Tentative
teachers
contract
in place
By SHANNON SADLER
The Moorestown Sun
Following nine hours of talks
between the Moorestown School
District Board of Education and
the Moorestown Education Asso-
ciation, teachers might have a
new contract.
Meeting at 8 a.m. on Sept. 2, the
board of education and the MEA
engaged in lengthy discussions
without the assistance of a medi-
ator.
Everyone came to the table
with sharp pencils, board of ed-
ucation member Kevin OSulli-
van said.
OSullivan explained that the
meeting was part of an effort to
settle the teacher contracts before
the beginning of the 2013-2014
school year, with the main issues
of debate being salary and health
care.
We had some really good dis-
cussions on both sides of the
table, OSullivan said.

Separating recyclables will be a practice of the past
for Burlington County residents in May with the im-
plementation of streamlined recycling. The big blue
cart, which residents currently use for cardboard
and paper, will soon be an all-purpose recycling tool.
Moorestown Township Mayor Stacey Jordan ex-
plained that she is looking forward to the program
coming to the township, as it will make it even more
convenient for residents to recycle.
Drawing from her own experiences as a resident,
she explained that it would be a lot easier having
everything comingled together as opposed to
Moorestowns current program, which involves sepa-
rating types of recyclables to ensure that only card-
board and paper go in the big blue cart prior to it
going out to the curb.
Starting in May, residents of Mooretown will be
able to use their carts to dispose of not only paper and
cardboard, but also cans and bottles.
This is just a step to make it better, Jordan said. I
think it will be a great thing for the town.
Currently, the county is working to find out whether
residents are in need of the signature blue cart, or a
second cart to supplement the amount of recyclables
put to the curb each week.
If residents currently have a 48-gallon, 64-gallon or
96-gallon cart, theyre asked to visit the county website
to determine whether they need a second one before
May.
Streamlined
recycling
please see PROGRAM, page 2
please see BOARD, page 7
According to the county, it is es-
timated that more than 30,000
homes may need an extra cart, of
differing sizes. It will take months
to gather everyones information,
order the carts, and deliver the
right size carts to the right homes
next spring. And keep plastic
bags out of recycling buckets and
carts.
Not only is the program free of
charge for residents, but the fre-
quency of service will not
change.
Currently, major facility modi-
fications are being made to the
Robert C. Shinn Recycling Center
in Westampton. Following that,
new single-stream sorting equip-
ment will be installed.
The county website stated that
studies show single-stream
brings with it an increase of 10
percent or more in recycling. The
more people recycle, the less
waste there is in landfills. Last
year, recycling saved the towns
more than $3.2 million in landfill
tipping fees. Those cost-savings
are effectively tax savings, since
they improve the bottom line of
municipal budgets.
Jordan said that along with the
potential savings for the town-
ship, the goal of the program is to
see less waste entering the land-
fill through an increase in resi-
dent participation.
I think the convenience and
ease of recycling is going to be
better, Jordan said. Whenever
you can make something more
convenient and easy, then resi-
dents will take advantage of it.
To determine whether an extra
big blue cart is needed, resi-
dents are asked to visit
www.co.burlington.nj.us/pages/p
ages.aspx?cid=1024#FAQS to de-
termine their usage. The deadline
for registration is Sept. 30.

Councilman explains decision
to vote no on ordinances
Moorestown Township Ordinance 16
2013 revising provisions for political con-
tributions and expanded reporting of con-
tributions from all contributors was con-
sidered and passed by Town Council at its
Aug. 5 and Aug. 19 meetings. At both meet-
ings, I asked for the action to be tabled, and
I finally voted no to the ordinance. I have
been asked by several citizens why. In the
interest of clear communications, I will ex-
plain.
Although I had asked and tried to see the
actual ordinance before the Aug. 5 meeting
I did not receive it until arriving at the
meeting and being asked to vote on it for
first reading. I felt then I would like more
research and would certainly want to read
a 2 1/2-page document and the entire chap-
ter of the code before voting, so I made a
motion to table it.
After the first meeting, I spent a fair
amount of time researching the document.
This had been presented in the first
meeting as in keeping with a dialogue
between Gov. Christie, State Senate Presi-
dent Sweeney and other state legislators to
reform pay to play. In fact, the language in
the ordinance stated that by adopting, we
would take action to "remain consistent
with expected regulatory reforms." In
order to understand those expected re-
forms, I e- mailed the ordinance to
Sweeneys office. Sweeneys chief of staff
wrote back stating that our proposed ordi-
nance was not consistent " with the dis-
cussions and dialogue on pay to play. I
called and spoke to this person for confir-
mation. I reported this at the Aug. 19 meet-
ing, along with a request to research the
subject more. When the ordinance was
brought to a vote, I voted no for this and
other reasons. Unfortunately, the ordi-
nance passed.
While it is good that the ordinance
makes every dollar reportable, I have great
concern for the changed amounts. The or-
dinance now passed increases from $300 to
$2,600 the amount professional business
entities may contribute to Town Council
candidates and political parties, and from
$500 to $7,200 contributions from profes-
sional business entities to a PAC (political
action committee). This enables a few peo-
ple to influence the outcome of a local elec-
tion, by their substantial contributions.
Instead, why not ask folks to donate to
causes that have a real and tangible effect
benefiting Moorestown in the name of
their party or candidate, such as
Percheron Park, the various food banks, a

welve years have passed since
the Sept. 11, 2001, attacks on
New York City and Washing-
ton, D.C.
Thats hard to believe.
Its hard to believe that it was 12
years ago that this country changed
forever.
Its hard to believe that it was 12
years ago that so many innocent lives
were lost.
Its hard to believe how much our
lives have changed in those 12 years
how heightened security at public
places, especially airports, is expected
and openly accepted; how a persons
privacy is not always private; how
farewell and welcome home celebra-
tions for servicemen and women seem
to be commonplace.
There are so many other examples
to mention of how our lives have
changed since that fateful day 12 years
ago.
Here we are, more than a decade
later, with 9/11 as a memory for all of
us who lived it, and a history lesson
for those who didnt.
Twelve years later, we should all be
proud of the way we are remembering
and honoring those who lost their
lives that day as well as their families,
and also the servicemen and women
and their families who so bravely
have volunteered to serve this country.
In addition to annual memorials put
on at the national level, local commu-
nities are playing a large part, too. Our
community, and others around us, are
setting up 9/11 memorials, obtaining
steel from the World Trade Center to
display and hosting 9/11 remem-
brances.
We should all be proud of ourselves
and our fellow citizens. But we should
not stop here just because we have
done well so far.
We should never forget what hap-
pened 12 years ago. We should always
respectfully pause and respect those
who were taken from us and those
who fight for our freedom.
And we should ensure that those
who werent alive 12 years ago, or were
too young to remember, are taught
about what happened that day, and
how it will continue to affect our lives
and theirs.
We will never forget.
We will never forget
Twelve years later, we continue to remember those lives lost on 9/11

Board scheduled
to vote on Sept. 9
While unable to divulge the
specifics of the tentative three-
year contract prior to the ap-
proval of the board of education,
O Sullivan explained that the dis-
cussions produced equal compro-
mises on both sides, producing a
deal that both sides can live
with.
Representation for the board of
education included superintend-
ent Brian Betze, board
member Kathy Goldenberg, Sh-
eryl Sawin, David Weinstein and
O Sullivan.
We had some really frank dis-
cussions, OSullivan said.
He said that such discussions
facilitated negotiations, as they
enabled both sides to pull togeth-
er to hash out an agreement. O-
Sullivan said it felt like a
restart between the board of ed-
ucation and the MEA. He added
that with this new sense of un-
derstanding, both parties may
now be able to focus their energy
on pushing the district forward.
Better communication was
coming out, OSullivan said.
More discussion, rather than
yelling at each other like at the
board of education meetings
which does nothing for anyone.
He also explained that ham-
mering down the specifics of this
contract before the start of the
school year helps to keep the
school district moving forward,
citing contract negotiations from
two years ago, when the teachers
went a whole year without a con-
tract until the board and the MEA
were able to strike a deal on
Labor Day.
No one really wanted to go
through that again, he said.
The board had already met
once with the Moorestown Educa-
tion Association representative
without a mediator to settle the
contract, but remained unsuc-
cessful in finding a resolution
after six hours of talks.
The board of education was
scheduled to vote on the new con-
tract at 7:30 a.m. on Sept. 9, follow-
ing the MEAs vote to ratify the
contract on Sept. 4.
