The University of Mysore (Accreted with A++) spread around 750 acres is among the leading institutions of its type, and is a long-term symbol in the focus on excellence in higher education in India. It was founded by the then Maharaja of Mysore, on July 27, 1916. The University now encompasses 122 affiliated colleges and 4 Constituent Colleges, 37 post graduate departments, 8 specialized research & training centers and 2 post graduate centers that together offer about 55 regular academic programmes with an aggregate of more than 56,000 students. ABOUT CENTRE FOR THE STUDY OF SOCIAL EXCLUSION AND INCLUSIVE POLICY (CSSEIP) The Centre for the Study of Social Exclusion and Inclusive Policy (CSSEIP) is a University Grants Commission (UGC) sponsored research centre functioning in University of Mysore (Karnataka) to conduct research on the issue of social exclusion, which has hypothetical as well as policy importance. The CSSEIP focuses mainly on issues related to social exclusion and inclusion related to Dalits, Tribals, OBCs and religious minorities etc. BACKGROUND OF THE CONFERENCE: Reservation Policy has become one of the emerging and significant fields of research among the social scientists in recent times. There is a divergent opinion among scholars regarding the impact of reservation policies is concerned. Most of the social scientists opine that reservation policy is to achieve the social justice and social, financial inclusion to establish egalitarian society and another group of scholars argue that it is a legalized discrimination and reverse discrimination and will revitalize and polarize the caste system. However, there is no doubt that the reservation policy has contributed immensely towards the representation of the marginalized social groups in public sector employment, education and legislature. However, since, many scholars question the impact of reservation policies the question arises that whether there is any need to make necessary changes in the present reservation policies. For the effective implementation of the reservation policy, the Government has developed certain procedural safeguards. However, still we see many problems in implementation of the policy and in certain times the reservation rules are not followed correctly. The important drawbacks of the present reservation policy are the absence of a Reservation Act, a provision of strict checks against those who wilfully avoid the implementation of the reservation policy and the creamy layer problem. Hence, there is also a need discussion on the changes to be brought about in the present policy to make the policy more effective and necessity of strict rules for the implementation of the policy. Many development thinkers argue that reservations alone are not enough to mainstream the SCs and the STs to the levels of the other sections of the society. Hence, there is also an argument is that whether reservations alone will contribute to the empowerment of SCs/STs and OBCs.

Further, the policy of reservation is applicable only in the case of appointments in the government sector. Private sector employment is kept out of the purview of reservation. Moreover, the ongoing process of globalization favours the forces of market and excludes the marginalized sections of the society. Hence, discussions on the extending reservation to the private sector also need immediate attention. Finally, while reservation is important it has benefited only a minor number of pockets of people and not the marginalized communities as a whole, leaving the majority still in misery. Hence, discussions to see the impact of affirmative action on the socio economic empowerment of marginalized groups also need attention. Hence, this conference seeks to find answer to the above discussed questions or the problems. Further, the conference will try to focus on the inter relationship between the policy of reservation and socio economic development of the marginalized sections in the context of globalization. AIM OF THE CONFERENCE 1. To evaluate the status of implementation and review the relevance of reservation policies in India; 2. To explore whether reservation policy in its present form has succeeded in ameliorating the condition of the marginalized sections in India; 3. To discuss the need for reservation in Private Sector, judiciary and Parliament in India; 4. To suggest suitable policy measures to make reservation policies in its current status to still more effective. CALL FOR PAPERS: Abstracts (500 words) and Full Papers (Less than 12 Pages) can be submitted through Email in Word format to icssrconference@yahoo.com and a copy to ptdinesha@yahoo.com. Submission of full paper is compulsory. The research papers shall be preferably in the standard research format, abstract, spelling out the need for study, hypothesis if any, methodology, techniques of data analysis, findings/ results, conclusion and references. Reservation for the Disabled Women, Minorities; 9. Autonomous and Deemed Universities and Reservation 10. Dalit Christians, Dalit Muslims and Reservation.

Outstation paper presentation will be reimbursed II Class Sleeper (Train) from the shortest route and free lodging and boarding facilities will be provided in the university guesthouse on twin share basis. Note: If an article containing more than one author only the first author or the actual paper presenter will get presentation certificate and other authors will get certificates 'Presented in Absentia only.
