Technical specifications

1.1

General

The switchgear concerned is of the SF 6-insulated, type-tested, metal-clad type with vacuum circuit-breakers. The gas insulated switchgear shall be type tested for internal arc fault of 31.5 kA for 1 Sec.

1.1.1

The factory-assembled type-tested panels should be of uniform dimensions, regardless of the rated current. A panel width of 600 mm is preferred. All control and monitoring elements should be accessible from the front.

1.1.2

For reasons of operating reliability, the switchgear should feature singlephase encapsulation. All high-voltage components must be sealed hermetically and safe to touch. SF6 may be used only as an insulating medium, not for quenching. The prescribed insulation levels should be upheld without additional insulating material inside the gas compartments. Reliable operation of the switchgear must be assured even in the event of pressure drop to normal level.

1.1.3

Short disconnection times for expansion work at each end of the system must be assured. If possible, equipment allowing expansion without disconnection should be offered, provided that it does not take up any space in the panel width and depth.

1.1.4

The degree of protection of the high-voltage section should be IP 65. The minimum degree of protection prescribed for mechanical protection of all external parts is IP 3XD.

1.1.5

The arrangement of the circuit-breaker in the panel must be such that in the event of any necessary inspections both the operating mechanism and the arcing chambers can be removed and reinstalled from the front or back in a verifiably short time. The busbars must remain in uninterrupted operation and there must be no reduction in either the insulation level (additional measures such as protective barriers are not permitted) or personnel safety. Confirmation must be provided with the quotation.

1.1.6

Each sealed-off gas compartment must have its own pressure relief facility and without any arc fault limiter arrangment, which, in the event of an arcing 2

fault, prevents uncontrolled rupturing of the compartment. The manufacturers must guarantee an adequate pressure reserve between the operating value of the pressure relief and the rupturing pressure of the vessels. The pressure relief facilities must limit the effects of a fault arc to one compartment. Gas escaping under pressure must be diverted in a direction that is not dangerous for operating personnel; the same applies to fixed parts (rupture diaphragms etc.). The manufactuerer must furnish type test report for internal arc fault level of 31.5 kA for 1 Sec. 1.1.7 Pressure monitoring takes place with contact-making manometer gauges, which function independently for each busbar section, circuit-breaker gas compartment, three-position switch gas compartment or busbar voltage transformer set respectively. Manometer shall have positive indication without use of any proximity switch or auxiliary supply. The gas compartments must be well sealed both mutually and to their surroundings. The gas loss must not exceed 0,5 % per year and compartment. The filling pressure must be selected so that after 20 years of operation the full test voltages can still be withstood, without any topping up. 1.1.8 The use of plastics must be minimized, in order to likewise minimize the risk of fire in the event of a fault. The switchgear operation must be independent of the protection equipments like relays, meters being used.

1.1.9

1.1.20 There shall be mechanical mimic to indicate the positions of Breaker, 3 position switch ( disconnector ) and earthing switch. 1.1.21 Switchgear shall be suitable for manual ON and OFF operation in case motor supply not available.

1.2

Circuit-breakers

1.2.1

Vacuum circuit-breakers with maintenance-free fixed contact systems shall be used. Plug in contact or contact spring arrangement inside gas compartment for breaker poles connection shall be avoided. The breaker poles are to be mounted within the metal enclosure. Any insulated enclosure for breaker poles within metal enclosure is not permitted.

1.2.2

1.2.3

To reduce the number of mechanical parts inside the enclosure, the operating mechanism shafts are to be located outside it. The circuit-breaker has to control at least 20,000 breaking operations at rated current or 50 breaking operations at rated short-circuit breaking current without maintenance. The mechanical life of the vacuum interrupter has to comprise at least 30,000 operating cycles.

The operating mechanism must be maintenance-free without time limit up to 10,000 operating cycles. Its service life has to comprise at least 30,000 operating cycles.

1.3

Disconnectors

1.3.1

Three-position switches reduce the number of functioning parts inside the enclosure. In combination with the circuit-breaker, the three-position switch is for makeproof earthing of the feeder.

1.3.2

The operating mechanism of the three-position switch should be actuated manually. There should be a facility for conversion to motor control.

1.3.4

Maintenance of the operating mechanism shall not be necessary before 2,000 operating cycles at the earliest, respectively after 10 years.

1.4

Interlocks

1.4.1

The combination of three-position switch and circuit-breaker must meet the following panel-internal interlock conditions: To prevent the disconnectors from switching under load, they may only be actuated with the circuit-breaker open. The three-position switch must be prevented from switching through from the closed state into the "ready-to-earth" state. The three-position switch may only be brought into the earthing position if the circuit-breaker is open. Closing of the circuit-breaker is blocked for as long as the three-position switch has not reached a definite switching position.

1.4.2

For earthing of the feeder, reliable "interrogation interlocking" must be provided: Only after the three-position switch has been switched into the "ready-to-earth" position may the feeder be earthed in a short-circuit-proof way by switching in the circuit-breaker.

1.4.3

The feeder earthing must be protected against "disconnection from earth": The remote control and protective tripping facility of the circuit-breaker must automatically become ineffective as soon as the three-position switch is switched into the "ready-to-earth" position. It must be posible to lock the local mechanical tripping by blocking the tripping mechnism mechanically.

1.5

Busbars

1.5.1

The busbars must be of flat copper of rectangular cross-section to DIN and must be continuous in the section concerned without transverse barrier. Individual pieces may be bolted together panel by panel.

1.5.2

To absorb thermal expansion and contraction movements, suitable compensation joints must be fitted if necessary.

1.5.3

High-grade cast resin components must be used for bracing the conductor; they must feature high resistance to creepage.

1.5.4

It must be possible to earth all busbar sections in a make-proof way.

1.6

Instrument transformers

1.6.1

Current and Voltage transformer shall be conventional type. Rogowski coil and or other non standard arrangement is not acceptable.

1.6.2

Current transformers must be of the dielectrically non-stressed toroidal-core type outside the enclosure.

Voltage transformers should preferably be inductive type. Voltage transformers must be totally insulated and metal-enclosed. SF6insulated transformers for bus voltage measurement must be accommodated in their own gas-tight compartments sealed off from the main conducting path. To allow voltage tests of the system, there should be a facility for disconnecting and earthing the transformer. Cast resin-insulated voltage transformers for line voltage measurement with direct metal enclosure should preferably be connected directly with the system at specially provided sockets.

1.6.5

Busbar/Line Voltage transformer shall be located within the panel without use of any additional metering panel. Bus VT should be equipped with motorized disconnector.

1.6.5

Capacitive dividers in the bushing leading to the cable termination should allow safe testing of the cable for dead state at the switchpanel front. These dividers must be a fixed integral part of the system. Capacitive layers on the plug connector may be used only for additional testing.

1.7

Panel connections

1.7.1

Totally insulated panel connections (cable plug connectors featuring the internal tapering system to DIN 46637) are preferred. They must be completely safe to touch.

1.7.2

There must be sufficient space available for connection of up to six cables of interface type 2 or of up to four cables of interface type 3.

1.8

Line Side Disconnector:

An additional Line side disconnector to be provided to isolate the feeder to ensure operator safety.

1.9

Low-voltage compartment

1.8.1 1.8.2

The low-voltage compartment must be arranged at the front. The control and signalling circuit wiring must be flexible and of cross-section 1.0 mm; for transformer circuits the figure is 2.5 mm. The signalling and control leads must be led to a terminal block via plug connectors in which they are grouped together according to function.
