MUMBAI, SEP 04: The new governor of the Reserve Bank of India, Raghuram Rajan, said on Wednesday that it was not an easy time for Indian economy and it faces challenges. However, in his first media briefing after taking charge, he added that the country's economy was "fundamentally sound" and had a "bright future". Rajan said the government would look to reduce investments by banks in government bonds "in a calibrated manner". NEW DELHI, SEP 04: The Supreme Court on Wednesday refused to entertain the Centre's plea seeking a review of its verdict on disqualification of MPs and MLAs on being convicted in a criminal case. The apex court, however, agreed to hear the Centre's petition seeking review of its judgment barring arrested persons from contesting elections. Earlier, the Union Cabinet on August 22 had cleared the proposal to allow convicted lawmakers to retain their membership till an appeal is pending before a court while suspending their voting rights. According to the law ministry's proposal to amend the Representation of People Act, an MP or MLA can retain membership even after

NEW DELHI, SEP 04: The long-pending Pension Bill, a key economic legislation assuring minimum returns to subscribers, was approved by the Lok Sabha on Wednesday, with the government saying it is based on the principle that "you save while you earn". The Pension Fund Regulatory and Development Authority (PFRDA) Bill, 2011, provides for market based returns and wide coverage based on several investment options in the pension sector with an aim to building confidence in the subscribers. It will have provision for withdrawals for limited purposes from Tier-I pension account, an incentive for subscribers to join the new pension scheme (NPS). Replying to a brief debate, finance minister P Chidambaram said the government has accepted most
of the recommendations of the standing committee. The NPS, beneficial for employees in the long run, is based on the principle that "you save while you earn" especially for retirement period and is mainly for those who have a regular income, he said. Additional District Development Commissioner, Pardeep Kumar , Xen PWD, Abdul Rashid Shaikh , Tehsildar Banihal Dr. Usman, BDO, ZEO, Engineers and officers of various department and IRCON company attended the meeting. While speaking on occasion, the Minister asked the officers of IRCON to complete the Water Lifting project for the surrounding villages of the Railway project Banihal at the earliest. He also instructed the officers to manage water supply to the people of the area through existing line till said project is completed. Vikar directed the Xen PWD to complete the ongoing construction work of ITI Banihal and various school buildings of the Tehsil within prescribed time besides making functional all the completed buildings. He also reviewed the ongoing road projects under various schemes and stressed upon the Engineers to speed up the work so that these projects could be done in time. He directed the officers to take strict action against those people who are responsible for delay of construction works and complete the tendering process of various projects under BRGF. He further asked the officers to start the work on Bus stand Banihal. The Minister asked the Tehsildar to visit the spot with concerned BDO, ZEO and AEE to settle the issue of land for construction of school accommodation in various schools of the Tehsil.
SRINAGAR, SEPT 4: Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma reviewed the status of on-going PHE schemes in Kokernag Constituency at a meeting of officers held here on Wednesday. Minister for Haj, Auqaf and Floriculture, Peerzada Mohammad Sayeed was also present in the meeting. Both the Ministers discussed the present scenario of ongoing schemes under PHE, Irrigation and Flood Control sector and obtained detailed feed-back from the concerned officers. The meeting was apprised that as many as 21 PHE
schemes at an estimated cost of Rs. 54.33 crore have been taken up in the constituency for improving the overall drinking water position in the area, out of which 7 have been completed and 6 targeted during the current fiscal. An amount of Rs. 13.79 crore has been incurred till date on these works. Similarly, under Irrigation & Flood Control Sector, one major scheme is under execution at an estimated cost of Rs. 19.65 crore and till ending March, 2013, an amount of Rs. 15.62 crore has been incurred on that scheme. Besides, two new schemes at an estimated cost of Rs.
16.35 crore have been approved under 12th TAC. The Department has also formulated 7 new schemes at an estimated cost of Rs. 33.80 crore and forwarded to the Government for funding to improve the irrigation facilities in the area, the meeting was apprised. The PHE Minister directed the engineers to speed up the pace of work and complete all the schemes in a time bound manner. He said the funds will be no constraints for the completion of these schemes. He emphasized the need for maintaining quality of work and judicious use of funds.

Had the mistakes gone unnoticed, it could have ruined the career of meritorious students and at the same time given undue advantage to others who had actually not qualified the admission test. They have found remarkable difference in awarding numbers in the copy and mentioning the same on the award list in hundreds of answer-sheets of different subjects. Sources informed TOI that out of the total of around 32,000 answer copies, authorities found discrepancy in 1,545 copies. five other oryxs. Unfortunately, all, except one, which was lucky to have re-joined its herd, died. Another incident which was also documented in Africa was that of a hippopotamus in Tanzania. Migrating wildebeest and zebras need to cross the strong-flowing Mara river to reach the grass plains of the Serengeti. But heavy rains had flooded the river and the Mara was flowing even more furiously. What happened next had never been seen before. The strong current swept away a young wildebeest, and before the waiting crocodiles could even react, a hippo reached the calf and kept it above the water with its snout, gently nudging it and carrying it across the river where it joined the rest of the herd. Before the tourists and forest guards could take in this moment, they saw the hippo swim out again and head for a zebra foal that was swept away as well and helped it cross the river. The foal which had been struggling to stay afloat was exhausted and could barely stand. The hippo, sensing that it wasnt out of danger yet, gently bit the foal on its behind and coaxed it to walk the last few steps and rejoin its herd. Hippos are generally considered aggressive and territorial, and not often associated with such gentle and empathetic behaviour for sure. There are many more stories like this of animals helping animals and even humans. There have been cases where dolphins have protected a swimmer or a diver from a shark, as well as a beluga that saved a drowning free-diver by lifting her to the surface. There certainly seems to be a lot of thought and compassion behind all these stories and while this behaviour might not be a rule that is followed in the cycle of life and death, it does add another deep layer to a feeling of being part of the planet and sharing it with each other. One explanation for altruism is that it benefits the species as a whole and is, therefore, hard-wired into the system and plays out as an instinct. Recently, the story of a wild Australian sulphur-crested cockatoo came out. The cockatoo had been rescued from an accident and had to have one wing amputated. She was adopted and kept in a cage outside where she was often visited by wild cockatoos, including a male that took a fancy to her. He figured out how to undo the tamper-proof lock of the cage, released the one-winged cockatoo and then they mated! Cockatoo pairs can bond for years and once the male realised that his mate was unable to fly he not only stayed back but even dug a nest for her in the ground next to a bush to lay the eggs. Not the safest option for either of them, but in spite of all odds they stayed together and the eggs hatched. The Samburu National Reserve in Africa has become world-famous because of Kamunyak, a lioness. What Kamunyak did left scientists and even religious heads questioning what had occurred. Simply put, she adopted a baby oryx that was separated from its herd and kept it with her. Predators keeping their prey alive and toying with it has been documented before and is, in fact, quite typical of the cat family. But in this case, the oryx was adopted by the lioness who cared for it like it was her own cub. Far from being eaten, the baby oryx was protected by the lioness who even stopped hunting for herself and was close to starvation. Unfortunately so was the baby, who was too young to graze and needed milk. Eventually a lion killed the oryx and ended this amazing relationship. Currently, nine States across India Tamil Nadu, Kerala, Jammu & Kashmir, Haryana, Karnataka, Gujarat, Delhi, Goa and Puducherry have included this vaccine in their immunisation programme, and many other States have shown interest. Introducing a vaccine in the immunisation programme enables public health programmes to use this preventive technology to reach remote, inaccessible and poorer sections of the society who would otherwise not have access to this life-saving intervention. India has demonstrated in its polio eradication and vaccination programmes that dedicated efforts can reach the most vulnerable populations and ensure encouraging results. India, like many countries, trained its health workers and strengthened the system for reporting of any adverse events, before the vaccine was introduced into the immunisation programmes of selected States, starting in 2011. These reports of adverse events and deaths following immunisation were thoroughly investigated by national authorities and international experts. Other countries too did the same. In Bhutan, Sri Lanka and Vietnam there were reports of deaths around the time of immunisation, and as a precaution, there was a temporary suspension of the vaccine during the investigations of these adverse events. However, the investigations in India and other countries did not show evidence that the vaccines had caused the deaths. Although the apprehension about the serious side-effects of the vaccine is understandable, the knee-jerk reaction of calling to withhold a valuable public health tool is dangerous to say the least. We need to keep in perspective that although there are risks with all medical interventions, including vaccines, the fact that the public health benefits almost tens of thousands of Indian infants, is substantial. We should continue to be vigilant to ensure the safety of our children, but it is equally important that we move forward, embrace and incorporate newer technologies in our own system that can help save lives. Just like the vaccine for small pox eradicated the disease from our memories and the oral polio vaccine has helped India achieve over two-and-a-half years of polio-free status, it is time we accept the benefits of this lifesaving tool and ensure its access to all of Indias children. Chidambaram and Parliamentary Affairs Minister Kamal Nath had with top BJP leaders L. K. Advani, Sushma Swaraj and Arun Jaitley. At the meeting, the Ministers asked BJP to allow proceedings in the two Houses so that important legislative business including Pension Bill and Land Acquisition Bill could be taken up, sources said. However, BJP leaders insisted that the issue of coal files needed to be taken up on priority, particularly in the wake of reports that a senior CBI officer had sought questioning of Prime Minister Manmohan Singh in connection with allocations made when he held the Coal portfolio between 2006 and 2009. NEW DELHI, SEP 4: The proposal for extending the Monsoon Session of Parliament did not find favour with the CPI(M), with the party suggesting that the Government should call for an early Winter Session. The session has already been extended once because of which a lot of members had to cancel their programmes. So, extending it again is not done. What the Government can do is to call an early Winter Session, party leader Sitaram Yechury told reporters outside Parliament. Parliamentary Affairs Minister Kamal Nath had earlier indicated that the Monsoon Session of Parliament may be further extended as crucial Bills are pending. If need be we can extend the Monsoon Session of Parliament. Key legislations are pending and must be passed. I am hopeful that all political parties will recognise this and cooperate, Mr. Nath said. BCCI's one time benefit Kumble comes to likely for more players referees rescue
MUMBAI: The Cricket Board's one-time benefit for players who had turned out for a specific number of domestic and international games before 2003-04 and retired is likely to be extended to a few more players who had played beyond the cut-off date, sources said today. "The one-time benefit was limited to only those who had played a specific number of domestic or international matches by 2003-04 and retired. But it was announced and given away only in 2012. It was suggested at the working committee that it could be extended so that a few more players who had not retired by the cut-off date could also benefit from the scheme," BCCI sources said. Though no specific names were mentioned at the working committee meeting in Kolkata, news reports have said that five players - Sairaj Bahutule, Wasim Jaffer, Amol Muzumdar, Sanjay Bangar and S Sriram - are the new beneficiaries of the BCCI's largesse. The one-time payment cost the Board Rs 100 crore and benefited 160 cricketers. Cricketers who had played more than 100 Tests got Rs 1.5 crore while those who played between 75 and 99 Tests pocketed Rs 1 crore. Rupees 75 lakh were given to those who played between 50 and 74 Tests, Rs 60 lakh for those who turned out for 2549 Tests; Rs 50 lakh for those who played in 10-24 Tests while those who played between 1-9 Tests and those who had played their last international match before 1970 got Rs 35 lakh each.
