URBAN DEVELOPMENT DEPARTMENT, GOVERNMENT OF WEST BENGAL NOTICE INVITING EXPRESSION OF INTEREST for

PROJECT MANAGEMENT UNIT TO THE URBAN DEVELOPMENT DEPARTMENT FOR IMPLEMENTATION OF WORLD BANK ASSISTED PROJECTS UNDER NGRBA IN WEST BENGAL The Urban Development Department has been designated as the Nodal Department for managing the implementation of the World Bank assisted projects under National Ganga River Basin Programme (NGRBP) in the State of West Bengal. The portfolio of World Bank assisted projects to be implemented under the supervision of the National Ganga River Basin Authority (NGRBA) with Clean Ganga Mission by 2020 in the State includes projects on 1) Sewerage & Sanitation, 2) Sewage Treatment, 3) Solid Waste Management, 4) Industrial Pollution Control Initiatives and 5) River Front Development aiming at preventing discharge of untreated sewage into River Ganga and thus aiding abatement of river water pollution and improvement in water quality. As the implementation management of the projects involves a large volume of data management and monitoring work within the broad framework of the guidelines issued by the Ministry of Environment & Forests, Government of India for the purpose, the Urban Development Department, Government of West Bengal intends to engage one Project Management Unit (PMU) to provide requisite technical and managerial support to the State Government. The PMU would operate as a Unit under the overall supervision and guidance of the State Government to co-ordinate implementation of projects and reforms under NGRBP. The main focus of the PMU shall be on project management and monitoring encompassing among others the aspects of overall Strategic Support, Technical Support, Monitoring and Reporting Support, Capacity Building Support. The engagement of the PMU would initially be for a period of 3 years. The EXPRESSION OF INTEREST is invited from reputed concerns having good track records and expertise in areas of development of sewerage master plan of the city, design of sewerage network and sewage treatment plants, sewer rehabilitation, catchment area treatment, water resources, riverfront development, low cost sanitation, afforestation, dairy farm waste management and electric crematoria, public participation and awareness activities, operation and maintenance of sewerage infrastructure, Management Information System(MIS) and use of computer and internet facilities. The applicant agencies should fulfil the following eligibility criteria: 1. The PMU should be a team of six personnel i.e. One Team Leader with Post Graduate Degree in Commerce or a Certified Cost / Chartered Accountant preferably with Management Degree / Diploma in Finance, Two Project Officers with Degree in Civil/Environmental Engineering and Management Degree / Diploma, One Specialist/Expert in Water Resource/Catchment Area Treatment and One Knowledge/Information Specialist with expertise in Maintenance of MIS System and One Office Secretary with B. A / B. Sc preferably with Diploma in Secretarial Practice. 2. Prior Experience of working as Project Management Unit for at least the last three years for which necessary documentary evidence shall have to be furnished. 3. Successfully completed at least two projects as PMU in the last five years for which necessary documentary evidence shall have to be furnished. 4. An average annual turnover of Rs. 3.00 crore during the last three years for which necessary documentary evidence shall have to be furnished. 5. The applicant agencies, in case of a consortium, have to designate one of them as the Lead Management Unit and the same should be incorporated in the MoU/MoA to be submitted along with the application.
