Contract Title: Solid Waste Management Works - Infrastructure Kollam IFB No.: KSUDP/PIU-KLM/003 (SWM) Dead line for bids: 24-04-2008 at 13.00 hours 1. India has received a loan from the Asian Development Bank (ADB) towards the cost of Kerala Sustainable Urban Development Project (KSUDP) and it is intended that a part of the proceeds of this loan will be applied to eligible payments under the contract named above to be executed in Kerala State, India. Bidding is open to bidders from eligible source countries of the ADB. Project Implementation Unit, Kerala Sustainable Urban Development Project (KSUDP) for Kollam Corporation, Kerala (The Employer) now invites sealed bids from eligible bidders for procurement of the following works. Contract Package No. and Title KLM-SW-01-C Solid Waste Management Works Infrastructure Kollam Description of Work Solid Waste Management Infrastructure works in Kollam Corporation. Bid Security Rs. Bids are invited through Manual / Electronic bidding system (e-tender) from eligible bidders. Only eligible bidders with the qualifications as prescribed in bidding document should participate in the bidding. Bidding documents of the package are uploaded in the KSUDP website www.ksudp.org for information of the eligibility requirements and the works. National Competitive Bidding will be conducted in accordance with ADBs Single Stage: two Envelopes bidding procedure. I Abstract of bid

A complete set of bidding documents (in duplicate), in the English Language, may be purchased by interested eligible bidders on submission of a written application to PIU, KSUDP, Kollam Corporation, Kollam and on payment of non-refundable fee of Rs.5,000/- (Indian Rupees Five Thousand Only), inclusive of all taxes during normal office hours on all working days from 24-03-2008 upto 24-04-2008. Those bidders who desire to receive the Bidding Documents by courier shall pay Rs.500 (Indian Rupees five hundred only) extra for delivery within India and Rs.3000/- (Indian Rupees three thousand) extra for delivery to any place outside India. The fee and courier charges shall be paid in Indian Rupees or an equivalent amount in a freely convertible currency only in the form of demand draft favoring the Project Manager , Kerala Sustainable Urban Development Project, payable at Kollam, Kerala. Alternatively, bid documents can be obtained through our website http:/www.ksudp.org, by clicking on e-bid wizard which will link to www.tenderwizard . com / KSUDP where electronic bid form is provided. Bidders who propose to use the e-bidding facility can access e-bid form (bid document) by making online request free of cost. Additional conditions and information can also be obtained from the above mentioned site. The procedure of E-bidding would be clearly explained in the bidding document and the bidders can also obtain the clarifications regarding ebidding and the bidding documents from the office in the above mentioned address. The e-bid document downloaded by the interested bidders cannot be used for manual submission. Additional copies of the bidding documents if required by the contractor can be obtained by a payment of Rs.3000/- (Three Thousand Only) per copy of the document.

Aspiring bidders who wish to submit bids electronically may obtain the user ID & Password for participating in e-tendering in KSUDP from the website www.tenderwizard.com / KSUDP, through link Register Me. A prebid meeting will be organized for the interested bidders on 15-04-2008 at 03.00 hrs , in the office of the Project Manager, Project Implementation Unit, Kerala Sustainable Urban Development Project, Kollam Corporation, Kollam. Interested bidders may choose to attend the prebid meeting at their own expenses. Sealed bids must be delivered to the address mentioned above under para 6 on or before 13:00 hours on 24-04-2008. All bids must be accompanied by the specified bid security as part of the bid, which shall remain valid for a period of 180 (one hundred and eighty) days beyond the opening of the bid. The bid security shall be in the form of unconditional Bank Guarantee from any Nationalized Bank in India or a Demand Draft. If the bid is to be submitted electronically, then the bidder can access tender documents on the web site, fill them and submit the completed bid documents into electronic bid on the web site itself. The bid security shall be scanned and attached to the e-tender document and original Bid Security document should be submitted to the office of the undersigned on or before 13.00 hours on 24.04.08 (before tender opening time), failing which the contractor / firm will be disqualified. I Abstract of bid
0.5% (zero point five percent) of the amount of delayed works or unperformed services for each week and a part thereof of delay until actual completion or performance, up to a maximum deduction of 10% of the Contract Price. A proportion of 10% (ten percent) of the payment shall be retained from the first payment to each payment upto a maximum retention of 5% (five percent) of the contract price.
