which you could read comparisons of Israelis to Nazis or racists South Africans. They then disrupted the conference shouting anti-Israeli slogans
En el mes de enero, durante la celebracin de la primera charla del ciclo El dilluns dIsrael programada por Amigos de la Unesco de Barcelona en el Instituto Cataln de la Mediterrnea, cinco seis participantes irrumpieron en la sala desplegando pancartas en las que se podan leer comparaciones de los israeles con los nazis o los racistas sudafricanos.
Seguidamente se levantaron de sus asientos y comenzaron a interrumpir la conferencia lanzando proclamas antiisraeles.

Here works a Zionist Grati in Barcelona, March the 29th, in front of the oce of a leader of ARCCI (Asociacin de Relaciones Culturales Catalano-Israeles Asociation of Catalan-Israeli Relationship). (See picture on page 11) Aggression to a young man in Melilla On November the 23th, a group of Muslim students from Enrique Nieto school assaulted a Jewish pupil during a break. During the weekend, the synagogue and the community center were closed. Some of the shops with Jewish owners, were attacked.

Hacking Madrid Jewish Community Website Agresin a un joven en Melilla The website of the Jewish Community of Madrid suered, on the night of March the 12th, a cyber-attack that blocked for a few hours the site and forced its temporary closure. The attack was claimed by the Moroccan group called Les Royalistes, who for a few minutes, displayed on the Community web page, the image shown below. El da 23 de noviembre, un grupo de estudiantes musulmanes del IES Enrique Nieto agredi a un compaero de confesin juda durante el recreo. Durante el n de semana, las sinagogas y el centro comunitario permanecieron cerrados. Algunos de los comercios de familias judas de la ciudad recibieron agresiones.

Esta categora se reere a los daos y ataques recibidos contra cualquier bien aunque no ponga en peligro a las personas. Incluye pintadas, carteles y daos causados a edicios. Ataque a la pgina web de la Comunidad Juda de Madrid La pgina web de la Comunidad Juda de Madrid sufri en la noche del da 12 de marzo un ataque de hacking que bloque por algunas horas la pgina y oblig a su cierre temporal. El ataque se lo atribuy un grupo marroqu llamado Les Royalistes, que dej durante unos minutos colgada en la pgina de la Comunidad la imagen que se muestra en la pgina 10.

He rather justies such persecution and hatred toward Jews as something the Jews were responsible for: Maybe here, in Spain, there was never a religious persecution, but one motivated by the hatred accumulated by the popular classes for a long time. And regarding Arnau Pons book, it reminds me of those luxuriously bound books about the civil war incendiaries, that some Catalans used to publish just to appear in the newspapers linked to Franco. It is ok if Pons wants to promote his poems, but he does not need to label no one as an anti-Semitic, or to disturb the gassed Jews. The new Anti-Semitism consists, among other things, in submitting Israel, the only Jewish state in the world, to utopian standards of morality, exposing their actions to international scrutiny and inviting to public condemnation. The article in El Pas uses the possible visit of an Israeli Army soldier, who was kidnapped by Hamas in Gaza for ve years, to Barcelona to watch a football match at the Camp Nou. According to the article, and without consulting or contrasting any information sources, the soldier, by the mere fact of being so, was involved in what they call the Gaza massacre. The reality is that not only he did not participate in any military operation, he was also the victim of a terrible and long kidnapping that took place in the same area where the article claims that he perpetrated his murderous activities.

El siguiente artculo del diario El Pais tiene su justicacin en el presente informe por la corriente existente en algunos medios de comunicacin de desprestigiar a Israel incluso con mentiras (como es el caso del propio artculo). El nuevo antisemitismo consiste, entre otras cosas, en someter a Israel, el nico estado judo del mundo, a estndares utpicos de moralidad, exponer sus actuaciones al escrutinio internacional e invitar a la condena pblica. El artculo de El Pas aprovecha la posible visita de un soldado del Ejrcito israel, secuestrado por Hams en Gaza durante 5 aos, a Barcelona a ver un partido en el Camp Nou. Se da por bueno, sin consultar fuentes ni contrastar informacin, que dicho soldado, por el hecho de serlo, particip en lo que llaman matanza de Gaza. La realidad es que no slo no particip en operacin militar alguna sino que fue vctima de un terrible y largo secuestro en la misma zona donde se le presuponen actividades asesinas.

El Pas 26-09-2012 ANTI ISRAEL Controversy over Bara inviting an Israeli soldier, involved in the killing of Gaza, to attend the Camp Nou to the Classic against Real Madrid, October 7th Those were the headlines in the Sports section of El Pas newspaper, of an article about Gilad Shalits invitation to attend a Bara Madrid match in the Camp Nou stadium. Gilad Shalit is a young man who was serving in the army (the mandatory military service) when he was kidnapped by terrorist group Hamas. The article does not clarify what killing was he involved in. Since 2005, the year of the withdrawal of the Israeli army, the only operations in Gaza took place during the kidnapping of Shalit, so the young man could not have participated. After a complaint, the newspaper published a brief correction
El Pas 26-09-2012 Polmica por la invitacin del Bara a un militar israel involucrado en la matanza de Gaza para que asista en el Camp Nou al clsico del 7 de octubre contra el Madrid. As subtitul en la seccin de Deportes el peridico El Pas un artculo que relata la invitacin a Gilad Shalit a asistir a un partido del Bara en el Estadio Camp Nou. Gilad Shalit es un joven que realizaba el servicio militar obligatorio cuando fue secuestrado por el grupo terrorista Hams. El artculo no aclara a que matanza se reere. This measure, announced by the Minister of Justice Alberto Ruiz Gallardn after the Council of Ministers on October 11 is not yet developed and will involve the matching of Spanish legislation to other European legislation relating to criminal apology and denial of genocide , especially the Holocaust. In the month of March was held in Madrid an International Congress on the Holocaust entitled. Being able to be dierent without fear: Anti-Semitism and exclusion, yesterday and today. It was organized by the Center for Humanities and Social Sciences-CSIC. I International Seminar on Anti-Semitism in Catalonia During the 7th and 8th of November, it was celebrated in Barcelona the 1st Workshop on Anti-Semitism in Catalonia. The seminar is the rst ocial and social initiative in Catalonia that has treated the anti-Semitic prejudice in a scientic and academic way.

For the seventh year the Catalan Parliament through its president Nuria de Gispert celebrated the Memory of the Victims of the Holocaust event, which took place on Thursday January 26th. At the solemn lighting of six candles of remembrance followed the speeches of the representatives of the dierent groups persecuted by the Nazis, homosexuals, the disabled, deported Catalan Republicans, Gypsies and Jews. Exhibition curated by Yad Vashem that recreates the experience of children in the Holocaust during their atrocious connement in the death camps. Alcorcn, Madrid Act and Exhibition Alcorcn City Council has for the rst time celebrated the Commemoration Day of Remembrance of the Holocaust, in collaboration with the Jewish Community of Madrid. As part of the commemoration, the exhibition Visas for Freedom coordinated by Sefarad-Israel, will be exhibited during January and February at the Municipal Arts Center (Teatro Buero Vallejo). The exhibition unveils the work done on behalf of the Jews during World War II by Spanish diplomats as Angel Sanz Briz, Bernardo Rolland Miota, Sebastian Romero Radigales, Julio Palencia and Tubau, Jose Rojas Moreno, Jos Ruiz Santaella and Eduardo Propper Alley. Through nationalization and letters of protection, the Spanish ocials protagonists of the exhibition, protected, and saved hundreds of Jews, mostly Sephardic.
