TheStateofSoPaulo- GESP,representedbySecretariadosTransportesMetropolitanosdeSoPaulo STM and Companhia Paulista de Trens Metropolitanos CPTM, has received a loan from the International Bank for Reconstruction and Development IBRDandintendstoapplypartoftheseresourcestowardsthe preparation of Environmental Management Plan and Master Plan of Use, Occupancy and Treatment of Territory of CPTM. CPTM intends to invite consulting firms, individually or in consortium/joint venture, to provide consulting and specialized technical services to conduct survey, diagnosis, mapping, and systematic and georeferenced consolidation of the environmental and territorial information, studies for environmental regularization, and for the preparation of Environmental Management Plan and Master Plan of Use, Occupancy and Treatment of Territory of CPTM. The contract aims to provide CPTM the normative and technical instruments capable of guiding their present and future actions towards a more efficient management of their actions on the territory and the environment. Selection of Consulting Firms will follow the "Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers", dated January 2011 ("Consultant Guidelines"), observing the Quality and Cost Based Selection (QCBS) method, and is open to all Consulting Firms from eligible countries, as defined in the Guidelines. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Consultant Guidelines, setting forth the World Bank's policy on conflict of interest. The contract will have a duration of twenty-four (24) months and the scope summary of the contract includes the following: 1) Surveys, mapping and systematized consolidation of environmental and territorial data:a)Systematizingandcomplementationofenvironmentalstudies alreadyperformedbyCPTM,aswellastheidentificationofthestandardsandproceduresalreadyadoptedbythecompanyb)Surveysanddatasystematizingrelated to the biodiversity; hydro bodies, micro and macro drainage; contaminated areas; water, energy and materials consumption; waste production; noise emission and impacts in neighboring areas; vegetation, Permanent Preservation Area (PPA) limits, trees which interfere on the overhead network and/or risks of falling on the street; areaswithlandslideandfloodrisksc)SystematizingandcomplementationofexistentterritorialdatainCPTMestate,consideringthepatrimoniallimits,thesurface, underground and overhead installations and identifying the several uses such as operational, commercial, residential, industrial supporting, licensees, invasions, heritage, etc.d)InformationonCPTMplansandprojectsandtheirinterfaceswithenterprisesofotherpublicandprivateentitiesintheMacro- MetropolisregionofSoPaulo data on social- economicdevelopmentofthesurroundingsandidentificationofpressurevectorsandexternalimpactsontherailwaytracke)Systematizingof institutional data related to the environmental and urban legislation which act on CPTM territory, as well as its surroundings; 2) Diagnosis and elaboration of scenarios: a)Identificationandcharacterizationofnon-conformities with the current laws, critical environmental situations and reductionpotentialitiesoftheCompany'senvironmentalliabilitiesb)Identification and characterization of conflicts and usage potentialities of company territory, considering their interactions with the surrounding of the railway network and articulations with plans, projects and laws of other public and private entities; c)ElaborationofscenariosforRailwayTrackfromenvironmentalconditionsandofuse,occupationofCPTMterritoryandofitsrelationswiththeexternalmeans. 3) Environmental Management Plan: Consolidation of specific environmental programs for the several areas of the company and its articulations, having the common goal of reducing CPTM environmental liabilities and adequate its activities to the current laws in force. Definition of goals, indicators, responsible actors, standards, procedures, management and monitoring forms of the environmental variables related to the Company's activities. 4) Master Plan of Use, Occupation and Treatment of the Territory: Consolidation of general and specific guidelines, of policies and of programs directed to the optimization of CPTM territory use and of its management, observing the environmental, urban, social, and institutional conditions existent in the surroundings of the railway network. 5) System of Geo-referenced Information SGI: Systematizing of the information utilized on the development of the works by geo-processing tool, which will support the analysis process for the planning, proposition, implementation and management of the referred plans. 6) Communication and qualification: Programs of internal institutional articulation, aiming to promote the involvement of the company's several areas on the development and execution of the proposed plans, by means of seminars, workshops, trainings and other activities of participation and qualification which enable the internalization of the plans, their management and continuous improvement.

All Consulting Firms expressing interest shall provide documentary evidence of successfully completed similar work (in size and range of activities) through presentation of the following documents: 1. Complete identification of the Consulting Firm; 2. Detailed description of contracts that have been executed as an individual service provider, a leader or member of a consortium/joint venture and shouldincludeatleast:nameofcontractingparty,numberofcontract,scopeandsummary of the activities carried out under its responsibility, total price, term of execution, site/place of execution and project funding sources. Documents may be submitted in Portuguese or English. From all expressions of interest presented, CPTM shall select 6 (six) firms or consortia/joint ventures to form the "short-list" for submission to the IBRD approval for "no objection". The short-list proponents will receive a Request for Proposal (RFP) and a winning proposal will be selected according to requirements and rules of the aforementioned Guidelines and QCBS method.
